Ila kwa sababu hii ni miradi ya watu fulani serikali haitaki kufanya jitihada za kujikomboa kwa hili kwa sababu mafisadi ambao ni washika uchumi watakosa kipato.
Mwaka 2005 baada ya uchaguzi kama mnavyojua chama tawala hutumia garama kubwa sana kwenye kampeni na wagaramiaji ni Mafisadi walibuni namna ya kurudisha garama zao kwa kuanzisha Richmond. Kwa sasa baada ya uchaguzi kero imerudi pale pale ili miradi ya haraka ipitishwe hela zilizosambaza mabango zirudi. Isitoshe nadhani pia mmeona kesi ya DOWANS NA TANESCO tayari dowans wameshinda kimazabe na hela mtakayowalipa ni tosha kabisa kurudisha garama za uchaguzi.

Hii ni kazi inayofanywa na watu 3 ambao ndio top wa mafisadi....kila mradi wa kuhujumu uchumi wapo.

Kikwete misses out on legacy CORRUPTION, GOVERNMENT BUREAUCRACY SABOTAGING LANDMARK PROJECT

A giant $2 billion project that could have potentially defined President Jakaya Kikwete's legacy is being held back by corruption, government bureaucracy and lack of political will, THISDAY can reveal today.

The proposed 2,100 megawatt (MW) Stiegler's Gorge hydro-power station was initiated by former President Julius Nyerere's government, but successive administrations under presidents Ali Hassan Mwinyi, Benjamin Mkapa and now Kikwete have all somehow failed to implement the project.

A detailed feasibility on the project funded by the Norwegian government was carried out in the early 1980s and showed enormous benefits from the envisaged power plant, but the initiative has since been shelved for decades.

The official explanation from the government has been a lack of funds, but well-placed sources have revealed to THISDAY how large-scale corruption may have played a prominent role in sabotaging the project.

"Powerful business tycoons and senior government officials who have been benefiting from corrupt contracts in emergency power generation deals such as Richmond, IPTL and others have been systematically blocking the Stiegler's Gorge project," said an official close to the government.

"Kikwete himself has been misled into thinking that this project is too big and too costly, hence it would take too long to build the power plant. The president has now falsely given up hope of implementing this project during his ten-year rule."

President Kikwete told Parliament last month that it could take up to a decade for the proposed Stiegler's Gorge hydro-power station to be up and running.

But experts told THISDAY the president could have been deliberately misled by senior government officials into thinking construction of the project could not be possible.

"There are some senior people in government who are benefiting from the ongoing power rationing because it gives them the chance to get illegal kickbacks from emergency power generation contracts," said one official in the energy sector.

"If the Stiegler's Gorge power plant was built and starts generating 2,100 MW, it would mean the end of Songas, IPTL, Dowans and other similar projects."

Tanzania has energy demand close to 900 MW capacity, but produces less than 800 MW.

The state-run Tanzania Electric Supply Company (TANESCO) has for the past two weeks been carrying out power rationing countrywide after a drought at hydro-power stations and breakdowns at gas turbines eroded electricity supplies to the national power grid.

If the Stiegler's Gorge power plant was built, Tanzania would have more than 1,000 MW of excess electricity.

According to the Director-General of the state-run Rufiji Basin Development Authority (RUBADA), Aloyce Masanja, it was feasible to construct the power plant in just five years using Brazilian technology.

"Stiegler's Gorge will be a source of cheap, abundant energy ... The power will be at a low cost of around 2 US Cents per kilowatt hour," he told THISDAY in an interview in Dar es Salaam.

Average electricity tariffs currently stand at 111 shillings per kilo-watt hour (kWh), against an average power generating cost of 152 shilling per kWh.

Masanja said construction of the Stiegler's Gorge project could be completed within just five years, contrary to claims that it could take decades to build the power station.

The project would involve installation of three giant underground turbines, each with the capacity of producing 700-megawatts of electricity.

"If we start implementing it immediately, the feasibility study can be updated in 2011 and we can start installing the first turbine in 2012. By 2015, the project should be fully completed and we can start enjoying 2,100 megawatts of electricity," he said.

