Services description[/h]
HLSSF will be dealing in the provision of the following services

  1. Providing non interest bearing loans to students at higher learning institutions for tuition fees, accommodation and meals, practical training, research and development, books and stationary and whatsoever as far as high education concerned.
  2. Collaborating with government of the United Republic of Tanzania to ensure tranquility and harmony among students at higher learning institutions are observed.
  3. Searching for and provision of scholarships to students at Higher learning institutions.
  4. Organizing and conducting events, conferences, workshops and presentations for the purpose of enhancing entrepreneurial knowledge and skills among the graduates
  5. Financing and conducting research and investigations on all matters relating to higher education.
  6. Analyzing and investigating various problems facing students at Higher learning institutions including massive failures of university examinations, strikes, boycotts, demonstrations, movements and so many others.
  7. To provide counseling to student at Higher learning institutions on academic matters, employment and any other social, economical and political matters.

Details Tanzania’s education system has grown drastically from relatively simple one to a complex one since independence. The system has grown from only one institution of higher learning in 1961 to more than 140 tertiary training institutions, out of which about 20 are higher education institutions.
The increase of higher education centres and institutes has led to drastic increase of demand for higher education services which has resulted into persistent problems in higher education sector.
University Examinations, strikes, boycotts, demonstrations, movements, riots and many other problems in the higher education institutions in Tanzania. To rescue the situation and seize the potential of higher education in helping attaining the Millennium Development Goals (MDG) in Tanzania especially in the areas of public higher education institutions,

HLSSF is founded with the mission of supporting and promoting higher education sector in Tanzania. The main objective is to dilute the intensity of the problems and assist the nation in the preparation of qualified and competent graduates at HLIs who can serve the nation and international community at the greatest competitive grounds.
HLSSF is registered as an NGO on October 30, 2008 under the NGOs Act No.24/2002 as per section 12(2) with the registration number 00NGO/00002621and it will work hand in hand with the government of the United Republic of Tanzania in ensuring that students at higher learning institutions are acquiring a desired quality education.


[h=2]Management of HLSSF[/h] We understand that many sponsors are tired of the mushrooming of NGOs which are in
some ways duplicating one another services, or else appealing to offer services that are
really not fulfill, that have come to question the status quo of such NGOs. It is for this
reason and many other negligent factors that HLSSF is under the direction and control
of the Representative Committee which consists of 5 permanent ex-officio members
and other 10 members from the public. This unique and public based organization
management guarantees our esteemed donors and stakeholders a maximum level of
transparency and accountability.
The permanent ex-officio members sit on the Committee by virtue of their positions and
they includes


  1. Director General-HLSSF
  2. Finance Director-HLSSF
  3. Chief Accountant-HLSSF
  4. Chief Public Relations Officer-HLSSF
  5. Zonal coordinator-HLSSF

In addition to the permanent ex-officio members, the Director General with the
assistant of the Finance Director, Chief Accountant, Chief Public Relation Officer and
Zonal Coordinator also appoints from the public, major donors, government agencies
and students, other 10 members to the Representative Committee on the basis of their
membership, professional knowledge, experience and competence in the relevant areas
of finance, commerce, sociology, politics, planning, insurance, IT or economics. The
tenure of office for the members of Representative Committee is three years and the
non-ex-officio members can be re-appointed only once.
The powers of the Representative Committee shall be those necessary to transact the
business of the Organization, including but not limited to:



  1. i. Select, approve or disapprove the chief executive team which consists of Director General and Finance Director.
  2. Formulating and implementing the policies and procedures for all operational areas of the HLSSF
  3. Researching and maintaining funding,
  4. Overseeing the administration of the HLSSF goals and objectives, program development and evaluation, and community relations,
  5. Presenting an annual report on the status of the Organization,
  6. Ensuring an independent audit is conducted on the financial affairs of the HLSSF on a cycle to be determined.
  7. Amending, altering or repealing the Constitution and By-laws,
  8. Grant honorary membership to persons, firms, association or corporations.

[h=2]Objectives[/h]
The immediate objectives for which HLSSF organized is as follows

  1. To raise Tsh.500million locally from local individuals, business companies, foundations and institutions.
  2. To receive about $300,000 from donor countries, foreign organizations, individuals and foundations
  3. To provide financial support to at least 1,000 students by the end of academic year 2011/2012.
  4. Seeking for and distributing scholarships to at least 15 students by the end of academic year 2011/2012.
  5. Establishing productive activities by end of the year 2012 to self sustain HLSSF funding.
  6. Searching for and distributing placements for practical training to 5,000 students within the first 6 months.
The development objectives of HLSSF is to yield constant outflow of short term and long term benefits to the individuals, nation and international community as outlined below.

