Job Description (Roles and Responsibilities)
Main purpose of job:
The Conflict, Stability and Security Fund (CSSF) provides development and security support to countries at risk of conflict or instability. The CSSF is a flexible fund which supports and delivers security, defence, peacekeeping, peace-building and stability activity in over 70 countries using both Official Development Assistance (ODA) and non-ODA funding.
The East Africa CSSF Team manages a portfolio which supports a more stable, secure, prosperous and better governed East Africa region, whose countries are better able to address their demographic, security and economic development challenges. In this role you will have the opportunity to shape the future direction of CSSF engagement across East Africa, working with colleagues across the region.
The post will be based in Dar es Salaam, and will require regular travel to Mozambique and Nairobi. You will join a friendly and supportive team and benefit from regular engagement with senior colleagues who oversee our work. East Africa CSSF is looking for an experienced programme manager to support the delivery of a busy CSSF portfolio with lots of senior interest. You will work with the Head of team to; ensure the portfolio aligns with HMG strategic objectives and adheres to programme management best practice and; build and develop the capacity of the team and HMG colleagues to deliver strong programme outcomes for HMG.
The successful candidate will lead the effective delivery of CSSF East Africa programmes in Mozambique and Tanzania, with particular responsibility for the £5.3m Mozambique-Tanzania Borderlands project, ensuring delivery aligns with HMG strategic objectives in East Africa and CSSF best practice, monitoring and supporting delivery against project outcomes, ensuring robust risk management and effective working relationships with internal and external partners.
Roles and responsibilities:
The overall purpose of the job is to ensure effective implementation of the Mozambique-Tanzania Borderlands project, working with external partners and working collaboratively with colleagues based across the Tanzania, Mozambique and Nairobi Missions and the wider CSSF network.
The role requires a combination of programme management, conflict/PVE technical expertise and stakeholder engagement skills, to achieve:
- Programme delivery: apply CSSF programme management principles to ensure effective implementation of the borderlands project through downstream delivery partners. Apply conflict/PVE technical expertise and knowledge of the borderlands to support high calibre delivery. Ensure Gender Equality Act compliance and support CSSF ambitions on gender and social inclusion. Working with finance colleagues. ensure contract and finance management of the Borderlands programme; ensure VFM throughout programme cycle, including through accurate forecasting and reporting of spend, asset management, timely payment of invoices/claims, and timely submission of financial reports in line with CSSF guidance.
- Monitoring and Evaluation (M&E): monitor and evaluate the effectiveness of projects, through liaison with our external M&E partners and regular engagement with implementers and visits to project activity; make sure all project activity has a results framework which clearly articulates outputs, against which progress can be measured and reported; support evaluation work across the programme in line with the CSSF annual review schedule.
- Stakeholder Management: develop excellent working relationships with external stakeholders and implementing partners to ensure the successful implementation of the programme. Develop a network of contacts across the BHC Dar es Salaam, Maputo and Nairobi to ensure coordination with key partners. Develop and maintain strong relationships with implementing partners in regional offices and HQ in line with agreements and best practice stakeholder management to drive high quality performance and adherence to CSSF standards.
- Risk Management: systematically manage risks to programme and portfolio delivery; work with implementers to identify and measure the impact of specific risks, and agree and implement mitigating actions; work with implementers to measure the impact of those mitigating actions, and, where necessary, escalate concerns to the appropriate level.
- Corporate: contribute to the effective management of the East Africa Team; share and store programme document/information in line with team guidelines; represent the team and wider CSSF in internal and external partner meetings, where appropriate.
- Compliance: ensure that programme development and delivery is compliant with rules and regulations on Overseas Development Assistance as well as the internal guidelines for the Conflict, Security and Stability Fund (CSSF); support in the generation and collation of information and documentation for annual reviews and audits in line with contracts.

Essential qualifications, skills and experience
- Experience of project and programme management of complex projects operating in challenging contexts, including risk management skills, with a proven ability to track spend and report against milestones.
- Technical expertise on conflict prevention, PVE and understanding of dynamics in the borderlands.
- Able to work well independently as well as part of a team, and multi-task. Have the energy to drive forward priorities at pace.
- Willingness to travel to the border area, Nairobi and Mozambique.
Language: English
Level of language required: Fluent
- Excellent oral communication skills in English and Kiswahili. The successful candidate will have an excellent command of written and spoken English and be able to present complex ideas clearly in briefings and meetings. Ability to speak Portuguese is desirable.