The Minister for Foreign Affairs and International Cooperation, Bernard Membe, and other officials held talks with their Brazilian counterparts in Sao Paolo in September on the construction of the proposed Stiegler's Gorge hydro-power station.

"We expect a government delegation from Brazil to arrive in Dar es Salaam this December for further discussions on the project," said Masanja.

Insiders revealed that senior government officials in the Ministry of Energy and Minerals, TANESCO and elsewhere have been systematically blocking the Stiegler's Gorge project from taking off.

"TANESCO is keen to extend its monopoly as the nation's sole power utility and wants to hijack the project from RUBADA, claiming that the authority doesn't have experience and expertise in power generation activities," said another government official.

"On the other hand, corrupt business tycoons and senior government officials who have been making billions of shillings from the country's chronic power shortages want the Stiegler's Gorge project to remain shelved forever."

Membe, who is reported to be pushing for the implementation of the project, is expected to face strong opposition from fellow government officials.

"The idea is for the government itself to build the power station through RUBADA to avoid paying the costly capacity charges and energy costs to independent power producers," said an official in the energy and minerals ministry.

"This single project could have defined Kikwete's entire legacy as president. Stiegler's Gorge could have enormously transformed Tanzania's economy and improved people's lives."


It has been suggested that the cash-strapped RUBADA should be given full powers as an executive agency reporting directly to President Kikwete or the Prime Minister's Office to implement the project.

Long-standing efforts by RUBADA to implement the project have been hit by constant delays and red tape from government ministries.

Energy companies from Canada, the United States and Russia have been keen to invest in the project, but have received a lukewarm response from senior government officials.

Apart from providing cheap and abundant electricity, the project would have opened up the southern tourism circuit and boosted irrigation farming. The proposed site of the power plant is located inside The Selous, Africa's largest game reserve. An environmental impact assessment (EIA) showed the project would not affect the wildlife at the area.

Construction of a dam would also help control flooding in the Rufiji area and create a reservoir with a total capacity of 34 billion cubic metres, which would be a permanent source of water supply to Dar es Salaam and other regions.

Only 14 percent of the 40.7 million people in Tanzania are hooked to the national power grid. President Kikwete has pledged to add just 640 MW of electricity over the next five years and increase the number of people with access to electricity to 30 percent.

"With Stiegler's Gorge, more than 50 percent of Tanzanians would have access to electricity and the country could earn billions of dollars in export revenue from the sale of electricity to neighbouring countries," said one official in the power sector.

"But some government officials don't want to hear about 2,100 MW of electricity from Stiegler's Gorge. They are interested in small, 100-megawatt power generation contracts because that's where they get their bribes from."

The feasibility study of this project was done by Germany. In 1961 this project was well defined as a major source of power in Tanzania. Mwalimu Nyerere opted for the medium size Dam constructions due to the low cost, state of the economy and challenging priorities post independence. Mwalimu deserves a round applause for his perseverance, clearly demostrated by several dams we own at the moment.

The second and third goverments did nothing to solve the power crisis. The current Government has no plan for the same. It is disgusting to learn that, the same Leaders were in power when the power wooes began. Instead of finding long lasting solution, same leaders are embracing tycoons who loot peasant tax without mercy. This leave us with nothing to believe except the written reasons by ThisDay.

Rufiji Basin Development Authority (RUBADA) is seeking a financing partner to develop the 2,100-MW Stieglers Gorge hydroelectric project on southeastern Tanzania's Rufiji River.

Stieglers Gorge would have a 134-meter-tall concrete arch dam creating a 100-kilometer-long reservoir impounding 34 billion cubic meters. Although a 1985 study by Norconsult of Norway placed the total project cost at US$1.6 billion, a representative said that cost now could approach US$2 billion.

RUBADA plans to develop the hydropower project in three phases, with Phase 1 including a 400-MW Station A, with an underground powerhouse containing four 100-MW generating units, estimated in 1985 to cost US$633 million.

Phase 2 would be 800-MW Station B, with a powerhouse at the foot of the dam containing four 200-MW units, at an estimated cost of US$194 million. Phase 3, 900-MW Station C, with an underground powerhouse containing three 300-MW units, was estimated to cost US$173 million. A Phase 4 to complete the multipurpose project was estimated in 1985 to cost US$382 million.