  1. Capacity building and acquiring of entrepreneurial knowledge and skills.
  2. To provide opportunities for student to further their careers, experience and gaining of academic credits through practical training placement
  3. Meeting of professional and educational goals.
  4. Improving of general welfare.
  5. Exposing and helping students getting in touch with sponsors through our website.
  6. Helping donors ensure credibility of students before any remittance starts.
  7. Expansion of employment opportunities and hence reduction of unemployment rate due to cultivated entrepreneurial spirits
  8. Increase in aggregate national income due to reduction in unemployment rate and increased living standard at micro level
  9. Reduction of property losses and class study stagnation due to students’ strikes, boycotts, movements and demonstrations.
  10. Reduction of dependency on international aids and supports in the long run where HLSSF will introduce Education Insurance System (EIS) and different Productive Investments Projects (PIPs).

PROJECTS UNDER HLSSF

HLSSF is now carrying on the following projects that have a great impact in helping students attain their targets in one way or another:

1.TCU application:
HLSSF is conducting a project on ensuring that students make appropriate applications for the University and College admissions. We are helping them through counseling on the viable courses to be studied and in filling in data precisely through internet applications.


2. HESLB application:


HLSSF is conducting a project on helping students in filling in all the required information in the sub forms of loans application through HESLB and providing services of photocopying and printing of all relevant documents to be attached when sending to HESLB HEAD OFFICE through EMS.However, this is a motive by HLSSF to ensure that all students with qualifications fill in the HESLB precisely and then this allows all eligible students to obtain their loans without unnecessary errors/obstacles.

3. ENTRENEURSHIP & BUSINESS MANAGEMENT CONSULTANCY.

This is a project focusing on the provision of consultancy services on how to write business plans, how to register businesses, how to keep proper accounting records, how to prepare VAT returns and claiming for refund, how to make final accounts, procedures for acquiring Bank and Saccos loans, writing of proposals and write ups for fund requests as well as training on the principles and aspects of entrepreneurship.
Start date: 1st February,2011
End date: 31st December, 2015.
Project location: Kagera region, Bukoba municipal and Dar es Salaam region.
Project budget: TZS 36,000,000.


4. BUSINESS & SCIENCE STUDIES TRAININGS:


This is a project that gives trainings to open university students, A-level students and employees who want to extend their knowledges.These trainings are based on business and science subjects like Economic analysis, business law and ethics, financial management, principles of accounting, management mathematics, taxation theory and practice etc.
Start date: 1st June 2010
End date: long term in perpetuity because trainees pay discounted fees especially those who are members.
Project budget: TSZ 23,000,000
Project location: Kagera region and Dar es Salaam region

5. YOUTHS TALENTS UPGRADING & PROMOTION TO SELF EMPLOYMENT:
This is a project that has a great initiative in recruiting different age groups persons especially youths, clustering them according to their arts talents. Then, they get supervised and trained to develop their skills. Make deep practices and later jobs and performance tasks are assigned to them according to their fields of specialization. Thus,producing,recording and marketing of their talents and works done in terms of film movies, live dances, bongo flava singles, acrobatics, decorations. Thus, employment opportunities for youths are created and expanded. The project has already recruited 300 members/youths to date.

[h=2]Beneficiaries of the Deliverables[/h] Our primary market segment is the higher education sector in Tanzania and the major
target group is all students in higher education institutions who are coming from poor
families.
However, all students will be treated equally on such services as practical
training placements, searching for employment, entrepreneurial training and
counseling. Preferential treatment will be accorded to poor students only for provision
of loans and scholarships in the event the two ties up and only one is to be served.
Because of our unique services, we are already received indications of interests from
several of these target groups including students from University of Dar es salaam, non
students and individuals who are touched with the current loans status for higher
education in our country.

We expect also our services will appeal strongly to families concerning to secure
education for their loved ones. As a response to this HLSSF will establish education
insurance system (EIS) in which various families will be able to invest for their
children and relatives in higher education in future.

