[TD]The financing logistics are now in place for the development of the Mwambani economic corridor connecting Tanzania, Uganda and Democratic Republic of Congo.

The Mwambani Economic Corridor in the Tanga region, Tanzania has received approval from the East African Community (EAC) Secretariat.
The project, worth TZS 53 trillion will create over 20,000 new jobs during the construction of a new deep sea and free port as well as a new railway that will link Tanzania with its regional neighbours Uganda and Democratic Republic of Congo.
Co-director of the project, Mr Cuthbert Tenga, noted that the financial logistics for the project were now in place and added that following the recent approval they had received interest from investors in England, Canada, United States, Middle East, South Africa and Scotland.
The benefits of the project are expected to be widespread across the country, stimulating economic development in areas such as real estate and manufacturing with the new transport infrastructure serving as an enabler to trade with countries such as Rwanda, Burundi and Kenya.

Stakeholders met today in Arusha at the Mt. Meru Hotel is discuss the planned new deep sea port, railway transport and logistics corridor across the Democratic Republic of Congo (DRC), Uganda and Tanzania dubbed the ‘Mwambani Economic Corridor'.

In his opening remarks, EAC Deputy Secretary General in charge of Planning and Infrastructure, Dr. Enos Bukuku acknowledged that the Ports of Dar es Salaam and Mombasa were already experiencing significant capacity stress and would not be able to provide the requisite capacity support to the region in the near future. "The Port of Mwambani is thus a welcome additional capacity that will come in handy in bridging the capacity shortfall at the two major established ports in the EAC region," he added.

The existing ports in the region suffer haulage incapacitation due in particular to poor state of the connecting railways. To this end, D. Bukuku noted that the poor railways performance has seen the cost of transport along the two main East African corridors (Central and Northern) skyrocket to some of the highest per ton transport costs in the world not to mention the costly destruction of the adjoining roads infrastructure by overloaded trucks.

"The EAC heads of State have decided that all new railways development will be on standard gauge. It is therefore, with high expectation that we look forward to development of a brand new Mwambani Port connected to a high efficiency standard gauge railway network," he added.

At their 2nd Retreat on Infrastructure Development and Financing in November 2012, the EAC Heads of State directed the EAC Council of Ministers to develop the necessary legislation and regulatory framework to enable private sector participation. Dr. Bukuku stated that the shortfall of infrastructure investment in the region is in the order of US$ 40 – 50 billion in the next ten years noting there exists huge and exciting business potential for the private sector.

The Mwambani Port and Railway Corridor when implemented will not only provide a land bridge from the Indian Ocean Port of Mwambani but will also open up vast land areas, improve connectivity and usher in new areas for development in agriculture and mining across its path.

With the completion of the Project, the region can envision the establishment of agro-processing industries to lengthen the value-chain, stepped up mining and agricultural activities as well as increased demand for social and economic services along the railway corridor including but not limited to housing, warehouses, office complexes, electricity, gas, water and information and communication technologies (ICTs).

The East African Community in pursuance of cross border economic integration, trade and investment has indentified the concept of "Logistics and Value Corridors" as a viable engine of sustainable Economic Transformation. The EAC has and continues to consider various cross border projects that are in line with the above.

The EAC has identified the Mwambani Economic Corridor (MEC), which involves the development of the following;
1. A new Deep Sea Port in Tanga Region on the Indian Ocean, in Tanzania of up to twenty five (25) metres capable of handling the latest Valemax Bulkers of 400,000 DWT and 8th Generation Container Ships capable of carrying at least 15,000 TEUs.

2. A backbone/ primary 7000km of standard gauge railway heavy haul infrastructure, which shall link the new Deep Sea Port in Tanzania to Uganda and onwards to Kisangani via Kinshasa to Banana (Atlantic Ocean) in DRC.

3. A Utilities Corridor within the proposed rights of way that shall include; a high capacity broadband fiber optic, petroleum, water and gas pipelines and power transmission and

4. Railway Towns and Special Economic Zones at key strategic locations along the Mwambani Economic Corridor.

The MEC is purposely designed to spur and attract major new investments in agriculture, tourism, trade, communications, real-estate, industries, mining and manufacturing.

A key unique feature of the MWAPORC project is the opportunity it offers indigenous people, institutions and other private investors in Africa to co-own a major cross border income generating infrastructure project.

The project consulting Engineers are Mott MacDonald (UK) and the project developers are MWAPORC Co. Ltd –Tanzania.

MWAPORC: Tanzania-Gabon infrastructure Project

This is the most expensive and the biggest project ever undertaken in Africa.


MWAPO RC is an acronym for Mwambani Port and Railway Corridor, a Tanzanian firm dedicated to the development of a new modern, efficient and cost effective transport logistics corridor linking the Indian Ocean to the Atlantic Ocean from Tanzania, through Uganda and Democratic Republic of Congo (DRC).

It is led by
indigenous experts with intimate understanding of the region. The focus of the Mwambani Economic Corridor shall be freight, logistics and training to increase the productivity and competitiveness of local economies. Furthermore, MWAPO RC as well plans to establish within the corridor with co investors, several planned value-generating centres and special Economic Zones in DRC and Uganda and integrated Iron and Steel Industrial Cluster at Planned Mwambani Free Port in Tanga.

There are three nature of investments under the plan.

First, construction of a deep sea port at Tanga. The Port is planned to have a depth of up-to 24 metres to service large ships. Unlike existing shallow ports, the deep sea port shall be designed to have the ability to make
Tanzania a hub, enabling direct shipping from international ports and
significantly reducing the costs of logistics to exporters and importers.

