Accidents at Kibaha: A Scientific Reason?

RAIS Jakaya Kikwete amemtumia salamu za rambirambi Mkuu wa Mkoa wa Dar es Salaam, William Lukuvi kutokana na vifo vya watu 11 waliofariki katika ajali iliyohusisha lori kubwa la mafuta lililogongana na basi dogo la abiria aina ya Toyota Hiace katika eneo la Kibamba. Taarifa iliyotolewa kwa vyombo vya habari na Kurugenzi ya Mawasiliano Ikulu kwenda kwa Mkuu wa Mkoa wa Dar es Salaam, Rais Kikwete amewapa pole wale wote walioguswa na ajali hiyo na kupoteza ndugu zao.

"Kupitia kwako, ninatuma salamu za rambirambi kwa watu wote waliopoteza ndugu, jamaa na marafiki katika ajali hiyo mbaya," alisema Rais Kikwete na kuongeza:

"Ninaelewa fika ni kwa kiasi gani hivi sasa ndugu, jamaa na marafiki wa marehemu wanaelemewa na huzuni kubwa na majonzi baada ya kuwapoteza wapendwa wao."

Amewaomba wafiwa wote wawe na moyo wa uvumilivu na ujasiri wakati huu mgumu wa maombolezo ya vifo vya ndugu, jamaa na marafiki zao na amemuomba Mwenyezi Mungu azilaze roho za marehemu wote mahali pema peponi.

Katika salamu zake hizo, Rais Kikwete amezisisitizia mamlaka zinazohusika na Sheria ya Usalama Barabarani kuisimamia kikamilifu ili taifa lisiendelee kupoteza watu wake kutokana na kukiukwa kwa sheria hiyo.
 
Kila siku salamu za rambi rambi ila watu wetu wanazidi kufa kweli tunashindwa kudhibiti ajali hizi jamani
 
gari halikuwa na "breki" haiwezekani kuwa ni kweli; kwa sababu kama lilikuwa halina breki ndio wakagundua hivyo ilipofika Kibamba? Kwanini isiwe huko ilikoanzia? Yaani huko kote haikusimama? Na breki huwa hazinyofoki tu hivi hivi!

It is possible gari kupata hitilafu na kupoteza mwelekeo kabla ya kupata ajali.Kuna sababu nyingi tu zinaweza kuchangia haya:

1.Gari kuwa bovu na kwa kuwa hatukagui magari yetu kwa umakini kwa kuogopa gharama..haya yanatokea.

2.Kutokuwa na strict regulations za kuwa-limit wamiliki na madereva.Kuwa na traffic police kila sehemu pekee hakutoshi.Kunahitajika measures nyinginezo:MFANO: UK(sina uhakika nchi nyingine) all buses/coaches zinawekwa kifaa ambacho kina-monitor safari zote kabla ya major service na Insurance companies zinahakikisha kuwa magari yote yanafuata sheria kuwa baada ya kilomita kadhaa NI LAZIMA GARI IKAFANYIWE A PROPER SERVICE AND A CERTIFICATE BE ISSUED.

3.Kuna kitu kinaitwa M.O.T - Which is a compulsory annual test of older motor vehicles for safety and exhaust fumes.Gari inapitia kwenye machine.Wanaangalia kila kitu,mikanda,the whole engine,matairi,bolts and nuts etc.Certificate inakuwa issued pia.Gari linaloshindwa kupasi MOT test,linakuwa scrapped or mmiliki anashauriwa anunue engine nyingine au kununua parts ambazo zimefail.Insurance companies haziwezi ku-issue any insurance kama gari halina a passed MOT certificate.MOT certificate is printed by an authorised agent and the system is connected to the Ministry of Transport.Wenyewe wanasema unaweza uka-forge tests nyingine kama mikanda na taa BUT when it comes to the engine,everything is online and the machine results ndizo zinaheshimika.

Haya tu ni baadhi ya vitu ambavyo vinaweza kuangaliwa kiundani.Mimi naamini kama kifaa chochote hakina matunzo mazuri,kwa kusema matunzo namaanisha proper service ya undani na ukweli,siyo ya njaa; then chochote chaweza kutokea.Na ndiyo ajali hizi.Pia nadhani kuna barabara ambazo zipo designed vibaya.Kuna mengi sana kwenye kujenga barabara siyo tu lami na drainage systems.

