The Controller and Auditor General rated his Report on the Dowans saga as confidential because it is normal when officers in Goverment are making judgement on issues which affect senior officials in Government to avoid unwarranted comment by the public and in the press prematurely.
However in my view, all that is contained in Mr Utouh's report had been earlier discussed in Parliament first by Hon Willibrod Slaa and other Chadema M.Ps, and details were revealed at the Mwembe Yanga rally and in the Press. Subsequently the Mwakyembe Parliamentary Special Committee exposed the unwarranted interference by Ministers and breach of the Public Procurement law and Regulations in awarding the tenders, which led to the resignation of Ministers including the Prime Minister. This is part of the sad history of this country.
The CAG's report has to be rated as confidential until it is sent to Parliament. But basically what it says is already known and his advice or decision is fair.