The combined number of beneficiaries of practical training placement, searching for
employment, scholarship and loan is expected to be 5,000 students by end of the
academic year 2011/2012 in which 1,000 students will be loan beneficiaries each
receiving an average of Tsh. 0.8 million

All those who are interested with the scholarship are advised to be members of HLSSF for the priority on the provision of scholarships will be granted first to HLSSF members. We encourage many students to practice an art of entrepreurship.So those who want to join HLSSF ENTREPRENEURSHIP CLUB that will be established in every university in Tanzania, are advised to be visiting this section now and then so that they can obtain reliable information for their business ideas. We will promote all those who will be ready to establish their businesses, especially before they graduate they must have submitted their business plans so that we can review them and find for them venture capital and other opportunities for investors in their businesses. Thus, you are most supposed to be a member first of HLSSF so that you can easily obtain support from HLSSF.

Research and Development.
HLSSF provides consultancy on research and development assignments. However, it has a forum to ensure that students at different higher learning institutions can obtain reliable practical training placements. Students will not get problems in seeking for PTs; HLSSF will organize these PT placements and announce them to students. However, students are required to put forward their requests on their areas of specialization and the regions they prefer to work on. Moreover, privilege on this service will be directed to those who are legal members of HLSSF.

HLSSF is founded by two members and it is under the ownership of its initial members and their successors. Probably let me use this opportunity to specially ask you to think about joining HLSSF. To become a member you are only required to duly sign a membership application form and pay a non refundable entrance fee as categorized in the form.

HLSSF membership is open to every person of United Republic of Tanzania who is wishing to render material and personal support to the higher education sector in Tanzania and does not discriminate any person on the basis of race, colour, sex, age, religious affiliation, handicap, or other personal factors.

Being a member you will have all rights to acquire information and make decisions concerning the functioning and operation of HLSSF. You will also have equal rights to be appointed to sit in the representative committee depending on your education qualifications and experiences in various professional fields.

However, we argue you to think rationally before deciding to joining HLSSF, this is due to the fact that HLSSF is organized for non-profit purposes and therefore its membership interest is a non quid pro quo relationship in nature. The organization has no obligation to deliver direct equivalent benefits to its members, the benefits will defuse through the whole society in terms of knowledge, expertise, skills and increased general welfare of the individuals.

However, we do not underestimate the work done by our members, we will always recognize them as the greatest ambassadors and heroes in helping HLSSF realize its purposes, their help will remain to be a history of hope that will continue to excite the present generations for many years to and open a new page for the future generations to feel the exhalation of life that some of us have missed or otherwise enjoying now

Therefore we only encourage dedicated and hearty giving people, who are real touched with current problems facing the higher education sector to join us in the whole process of helping our country in the preparation of qualified and competent graduates.


[h=2]Membership to HLSSF[/h]
  • Any person who agrees to become a member of the organization and whose name is entered in the register of members shall be a member of HLSSF.
  • HLSSF membership shall be open to every person of United Republic of Tanzania wishing to render material and personal support, guidance and contribution to higher education in Tanzania and shall not discriminate any person on the basis of race, colour, sex, age, religious affiliation, handicap, or other personal factor
  • All enquiries about admission for membership should be addressed to the Director General and the successful applicants will be registered in the register of members only after they have paid non refundable entrance fee of Tsh.10,000 for students, 50,000 for other individuals and 100,000 for institutions/organizations.

  • Membership in HLSSF shall become effective upon the payment of annual dues in an amount set by a quorum of then existing members of the organization and subject to this article there shall be two types of members

[h=2]Duties and rights of a member[/h]

  • Rights and privileges to benefits from the services offered by HLSSF,
  • including assistance in searching for employment and scholarships, retraining programs and loans.
  • Rights to receive and acquire all information regarding the activities and operations of HLSSF.
  • All members other than passive members shall have voting right in any matters regarding HLSSF.
  • All members are required to pay annual dues in amount set by a quorum of then existing members of the organization.
  • No matter shall have transmissible membership interest and upon his/her death, his/her heirs cannot claim to inherit his/her rights.
  • All members are under a duty to respect the confidentiality of information acquired as result of memberships and should not disclose any such information to third parties without proper and specific authority unless there is a legal or professional right or duty to disclose. Confidential information acquired as a result of memberships should not be used for the personal advantage of the member.

DISQUALIFICATION OF A MEMBER

1. Any member subject to this article shall be disqualified from HLSSF.

  1. Become incapacitated or unsound mind.
  2. Acting contrary and hence violating the rules and prescribed in the organization by laws
  3. Voluntary resignation of a member
  4. The death of a member
2. No member shall be disqualified without the approval of committee and any disqualified member must be served disqualification stating the reasons for disqualification.

