Noor Oil and Industrial Technology that was registered in the United States in 2006 and is currently incorporated under the laws of the State of California which was provided with a certificate of incentives from the Tanzania Investment Centre for the huge project. But, according to the documents, the company has not started any construction work three years after being granted the TIC incentives and the two parcels of land, nor has it conducted a feasibility study for the commencement of the work.

Minister for Energy and Minerals William Ngeleja told The EastAfrican that the government will go ahead with the refinery project whatever happens, to cater for the country's needs and possibly for export.

Tanzania is once again looking for investors to establish a refinery nearly two decades after the first such facility in Dar es Salaam was closed at the behest of the IMF.
In a broad hint to this effect, Minister for Energy and Minerals William Ngeleja told The EastAfrican, "The government's position on re-establishing a refinery to cater for the country's needs and possibly for export will be known very soon, since the facility is important for the country."
Asked to elaborate, the minister said that in the recent past some people had shown an interest in investing in a refinery, "but they have been rather quiet and we need to do something in order to move forward."
Initial plans for a new refinery were targeted at Kigamboni creek, but later this was changed to Bagamoyo and then back to Dar es Salaam.
Sirili Massay, Director of Petroleum at the Energy and Water Utilities Regulatory Authority, confirmed that a prospective investor had picked up application forms from the regulator to establish a refinery, but nothing had been communicated to date.
The old refinery in Dar es Salaam, a joint venture between Tanzania and Italy called the Tanzanian Italian Petroleum Refinery (Tiper), was constructed in 1963.
It was closed in 1991 after being in existence for nearly 30 years under the International Monetary Fund-imposed structural adjustment programme.
The IMF claimed the refinery was a loss-making venture, as it only operated at around 60 per cent of its installed capacity of 873 kilo-tonnes per annum.
Since then, the country has been importing refined petroleum products through different oil marketing companies. The country is currently working on introducing bulk procurement of petroleum products.
Despite having ceased refining petroleum products, Tiper is still in existence as bulk storage facility.
Last year, the Tanzanian government signed an agreement with a Qatar-based company to construct a refinery and a pipeline running from Dar es Salaam to Mwanza.
The construction of the $2.6 billion refinery was to be undertaken by Noor Oil and Industrial Technology Ltd with a consortium of Russian and German firms.
Rahma Al-Kharoos, chairperson of Noor Oil, told The EastAfrican last year that a site for the construction of the refinery had been identified in the Dar es Salaam region.
Noor Oil experts assessed the site for accessibility, environmental and social impact and proximity to the sea.
"The design of the proposed refinery utilises new technologies that reduce air emissions and conforms to stringent international standards that apply only to new refiners," she said.
The project was to have been implemented in phases, commencing last year with a feasibility study that would have included the engineering design, the environmental impact assessment followed by the construction of the oil refinery in Dar es Salaam and the oil pipeline from Dar es Salaam to Mwanza, and Kigoma.