With flows of up to 2,600 cubic meters per second, the complete project is expected to generate 5,920 gigawatt-hours per year.

Stieglers Gorge seen playing part in Africa grid

RUBADA and Tanzania Electric Supply Co. Ltd. (TANESCO) have commissioned a new study of the project for Tanzania's master power plan. They envision Stieglers Gorge playing a part in plans to interconnect the grids of Tanzania, Kenya, Uganda, and Zambia.

RUBADA said the World Bank commissioned independent experts to review the project, which they found to be technically and economically feasible. It said project designs are available at RUBADA's offices.

The Rufiji Basin Hydropower Master Plan identifies other potential hydro sites, including 180-MW Kihansi, which already is operating; 165-MW Mpanga; 685-MW Ruhudji; 485-MW Mnyera; 87-MW Iringa; 130-MW Lukose; and 464-MW Kilombero, including Kingenena and Shughuli falls.

Tanzania's current demand primarily is served by Kihansi and the 200-MW Kidatu, 80-MW Mtera, 66-MW Pangani, 21-MW Hale, and 8-MW Nyumba ya Mungu hydropower projects. (HNN 6/24/05)

TATIZO LA UMEME: TUPATIENI 'STIEGLERS GORGE'

Lengo letu ni kukusanya sahihi zipatazo milioni moja na kuziwakilisha kwa Rais Kikwete tukiitaka serikali iwekeze kwenye mradi wa Stieglers Gorge, uliopo kwenye bonde la mto Rufiji wenye uwezo wa kuzalisha umeme wa Megawatt 2100 [mwingi wa kutosha na hata mwingine kubaki na kuuzwa nje ya nchi] ili tuweze kuondokana kabisa na tatizo hili la kukatikiwa na umeme, tatizo ambalo ni aibu kubwa kwa taifa letu.

Stieglers Gorge ni nini hasa? Stieglers Gorge ni mpalio mwembaba unaopatikana kwenye bonde la mto Rufiji, kilomita 374 toka jijini Dar es salaam. Kwa utafiti uliowahi kufanyika mwishoni mwa miaka ya sabini na mwanzoni mwa miaka ya themanini [ 1978-1980] kwa ushirikiano wa RUBADA [Rufiji Basin Development Authority] na M/s Norplan/Hafslund, ilionekana kwamba mradi wa Stieglers Gorge una uwezo mkubwa wa kuzalisha umeme mwingi kwa njia ya maji [Hdro-power] zaidi ya umeme ambao Tanzania ilikuwa ikihitaji katika miaka hiyo. Matokeo ya utafiti huo pia yalionyesha kwamba, mpalio wa Stieglers una uwezo wa kuhimili mitambo mitatu mikubwa ya kuzalisha umeme [3 power stations]. Mtambo 'A' wenye uwezo wa kuzalisha megawati mia nne (400MW) ambao ungefungwa upande wa kaskazini mwa bwawa. Mtambo 'B' wenye uwezo wa kuzalisha megawati mia nane (800MW) ambao ungefungwa upande chini ya bwawa, na mtambo 'C' wenye uwezo wa kuzalisha megawati mia tisa (900MW) ambao ungefungwa upande wa kusini mwa bwawa. Jumla megawati elfu mbili mia moja [2100MW].

Ilikadiriwa kwamba, kwa kipindi hicho [1978-1980], ingeigharimu serikali dola milioni 1,200 za kimarekani tu kukamilisha mradi wote.

Lakini cha kushangaza, kwa sababu zisizoeleweka, serikali ikaamua kutoendelea na mradi huu na badala yake ikaamua kuwekeza kwenye vijimradi vidogovidogo kama vile Hale, Mtera, na Nyumba ya Mungu. Matokeo yake, sina haja ya kuyaelezea.