  5. Kufanya utafiti juu ya matatizo mbalimbali yanayoikumba sekta ya elimu nchini;pamoja na kutoa mapendekezo kwa serikali juu ya uboreshaji wa sera husika.

JIBU: Uanachama wa HLSSF unapatikana kwa kufanya maombi ya uanachama.Maombi haya yanafanywa kwa kujaza fomu za uanachama kulingana na kundi lako husika;pia inabidi ulipe gharama ya uanachama kadiri ya kundi lako husika.Pia ambatanisha bank deposit slip ya malipo yako pamoja na fomu ya maombi iliyojazwa na kubandikwa picha na kuituma kwenye sanduku la posta la HLSSF au kuileta ofisini kwetu.

SWALI: Uanachama wa HLSSF uko wa aina ngapi?
JIBU: Uanachama wa HLSSF uko wa aina nne.Zifuatazo ni aina za uanachama:

  1. Uanachama wa mwanafunzi wa sekondari.
  2. Uanachama wa mwanafunzi wa chuo kikuu
  3. Uanachama wa mzazi/mlezi wa mtoto aliye mwanafunzi.
  4. Uanachama wa taasisi isiyo ya serikali,kampuni au chuo kikuu.

SWALI: Ada za uanachama ziko vipi? Je, zinalipwa mara ngapi?
JIBU: Ada za uanachama ni kama ifuatavyo:

  1. Ada ya uanachama wa mwanafunzi wa sekondari na mwanafunzi wa chuo ni Tsh.10,000.
  2. Ada ya uanachama wa mzazi/mlezi wa mtoto aliye mwanafunzi ni Tsh.50,000.
  3. Ada ya uanachama wa taasisi isiyo ya serikali,kampuni au chuo kikuu ni Tsh.100,000.

ADA hizi zinalipwa mara moja tu;pale ambapo mwanachama anajiunga na HLSSF.

SWALI: Kuna michango ya mwanachama au la?Kama ipo,Je ni ya aina gani?
JIBU: Ndio kuna michango ya wanachama ya aina mbili.Michango hii ni kama ifuatavyo:
1.Michango ya mwisho wa mwaka.Michango hii inategemeana na aina ya uanachama kama ifuatavyo:

  • Mwanafunzi wa sekondari atalipa Tsh.20,000.
  • Mwanafunzi wa chuo atalipa Tsh.30,000.
  • Mzazi au mlezi wa wanafunzi atalipa Tsh.80,000.
  • Taasisi ya serikali,kampuni au chuo kikuu kitalipa Tsh.200,000.
NB: Hii ndio michango itakayo mtabulisha mwanachama husika kuwa ni “active member of HLSSF”.
2.Michango ya kila mwezi .Hii ni michango itakayofanyika kila mwezi kwa kiwango kitachoafikiwa na muhusika.Hii ni michango itakayofanywa na wazazi au walezi wa wanafunzi wa sekondari au chuo kwa lengo la kuwawezesha watoto wao kulipa gharama muhimu za chuo kwa miaka ijayo.Kulingana na makubaliano HLSSF itamuongezea mwanachama kiasi cha pesa kulingana na michango yake ya kila mwezi pamoja na mda wa kuchangia pindi tu atakapo taka kupata pesa hizo kwa ajili ya kusomesha mwanae.Mahesabu ya kiasi cha nyongeza kitakavyopatikana ni kama ifuatavyo(ORDINARY ANNUITY REFERENCE):

Ordinary annuity ni michango inayofanyika kila mwisho wa mwezi.Kuna aina mbili za mahesabu;yale ya kutafuta thamani ya michango kwa kipindi kijacho ambayo imewekezwa kila mwisho wa mwezi.Kupitia haya mahesabu ndo itawezekana kukokotoa kiasi cha pesa kama ongezeko la faida/support atakayoongezewa mwanachama kulingana na riba itakayokuwa imepangwa.

What Are Annuities?
Annuities are essentially series of fixed payments required from you or paid to you at a specified frequency over the course of a fixed period of time. The most common payment frequencies are yearly (once a year), semi-annually (twice a year), quarterly (four times a year) and monthly (once a month). There are two basic types of annuities: ordinary annuities and annuities due.


