josefast,kwenye hiyo bei yenu mmeongeza na cha juu ambacho kwa udogo kinatakiwa kiwe mara 16 bei yake ya kawaida?Kumbuka CAG amekuta manunuzi ya tiketi za ndege 56% bei yake ni mara kumi na sita zaidi ya bei yake ya kawaida.Na hii ni kutokana na ripoti ya CAG,hivyo usimkatalie kwani huyo ndiyo wale wale wenye malengo yale yale.

Yaani wakati watu wanapigia makelel matumizi mabaya ya pesa za serikali makada wa chama wanashangilia na hadi kutukana wanaopinga mtumizi yao.Leo nimeipata baada ya kuweka hoja ya wizi wa serikali nikaambulia kuitwa MHUNI na makada.Sijui kama tutafika kama hata wale makada wasio na hata uwezo mkubwa kuwaita watetezi wa mali za umma majina ya hovyo.

"Pinda, answer this for me."
"Your mother and your father have
a child.
It's not your brother and it's not
your sister.
Who is it?"
"I'm not sure," said Pinda.
"Let me get back to you on that
one."
He went to his advisors and asked
everyone, but none could give him
an answer.
Frustrated, Pinda went to work-out in a
parliamentary gym and saw Tindu Lissu
there.
Pinda went up to him and asked,
"Hey Lissu, see if you can answer
this question."
"Shoot Pinda."
“Your mother and father have a
child and it's not your brother or
your sister.
Who is it?"
Tindu Lissu answered,
"That's easy, it's me!"
Pinda smiled, and said, "Good
answer Lissu!"
Pinda then, went back to speak
with President Kikwete.
"Say, I did some research and I
have the answer to that riddle."

Kikwete got up, stomped over to
Pinda, and angrily yelled into his
face,
"No! You idiot! It's Tony Blair!

Tuchukue kuwa Wastani wa Bei ya RAV4 mpya ni 30,000 USD X 1,650 Tshs = Tshs. 49,500,000/= Kwa kawaida Serikali huwa hailipi VAT ambayo ni 18%. Ndiyo maana magari ya Serikali yakipigwa MNADA inabidi mnunuzi akalipie VAT kwa ofisi za TRA. Hivo basi bei halali ya RAV4 mpya toka Japan kiwandani haiwezi kuzidi Tshs. 50,000,000(50 millions) pamoja na CIF.

Tukisema tuongeze na VAT 18% ya Tshs.49,500,000 tunapata Tshs.8,910,000. Ukijumlisha hii kwenye gharama ya ile 49,500,000+8,910,000=58,410,000.Hivo pamoja na VAT bei haitazidi Tshs. 60,000,000/=!
Hapa LUKU-V-oltage amelidanganya Bunge. Aseme hii tofauti ya Shilingi milioni 30 bila VAT au milioni 20 pamoja na VAT inakwenda wapi......?????

Lakini utashangaa mibunge ya CCM imekaa kimya tu bila ya kuhoji kwanini Bei ya RAV4 inakaribia Bei ya Shangingi moja????Hapa lazima kuna harufu ya Ufisadi.

Ni kosa kutaja brand kwenye tendering process. pale ni kwenye bajeti ambapo saa nyingine brand inasaidia kuwaelewasha watu kirahisi aina ya kitu unachokitaka.
