    Today we expected to hear budget readings in all East African Parliament! Is this a coincidence? I have some prior information in my subconcious which has made me curious about this event. What is that prior information; "THE NEW WORLD ORDER" (the 'NWO'). There are many evidence to make one believe that the event is not standing in the air but a reality, something that may happen for really.

    I believe it can work better only if world regions iron there differences. As circumstances unveil in EA, we see uniformity in tax system, we have TRA for TZ, URA for Uganda, and KRA for Kenya. Live alone the EU and UN. The song in the lower tone is this, we need regional cooperation, one parliament on currency, one Government to achieve a solution to our problems, and a song at high tone, we need the NWO. This is not only fierce move but very dangerous. We moved from individual dictatorship to organizational tyranny, things has not changed an hair breadth.

    Look, we have givenup our sovereignity into UN and its international institutions IMF etc, they decide for us. Today when NATO says we have a reason to attack LIBYA that is it, you will go.

    Sio lazima uamini sana lakini mambo yanapojidhihirisha hutashituka sana.

    Ni hayo tu ya asubuhi.

    Kenya imetangaza bajeti inayolenga kukabiliana na ongezeko la gharama ya maisha na kudhibiti bei ya bidhaa nchini humo.
    Waziri wa fedha Uhuru Kenyatta katika taarifa yake ya makadirio ya matumizi ya mwaka 2011/2012 amesema serikali itaondoa ushuru wa mafutaa ya taa.
    Serikali ya pia imetangaza hatua ya kuwaondolea waagizaji mahindi na ngano ushuru . Hii ina lengo la kukabiliana na upungufu unga wa mahindi na ngano nchini Kenya uliosababishwa na mazao duni kutokana na ukame
    Hata hivyo bei ya sigara na pombe inatarajiwa kupanda kwani ushuru wake umeongezwa.

    Katika kuwasaidia akina mama wajawazito wanaoishi mashambani ili waweze kufika hospitalini kwa wasaa ,ushuru kwa wanaotaka kuagiza magari ya wagonjwa na pikipiki umeondolewa.
    Serikali ya Kenya pia imetenga pesa zaidi za kununua dawa za kupunguza makali ya virusi vya ukimwi ili watu wanaoishi na virusi hivyo waweze kunufaika.

    Mwandishi wetu Ali Mutasa anaripoti, maudhui kwa bajeti ya mwaka huu nchini Uganda ni 'Kukuza ukuaji kiuchumi, kubuni ajira na kuimarisha ufikishaji huduma'.
    Pia kueleza pato la serikali, kupitia kodi mbalimbali, litazidi shilingi trilioni 9 au karibu dola za kimarekani bilioni 2.5 (kama asilimia 66 ya bajeti; na wafadhali wanatarajiwa kuchangia zaidi ya asilimia 24 ya bajeti au karibu dola za kimarekani milioni 580 kwa mwaka huu wa fedha.
    Lakini wakati huo huo Uganda ina deni linalozidi dola za kimarekani bilioni nne.
    Licha ya zao ghafi la ndani (GDP) - yaani thamani ya bidhaa na huduma zote zinazozalishwa nchini zinatarajiwa kukua kidogo hadi asilimia sita kwa mwaka huu wa fedha.
    Waziri wa fedha Maria Kiwanuka anakabiliwa na changamoto kali kutokana na hali hasi ya uchumi, shauri ya shilingi dhaifu kulinganisha na sarafu ngumu kama dola ya Marekani na Euro, pato linaloanguka la nchi.
    Wakati huo huo mfumko wa bei unaofikia asilimia 16, wa juu kabisa kwa miaka 17 tangu mwaka 1994.
    Sasa uchaguzi ukipigwa kisogo, wizara ya fedha huenda ikahisi iko huru kupandisha ushuru na kodi ili kupata pesa za kugharimia matumizi yake.
    Watumizi wakubwa ni wizara za miundo mbinu, kama nishati, elimu na ujenzi - kila moja yaahidiwa zaidi ya dola za kimarekani milioni 320m.
    Ukilinganisha, wizara ya afya inapangiwa kasoro ya dola za kimarekani milioni 174; ilihali kilimo kwa muda mrefu ambao ni uti wa mgongo wa uchumi wa Uganda, kinapangiwa kama dola za kimarekani milioni 96.
    Licha ya maneno mengi ya kisasa, wizara ya ICT - Teknolojia ya Kompyuta na Maelezo - inatarajia kupata ziada kidogo ya dola za kimarekani milioni tatu.
    Hata hivyo, matumizi hayo yanaambatana na ahadi za uchaguzi za chama tawala NRM kuielekeza Uganda kuwa nchi ya pato la wastani, kupitia uzalishaji wa viwanda na kilimo cha kisasa, kufika mwaka 2030.
    Na waziri mpya wa fedha atatazamia kipato cha mafuta, kwa sasa cha ndo, ndo, ndo, zaidi ya dola za kimarekani milioni 223 kumsaidia mwaka huu wa fedha.

