An objective and fair electoral commission, which is acceptable to all parties is an essential pillar in the evolving democratic culture on the African continent. The composition of the electoral commission is often disputed in African countries, yet someone must appoint them. Then you must have an open process of counting votes and you must allow for political parties to have representatives there to observe the counting. These measures can silence opposition and built confidence in the democratic process. ( Mkapa, 2019: 174)
