Palin's Campaign vs. McCain's

When Sarah Palin disagrees with John McCain, it means something. Or does it?

Has Sarah Palin "gone rogue"? For the last few weeks, Republicans inside and outside the McCain campaign have speculated about those moments when Palin and John McCain have appeared to disagree: Palin pressed to have the campaign compete for Michigan voters when strategists had given up on the state. She disagreed with McCain's opposition to a marriage amendment. She disagreed with McCain's opposition to removing North Korea from the list of terrorist nations. She thinks the campaign should talk about Barack Obama's ties to his former pastor Jeremiah Wright.
Even on Team Maverick, a vice-presidential candidate's job is to agree with the candidate at the top of the ticket. The only exception is when campaign strategists carefully orchestrate a schism—and we know when these moments are coming because everyone in the press is invited to watch.
But Palin's disagreements don't appear to be a part of a larger strategy. So, political insiders have started asking whether Palin is simply undisciplined or is intentionally ignoring the playbook. And if it's intentional, the question becomes: Is she putting her own political self-interest ahead of her running mate's?
As Obama's fortunes have improved, these questions have grown only more intense. I am sorry to report that I do not know the answers. But that's OK: Neither does anyone else. In fact, any answers you hear will almost certainly speak less to Palin's motivations than to those of the people talking about her.
Sunday, Palin appeared to call another audible. While McCain was defending his campaign's robo-calls attacking Barack Obama, Palin was knocking them. She said they were irritating voters and represented the "old conventional ways of campaigning." Palin appeared to be joining with Sen. Susan Collins of Maine and other Republicans who oppose the tactic. Plus, she used the word conventional to describe the McCain tactics. That's a word Obama uses to attack.
What was Palin up to? The question came up in my political conversations Monday morning. Several Republican veterans thought she was trying to distance herself from campaign strategy, which has been roundly criticized in GOP circles, to maintain her political viability for the future. The transcript, however, shows that Palin doesn't seem to be criticizing the tactic so much as bemoaning the fact that the campaign is stuck in a place where it has to use it. She's not making a moral argument that might burnish her credentials for the future as a reasonable person. She's just off-message.
Two weeks before, I was hearing the exact opposite spin: not that Palin was distancing herself from the campaign, but that the campaign was distancing itself from her. When Palin picked up her attacks on Obama, McCain loyalists, and even some inside his campaign, suggested that she'd done so on her own accord. Dressed in camouflage and night-vision goggles, she'd snuck out to hold rallies suggesting Obama palled around with terrorist William Ayers. She'd also told William Kristol that Obama's former pastor Jeremiah Wright was an appropriate topic of discussion, even though McCain had once said it was not.
This spin, the Palin-as-a-lone-wolf story, had the advantage of allowing McCain himself to remain above the fray while his campaign reaped the benefits of Palin's attacks. But if Palin-as-rogue was the strategy—and there's some evidence it was—it was a failure. Polls have shown that voters have a dimmer view of McCain because of these attacks. Obama's stature seems only to have grown.
Others argued that Palin's motives for picking up the attacks were not strategic but self-interested. By taking a tougher approach with Obama, she was aligning herself with conservative thinkers who have urged McCain to fight harder. If the McCain campaign is unsuccessful, she could say she was trying to do the right thing but was held back. A similar strategy was supposedly behind her opposition to the campaign's retreat from Michigan. If McCain loses, Palin will have proved that she was in favor of a more vigorous campaign—a useful position to cite if she hopes to run for national office again. And by supporting the gay-marriage-ban amendment, she keeps her ties strong to evangelical voters.
Part of this speculation is normal for any vice-presidential candidate. We've forgotten, during the Cheney years, that competing agendas always accompany any political partnership. Cheney had no future political ambitions (sadly), so no one speculated about how he might be positioning himself politically in the last eight years.
Also fueling the discussion about Palin's motivations is the brewing conversation that attends any campaign that appears to be on the ropes with two weeks to go. Democrats want to push the idea she's out for herself because it suggests that if the No. 2 on the ticket is looking out for her future, the race must really be over. Aides inside the campaign want to retain their political viability, so they blame Palin for the loss. The "going rogue" story line contributes to the idea that she sunk the effort. If they advocated for Palin in the first place, they can try to say (implausibly) that they never thought she'd be as bad as she's turned out to be.
Palin and her behavior have become a part of the crucial postmortem (pre-mortem?) for those hoping to affect the next generation of conservative thinking. McCain could still win. But as his fortunes appear to dim, those with the first explanations for his failure stand the best chance of shaping the post-McCain party.
Those outside the campaign who were against the Palin pick, meanwhile, want to characterize her as a purely self-interested politician—it's final proof of their prescience. Those who want to blame the campaign strategists paint Palin as a political natural damaged by a ham-handed campaign. One Republican veteran said that when Palin was asked to link Obama to Ayers, she resisted. It was McCain aides who pushed her to pick up the attack. A McCain aide tells me the exact opposite is true. Palin was regularly asking to be more aggressive.
With so many permutations and mixed motivations, the Palin saga is starting to feel like a Restoration play. (I hope in the end all the characters come onstage and all is revealed.) What does Sarah actually think? Who knows? Unlike previous vice-presidential candidates and most other politically ambitious people, she doesn't have a political hack who has been at her side for years, protecting her political portfolio and spinning the press to preserve her reputation. If she really wants to have a national political future, now may be the time for her to go out and get herself one.

Republicans facing electoral disaster in Congress

Republicans are facing their biggest electoral disaster since the Watergate scandal with even the party's Senate leader in grave danger of losing his seat.

