Let me educate you… The House of Representatives is controlled by Republicans.. the speaker is Mr. Johnson who really despises the aid to Haiti and since the House controls the government purse , he refused to put a vote on it.. President Biden had to use executive war powers to get the money.. whereas the senate is controlled by Democrats, a joint session must happen in the House coz of space ..And because Republicans know the main reason Ruto was accorded a state visit is because of Kenya agreeing to lead the Haiti mission which has Biden and Democrats support , Soeaker Johnson don’t want Pres. Ruto to bring that up at the joint session… So it’s all political gamesmanship by Republicans over aid to Haiti which also benefits Kenya in terms of equipment and salaries… Now you know.. welcome to real politics 101…They've absolutely denied him access into the chamber, why?