Pia MMK kuna magari ya zamani yanatumia air brakes(sina uhakika kama nasema kiuhakika).Kwamba ni lazima gari liwe na upepo kwenye hiyo pump ili brakes zifanye kazi.Sasa kama hiyo pump imepasuka au ina-leak bila ya driver kujua,haya yanaweza kutokea.

Mkuu tatizo la kwetu TZ ni wingi wa ajali. Hata nchi zingine kuna ajali lakini kwetu zimezidi, kwa suala la overtaking sehemu isiyoruhusiwa hapo hata tufanye nini bado ajali a namna hii zitaendelea kuua watu wetu mpaka hapo madereva watathamini maisha yao na abiria.

We need to have compulsory refresher courses for all Class C drivers, ingawa inaweza kuwa ni namna nyingine ya kuwaongezea trafic kipato.
Hawa madereva wengi wanafanya kazi kwa mazoea. Hata kama wamechoka au magari ynaonekana yana shida, wanalazimisha tu waendeshe bila kujua gharama zake kama wakipata ajari.
 
Ajari nyingi zinazotokea Tanzania ni za kisayansi. Kuna vitu vingi sana ambavyo ni vya msingi vinakiukwa na watumiaji wa barabara. Mfano: Ukiendesha gari mida ya alfajiri sana (kama saa 9 - 10 hivi) ukitokuelekea Ubungo kwenda Morogoro utakutana na Magari mengi yamewasha full light na kwa uzoefu wangu nimekuwa sioni kabisa mbele ninapopishana na magari ya jinsi hiyo na mengi huwa ni daladala (hiace) na gari ndogo (taxi kwa jina lililozoeleka). Watumiaji hawa hata kama utawaomba wapunguze taa huwa hawa hitikii maombi yako.
Wataalamu wa masuala ya ujenzi wa barabara, wanajua kuwa wakati wanafanya usanifu na ujenzi kuna vitu wanavyotegemea mtumiaji wa barabara awe anavijua na kuvifuata. Watanzania wengi hatutaki kufuata taratibu hizo. Watu wengi na hasa wanasiasa wetu wanapiga kelele kwa matatizo mengine madogo madogo yasiyo na msingi kama kona mbaya, uchawi, tunaiomba serikali ifanye bur buraa!, serikali mbovu n.k
Elimu ya watumia barabara inatakiwaa sana lakini inatolewa kwa usahihi kabisa na wadau mbalimbali kwani ni elimu ya msingi kabisa katika matumizi ya barabara (basic education) ambayo unaweza kuzaliwa nayo pia (yaani kutumia akili na utashi wako kujua.. mfano siyo lazima ufundishwe kuwa kulipita gari (overtake) kwenye kona usiyoona unaweza kusababisha ajari). Ninaamini kuwa tukiwajibika kwa pamoja na kujari taratibu, kanuni na sheria za matumizi ya barabara ajari hizi zitapungua sana.
Mfano: Ajari ya Hiace na Lori hivi majuzi.... mie naamini kabisa dereva wa Hiace alikuwa ameweka full light ili aone abiria n.k hivyo alijisahau kuhusu usalama wake na abiria wake. Dereva wa lori hakuona njia vizuri na hivyo kumgonga.... siamini kuwa dereva wa lori alikuwa amepitiwa na usingizi kwani alikuwa ni asubuhi sana wakati huo.

Matatizo mengine ni ya teknolojia. Teknolojia inabadilika kwa haraka sana. Sasa hivi kuna magari yanaweza kukimbia spidi ya 250 km/saa n.k wakati miundo mbinu yetu in design speed ya 80 km/h. Mfano kuna eneo linaitwa Machinjioni ukiwa unaelekea Rwanda kabla ya kufika Rusumo. Binafsi niliwahi kueleza chanzo cha ajari katika eneo hilo kwa mkuu wa wilaya ya Ngara, Tanroads mkoa wa Kagera na Naibu waziri (wakati huo Dr. Makongoro ) lakini hakuna aliyenielewa hata mmoja na wakaamua kuweka matuta. Nilishitushwa na uamuzi wao lakini kwa taarifa sahihi ni kuwa vifo vimeongezeka zaidi baada ya kuweka hayo matuta kama nilivyo shauri kitaalam. The problem there is simple and clear.... horizontal curve imeunganishwa na vertical curve bila kuwa na transition curve. Ukiona jinsi magari yanavyoanguka eneo hilo utajua kabisa from basics of physics kuwa ni centrifugal forces ndo inayatoa barabarani.
Teknolojia iliyojenga ile barabara ilikuwa ni ya mwaka 1975 na hivi leo tuko 2010. Wataalamu wetu tulionao wanajua kufanya routine maintenance, periodic maintenance na spot improvement tu lakini hawawezi kuangalia mabadiliko haya ya kiteknolojia na philosophia mpya za ujenzi wa miundo mbinu.

