Putin says 'Islamist radicals' carried out terror attack, but insists on Ukraine link​

Russian President Vladimir Putin conceded on Monday that the deadly terrorist attack in Moscow last Friday was carried out by "radical Islamists" but insisted that there was a link to Ukraine, without presenting evidence.

Putin told senior Kremlin officials Monday that an investigation into the attack on the Crocus City Hall concert venue, in which 139 people died when gunmen entered the building and shot indiscriminately, "must be carried out in the most professional manner, objectively, without any political bias."

The Islamic State group said it was behind the attack on Friday and published footage of it. Four men appeared in a Moscow court on Sunday night and were charged with terrorism offenses. Three more men were charged Monday.

Putin initially suggested the attack was linked to Ukraine, claiming that the suspects had fled toward the border and that "a window had been prepared for them on the Ukrainian side to cross the border." He did not present any evidence for the claim. Kyiv denies any involvement.

On Monday, Putin appeared to accept that the IS group was responsible for the attack but insisted that there was a link to Ukraine.

"We know that the crime was committed by radical Islamists, whose ideology the Islamic world itself has been fighting for centuries," Putin said, according to comments translated by NBC.
"But we also see that the United States, through various channels, is trying to convince its satellites and other countries of the world that, according to their intelligence data, there is supposedly no Kyiv trace in the Moscow terrorist attack, that the bloody terrorist attack was carried out by followers of Islam, members of the ISIS organization banned in Russia."

U.S. officials have dismissed any Ukrainian involvement in the attack, with White House spokesperson John Kirby telling reporters, "There was no linkage to Ukraine. ... This is just more Kremlin propaganda."

Ukrainian President Vladimir Zelensky dismissed the head of the National Security and Defense Council (SNBO), Aleksey Danilov, on Tuesday. The security chief has been known to resort to combative and abrasive rhetoric.

The relevant decree has been published on the Ukrainian president’s official website but provides no reason for the decision.

Aleksandr Litvinenko has since been named as the new SNBO chief. He has been at the helm of the Ukrainian foreign intelligence service since July 2021 and prior to that served as the deputy SNBO head.

Danilov has been known for harsh statements during his tenure. In late 2023, he insisted that all Ukrainians must “grow up” and fight, when commenting on Kiev’s recruitment troubles.

At the time, he also said that Ukraine’s planned mobilization drive would not last one day or one month, but that the whole process could take at least a year.

In November, he called for a crackdown on officials who disparage Zelensky while speaking anonymously to Western journalists. Danilov also slammed the messaging app Telegram, calling it “dangerous and vulnerable.” The app supposedly provides a platform for people seeking to influence Ukrainian society, he said in November, adding that he was ready to ban it outright.

The former SNBO chief has also been critical of Kiev’s Western backers. In December, he stated that NATO’s war textbooks should be shelved as none of them could prepare soldiers for the war in Ukraine. He also repeatedly demanded more weapons for Kiev, warning that any setbacks suffered by the Ukrainian forces would damage the West’s own “image, authority and unity.”

In February 2024, Danilov demanded that the EU hand over all its heavy weapons to Ukraine, adding that the bloc itself would not need them anyway in future conflicts.

Last week, the former official insulted China’s special representative on Eurasian affairs, Li Hui, over Beijing’s plans to potentially boycott international talks on the Ukraine conflict, which Kiev seeks to convene without Russia in Switzerland. Danilov mocked the Chinese diplomat’s name, using an obscene play on words, while commenting on the issue.

In August 2023, during a state-approved TV “broadcasting marathon,” Danilov also infamously claimed that Russians were less “humane” than Ukrainians because they are “Asians.” The former SNBO chief has also repeatedly promised to “kill” Russians everywhere, across the globe.

Ukraine’s top spy a ‘legitimate target’ – FSB chief

Anyone committing crimes against Russia is a marked man, security service chief Aleksandr Bortnikov has said

Ukraine’s military intelligence chief, Kirill Budanov, should be considered a valid target for Russian troops, the head of the Federal Security Service (FSB), Aleksandr Bortnikov, told journalists on Tuesday. The same principle should be applied to anyone “committing crimes” against Russia, the official added.

A Moscow court ordered Budanov’s arrest on terrorism charges in December 2023, after Kiev’s top spy was accused of masterminding over 100 “terrorist attacks” involving drones targeting Russian civilian infrastructure.

The head of the Ukrainian military intelligence (GUR) has openly advocated attacks on Russian soil, including territory that Kiev recognizes as being under Moscow’s sovereignty. Budanov initially touted the assaults as “partisan activities,” but later acknowledged the responsibility of the Ukrainian state.

“Those committing crimes against Russia and Russian citizens are a legitimate target,” Bortnikov said when asked about Budanov and other high-ranking Ukrainian intelligence officials. When pressed by journalists on why Russia has not yet acted on those targets, the FSB chief replied that this possibility “is still ahead.”
