Tanzania's worst ever rail crash

Some 281 people died on June 24 when a passenger train crashed while travelling across Tanzania, from Dar Es Salaam on the coast to Mwanza on the southern shore of Lake Victoria. The train, with 22 coaches and around 1,500 passengers, is reported to have lost power while attempting to climb a long incline. It remained stationary for about 20 minutes at the small station of Ilhuma, about 25 km southeast of the administrative capital, Dodoma. The train then started moving back down the line, but apparently the automatic braking system had failed. Initially it only moved slowly and some people jumped off, but then it began to pick up speed and is reported to have reached 200 kilometres per hour before it crashed into an oncoming freight train.


In the resulting crash there were horrific scenes of carnage. All but one of the 22 coaches left the track and some were crushed completely flat and piled up on each other. Hundreds of survivors were trapped in the wreckage for hours before rescuers could reach the disaster. Rescue workers had to use cranes and welding tools to cut bodies out of the wreckage, some of them so mangled as to be beyond recognition. Many of the bodies, which included children and babies, were laid out at the local sports stadium. Eighty-eight of the dead, not claimed by relatives, were buried at Dodoma in a mass grave because of the lack of a refrigeration system to keep them.


Survivors were taken to local hospitals in Mpwapwa, Dodoma, and other towns. Health Minister Anna Abdallah said, "It's a very bad situation. The hospitals are full to capacity and we have a shortage of doctors." By Wednesday June 26, 371 people were still in hospital and over 600 with minor injuries had been sent home after treatment.


The disaster occurred only a month after 192 people were killed in a train crash in neighbouring Mozambique in almost identical circumstances, when a train whose brakes had failed ran back down a hill into cement wagons. It brings out the severe lack of investment in railways throughout Africa, with a decaying infrastructure and little mechanical maintenance.


It is the worst accident in the history of the Tanzania Railways Corporation. Ten years ago 100 people were killed in the last major rail accident. Tanzanian newspapers report that over the last decade a total of 1,500 people have died in the country through rail and air crashes, yet the government has taken no action to avert such catastrophes. The local media also criticise the lack of any disaster management strategy to be brought into play in such incidents.


Tanzanian President Benjamin Mkapa toured the disaster site and clearly wanted to play down the poor state of the rail system. "We have not had anything like it before. All the indications are that it's an accident, an accident we were powerless to prevent." The government has declared two days of mourning and an official inquiry into the crash.


As in much of Africa, the Tanzanian government is attempting to privatise its rail system and Mkapa does not wish to deter potential buyers. Rail workers recently took industrial action against plans to sack 1,800 staff in preparation for privatisation. The government put advertisements in the international press in January, inviting tenders from companies to lease the infrastructure and run passenger and freight services for the next 25 years.


A three-day conference is due to take place in Johannesburg, South Africa in August to discuss investment opportunities for business in the African rail network. Some of the future developments that will be discussed include the Maputo corridor in Mozambique, where the rail crash occurred last month, the Gauging-Dar es Salaam corridor through Tanzania and the establishment of a container trans-shipment facility in Kidatu, Tanzania. Needless to say, the needs and safety of African workers and peasants will not be part of the agenda.

Mheshimiwa Spika, kutokana na ajali ya treni ya abiria iliyotokea kilomita 388/9 kati ya stesheni za Igandu na Msagali Jumatatu tarehe 24 Juni 2002 saa 2.30 asubuhi, Taifa limekumbwa na msiba mkubwa. Siku hiyo hiyo jitihada za uokoaji wa abiria na utoaji wa maiti zilianza mara moja. Kazi hiyo ilikamilika Jumatano tarehe 26 Juni 2002 saa 12.30 jioni. Aidha, matengenezo ya njia ya reli yalikamilika saa 4.30 usiku na kuruhusu usafiri wa treni kurejea katika hali yake ya kawaida. 2. Maiti waliotokana na ajali hii walikuwa 281 ambapo maiti 193 walitambuliwa na kuchukuliwa na ndugu ili kuzikwa na maiti 88 tuliwazika kwenye mazishi ya halaiki katika makaburi ya Maili Mbili Kata ya Miyuji mjini Dodoma tarehe 27 Juni 2002 saa 5.00 asubuhi. Utoaji wa maiti ulifanywa kwa saa 24 kila siku kama ifuatavyo:-

· Tarehe 24 Juni 2002 - 147

· Tarehe 25 Juni 2002 - 70 · Tarehe 26 Juni 2002 - 64 Jumla 281 Katika mchanganuo huu, jumla ya marehemu 272 walitolewa kwenye sehemu ya ajali, 8 walitokana na majeruhi waliofariki hospitali ya Mpwapwa na 1 alifariki katika hospitali kuu ya Mkoa hapa Dodoma. Mpaka kufikia asubuhi ya leo, tarehe 28 Juni 2002 majeruhi waliobaki hospitalini walikuwa 145 ambapo hospitali ya Mkoa Dodoma walikuwa 82, hospitali ya Mpwapwa walikuwa 56 na majeruhi 7 walikuwa Hospitali ya Rufaa ya Muhimbili. Tunawaombea majeruhi wapone haraka. Tunawaombea wafiwa wawe na subira katika wakati huu mgumu. Tunaendelea kumwomba Rabuka aweke mahala pema peponi roho za marehemu, Amin.