    Waziri wa Fedha Mustapha Mkulo amesema ili kubana matumizi itasitisha ununuzi wa magari ya serikali ya aina zote isipokuwa kwa kibali cha waziri mkuu wa nchi hiyo.
    Aidha imetangaza pia kupunguza safari za nje na ndani za viongozi ikiwa ni pamoja na ukubwa wa misafara ya viongozi hao.
    Serikali ya nchi hiyo imeapanga kutumia shilingi za nchi hiyo trilioni 13.525 sawa na wastani wa dola za kimarekani bilioni 10.
    Pia imetangaza kusitisha kununua samani za ofisi za serikali kutoka nje ambazo zinaweza kutengenezwa nchini humo.
    Mambo mengine yaliyojitokeza katika bajeti hiyo ni unafuu kwa wakulima wa nchi hiyo ambao wamefutiwa kodi ya ongezeko la thamani pale watakapokuwa wakinunua zana za kilimo.
    Hata hivyo, pamoja na unafuu huo kilimo ipo nafasi ya nne kwa mujibu wa fedha zilizotengwa kisekta katika bajeti hiyo ambapo imetengewa shilingi billioni 926 sawa na wastani wa dola milioni 450.
    Mwandishi wetu aliyopo Dodoma, John Solombi amesema sekta nyingine kama ya miundombinu imetengewa shilingi trilioni 2.8 sawa na dola za kimarekani bilioni 1.5.
    Wengine wanaoguswa katika bajeti hiyo ni mashirika yasiyo ya kiserikali ambapo kuanzia sasa wataanza kulipa kodi ya ongezeko la thamani isipokuwa mashirika ya kidini ambayo yataendelea kupata msamaha wa kodi.
    Wafanyabiashara ndogo ndogo nao hawajaachwa katika bajeti hiyo kwani nao watatakiwa kulipa ada ya leseni pale watakapokata leseni za biashara zao.
    Kwa wale waliopo mjini watalipa ada ya leseni ya shilingi 50,000 sawa na dola 50 kwa mwaka.
    Bajeti hii bado haijaonekana kuwa na maeneo mapya ya vyanzo vya mapato kwani bado inaonekana kutegemea vyanzo vile vile vya mapato hasa kwenye ushuru wa bidhaa kwenye vinywaji na sigara na kodi zilizokuwepo zamani.
    Katika kupunguza ongezeko la bei ya mafuta ya petroli serikali ya nchi hiyo imesema itaangalia uwezekano wa kupunguza tozo kwenye bidhaa hiyo ambayo imechangia kuongeza kwa mfumuko wa bei nchini hizo.

    WAZIRI wa Fedha, Maria Kiwanuka amewasilisha bajeti inayofikia Sh9.84 trilioni za Uganda, ambayo imeelekeza vipaumbele katika miundombinu na huduma muhimu za jamii.

    Vipaumbele katika mbajeti hiyo ni elimu, afya, barabara na sekta ya nishati ambazo zimechukua zaidi ya nusu ya bajeti hiyo. Kiwanuka alisema Sh6 trilioni ni mapato ya ndani na Sh3.3 trilioni ni mapato kutoka kwa wahisani na wafadhili wa maendeleo.

    Kipaumbele Kisekta
    Sekta ya elimu inaongoza kwa kupata mgao wa bajeti ya asilimia 15.5, ikifuatiwa na sekta ya nishati na maendeleo ambayo imepata ongezeko la mara tatu katika matumizi ya fedha zilizotengwa. Alisema Sh828.6 bilioni zimetegwa kwa ajili ya ujenzi wa bwawa la kuzalisha umeme la Karuma.

    Sekta ya uwajibikaji, imetengewa asilimia 50 katika bajeti yake, ikiwa ni ya pili baada ya ile ya nishati. Upande wa utawala wa umma bajeti yake, imepunguzwa na kupoteza robo ya bajeti ya mwaka jana.

    Ukuaji wa uchumi
    Alisema pato la bidhaa na huduma (GDP) lilipanda katika kipindi kilichopita na kufikia asilimia 6.3 ikilinganishwa na asilimia 5.5 mwaka wa fedha uliopita.

    Hiyo ilichangiwa na ukuaji wa sekta ya kilimo na pia sekta ya mifugo ambayo ilikuwa kwa asilimia 3.0 wakati uzalishaji wa chakula ulikuwa kwa asilimia 7.5 ikilinganishwa na asilimia 6.5 katika mwaka wa fedha uliopita.