Secondly, construction of a free port adjacent the new deep sea port to host manufacturing, logistics and other service industries. The key anchor activities shall include an integrated iron and steel manufacturing cluster.

Thirdly, construction of a New Heavy Haul Standard Gauge Railway.

The idea is to plan from the Deep Sea Port of Tanga to Singida, Shinyanga, Biharamulo and Mutukula at the border of Uganda and Tanzania and onwards through Uganda to Kisangani into Kinshasa and to Banana on the Atlantic Ocean in DRC. The Mwambani Port and Railway Corridor's catchment countries include Tanzania, Rwanda, Burundi, Kenya, South Sudan, DRC, Cameroon, Congo Brazzaville, Angola, Central African Repoublic and Uganda.

Equatorial Africa is renowned for its plenty and varied minerals, agriculture, tourism, fresh water bodies and one of the fastest population and urban growth rates in the world. Sadly as well, the same region has todate been recognised to have some of the highest transport and logistics costs in the world.

The lack of an efficient cross-border railway transportation system, capable of linking the east and west of the continent has hampered trade and investment. This is all about to change.

The MWAPO RC Corridor Projects have been estimated to cost 33.17 billion US dollars (about 53tr/-) of which at least 30 per cent equivalent to about 11.06 billion US dollars shall be financed by equities. MWAPO RC shall offer indigenous African investors an
opportunity to participate in the ownership of strategic cross-border infrastructure businesses on the continent.

On 18 December 2012, MWAPO RC completed the first stage definitional
studies for the project. Currently, MWAPO RC is set to commence on the
prefeasibility and high level business and financial plans and plans to
complete these by the fourth quarter of 2014. MWAPO RC plans to complete
pre-construction and commence construction by the fourth quarter of
2016. Construction is planned to take five years, with full project
commissioning expected by the fourth quarter of 2021.

Of course. The government of Tanzania is aware about this economic
development of east and central Africa. The company has obtained full
support from the government of Tanzania and has received requisite or
letters of authorisation from key line ministries.

The Ministry of Transport has authorised the development of this
project, while the Ministry of Industry and Trade has given firm support
and endorsement of the project. To proceed with the detailed Engineering
and related studies, MWAPO RC now is working on the DRC and Uganda
government support to secure letters of authorisation to proceed with
the project and letters of intent from key commercial agricultural
companies, key miners, like Iron Ore and the main Fuel Logistics
Operations in DRC.

The MWAPO RC Project is a Private Public Partnership (PPP ) between
the private sector and the government of Tanzania. It is a Private
sector initiated and un-solicited PPP . The government plays the role of
facilitator, while MWAPO RRC shall design, finance, build and operate
the project.

The Company has retained the services of Mott MacDonald of United
Kingdom to serve as Owner's Engineer.

We cannot have such a big project here, which is not
beneficial to the country. The development of a Hub Port and Free Port
coupled with a heavy haul Railway linking Tanzania to rich markets of
east-central Africa shall result in immense social-economic prosperity
for Tanzania.

Tanzania shall enjoy a major economic boom as new Railway, Port and Free
Port Investments stimulate agrodevelopment, real estate, and
manufacturing and shall create thousands of new jobs and careers. MWAPO
RC estimates that at least 20,000 new jobs shall be created in Tanzania
during the construction period.

A Major Deep Sea Port at Tanga serving as a gateway port to east-central
Africa shall make Tanzania a center of wholesale, re-export trade. The
corridor is expected to spur and attract major new developments in
agriculture, tourism, trade, communications, real-estates, industries,
mining and manufacturing.

It is the Mwambani Economic Corridor spanning at least five countries from Tanzania through to Uganda, Burundi and the Democratic Republic of Congo – a private sector led transcontinental project conceived over 10 years ago and now underway in the region managed by MWAPORC Co Ltd.According to Benuunula Nunumisa, a co-founding director of MWAPORC, the Mwambani Economic Corridor is the first initiative of its kind in Africa effectively linking economy infrastructure development of multiple countries from the Indian Ocean in the east to the Atlantic in the west, and among whose main features will be a new hub port for 8th generation container ships and Valemax bulk ships located in Tanga, Tanzania and through which a new 8 500km standard gauge railway line will be constructed linking directly the various countries.Nunumisa who took time out to South Africa this past week to share ideas and experiences of the project with delegates attending the inaugural Africa Maritime Indaba 2013 held in Sandton, spoke at length to aiContact Media about the nature and scope of the project, how it began as an idea over 10 years ago and the achievements now gannered to make it a reality.

Ndio hapo sasa utaratibu ni ule ule hata mtu akituletea mipango ya kutafuta tender za umeme zilizopelekeaa hadithi za dowans, IPTL tungekuta mambo kama haya haya malengo ni kupata umeme wa uhakika ambao utasaidia kumaliza mgao wa umeme na kuongeza kasi za kuzalisha kiuchumi etcetera na faida za uwepo wa umeme.

Kilichotokea mwekezaji wakawa tia maji tia maji si tu kwamba mtambo wao ulikuwa uchwara bali pia gharama za kuendesha kiasi kwamba serikari ilibidi ifidie $20m monthly hili umeme usitozwe kwa kiwango cha 'unit cost' ya uazalishaji. Tena gharama hizo hapo ni baada ya ku-negotiate capacity charges, Taneso ikaishia kutoa huduma ambayo aina faida, isiyo ya uhakika mpaka tunavyoongea, bado ina madeni luluki huko mabenki ambayo serikari inayalipa, hiyo escrow serikari imelipa deni ambalo Tanesco walitakiwa walipe wenyewe. Hela ambazo kama tungekuwa makini tungesave largely na kutumika katika sehemu zingine za maendeleo.