Noor Reports Progress On Tanzanian Refinery And Pipeline Project

The president of multinational consortium Noor Oil And Industrial Technology (NOIT) has made a series of announcements suggesting that a project to construct a 200,000 barrel per day (b/d) oil refinery and oil pipeline in Tanzania may soon begin. Although the contract to build the refinery and pipeline was awarded in 2005, construction work never started and the project appeared to have stalled.The contract to build a refinery and pipeline in Tanzania was originally awarded to NOIT in 2005. The government awarded land for the refinery at Kisiju in the Mkuranga district to the south-west of Dar es Salaam. Since the signing of the deal, however, the project has remained at a standstill, with The East African newspaper reporting in December 2009 that building work had still not started and that the company had not made any firm financial commitments to the project. The company has not commented on the lack of progress at the refinery, but the delays may be partly attributable to the Tanzanian government's decision to change the location of the project twice in its early stages. It is unclear whether the theft of confidential documents relating to the project in Dar es Salaam in 2007 also had an impact. According to the company's president, Minoo Davar, speaking on Tanzanian television on May 11, plans, designs and feasibility studies for the project are now all underway. According to a Dow Jones report based on the broadcast, Davar added that the company had already secured funding for the project. The total costs are unclear, however, with Dow Jones and the company website claiming that the project was worth US$3.5bn, while a separate section of the company's website put the refinery costs alone at between US$5bn and US$5.4bn, and articles in Francophone news site Afrique en Ligne and Tanzania's Daily News putting total project costs at US$6bn. Davar also said that NIOT was in the final stages of talks with the Tanzanian government over the start of the project.
NOIT is owned by a consortium of the German unit of Rosneftegazstroy (formerly the Soviet Union's Ministry of Oil and Gas Construction), the Union Oil and Gas Industrialist Association of Russia and an unspecified number of members of Middle Eastern royal families. The project to construct the refinery and pipeline in Tanzania is being carried out as part of a wider consortium with six other companies, which includes an affiliate of Gazprom, US-based Saba Enterprises, Haas Gulf States and little-known Russian player Zakneftegastroy Promety.
According to NOIT's website, the 200,000b/d refinery will be located near Dar es Salaam. The company said that the site and the design of the facility would allow capacity to be expanded at a later stage. The Tanzanian government will hold a 10% stake in the refinery, with NIOT presumably holding the remaining 90%. The refinery will process 34-35º API Arabian light crude and other crudes imported from the Middle East. According to a company factsheet, there are two configurations for the refinery, although it added that both will use ExxonMobil's flexicoking technology. NOIT claims that 98% of the refinery's output would be of white products and that the plant would supply the domestic and regional markets.
Products will be supplied to consumers through a proposed pipeline running from Dar es Salaam to the town of Mwanza on the shores of Lake Victoria before running south-west to Kigoma on the shore of Lake Tanganyika. The Tanzanian government will hold a 5% stake in the pipeline. NOIT said that it was at an advanced stage of negotiations with Uganda, Rwanda and Burundi to extend the planned product pipeline from Mwanza to Uganda's oil region and beyond. A Ugandan official confirmed to Dow Jones that NOIT had approached his government, but that no agreement had been reached. He reiterated, however, that Uganda was keen to open up a new pipeline route through Tanzania ahead of the start-up of domestic oil production in 2011. Currently Uganda is dependent on the Kenyan port of Mombasa for most of its imports and exports.
With Tanzania's sole oil refinery, the Tanzanian Italian Petroleum Refinery (Tiper) having been mothballed in 1991 as part of an IMF structural adjustment programme, the country currently imports all of its refined product needs. The construction of a new 200,000b/d refinery would therefore have a huge impact on Tanzanian imports and could lead to it becoming a products exporter to neighbouring countries.

Oil company gets 15 year-tax waiver

The government has given a 15 years tax exemption to Noor Oil and Industrial Technology Consortium, after the firm acquiring initial funding for the implementation of both oil refinery and pipeline from Dar es Salaam to Mwanza and Kigoma, which will cost nearly USD 6bn/-.
Speaking to reporters at a press conference in Dar es Salaam on Tuesday evening, President of Oil and Gas Industrialists' Association of Russia, and founder of NOITC, Dr Genady Shmal, said the refinery's factory will be built at Mkuranga in Kisiju district in a few years to come.
He said NOITC Company has successfully acquired the funding for the construction of the oil pipeline from Dar es Salaam to Mwanza and other regions across the country.
President Dr Shmal added that the construction of the pipe line and refinery will produce nearly 10m tonnes annually.
“Concluding several years of intensive studies and logistical preparations between the parties involved and the Tanzanian government, this is the largest single investment project and also the largest and most advanced oil refinery in sub-Saharan Africa,” he said.
He said the project will foster Tanzanian economic growth by creating job opportunities for various energetic young graduates across the country.
Dr Shmal further said the firm has successfully overcome the adversity of global economic conditions, and secured funding commitments for refinery and pipeline projects.
He noted that the project would bring considerable long term economic and infrastructure benefits for the people of Tanzania and neighboring countries, especially East African citiens.
President Shmal cited that the feed stock supply of crude oil for the refinery, and other key agreements with design, engineering, technology, plant and equipment suppliers have been secured by global leasers of the oil and gas industries.
“We will import oil from Saudia Arabia , Iraq , Iran , Kuwait and Qatar, as they have huge oil resources compared to other countries around the world,” he said.
He said under the auspices of the Ministry of Energy, NOITC are currently discussing with the Tanzania Petroleum Development Corporation the pertinent issues and modalities for the realization of the oil pipeline from the refinery to Mwanza and Kigoma.
President Shmal stated that NOITC consultants have completed demarcation of the designated land for the refinery, and the Environmental Impact Assessment will be completed with the feasibility study.
