Ujumbe wa Umoja wa Mataifa (UN) wa kulinda amani katika Jamhuri ya Kidemokrasia ya Kongo (DRC) ambao umesaidia katika vita dhidi ya Waasi kwa zaidi ya miaka 20, unatarajiwa kuondoka rasmi Nchini humo ifikapo Disemba 2024.

"Baada ya miaka 25 ya kuwepo, MONUSCO itaondoka kabla ya mwisho wa 2024," Bintou Keita, Mkuu wa Ujumbe unaojulikana kama MONUSCO amesema katika mkutano na Vyombo vya Habari katika Mji Mkuu wa Kinshasa, jana Januari 13, 2024.

Tangazo hilo linakuja baada ya Serikali ya DRC ambayo ndiyo kwanza imechaguliwa kurejea madarakani kwa kura kuitaka Tume ya UN kuondoka ikisema imeshindwa kuwalinda raia dhidi ya makundi yenye silaha.

Baadhi ya Makundi yenye silaha ikiwemo Allied Democratic Forces (ADF) na M23 yanafanya kazi katika maeneo yenye machafuko ya Mashariki yakiwemo Majimbo ya Kivu Kaskazini, Kivu Kusini na Ituri, ambako raia wanakabiliwa na ghasia na kuyahama makazi yao.

Uondoaji huo utafanyika kwa awamu tatu.

Awamu ya Kwanza, Wanajeshi 2,000 wataondoka Kivu Kusini mwishoni mwa Aprili, hivyo, kikosi cha sasa cha MONUSCO chenye Wanajeshi 13,500 kupungua kuwa 11,500.

Kambi 14 za UN katika jimbo hilo zitachukuliwa na vikosi vya usalama vya DRC.

Baada ya hapo, vikosi vya Kivu Kaskazini na Ituri pia vitaondoka.

Sio "mwisho wa vita"

Waziri wa Mambo ya Nje wa Kongo Christophe Lutundula alithibitisha katika mkutano na waandishi wa habari mjini Kinshasa kwamba vikosi vilivyosalia vya Umoja wa Mataifa vinatarajiwa kuwa nje ya nchi ifikapo Desemba 31.

"Kujiondoa kwa MONUSCO haimaanishi mwisho wa mapambano tunayofanya kulinda maslahi ya eneo la nchi yetu, lazima tuendelee kuhangaika," Lutundula alisema.

MONUSCO ilichukua hatamu kutoka kwa operesheni ya awali ya Umoja wa Mataifa mwaka 2010 kusaidia kutuliza utovu wa usalama mashariki mwa nchi hiyo ya Afrika ya Kati, ambapo makundi yenye silaha yanapigania ardhi na rasilimali. Lakini katika miaka ya hivi karibuni, uwepo wake umezidi kuwa mbaya.
Mwezi Desemba, Baraza la Usalama la UN lilipiga kura kwa kauli moja kuunga mkono kukomesha hatua kwa hatua shughuli zake za kulinda amani.

Serikali ya DRC pia imeagiza kikosi cha Kanda ya Afrika Mashariki, kilichotumwa Mwaka 2023 kusaidia kukomesha mapigano, kuondoka nchini humo kwa sababu sawa na ujumbe wa kulinda amani wa UN.

Zaidi ya watu milioni saba wameyakimbia makazi yao kutokana na migogoro nchini DRC, wengi wao wakiwa katika majimbo matatu ya mashariki ambako maelfu ya makundi yenye silaha yanaendelea kufanya kazi.

UN says all peacekeepers will leave DR Congo by end of 2024

The United Nations peacekeeping mission in the Democratic Republic of the Congo, which has helped in the fight against rebels for more than two decades, will completely withdraw from the country by December.

“After 25 years of presence, MONUSCO will definitively leave the DRC no later than the end of 2024,” Bintou Keita, head of the mission known as MONUSCO said at a media briefing in the Congolese capital Kinshasa on Saturday.

The announcement comes after the Congolese government – which was just re-elected in a disputed vote – called for the UN mission to leave the country, saying it had failed to protect civilians from armed groups.

merous armed groups, including the Allied Democratic Forces (ADF) and M23, are active in restive eastern areas such as North Kivu, South Kivu and Ituri provinces, where civilians face violence and displacement.

The withdrawal will take place in three phases.

In the first phase, about 2,000 UN troops will leave South Kivu by the end of April, taking the currently 13,500-strong MONUSCO force to 11,500, Keita said.

Fourteen UN bases in the province will be taken over by Congolese security forces, she explained.

After that, forces in North Kivu and Ituri will also leave.

Not the ‘end of the fight’

Congolese Foreign Minister Christophe Lutundula confirmed to a news conference in Kinshasa that the remaining UN forces are expected to be out of the country by December 31.

“The withdrawal of MONUSCO does not necessarily mean the end of the fight we are undertaking to protect the territorial interests of our country, we must continue to struggle,” Lutundula said.

MONUSCO took over from an earlier UN operation in 2010 to help quell insecurity in the east of the Central African country, where armed groups fight over territory and resources. But in recent years, its presence has become increasingly unpopular.

In December, the UN’s Security Council voted unanimously in favour of gradually phasing out its peacekeeping operations.

Keita said on Saturday that the end of the mission will not be “the end of the United Nations” in the country.

The Congolese government has also directed an East African regional force, deployed last year to help end the fighting, to leave the country for similar reasons as the UN peacekeeping mission.

More than seven million people have been displaced due to conflicts in DRC, mostly in the three eastern provinces where a myriad of armed groups continue to operate.

Congo imekuwa sehemu yao mahsusi ya kupora mali ghafi,dhahabu ,cobalt inayotumika kutengeneza betri za simu na magari.Wanachochea vita viendelee ili uporaji wao usisitishwe.
