Who is werema to take this country to hell? Ukisema katiba mpya kuna watu wanapata pressure yeye ni mmoja wapo, utasikia wanakwambia wananchi , wananchi gani hao tofauti na waliokwisha kuongea?? A truly mysterious businessman

The former treasurer of the government party, Rostam Aziz, cultivates an air of mystery. His name often does not even appear in the companies he owns.

The businessman Rostam Aziz, an MP for the Chama cha Mapinduzi (CCM, governing party), under suspicion by Parliament of being involved in several recent scandals, is also a fervent company creator. When he forms new companies, he gives the impression of juggling with the names. Although he owns around a dozen companies, some of which have the same address and/or phone number, his name only appears clearly on one of them, African Trade Development (T) Ltd (ATDL). Even then, in the Business Registration and Licensing Agency (Brela) document concerning this company, he is listed as a director of ATDL but under the name Rostam Sakarri. All of the company's other directors have fairly similar sounding names that are more or less derived from his: Rostom A. Sakarr, Rustom Aziz Sakarr, Rustam Sakarri and Rustam Sakaari. On the shareholder lists of other companies, the Tanzanian businessman appears to hide behind Iranian sounding names like Chakaar and Mehrab.

Nor is the name Rostam Aziz listed on Brela documents of at least half a dozen other companies which are supposed to belong to him, such as Africa Tanneries Ltd, Tanzania Leather Industries Ltd, Wembere Hunting Safari Ltd, Tanzania Packages Manufacturer Ltd and even the most well-known of them, Caspian Construction Ltd. Rostam Aziz has publicly stated that he has acquired Habari Corporation Ltd (HCL), a company publishing several newspapers and the proprietor of the media training institute Mamet. However, his name does not appear on the list of shareholders of Isenegeja Ltd which effected this purchase, nor on that of New Habari (2006) Ltd which was created to run this press company and which he nevertheless claims to own. A mystery indeed

Energy and Minerals minister William Ngeleja has said that it is not the responsibility of his ministry to name owners of the controversial power firm, Dowans.

Ngeleja made the remarks yesterday in Dar es Salaam when he was asked whether his ministry would pay about 180bn/- to the unknown owners of the contentious Dowans company as ordered by an international arbitration court recently.

"I am not the spokesperson for Dowans; please go to the Business Registration and Licencing Agency (BRELA) to inquire about who the registered directors of the company are," Ngeleja said.

He however admitted that his office had received the Attorney General's comments on a recent ruling by the International Chamber of Commerce (ICC) in the Dowans versus Tanesco case.

Ngeleja said the public should be calm and patient as the government would soon make public the AG's opinion and advice on the next move in resolving the contentious ICC ruling to pay Dowans for Tanesco's breach of contract.
"The people should be calm for now since the government will make the document public, including the amount which the AG has recommended to be paid by Tanesco as penalty," the minister said.

When BRELA chief executive officer Esteriano Mahingila was contacted yesterday to comment on Dowans' registered directors, he said he was not in the office, and requested this reporter to meet him in his office for details.
"I would like to help you with the information you need, but please come to my office tomorrow (today) morning," Mahingila said

On Monday Attorney General Frederick Werema was quoted as saying that the government had no option but to pay the penalty and that the government would not appeal against the ruling.

"I have completed my part of the assignment," the AG said in a telephone interview with this paper yesterday, adding:
"But I cannot comment on my advice to the government or on the company's (Dowans) ownership. You may wish to contact the relevant authorities for the details you are seeking,"

Werema's remarks come in the wake of a public outcry over the government's reluctance to name the owners or shareholders of Dowans.
Several lawyers and high-profile government figures, among them Prime Minister Mizengo Pinda, have openly criticized those faulting the international court's ruling.

However, if public opinion is anything to go by, it sounds illogical and unreasonable even to discuss the modalities of the state paying such a hefty amount of public money to a company whose owners nobody knows.