Ndugu watanzania wenzangu, wajibu wa hatma ya nchi yetu umo mikononi mwetu sote. Mustakabali wa taifa letu hautategemea viongozi waoga toka serikali kuu wanaong'ang'ania dhana ya "status quo" kwa kutopenda kujaribu mambo mapya na makubwa ya kimaendeleo. Maendeleo ya kweli hata hivyo, yataletwa na sisi wenyewe, wananchi.

Kwasababu hiyo basi, BongoTz kwa kushirikiana na wadau mbalimbali ndani na nje ya nchi tumeamua kuanzisha movement ya kuishinikiza serikali kutafuta suluhu ya kuridhisha na ya kudumu kuhusu tatizo la umeme/nishati nchini.

Lengo letu ni kukusanya sahihi zipatazo milioni moja na kuziwakilisha kwa Rais Kikwete tukiitaka serikali iwekeze kwenye mradi wa Stieglers Gorge, uliopo kwenye bonde la mto Rufiji wenye uwezo wa kuzalisha umeme wa Megawatt 2100 [mwingi wa kutosha na hata mwingine kubaki na kuuzwa nje ya nchi] ili tuweze kuondokana kabisa na tatizo hili la kukatikiwa na umeme, tatizo ambalo ni aibu kubwa kwa taifa letu.

Haileti maana kabisa kwa nchi yetu iliyobarikiwa kwa vyanzo vingi vya kuzalisha umeme kama vile makaa ya mawe--Mchuchuma na Kiwira; gesi ya asili "songo songo"--ufukweni mwa bahari ya Hindi na Mnazi bay (Mtwara); pamoja na chanzo kingine rahisi kwa njia ya maji [Hydro-power]--Stieglers Gorge, Rufiji; kuendelea kusuasua kwenye kiza kinene miaka nenda, miaka rudi.

Sio kwamba Rais wetu halijui hili, hapana, analijua fika! Yeye mwenyewe, kwenye ufunguzi wa Bunge jipya la Jamhuri ya Muungano wa Tanzania, tarehe 30 desemba 2005 alitamka na kuahidi mbele ya wabunge, nanukuu: "Nishati ni sawa na chembe za damu mwilini. Tunapanua wigo na aina ya vyanzo vya umeme na nishati kwa jumla ili kuwa na nishati ya kutosha na yenye gharama nafuu kukidhi mahitaji ya uzalishaji ya viwanda, utoaji wa huduma za kijamii, na matumizi ya nyumbani. Tutayashughulikia kwa kipaumbele cha juu matatizo ya sasa yahusuyo upatikanaji wa umeme nchini... Ilani ya CCM ya uchaguzi wa Oktoba 2005 inasema wazi kuwa Serikali ya Awamu ya Nne itaharakisha mradi wa kupata umeme kutoka makaa ya mawe ya Mchuchuma. Na Hivyo ndivyo tutakavyofanya. Aidha, Serikali ya Awamu ya Nne itafufua miradi ya umeme ya mto Rusomo na Stiglers [Stieglers Gorge]." Mwisho wa kunukuu..

Yes, viongozi wetu kwasasa wanaweza kujidai kuziba masikio wasitake kusikia kilio chetu kama walivyozoea sikuzote, lakini tukumbuke kuwa sahihi 25,000 za wanaharakati wa Seberia wakiongozwa na mwana-biolojia Marina Rhikhvanova ziliilazimu serikali ya Kremlin kusitisha mpango wa kujenga bomba la kusafirisha mafuta karibu na ziwa Baikal, ziwa lenye kina kirefu duniani. Ningependa sana kama Chadema wangelifanya lao hili la kuendeleza Steigler. Najua wakilianzisha, serikali ya CCM hatakuwa na budhi bali kuwapiku kwa kujenga huu mradi.

Umeme unauzika kirahisi, mabenki mengi yatakuwa tayari ku-finance huu mradi kama akipatikana mwekezaji anayetambulika kimataifa. Serikali yenyewe haitaweza ku-mobilse pesa nyingi kiasi hicho na haina sifa ya kujenga mradi mkubwa kama huo hivyo hakuna benki itayowapa hela. Itasaidia sana kama na Tanesco itabinafsishwa ili apatikane mwekezaji atayeweza kufanya kazi na mradi mkubwa kama huo
