Ndugulile: Magufuli hajui sheria, anakurupuka tu...

kosa lake ni kama lako kutoona kuwa kuna watu cant afford 200 especially wale mama wauza samaki feri, matunda n.k,wasukuma mikokoteni na wengine wengi..simply because you can afford 200 doesnt mean everyone can.By the way mombasa watu wanavushwa bure..i said it and i say it again..magufuli kapewa mlungula pale

Walikuwa wanakukejeli walidhani labda wewew huna gut, sasa umewaondolea uvuvi makelele, mie namuunga mkono

Una hakika wale kina mama hawamudu kulipa hizo shilling mia mbili?

The minister for
Works, Dr John Magufuli,
yesterday lashed out critics
against his recent remarks, insisting that he is not going
to back off on the decision to
increase fares in all ferry boats
operated by the government
across the country. Despite welcoming the
proposal by the Dar es Salaam
MPs to be allowed to run the
ferries, Dr Magufuli said he
would not reverse the
decision as it followed proper procedures. It was his first
public reaction following
three days of criticism from
Dar es Salaam Members of
Parliament and a section of the
public over the decision to increase the ferry fares. “I am not going to reduce the
fares because the process to
increase them followed all the
required procedures,” said Dr
Magufuli when addressing
journalists in Dar es Salaam yesterday.Instead of reducing
the fare, Dr Magufuli said
what the ministry and
Tanzania Electrical, Mechanical
and Services Agency (Temesa)
were focusing now was how to improve ferry services. Elaborating, Dr Magufuli said
the process to increase the
fare followed the governing
regulations and laws. He said
section 173(11b) of the Ferries
Services Act empowers the minister to endorse what has
been proposed by the board,
including new fares. He said the decision to increase
the fare stemmed from
Temesa, which noted that the
increasing operational costs
necessitated the move. He said
the application by Temesa was dully discussed by the board
of directors, which forwarded
to him recommendations to
increase the ferry fares. “The decision to increase the
fares solely seeks to
supplement Temesa’s proposal
in improving and making the
ferries independent in terms
of financing the running costs of the facilities,” he said. The minister said since the
new fares were introduced on
Monday, the revenue from
Magogoni ferries has doubled
from Sh9 million to Sh18
million. He said the money would enable the authorities
to better manage the ferries
and improve services. “This money would help us
not only to improve the
services but also we can now
save and buy a new ferry
boat when the need arises. We
need to improve marine transport by enabling people
who live in Bagamoyo, Kawe
and Mbezi to use boats as
another way of easing
congestion on our roads… so
there is no other way that I can withdraw the order,” Dr
Magufuli said. He criticised Dar es Salaam MPs
for attacking him, noting that
the Act, which he applied to
increase the fares was passed
by the Parliament. “It is them
(the MPs), through the Parliament, who gave me
these powers to increase the
ferry fares,” he said. He said
the law empowers Temesa to
research on and propose new
fares without consulting other bodies or stakeholders,
including the Surface and
Maritime Transport
Regulatory Authority
(Sumatra). On the proposals by the Dar es
Salaam MPs that they be
allowed to run the ferries, he
advised them to formally
present their application
during the next regional road board meeting, which is
usually chaired by the regional
commissioner. Dr Magufuli said the MPs also
should think of having their
own management if at all
they need to run the ferry,
adding that, as the minister
for Works, he would be happy if they would run it
successfully.The proposal was
given by the Dar es Salaam
MPs’ chairman, Mr Abbas
Mtemvu (Temeke-CCM) on
behalf of his colleagues. Early this week, Mr Mtemvu
criticised Dr Magufuli, saying
what he did was unfair, and
has been tarnishing the image
of the government. He
claimed that the minister did not obey the Prime Minister’s
directive not to announce
new fares at Kigamboni
ferry.“The minister must
know that what he did was
not right because even Sumatra was unaware of the
increment,” said Mr Mtemvu. The MP said that the
government needs to help its
citizens to cope with the
increasing cost of living –
which has hit Tanzanians
hard. “Increasing the fare is not a solution... what is
required is good supervision in
collections and administration
of resources to benefit the
people who are seeking better
services,” said Mr Mtemvu.

Wabunge wa Dar: So you wont relent?
Pombe Mugfull: No way! I will answer them by the law! I wont budge and inch! Let them come and kindly.

“Sumatra ndiyo mamlaka husika ya hapa nchini inayotambulika kusimamia masuala ya usafirishaji lakini leo hii nauli za kivuko zimepanda bila Sumatra kutambua kuwa ni utaratibu gani umetumika katika kupandisha nauli hizo. Ni jambo la kushangaza,” alisema Dk Ndugulile na kuongeza;

Minister for Works, Dr John Magufuli

As the debate on increased pontoon fares plying between Kigamboni and Magogoni in
Dar es Salaam rages, the Minister for Works, Dr John Magufuli, has stuck to his guns saying the new fare remains in force.

"I respect contributions made by the group of
Dar es Salaam Members of Parliament (MPs) and I will work on their advice, but I have no plans to reverse the new fares as my announcement was made in accordance with the Ferries Act of 1973," he said. According to him, the Act gives the minister responsible mandate to solely announce new ferry fares and does not direct the minister to consult Members of Parliament.

Dr Magufuli explained that following the announcement of new fares already the revenue has doubled from 9m/- to 18m/- now. "The idea is to collect as much revenue as possible to be able to purchase two more ferries that will travel between
Dar es Salaam and Bagamoyo to ease congestion in the city roads," he said. He said measures have been taken to control revenue by deploying police and plain cloth military people in the area.

The Prevention and Combating of Corruption Bureau (PCCB) have also called to assist. Dar es Salaam legislators who met in the city under the chairmanship of Temeke MP, Mr Abbas Mtemvu, faulted the move and called for immediate suspension of the new fares to allow a democratic and participatory process. The Kigamboni Legislator, Dr Faustine Ndungulile, said Kigamboni were not crying for increased 100/- from100/- but were concerned with the approach in which the whole exercise was carried out.

"My electorate are wondering as to why the push carts are charged 1,500/- up from 200/- and the tricycles from 200/- to 1,800/- with the load on it charged separately," said Dr Ndungulile. The MP also expressed his disappointment by the minister's move to announce new fares ignoring two letters wrote to him contesting the move and proposed alternative ways to boost revenue.

On Sunday, Dr Magufuli announced new fares for ferry services between Kigamboni and Magogoni in Dar es Salaam with 100 per cent increase from 100/- to 200/- per passenger. The new fares' chart provided by the government also indicated that saloon cars would be charged 1,500/- up from 800/-, Wagons and pick-ups 2,000/- from 1,000/- and 3.5 tonne-vehicles 7,500/- up from 5,000/-. Dr Magufuli defended the increase on the grounds of soaring running costs. The minister explained that tariffs have been reviewed for the last time in 14 years in 1997 when the fares was increased from 20/- to 100/-.

According to the 2002 census, Kigamboni which is an administrative ward in Temeke Municipality has a population of 36,701. Kigamboni is also home of several recreation centres as most of the modern beach hotels are located there, attracting hundreds of city residents especially during weekends and holidays as well as tourists from around the world. The creek is served by two pontoons (Mv Kigamboni and MV Magogoni) which provide passenger services for 24 hours.