  • Ordinary Annuity: Payments are required at the end of each period. For example, straight bonds usually pay coupon payments at the end of every six months until the bond's maturity date.
  • Annuity Due: Payments are required at the beginning of each period. Rent is an example of annuity due. You are usually required to pay rent when you first move in at the beginning of the month, and then on the first of each month thereafter.

SWALI: Je,Mwanachama atapata faida gani kutoka HLSSF?
JIBU: Faida(Benefits) zinatofautiana kulingana na aina ya uanachama na viwango vya michango.Makundi ya benefits ni kama ifuatavyo:

  • Mwanachama active; mwanafunzi wa sekondari atapewa kipaumbele katika kupata mkopo wa masomo kutoka HLSSF pindi aingiapo chuo;pia atapata fursa ya kupewa scholarship ya kusoma ndani na nje ya nchi.
  • Mwanachama active; mwanafunzi wa chuo atapewa kipaumbele katika kupata mkopo wa masomo kutoka HLSSF, kupata fursa ya kutafutiwa ajira;pamoja na support za kupata pesa za mtaji kwa wale watakaotaka kujiajiri.
  • Mwanachama active; mzazi au mlezi wa mtoto aliye mwanafunzi atampa fursa nzuri kwa mwanae kupata msaada mkubwa wa kulipiwa gharama za masomo ya chuo.
  • Mwanachama active,kampuni/taasisi isiyo ya serikali au chuo kikuu atapata fursa ya kufanya projects na HLSSF pamoja na kuwa partner na HLSSF katika mambo muhimu ya jamii kwa ujumla.

SWALI:Kuna namna ngapi za uanachama?
JIBU: Kuna aina mbili za uanachama.Uanachama wa mtu aliye active na ule wa mtu asiye active.Hivyo basi kuna active members and passive members.Active members ni wale ambao wanalipa michango ya mwaka na wanashiriki katika mipango,vikao na shughuli mbalimbali zilizopangwa kwa ajili ya kufanikisha utekelezaji wa malengo ya HLSSF.Passive member ni yule mwanachama wa HLSSF ambaye bado halipi pesa za michango ya mwisho ya mwaka,hashiriki katika shughuli maalumu atakazo pangiwa na uongozi wa HLSSF.

SWALI:Ni vigezo gani vinaangaliwa kwa ajili ya kupewa mkopo?
JIBU: Vigezo/Sifa hizi ni:

  • Uwe raia wa Tanzania.
  • Uwe mwanachama wa HLSSF.
  • Uwe umefanya maombi ya mkopo pamoja na kuambatanisha nakala zote zilizotajwa kwenye fomu.
  • Bandika picha yako kwenye fomu za uanachama na fomu za mkopo.
  • Lipa Sh.10,000 kwa ajili ya ada ya uanachama;pia lipa Sh.20,000 kwa ajili ya maombi ya mkopo.Malipo yote yafanyike kwenye akaunti zilizotajwa kwenye fomu husika.Hakikisha unaambatanisha original deposit slip ya malipo yako kwenye fomu husika.
  • Mkopo utatolewa kwa wale tu watakao kuwa na ushahidi wa kwamba wamepata udahili katika chuo chochote nchini kinachotambulika kisheria kwamba kinatoa elimu ya juu.
  • Tuma maombi yako kwa njia ya EMS au posta kwa:

  • Hakikisha umejaza maelezo yote muhimu yaliyoulizwa kwenye fomu kwa kuwa yatatumika kufanya tathmini ya kupewa mkopo.
  • Kipaumbele ni kuwapa mkopo wale ambao hawatapewa mkopo na bodi ya mkopo ya serikali (HESLB).
  • Wale wanaotaka kusoma diploma,digrii ya kwanza watapewa kipaumbele katika mkopo huu.
  • Wale wanaotaka kusoma digrii ya pili,na PHD watafanyiwa mpango wa kupata scholarship za ndani na nje ya nchi.Wachache watapewa mkopo wa HLSSF.
  • Wafanyakazi;hususani wa serikali nao wanashauriwa kuomba mkopo kwa kuwa wao wanadhamana ya mshahara kupitia salary slip.
  • Kwa kipindi kijacho wale watoto wa wanachama wa HLSSF kupitia EDUCATION INSURANCE SYTEM ya HLSSF watapewa kipaumbele katika kupata mkopo wa HLSSF kwa kuwa watakuwa wanadhamana ya michango yao ndani ya mfuko wa HLSSF.
  • Kwa mwaka huu wa masomo 2012/2013; mwisho wa maombi ya mkopo wa HLSSF ni tarehe 30/10/2012.
SWALI: Ofisi za HLSSF zinapatikana wapi?
JIBU: Ofisi za HLSSF zinapatikana kwenye mtaa wa UHURU karibu na makutano ya barabara ya Lumumba na Uhuru; jengo linatazamana karibu na kituo cha kujaza mafuta GAPCO. JIBU:Mikopo itatolewa baada ya vyuo mbalimbali nchini kutangaza wale waliopata udahili katika vyuo husika.Pia baada ya bodi ya mikopo ya HESLB kutoa list ya wale waliofanikiwa kupata mikopo kutoka katika bodi hiyo(HESLB).

