Tanzania excluded from EAC joint communique

WanaJF ningependa kuweka sawa kuwa kiasilia hakuna mtu au nchi iliyotutenga WaTz hapa. Labda ieleweke tu kuwa kila kiongozi wa nchi ana jukumu la kusimamia na kutetea maslahi ya nchi yake na wananchi wake ili kuboresha maisha yao. Na katika hili hakuna nchi nyingine itakayokupigania. Kinachofanywa na hawa viongozi wa nchi jirani ni hicho hicho.

Pia ikumbukwe kuwa lengo la kuwa na uchirikiano kama wa EAC ni kuweka pamoja rasilimali zetu kama watu (kwa maana ya soko) na miundombinu; taratibu za kodi nk ili kurahisisha biashara na kuleta economies of scale hasa katika uwekezaji.

Tanzania ina advantage ya kijiografia kwa sababu mbali na kuwa na habari, inapakana na nchi zote zingine nne za EAC (na kwa hivyo ina easy access ya masoko ya nchi zote hizi) na kwa ujumla inapakana na nchi sita (hinterland states) ambazo zingepaswa kutumia bandari zetu kikamilifu.
Mwanzoni mwa miaka ya 1980 Nyerere alijenga bandari ya nchi kavu (dry port) ya Isaka kwa ajili ya kushughulikia mizigo ya Rwanda, Burundi na DRC. Mizigo ilikuwa inasafirishwa kwa reli mpaka Isaka na baada ya hapo kwa barabara ya lami kwenda kwenye nchi hizo. Pia kulikuwa na mpango wa muda mrefu wa kujenga reli kuunganisha Isaka na Rwanda na Burundi. Kadhalika, kulikuwa na mpango wa muda mrefu na ambao ulisisitizwa sana na Uganda baada ya Museveni kuingia madarakani wa kujenga njia ya reli kutoka Arusha hadi Musoma kwa ajili ya kuunganisha Uganda kiurahisi na bandari ya Tanga. Ikumbukwe miaka ya 1970 Nyerere alijenga reli ya Tazara ambayo iliunganisha Zambia (na DRC ya kusini) na bandari ya Dar.
Sasa tujiulize kilitokea nini mpaka tumefika hapa na kuanza kulalamika kuwa tumetengwa? Mabadiliko ya mfumo ya kisiasa na kiuchimi yaliyotokea hapa nchini mwanzoni mwa miaka ya 1990 na kutekelezwa na serikali ya CCM kihakisia yaliua kila kitu kilichokuwapo kwa manufaa ya watu wote na kukiweka mikononi mwa watu binafsi wa ndani na nje na wakati huo huo watawala wakiwa ni mawakala au wabia wao (kwa ujumla wao tunawaita mafisadi). Hivyo miondombinu ya reli ikaonekana haina tena manufaa kwao na hivyo ikatelekezwa kwa kutokunfanyiwa matengezezo na kutokununua injini na mabehewa mapya. Wakaanzisha makampuni yao binafsi ya kusafirisha mizigo kwa malori ili kuchukua nafasi ya reli. Pia hili tabaka la mafisadi ambalo sasa ndio liko madarakani likadhoofisha sana uendeshaji wa bandari nchini kiasi cha bandari zetu kuwa taabani kuitendaji. Ili bandari yoyote iendeshwe kifanisi lazima uinganishwe na reli inayofanya kazi viruzi (an efficient railway network).
Matokeo ya ufisadi huu ni kama ifuatavyo:
• Inachukua wastani wa siku kumi kwa meli kusuniri kuingia bandarini kupakua mzigo katika bandari ya Dar (Mombasa inachukua siku moja!)
• Kutokana na riport ya Bank ya Dunia Tanzania inapoteza UD Dollars 1.8 billion (TSh 2.88 trillion) kwa mwaka kutokana na utendaji mbovu wa Dar Port na mchi jirani zinazohudumiwa na hii bandari zinapoteza zaidi ya USD 800 million (Tsh 1.3 tr) kwa mwaka.
• Gharama ya kupakua/kupakia mzigo katika bandari ya Dar ni 74% zaidi ya gharama katika bandari ya Mombasa. (Kuna waziri wa Kenya mwezi uliopita alisema bandari ya Mombasa ingedorora kama WaTz wasingekuwa usingizini!). Na ndio maana waagizji wengi wa magari (dealers) wa Dar wanapitishai mizigo yao bandari ya Mombasa.
• Kusafirisha mzigo kwa lori tuseme kutoka Dar kwa barabara mpaka Rusumo (mpaka wa Rwanda) ni kizungumkuti. Kuna weigh bridges kibao na gari itasimamishwa na polisi (halali na feki) zaidi ya mara mia moja njiani na mara zote dereva atatakiwa atoe kitu kidogo!

