Ukisoma Report ya CAG juu ya huo mradi mipango yote hiyo ya system nzima ya kusimamia project ipo. Hayo mambo ni sehemu ya matayarisho ya awali na amegusia diversion kadhaa za makubaliano ya pande mbili kuharakisha mradi.

Nonetheless there are more serious problems than we originally thought on the clients management side.

Project Management ina Poject dependency(Resource,Logic, External, and Internal) Constrains(Time, Scope, and Cost), na Pia Risk management, ambazo zikibalika, kila kitu kinabadilika, sasa huu mradi ulikuwa unapelekwa kisiasa ili kumridhisha Jiwe, watu walikuwa wanapuyanga tu mbele kwa mbele, na hata sasa Quality ya hii project foundation ina utata sababu uliendesha kwa kimhemko na kwa uwoga,
Kuna uwezekano naona wa kusababisha mafuriko, kama Brazil kutokana na ujenzi mbovu...
 
All what you're doing is speculating on stuff you have no detailed knowledge of. You should let TANESCO have the benefit of the doubt, if only for the simple fact that you do not have access to the contractual details between TANESCO and the parties involved in the project.

Nazungumzia control procedures na milestones za mradi mkurugenzi anasema wameboresha mfumo sasa hivi wanajua a month late, wakati hizo info anatakiwa awe na access at anytime if he chooses to kama wana system nzuri ya supervision.

Project Management is an aspect of management science, so kuna designed frameworks which are applied every time only tuned to suit a specific project.

Lakini swala la control procedures you’ll always have a project responsibility matrix; heck watu wanaweza jua mpaka mifuko mingapi ya cement leo imetumika wakiamua.

This how people do things kila project inaenda na task based on WBS na kila task ina hiko kitu kinachoitwa ‘Responsibility Assigment Matrix’ based on scheme of works.

So kila hatua kuna mtu anajaza nini kimefanyika on the milestone of the task at least each week, information ambazo zinatakiwa kuwa shared on the system which could be viewed na viongozi ambao awaendi kwenye project kila siku as the project evolves.

Hiyo nimeweka tu bali kila project inakuwa na management structure yake na RAM system inayomfikia mkurugenzi each day or week

Ndio maana ukiwasikiliza hao watu unaona hawana uwezo. Huo ndio ukweli wenyewe.
Hiyo ndivyo ulivyofundishwa darasani kwa ajili ya kufaulu mitihani tu.Ndiyo maana unawasilisha kwa lugha tata na ya kukariri na kiswahili cha hovyo.Sikutegemea kwa msomi unaandika 'viongozi AWAENDI' badala ya HAWAENDI.Huu ni ushamba tu.Bado tuna kazi kubwa mbele yetu.Kujifanya kujua kwingi lakini matobo kibao.Kwani mmesomea wapi ?

Ukiangalia miradi yote hiyo ilikuwa na kitu kinaiitwa "Constrains" (Changamoto) ndio labda tafsiri yake

Kwa Wenzetu, zaidi ilikuwa ni Scope constrains ambazo zinajumuisha Legal isssue(kesi za pingamizi za mradi), ambayo inaongezea changamoto nyingine ya Time constrains(Muda) unakuwa unaongezeka na kusababisha muda wa serikali husika kumalizika na kuaanza na serikali mpya ambayo inakuwa na vipaumbele tofauti.....

Kwa Tanzania, kikubwa kilikuwa ni "Cost constrains", hela za kueendeshea mradi, sababu tumekuja kujua kumbe mwendazake alikuwa anakopakopa, tena mikopo ya hovyo kabisa kutoka nchi chafu kama Turkey na India ili kuendeleza kiini macho kuwa mradi ni fedha za ndani...
Sasa ndio "Mama" ilibidi na yeye azunguke kwa mabeberu kupata msaada na mikopo kueendelaza hizi White Elephant project, japo na kuvumilia shombo na mataputapu ya sukuma gang, kuwa anaiuza nchi, wakati tulishauzwa zamani tu kabla ya Mama...
