Uchumi wa Dar es Salaam unatokana mainly na bandari, na ili bandari iweze kufanya kazi inategemea " Import/Export" Hivyo basi kama miondombinu ya bara " Hinterland" haifanyi kazi na bandari haitafanya kazi itakuwa kisiwa. Hivyo basi Dar inategemea bara zaidi kuliko bara inavyotegea Dar!, Mfano kanda ya ziwa ina uchaguzi-Mombasa!Tanga ! Dar ! Kismayu!

Watu wa Dar acheni kubweteka eti uchumi wenu?. Malawi, Zambia, Eastern DRC wanaweza kwenda Mozambique na South Africa hata Mtwara. Dar mna nini? Morogoro, Dodoma , Singida na Makao ya serikali ?. Eti mchango wa Uchumi wenu. Amkeni kwenye usingizi. Nitajiua mie.

I strongly agree with with you on this point. Tanzania yetu ndugu yangu viongozi wetu wanalala na kuamka wakitafuta namna ya kutuibia tu (kujilimbikizia mali wao wenyewe) hawaweki kipaumbele kwenye kero zinazowakabili wananchi na mambo ambayo yanasaidia kukua kwa uchumi. Hebi fikiria suala la vitambulisho kugharimu zaidi ya bilioni 200.

Ni kitu gani cha maendeleo tutakachokipata tukiwa na hivi vitambulisho? Tuna bora viongozi na si viongozi bora.
 
Hizo 400 billioni nafikiri ni za kujengea climbing lanes. Maana kujenga dual carriage siyo mchezo. Hiyo barabara ya Mwanza - Dodoma au Dar Lindi imekuwa tabu kuimaliza sasa leo wanataka kutuambi wanauwezo wa kujenga dual carriage toka Chalinze mpaka tanga??? Anyway, hiyo pesa ni kidogo kwa project kama hiyo!

Arusha – Namanga - Athi River Road Project


The Arusha – Namanga - Athi River road project is a part of the priority regional/ multinational EAC Roads development programme agreed to by the Partner States in 1998. The road traverses Arusha Region of Tanzania from the city of Arusha to the border with Kenya at the town of Namanga, a distance of 104.4 km and through Kajiado and Machakos Districts in Kenya, from Namanga to Athi River, a distance of 136 km.

This road is part of the EAC Road Network Project Corridor No. 5 running from Tunduma in southern Tanzania to Moyale in northern Kenya. In Tanzania, the road links with the EAC Road Network Project corridor No.2 at Dodoma which commences at the

Port of Dar es Salaam to Kigali and Bujumbura in Rwanda and Burundi respectively and beyond.

In Kenya, it links with Corridor No. 1 at Athi River which commences at the Port of Mombasa through Kampala in Uganda to Kigali and Bujumbura in Rwanda and Burundi respectively and beyond. The regional road is the most important link between Tanzania and Kenya, with most of the imports and exports traffic to and from and through Tanzania and Kenya passing through the international border post of Namanga.

Further, this road is the most important missing link between the EAC Partner States Capitals by road.

Financing
The Government of the United Republic of Tanzania and the Government of Kenya under the sponsorship of the East African Community (EAC) received a grant of close to 1 million US Dollars from the African Development Fund (ADF) in 2002 towards the cost of carrying out feasibility study and detailed engineering design of the Multinational Arusha – Namanga – Athi River road Project.

The Study commenced in 2004 and completed in 2006. In February 2007 after the completion of the detailed engineering design and loan financing negotiations, the Governments of Tanzania and Kenya received a loan amounting to USD 156 Million (Kenyan portion US$.93.1 million and Tanzanian portion US$.63.2 million) from ADB and the Japan Bank for International Cooperation (JBIC) through the multinational financing window for upgrading works for the road. The Bank and JBIC finances up to 90% of the economic cost of the project. The loan covers all foreign currency costs and part of the local costs. The Governments of Tanzania and Kenya cover 10% part of the economic cost in local currency.

Construction History
The 6.0m wide existing bituminized paved road sections in deteriorating condition between Tanzania and Kenya has a long construction history.

The horizontal alignment consists of some long straights, some up to 10km in length, typical of roads constructed in the 1950’s. The Tanzania section was constructed to bitumen standards in 1957.

The Athi River to Namanga road section was constructed to bitumen standards in 1970 under financing from African Development Bank (ADB) and later resealed in 1992 under road maintenance project also funded by the ADB. Upon the re-establishment of cooperation between the three former EAC Partner States and the establishment of the EAC Customs Union in January 2005, trade between Tanzania and Kenya increased substantially and the traffic density on the road increased. As a result of the foregoing, both Tanzania and Kenya have invested substantially in maintenance repairs to ensure that the road remained usable despite its condition.

The New Road
The upgrading works on the Tanzanian portion valued at USD 63,187,892.69 for the

Arusha – Namanga commenced in July 2008 and is expected to be completed by July 2011.

The progress to date is rated at 13% and on schedule.

The upgrading works for the Kenyan portion valued at USD 93,102,601 for the Athi River – Namanga commenced in November 2007 and is expected to be completed in November 2010. To date the actual overall progress stands at 19% with a slight delay.

The road is to be widened and strengthened to a modern highway constructed as practicable as possible following the existing alignment with some realignment to improve visibility and speed but without compromising on safety. The new road is to be constructed to stronger pavement with surface dressed bituminous concrete covering a 7.0m carriageway and double surfaced 2m wide shoulders to enhance safety. All township and settlements along the road will be provided with the road safety facilities including service roads, pedestrian/ cyclist lanes and crossings, clearly visible signs and parking bays.