Katika mazingira kama haya viongozi wa nchi jirani wangefanya nini na ukichukulia kuwa wananwajibika kwa wananchi wao? Halafu Kenya sasa wana rais ambaye kibiashara/kiuchumi ni mpambanaji (proactive) na hawezi kulaza damu na kuachia fursa zinazotokana na watawala wa Bongo kujikita tu kwenye ufisadi. Kama ile kauli mbiu ya Bill Clinton wakati wa kampeni za uraisi Marekani 1992 inavyosema, “It’s the economy stupid!” Maana yake kiongozi yeyote makini siku zote ataweka mbele maslahi ya kiuchumi ya nchi yake.

Three regional presidents Wednesday sanctioned ambitious plans to fast-track East African political federation and complete key infrastructure projects.

Presidents Uhuru Kenyatta (Kenya), Yoweri Museveni (Uganda) and Rwanda's Paul Kagame also approved the inclusion of Burundi and South Sudan in the new multi-lateral partnership.

Ministers from the three countries will meet in Kampala next month and agree on a roadmap by September 15, and prepare a zero draft of the federal constitution by October 15, the leaders said in a joint communique.

The statement was issued after the three leaders held a closed-door meeting. President Pierre Nkurunziza of Burundi and his South Sudan counterpart Salva Kiir were represented by their ministers for Foreign Affairs, and Works and Transport, respectively.

Tanzania's Jakaya Kikwete did not attend the summit. When contacted, his spokesman Salva Rweyemama told the Nation that the Tanzanian leader was not invited to the Mombasa meeting.

"You now need to find out from the organisers why Tanzania was left out. We were also not invited to a similar meeting in Uganda attended by the same leaders." Efforts to get a comment from the Presidential Strategic Communication Unit were unsuccessful.

The three Presidents also said construction of the Mombasa-Nairobi segment of the new standard-gauge railway line would start by November. The entire project- to Kampala and Kigali- will be completed by March 2018.

Juzi Kagame na Museveni walikuwepo Mombasa kushuhudia ukamilishaji na ufunguzi rasmi wa upanuzi wa bandari ya Mombasa ili waweze kuitumia. Hili si dogo, ni kubwa sana kiuchumi. Ni Serikali dhaifu tu inayoweza kupuuza hili.
 
Federation Africa wapi na wapi? Waacheni waende tuone watafika wapi, haina muda mrefu hiyo lazma ivunjike. Ile EAC iliyovunjika Tanzania ndo iliyofanya ikawepo na kilichofanya ivunjike ni Kenya na Uganda. Hao waliojiunga nao watajajutia maamuzi yao baadae. Sisi yetu macho...

..if what was said by Salva is true/official....then TZ is in serious trouble.....for not being invited in these technical meetings.....because the discussed matters are the very basis of being in the EAC.....otherwise there is no point to be a member of EAC........I still need official confirmation from TZ foreign ministry.....because the matters were discussed under the EAC context....

I see no any trouble, the best which could be done as per scenario is, to pull out re-calculus our position and check the matrix parameters.
 