    Alisema sekta ya viwanda iliboreshwa na kukua kwa wastani wa asilimia 7.5 ikilinganishwa na asilimia 6.5 mwaka uliopita. Nchini Kenya, WAZIRI wa Fedha wa Kenya, Uhuru Kenyatta amewasilisha bajeti yake ya mwaka wa fedha wa 2011/12, ikilenga kuondoa mfumuko bei nchini humo.

    Bajeti hiyo inayofikia Dola 13.4 bilioni za Marekani imeelekeza kupaumbele katika elimu, kilimo, afya na kukabiliana na mfumuko wa bei hasa kutokana na ongezeko la mafuta na bei za bidhaa.

    Kenyatta alisema Katika bajeti hiyo, serikali imetenga Sh100 bilioni za Kenya kwa ajili ya kilimo kama sehemu kuelekea kufanya Kenya iwe na chakula cha kutosha.


    Kenyatta alisema Sh840 milioni za Kenya zimeelekezwa Wizara ya Elimu kwa ajili ya kuwawezesha watoto wa masikini kwenda shule. Alisema serikali imetenga Sh397 milioni kwa ajili ya maendeleo ya watoto wadogo katika vituo mbalimbali.

    Alisema Sh54 bilioni zimetengwa kwa ajili ya kununua dawa za kupunguza makali ya Ukimwi (ARV) na vifaa vya kisasa kwa ajili ya uchunguzi wa wagonjwa wa kansa ya kizazi.

    Katika kukabiliana na ukali wa kupanda kwa bei za mafuta serikali ya TZ imesema itaangalia uwezekano wa kupunguza tozo za bidhaa hiyo........ Mshangao wangu unakuja hapo.... Itaangalia uwezekano au ipunguze mara moja. Shida zote za kupanda kwa gharama za maisha zinaanzia hapo. Hakuna kwamba itaangalia...wapunguze tozo mara moja bei za mafuta zishuke!

    Kikao cha harusi bajeti inazidi kurasa 4, sasa kama bajeti ya nchi haizidi kurasa 4 hili si kweli hata chembe, labda utuambie kurasa 4 ni za yaliomo kwamba kila category ina kijitabu chake. tuwe tunatumia ubongo wetu kufikiri kidogo maana bila hivyo siku tutaambiwa Comoro imeivamia Marekani kijeshi na bado watu mtaanza kuamini na kuchangia.

    Finance minister Uhuru Kenyatta has delivered a ministerial statement in Parliament outlining the financial proposals and taxation measures for the 2011/2012 financial year.




    Among the highlights of his statement was the removal of excise duty on kerosene to cushion Kenyans against the high cost of living.

    Mr Kenyatta also proposed to reduce import duty on motorcycle ambulances to ensure pregnant rural women deliver in hospitals.

    He also proposed to abolish the filing of tax returns by salaried employees whose Pay As You Earn (PAYE) has been paid to the exchequer by their employers.

    However, beer lovers will have to contend with higher prices for the favourite tipple after Mr Kenyatta proposed higher taxation. Also affected will be smokers.

    Below are excerpts of his statement as delivered to a packed National Assembly including President Kibaki and Prime Minister Raila Odinga.

    17:00 The Finance minister thanks President Kibaki, Prime Minister Raila Odinga, government staff and Treasury technocrats for their role in his delivering the 2011/2012 budget statement.

    16:57 Kenyatta: Treasury received over 3,000 submissions from the public through various means including social media such as facebook and twitter.

    16:54 Mr Kenyatta proposes to abolish filing of tax returns by employees whose remittances are only PAYE.

    16:50 He proposes to increase beer and cigarette taxes.

    16:48 Mr Kenyatta proposes to increase withholding tax to certain professions from five to 10 percent.

    16:46 He proposes to remove import duty on motorcycle ambulances to reduce incidences of home births especially in rural areas.

    16:45 Kenyatta: Allow designated wheat importers to bring the commodity at zero percent instead of 10pc.

    16:43 He proposes to remove excise duty on kerosene, retain 20pc excise duty on diesel to cushion Kenyans against high food and fuel prices.

    16:37 Kenyatta: Security apparatus such as CCTV cameras, metal detectors are import duty exempt to insulate the country against terrorism.

    16:35 Mr Kenyatta proposes to reduce import duty of ingredients to manufacture animal feeds from 10pc to zero.

    16:32 Tax measures coming up.

    16:30 Mr Kenyatta says he has received Sh41.1bn as commitment from development partners as grant to finance expenditure.

    16:26 Sh787bn is total revenue projection for the next financial year, says Mr Kenyatta.

    16:24 He says Sh4.2bn will cater for the final phase of IDPs' settlement to enable the genuinely displaced live in a dignified manner.