SWALI:Je,maombi ya uanachama wa HLSSF yana mwisho/deadline?
JIBU: Maombi ya uanachama wa HLSSF hayana mwisho;yanafanyika wakati wowote wa kazi katika kipindi chote cha mwaka.

SWALI:Nini umuhimu wa uanachama wa mwanafunzi wa sekondari ndani ya HLSSF?
JIBU:Mwanafunzi wa sekondari anatakiwa kuwa mwanachama wa HLSSF ili aweze kutoa taarifa zake mapema juu ya masomo yake katika ngazi ya sekondari.Taarifa hizi zitatumiwa na HLSSF ili kuandaa mchakato wa kutafuta scholarship kwa ajili ya hawa wanafunzi pindi wamalizapo kidato cha sita.Pia itatoa fursa kwa hawa wanafunzi kuwa katika nafasi nzuri ya kupata mkopo wa HLSSF pamoja na kusaidiwa katika kupewa ushauri wa kozi za kusoma vyuo vikuu,pamoja na kufanya maombi ya udahili TCU kwa njia ya mtandao;pia kupata msaada wa maelekezo juu ya namna ya kuomba mkopo wa HESLB kwa njia ya mtandao.
SWALI: Fomu za uanachama na zile za maombi ya mkopo zinapatikana wapi?
JIBU: Fomu za mkopo na zile za uanachama zinapatikana kwenye tovuti yetu ya www.hlssf.org. ziko kwenye homepage ya tovuti au kwenye kipengele cha admission au kile cha download application form.

SWALI:Wanafunzi walio vyuoni(continuing students) wajaze fomu gani za maombi ya mkopo?
JIBU:Wanafunzi walio vyuoni wanatakiwa kujaza fomu zilizoandikwa kwenye tovuti yetu kama “HLSSF LOAN FORM FOR MATURE ENTRY”.

SWALI:Wanafunzi waliomaliza kidato cha sita na wanajiandaa kuingia vyuoni wanatakiwa kujaza fomu gani za maombi ya mkopo?
JIBU: Wanafunzi waliomaliza kidato cha sita na wanajiandaa kuingia vyuoni wanatakiwa kujaza fomu zilizoandikwa kwenye mtandao wetu kama “APPLICATIONS OF LOANS FOR UNDERGRADUATE STUDIES OF 2012/2013.

SWALI:Je,wanafunzi wanaoomba udahili kupitia mature entry program;pamoja na wale walioingia vyuoni kupitia mature entry program wajaze fomu gani?
JIBU:Wanafunzi wanaoomba udahili kupitia mature entry program pamoja na wale walioingia vyuoni kupitia mature entry program wanatakiwa wajaze fomu za maombi ya maombi ya mkopo inayoitwa kwenye tovuti yetu “LOAN FORM FOR MATURE ENTRY”.

SWALI:Je,kuna riba kiasi gani inayotozwa kwenye mkopo wa HLSSF?
JIBU: HLSSF haitozi riba ya aina yoyote ila inatambua ongezeko la thamani ya mkopo wa HLSSF itakayotokana na kushuka kwa thamani ya pesa ya Tanzania;shilling,mabadiliko ya kiuchumi pamoja na changamoto la soko la fedha la kimataifa.Hivyo basi,kutakuwa na mahesabu ya thamani ya mkopo utakaorudishwa kama ifuatavyo:
So, the following will be the calculation for future value of the loan for one who
wants to obtain loan from HLSSF.