Mheshimiwa Spika,

katika kushughulikia na kukamilisha zoezi la uokoaji na kuhudumia majeruhi, hatuna budi kutoa shukrani zetu za dhati kwa wananchi wote hasa vijiji vya jirani vya Igandu, Msagali na wananchi wote wa Dodoma wakiongozwa na Mkuu wa Mkoa. Pamoja na hao, shukrani nyingi sana tunazitoa kwa Mheshimiwa Rais, Makamu wa Rais, Mheshimiwa Rais wa Zanzibar, Mheshimiwa Ali Hassan Mwinyi, Rais Mstaafu, Mheshimiwa Waziri Mkuu, Waheshimiwa Mawaziri, na Naibu Mawaziri, Waheshimiwa Wabunge wakiongozwa na Spika wa Bunge, Wabunge Madaktari, Wakuu wa Mikoa, Viongozi wa Dini na Vyama vya Siasa waliotembelea eneo la ajali kuwapa moyo waliokuwa wanafanya kazi ngumu ya utoaji wa maiti na vilevile kuwatembelea majeruhi waliolazwa katika hospitali za Mpwapwa na Dodoma. Shukrani pekee ziende kwa Vikosi vyetu vya Majeshi vikijumuisha Jeshi la Wananchi Tanzania, Jeshi la Kujenga Taifa, Polisi, Usalama wa Taifa na Magereza.

Madaktari na Wauguzi wa hospitali ya Dodoma na Mpwapwa na Kongwa wakisaidiana na Madaktari na Wauguzi kutoka Morogoro, Dar es Salaam wamefanya kazi kubwa kuwahudumia majeruhi wa ajali hii. Nawataja Madaktari wawili wakiwawakilisha wengine wote. Hawa ni Dr. Aziz Msuya wa hospitali ya Mpwapwa, aliyeongoza kikosi cha tiba sehemu ya uokoaji, na Mheshimiwa Profesa Phillemon Sarungi aliyefanya shughuli za upasuaji usiku mzima huko Mpwapwa. Hatutasahau pia wafanyakazi wa Reli kwa juhudi za uokoaji, kutengeneza na kufungua njia mapema. Kutoka ngazi ya Pigilia mpaka Mkurugenzi Mkuu, Wana Reli wamefanya kazi nzuri.


4. Mheshimiwa Spika, jambo moja lililoleta faraja kubwa ni utulivu mkubwa ulioonyeshwa na wananchi wa maeneo ya Msagali na Igandu waliokuja kushuhudia kazi ya uokoaji. Kawaida katika majanga ya namna hii hutokea wananchi wanowaibia majeruhi na marehemu. Mbali na tukio moja au mawili, hali katika eneo ilikuwa ya utulivu na nidhamu ya juu.


5. Serikali pia imefarijika sana kutokana na wananchi kuguswa sana na tukio hili. Wametuma salaam nyingi za rambirambi na wanaendelea kufanya hivyo. Misaada ya aina mbalimbali ikiwemo madawa, chakula na fedha taslim imeletwa na taasisi/Jumuiya na vikundi mbalimbali. Tunatoa shukrani nyingi za jumla, ambapo shukrani binafsi zitapelekwa kwao baadaye. Tumepata salaam nyingi toka nje ya nchi. Wanatuuliza mnawezaje nchi changa na maskini kama Tanzania kumudu kazi ya uokoaji bila msaada toka nje? Jibu ni umoja, upendo, mshikamano, na uzalendo.


6. Tunawashukuru sana wananchi wa Dodoma kwa kujitokeza kwa wingi hapo Maili Mbili kata ya Miyuji, katika mazishi ya waliokufa katika ajali. Tunawashukuru viongozi wote wa dini walioendesha ibada kuziombea roho za marehemu. Waheshimiwa Wabunge wote mlikuja kuwasindikiza ndugu zetu waliotutangulia mbele za haki. Pamoja na umaskini wetu tunaamini tuliwapa mazishi yanayostahili. Serikali inaahidi itashirikiana na uongozi wa Manispaa katika kuyatunza makaburi hayo iwe ni ukumbusho wa kudumu. Aidha, Serikali inaandaa taratibu za kuwapatia kifuta machozi (ubani) kwa familia zilizoondokewa na wapendwa wao.

7. Mheshimiwa Spika, Sheria ya Reli Na.11 ya mwaka 1977 inampa Waziri anayeshughulikia Uchukuzi, mamlaka ya kuunda Tume ya Uchunguzi wa ajali. Kutokana na uzito wa ajali hii ambayo imeleta janga kubwa kitaifa, ninawajibika kuteua Tume ya Uchunguzi. Tume itaongozwa na Mheshimiwa January Msoffe, Jaji Mfawidhi wa Mahakama Kuu, Kanda ya Arusha.

Njia ya pekee ya kuwakumbuka waliokufa katika ajali hii ni kuongeza bidii, tija na ufanisi katika kutoa huduma.

mkuu kabla ya kuzikwa maiti zile zilipangwa uwanja wa jmhuri na wananchi walienda kuzitambua maiti ,zilizotambuliwa ndugu walichukua kwa maziko,ambazo hazikutambuliwa ndio serikali ilizika,na nikwambie kitu kwenye makaburi sio yote yalizikwa maiti,mengine viliwekwa viungo tu.
