Investigators into the P5million scam at the Department of Roads are zeroing in on suspected fraudsters three years after the probe began.

A spokesman of the Directorate on Corruption and Economic Crime (DCEC), Lentswe Motshoganetsi, says one of the suspects is in his native Tanzania.

Motshoganetsi told Mmegi yesterday that the prosecution was working with the defence on the formulation of charges for the Tanzanian suspect.

He added that the prosecution was amending the charge sheet following a court order to that effect.

The case involves former Director of Roads, Thomas Moilwa, who is accused of defrauding his employer of nearly P5 million. The Department of Roads falls under the Ministry of Transport and Communications. Other suspects are Zebras Construction (Pty) Ltd represented by Aristaric Urio and Paul Lyimo as directors and in their personal capacities, Wallah Investment (Pty) Ltd., Tumaini Maliti, Gosiame Letsatsi and John Khumalo.

According to the first count, the state alleges that some time in March 2009, the accused conspired to defraud the Ministry of Works and Transport by fraudulently and unlawfully amending approved requests by the ministerial tender committee for the appointment of Zebras Construction to do emergency works along Kopong and Bokaa Road, to three culverts and two drifts at an estimated cost of P1.4m by unlawfully amending such an approval for the construction of sixteen culverts at a cost of P4,966,922,27 whilst they knew that such scope of work and cost had not been approved by the tender committee.

In the second count, Moilwa is accused of abuse of office by deliberately flouting the procedure of the tender process in abuse of his authority by recommending to the tender committee that there be emergency works of installations of three culverts and two drifts along Kopong-Bokaa Road and that work was awarded to Zebras Constructions.

The case comes for mention before Village Magistrates Court on November 16.

Kwa hiyo unashadadia wizi au, wenzetu wanaendelea na ndo maana kila siku tunatolea mfano Botswana, wizi wa kijinga hawataki ndo maana wanasonga mbele ingawa wanategemea almasi tu.