The Guardian

The Kibamba stretch on Dar es Salaam Morogoro highway is considered to be the most notorious accident spot in Dar es Salaam Region. A conspicuous feature of the stretch, which is located in the outskirts of Dar es Salaam city, is a curve-like corner on a gentle slope.
On Thursday this week, the spot shot into the limelight after an upcountry, paraffin-loaded tanker crashed and flattened a commuter mini-bus, instantly killing all eleven people on board.
The spate of accidents on the stretch has attracted various theories, with some residents in the neighbourhood linking them to superstitious beliefs.
One of them, who identified himself as Juma Nyalusi, told The Guardian on Sunday: "I, personally, have never witnessed any witchdoctor performing acts of witchcraft around the area but that's what you are likely to hear from people living around this locality."
Nyalusi himself said he didn't subscribe to witchcraft and offered a layman's technical explanation instead.
He noted that accidents usually occur on a curve-like corner along a gentle slope, which makes it difficult for someone driving from Dar es Salaam towards Kibaha to see vehicles approaching from the opposite direction, and vice-versa. He called for the ‘anomaly' to be rectified. His sentiments drew strong opposition from the Tanroads Manager for Dar es Salaam Region, James Nyakabari, who maintained that the road was well built, but that accidents resulted from reckless driving.
He remarked further: "Anyone driving from either direction of the road has clear sight of the whole stretch, and what's more, the lane-demarcating lines are very clear."
The stretch has become notorious for grisly road accidents in recent years. In April 2008, the government informed the Parliament that a total of 181 people died from road accidents that occurred between Kibamba and Ubungo between 2005 and 2007.
The statistics included an accident that occurred on December 2007 at Kibamba Hospital, killing seven passengers, injuring eleven.
In May last year, two drivers lost their lives after their vehicles were involved into a head-on collision on the same area while in January this year, 18 people were injured in an accident that occurred on the dark spot.
According to government statistics, 2,600 people die every year in the country due to accidents and another 17,000 are injured.
All 11 people aboard a commuter minibus heading to Dar es Salaam from Mlandizi, in Coast Region, early on Thursday morning died on the spot after it was involved in a collision with a fuel tanker in the city's Kibamba suburb. Eyewitnesses said the tanker, which was heading to Shinyanga from Dar es Salaam, dragged the minibus into a trench before ramming into it.
The grisly accident, which reduced the ill-fated minibus to a heap of mangled iron, is said to have occurred at around 4:00am. Road accidents are rampant in Tanzania, with the police blaming them to reckless driving including over speeding, poor state of the roads and defective vehicles.
 
According to government statistics, 2,600 people die every year in the country due to accidents and another 17,000 are injured.

Mkuu pamoja na kukaa na wazee, naamini bado kuwa barabara hii ni FINYU sana na bajeti ingetengwa ili barabara hii ipanuliwe kuanzia Chalinze! Hapo tutapunguza vifo vingi sana.

Nairobi wameweza kwa kiwango kikubwa kupanua barabara zinazoingia katikati ya Jiji, na mpaka sasa wanaendelea na upanuzi huo, sisi tunashindwa nini? Ni nini priorities za serikali yetu?

Kinachosikitisha, wanaendelea na ujenzi wa vibarabara finyu, na hivi vinatuingiza gharama pia tena kwa kubamizwa bei za kifisadi na makampuni yanayojenga vibarabara hivi uchwara!

Well said Mkuu. Kwa maoni yangu Serikali yetu haina vipaumbele ndiyo maana barabara hiyo itaendelea kuchukua maisha ya Watanzania wengi. Serikali kama ingekuwa na priorities basi barabara hiyo ingeshatengenezwa ili kupunguza ajali nyingi za kutisha katika barabara hiyo na pia kujenga barabara ambazo zina upana wa kutosha ili kupunguza idadi ya ajali katika mabarabara yetu mbali mbali nchini.

Hii ni sababu ya kisayansi; angalia baadhi ya ajali nyingi zinazotokea hasa mjini zinakuwa ni katika mitaro kwa sababu dereva anajaribu kumanuevre lakini hana sehemu isipokuwa kuingia mtaroni.. tatizo ndio hilo kwamba huko mtaroni kuna kihiace sasa!