The road has been designed to the hybrid of superior national standards from both Kenya and Tanzania

Kwa nini wasifikirie kwanza kuboresha barabara za dar kupunguza msongamano ambao unadidimiza uchumi. Halafu kwa kufanya hivyo wakapata mapato zaidi ya kuinua barabara za vijijini? Hivi wakuu wenye data Dar es Salaam inachangia asilimia ngapi kwenye pato la taifa

Inasemekana Dar es Salaam inachangia zaidi ya 80 % ya pato la taifa. Kwa mfano kwa mwaka wa fedha wa 2007/2008 pesa zote zilizokusanywa ukiondoa zile toka kwa large Tax Payers, Treasury vouchers, DTI process inspection fees na 1.2 % destination inspection fees ni kama Trilioni 2.08 na Dar es Salaam ilikusanya Trilioni 1.6 sawa na 77 %. Na large Tax payers wengi wako Dar es Salaam ukijumlisha na hiyo ni zaidi ya 80 %. (Jumla ya makusanyo yote yalikuwa ni shilingi Trilioni 3.3788). Kwahiyo bila Dar Dar es Salaam hakuna Tanzania. Hahahahahahahaha!

Bilioni nne barabara hiyo ya mabox? Hata hivyo nadhani habari haijakaa sawa waliochosema wanapanua barabara ya Chalinze Segera. Kupanua sio lazima iwe dual carriage ile barabara ni nyembamba sana hivyo wanaongeza mapana yake tu.

Kama ni dual carriage inahitajita zaidi baina ya Dar - Chalinze kwani hapo traffic ni kubwa mno na ajali nyingi zinatokea mitaa hiyo.

Alichoongea mshikaji ni sahihi. hakuna issue ya dual carriage ni kupanua barabara ndio kilichoongelewa
 
Dar es salaam in nini? Madini? Kilimo? Gas? Utalii?( Umewashinda), Dar ni old hot & humid Transit shanti town. Hata kuvua samaki wameshindwa. Tanzania inaweza kwenda bila dar. ha ha ha ha.......................

Mimi naona badala ya kuwa na superhighway moja ni bora tukawa na highways nyingi.Kama fedha zipo za kuipendelea hii barabara moja kiasi hiki wachukue hizo fedha na badala ya kuipendelea barabara hii watengeneze sehemu nyingine, hizo ajali kuna namna nyingi za kuzidhibiti.
 
Gazeti la Mwananchi limeripoti kuwa ni msaada wa Serikali ya Denmark, kama ni msaada basi si vibaya ingawa nadhani misaada ya namana hiyo ingeomba kwa ajili ya barabara zinazoelekea mikoa ya pembezoni-Rukwa, Kigoma, Tabora, Kagera na si mikoa ya mashariki. Hii itasababisha nchi imegeke mapande-mapande, siku mtu wa Kigoma au Rukwa akitembelea Mikoa ya Mashariki ataamini kuwa Watawala wetu wanaupendeleo kwa baadhi ya Kanda (which is true anyway).

Watawala wetu wamekuwa na kibri cha hali ya juu, nakumumbuka Mheshimiwa Mmoja alitafuta msaada na akapata wafadhili waliojenga barabra ya Rombo-Mashati wakati hata barabara ya kuunganisha baadhi ya mikoa hakuna na wala hitajwi kutafutiwa hiyo misaada!

Haya makusanyo ni kwa mwaka au mwezi? I believe ni kwa mwezi, otherwise you are wrong! Vilevile, takwimu kama hizi zinahitaji citation/source au ni maoni yako?
 
Mnakumbuka wakati akiwa Waziri wa Ujenzi Mhe.Magufuli alisema hawezi kujenga flyovers DSM kwa kuwa sehemu nyingi nchini hazina barabara. Matokeo yake ndiyo tunayaona katika msomgamano jijini Dar. Hivyo hatuwezi kusubiri eti barabara zingine zijengwe ndipo mradi huu uendelee. Lazima tu-prioritize. Barabara hii ya njia njia nne ijengwe upesi.

vyanzo vya mapato ya dar ni nini?
 
Sidhani kama itakuwa wazo zuri kuiendeleza barabara moja kwa kiwango hicho. Naamini hata Tabora, Sumbawanga,Kigoma, Ruvuma, Mtwara etc wanaouwezo mkubwa wa kuchangia maendeleo ya nchi yetu kama tutaweka infrastructure za kusupport jitihada zao.

Tusiwasahau sana hawa jamaa kama hawapo.
 
Serikali imesema inafanya hivyo kuepusha ajali nyingi zinazotokea katika barabara hiyo, na mradi huo utaanza hivi karibuni , utafanywa kwa awamu na utagharimu Tshs bilioni nne..

Kiasi hiki mbona hakitoshi kujenga dual carriage Chalinze-Segera-Tanga kiwango cha lami? Vipa umbele vya viongozi wetu pia vina walakini, baadhi ya maeneo nchini yanakosa chakula kwa sababu ya ukosefu wa barabara madhubuti toka maeneo yenye ziada ya chakula kama Sumbawanga.

Maeneo hayo hayaruhusiwa kuuza chakula nje ya nchi hadi yapate kibali, ama kweli mwenye nacho huongezewa! Mwenye chakula anaongezewa chakula na mwenye barabara anaongezewa barabara. Uchumi gani huu usiozingatia 'basic principles'?

...mbona pesa ndogo sana hizo kwa Taifa kama Tanzania,i believe hayo mapato yatakuwa kwa mwezi...kumbuka budget yetu ni zaidi ya 4 trillions!
 
Mimi nadhani wanafanya kama barabara ya Morogogoro Chalinze. Ila mshikaji kasema ati billioni 4.
