How can you discount the genocide against tutsi simply based on the fact that the perpetrators of that heinous crime pegged the whole event on supposed tribal differences? France saw the Tutsi as a threat because they refused to suck up to the French like Habyarimana and his clique did or as your FDLR friends do up to now. In short, France wanted to keep tabs and were afraid of "losing" yet another Francophone country to English-speaking America. The French influence is no more.