Something is very wrong somewhere within our country. What is it? Lack of Strong leadership? Plan? Decisions? Lack of prioritizing our economy interest within the community? What do Uganda, Kenya and Rwanda want most from Tanzania within the frame of EAC co-operation? Land? Do our political leaders have the development and healthy welfare of Tanzania and its people at hearty? Or busy accumulating wealthy and power for themselves and their families? Busy fighting within ourselves,CCM, CUF, CHADEMA, NCCR and the rest. Compare them and others within community.

What is the main reason of fast tracking to political federation in so short time?

What can we learn from European Community on this subject? They have failed even to a single currency, Britain is not a member. What about Sudan? Just separated, north and south. See what is happening in West Africa? And don't forget the fight to maintain, or is it to dissolve our union, Tanzania?

SO, WHAT DO WE REALLY WANT TO GET OUT OF EAC? THEN WE GO FIGHT FOR IT? IF NOT MUCH COMPARED TO SADC, THEN STOP LAMENTING AND GO SADC WITH ALL SPEED AND STRONG WILL POWER.

Hiyo ni mipango inayoambatana na mihemuko ya Kagame, waacheni tu sisi tushikamane kama nchi na tuwe tayari kupingana na njama zozote za kutaka kutuhujumu.

Tusafishe Congo kwanza mengine baadaye. Mwaka huu usipite, hata ikibidi kuhamishia majeshi yetu yote huko. Hiyo EAC itakuja tuu tena ya kistaarabu.

what is the problem kama tukitengwa? sema tu ni kwa vile Tanzzania ina viongozi ambao ni mzigo kwa nchi. otherwise kutengwa kwetu ilikuwa iwe ni neema kwetu. only if our leaders can scratch their heads enough, we can do better than them.

Jamani we are giving our neighbours way too much credit for rather naive steps they are taking.so 5 heads of state conclude that they will no longer use DAR port while they have not built a single kilometer of Railway.and the funds are supposedly to come from DONORS in form of loans.i would say good luck with that strategy.

for those dispelling kikwete government,please be reminded that at least kikwete has $17BN worth of contracts from china and US to strengthen infrastructures.

this is one of the situations where "do nothing" is the best way forward.no one builds 2000km railway in 2 or 3 years,its a very long term investment commitment.i can bet my pension,the railway wont be operational before 2020.

Once Bagamoyo port is firing in all cylinders,and its supporting infrastructures are in place all this will be long forgotten.

people seem to forget that CHINESE president came to DAR to offer us help,KENYATTA went there to beg for it.THAT is the huge difference strategically.it simply says, Chinese values Tanzania more than Kenya.and that is where all the goods African countries imports are from.

Katika mazingira kama haya viongozi wa nchi jirani wangefanya nini na ukichukulia kuwa wananwajibika kwa wananchi wao? Halafu Kenya sasa wana rais ambaye kibiashara/kiuchumi ni mpambanaji (proactive) na hawezi kulaza damu na kuachia fursa zinazotokana na watawala wa Bongo kujikita tu kwenye ufisadi. Kama ile kauli mbiu ya Bill Clinton wakati wa kampeni za uraisi Marekani 1992 inavyosema, “It’s the economy stupid!” Maana yake kiongozi yeyote makini siku zote ataweka mbele maslahi ya kiuchumi ya nchi yake.

Mkuu umesema yote. Hata mimi nakereka sana jinsi uchumi wetu unavyoendeshwa, reli, barabara hazi support sustainable economic growth, infact hostility of our economic environment is what brought us here.

I see no any trouble, the best which could be done as per scenario is, to pull out re-calculus our position and check the matrix parameters.
...the problem we face as a country is that....does the current TZ leadership has the guts to re-position the country from the current scenario???...this is what i see as trouble.......because we already hear TZ calling for resolution...as a gesture of surrender (to me).....As for me....the best way forward...if they keep ignoring TZ in these important technical EAC meetings is to pull out from the EAC all together......and let our leaders concentrate (seriously) in building the country(TZ).....by working hard....with vision,focus,patriotism....together with fighting corruption....nepotism...and all illegal practices......Its only by doing this we (as a country)will get respect from countries like Rwanda......