Future Value of Loan = Lo + Lo *r *t Whereby: t: number of years taken to repay the loan. r: annual estimated financial markets fluctuation rate. Lo: This is the amount of loan presently borrowed. Future value of loan: This is the value amount of loan to be repaid after t years period. For example: If a student receives a Tsh.2 million loan from HLSSF in the academic year 2012/2013; he/she takes two years to start repaying the loan; while the estimated annual market fluctuation rate is 8%; then the following student will have to pay the following loan after two years. See the calculation below: Lo: Tsh.2,000,000. r: 8% t: 2 years Future Value of loan to be paid after 2 years is = 2,000,000 + 2,000,000*8%*2 = 2,000,000+ 4,000,000*0.08 = 2,000,000 + 320,000. = Tsh.2,320,000. For those who will receive HLSSF loan in the academic year 2012/2013. NOTE: We don’t have interest rates. We have just recognition of market Fluctuation cost as described above.So, just take into consideration of the formula above. Repayment of loan. The repayment of loan will be done on monthly basis. The calculation for the amount is as follows. Amount to be repaid = 10% * monthly basic salary. For example: Consider the example of the loan taken by a student in the above question. This student will start paying the loan after 2 years and the Future value of the loan to be repaid is already calculated as shown above. Suppose after 2 years, this student obtains work that gives him a salary of Tsh.700,000 per month.Then,the following will be the calculation for the monthly loan repayment. Amount to be repaid monthly = 10% * 700,000 = 0.01 * 700,000 = Tsh.70,000. Since the total value of loan to be repaid is Tsh.2,320,000.Then, it will take the following months to be repaid = 2,320,000/70,000 = 33 months. NOTE: A 10% salary loan repayment rate is a minimal rate.Thus, others will be charged by actual figures or rates above 10% according to the agreements that will be made by the two parties; that is HLSSF and loan beneficiary. .

JIBU: Kwa yeyote atayechukua mkopo wa HLSSF anabidi ndani ya miaka kumi awe amerudisha mkopo wote.Hii itategemea na makato ya mwezi pamoja na kiasi cha mkopo unaobidi kurejeshwa.

SWALI: HLSSF itaweza kujiendesha kwa namna gani kwa kipindi kirefu?
JIBU: HLSSF imebainisha vyanzo vingi vya mapato.Chanzo cha kwanza ni pesa za waanzilishi,pili ni pesa za wahisani,wafadhili na makampuni ya ndani na nje ya nchi,tatu ni pesa za wanachama wetu ambao watawekeza ndani ya HLSSF;pesa hizi zitawekezwa vizuri na zitazaa faida kubwa ambayo itawekezwa zaidi na nyingine kutolewa kama msaada na mkopo kwa watoto wa wanachama wa HLSSF.Pia kutakuwa na vyanzo vingine va pesa za miradi mbalimbali inayoendeshwa na HLSSF ambayo itakuwa inazalisha faida kubwa.
Chanzo kikubwa cha pesa za kuendesha HLSSF ili iweze kuwa endelevu katika kutoa huduma zake ni ile program ya BIMA YA ELIMU YA JUU ambayo itatumika kukusanya michango ya wanachama wenye mikataba na HLSSF.Michango hii itawekezwa rasmi katika fursa nyeti zenye uwezo wa kuzalisha faida kubwa katika muda muafaka.

[h=2]HIGHER LEARNING STUDENTS SUPPORTING FUND (HLSSF)[/h] Tanzania's education system has grown drastically from relatively simple one to a complex one since independence. The system has grown from only one institution of higher learning in 1961 to more than 140 tertiary training institutions, out of which about 20 are higher education institutions.
The increase of higher education centres and institutes has led to drastic increase of demand for higher education services which has resulted into persistent problems in higher education sector.
University Examinations, strikes, boycotts, demonstrations, movements, riots and many other problems in the higher education institutions in Tanzania. To rescue the situation and seize the potential of higher education in helping attaining the Millennium Development Goals (MDG) in Tanzania especially in the areas of public higher education institutions,
HLSSF is founded with the mission of supporting and promoting higher education sector in Tanzania. The main objective is to dilute the intensity of the problems and assist the nation in the preparation of qualified and competent graduates at HLIs who can serve the nation and international community at the greatest competitive grounds.
HLSSF is registered as an NGO on October 30, 2008 under the NGOs Act No.24/2002 as per section 12(2) with the registration number 00NGO/00002621and it will work hand in hand with the government of the United Republic of Tanzania in ensuring that students at higher learning institutions are acquiring a desired quality education.