The party's leaders are bracing themselves for heavy losses in Congress, with Democrats aiming to seize a commanding majority.

Standing on the steps of the local courthouse in Jamestown, in staunchly Republican rural southern Kentucky, Senator Mitch McConnell, Senate Majority Leader, admitted: "This race is going to be close. It's not going to be a coronation."

He is fighting for his political life against a virtually unknown opponent whose campaign is based principally on the fact that he does not have the word "Republican" in brackets after his name. Barely 50 people had turned out to see Mr McConnell speak in Jamestown.

Even if he ekes out a win, he will be leading a shrunken of Republican caucus in the Senate. Three open seats in Virginia, New Mexico and Colorado are almost certain to go to the Democrats, while he and seven incumbent colleagues in New Hampshire, Minnesota, Oregon, Alaska, North Carolina, Georgia and Mississippi are all under threat.

A loss of nine Senate seats would give Democrats a 60-40 majority and allow them to stop Republican filibusters - attempts to prolong debates on legislation in order to prevent its passing.

Just six years ago, Republicans held the White House and both houses of Congress. If Barack Obama wins the White House, Democrats are set to be in their strongest position in Washington since Jimmy Carter won the presidency in 1976, two years after a Democratic tidal wave in the mid-term congressional elections after the Watergate scandal.

In a year in which hatred of professional politicians and the Washington class is all-pervasive and President George W. Bush is one of the most unpopular presidents in history, Mr McConnell's election pitch is a risky one.

He is introduced on the campaign trail as "my soul mate, my roommate" by his wife Elaine Chao, Mr Bush's Labour Secretary for the past eight years and argues that as the ultimate Washington insider only "the guy you're looking at" he has the "clout and influence" in the American capital to stand up for Kentucky.

Mr McConnell, 66, boasts about securing for Kentucky the congressional earmarks - government funding for state projects - that Republican presidential candidate John McCain condemns as "pork" and a sign that Washington is broken.

In Jamestown, he stated proudly that he was behind a "tobacco buyout" by the US government that "I wrote and put into a bill related to another subject" and that last year alone he brought back the bacon to Kentucky to the tune of $500 million.

Choosing not to re-elect him to a fifth six-year term, he argued, would be "trading in the guy who can deliver for our state" in exchange for "a rookie" who would "take a couple of years to work out where the men's room is".

Phil Aaron, a local doctor in Columbia, Kentucky and McConnell backer said: "Washington's been good to us. We've had a special relationship with Washington because of McConnell and our representatives."

But Mr McConnell's very presence in rural areas pleading for voters to "run up the score" in Republican places like Jamestown is a stark reminder of his plight as liberal outside groups pour money into Kentucky in a bid to oust him.

"I'm a lot bigger target than I used to be," he said. "I got enemies all over America on the Left who didn't even know my name a few years ago."

The Democratic "rookie" he is facing is Bruce Lunsford, 60, a wealthy businessman who owns houses in Chicago, Arizona, Miami, New York and California and recently admitted to a Lincoln car, two Porches, a Jeep Wrangler and a Mercedes.

He is trailing Mr McConnell by a just a few percentage points and the answer phone at his campaign headquarters asked people to leave messages with a cheery: "Have a nice day and let's ditch Mitch."

Mr McConnell is warning of the perils of a Democratic sweep on Nov 4. "I think Americans like some balance in their politics," Mr McConnell told The Daily Telegraph. "We've had divided government for much of the time since World War Two. People don't like one side to steamroll things in one direction."

Across much the lush countryside of Kentucky - the seventh poorest of America's 50 states and a place where, one local politician supporting Mr McConnell said "you can have a .357 and a New testament in your home and not be criticised" - few voters seemed to have heard of Mr Lunsford.

But that didn't seem to be a reason why they would not vote for him.

At the Pennzoil garage in Jamestown, the mechanic David Kerns said he had given up on Republicans. "I used to vote Republican but they have no idea how the common man is suffering.

"It's all about big business and staying in power. I'm sick and tired of the mud slinging and nothing ever getting done. We need to throw the lot of them out."

2000 and 2004 revisited?

Voters using touch-screen voting machines for early voting in two West Virginia counties have complained that when they tried to vote for Democratic candidates, the machine registered their vote for other Republican candidates instead.

At least three voters in Jackson County, West Virginia, complained that when they tried to cast a vote for Democratic presidential candidate Barack Obama, the machine recorded a check in the box for Republican presidential candidate John McCain.

One of the voters reported the same problem in the governor and state senate races. In each case, the voter tried to cast a vote for a Democratic candidate, but the machine marked his vote for the Republican challenger instead. Another voter who tried to cast votes for two state Supreme Court candidates said the machine cancelled one of her choices twice before it finally accepted her selection.

Three other voters in Putnam County say they had the same problem.

Jackson County Clerk Jeff Waybright blamed voters for not touching the screen properly and said that 400 other voters had cast ballots on the machine with no problem. But he agreed to recalibrate the machine's screen after the Secretary of State's office contacted him.

Putnam County's election director complained to the Charleston Gazette that there are "so many negative stories out there and not enough positive ones. We want people to vote. People need to know the facts."

Jackson County uses a touch-screen machine made by Election Systems & Software for early voting. The county uses touch-screen machines with a voter-verified paper trail at polling places on election day.

Putnam County also uses ES&S machines but offers early voters the option of voting on a touch-screen machine or an optical scan machine, which uses a full-size paper ballot. On election day, the county uses optical-scan machines at polling places.

Earlier this year during primaries, Faulkner County, Arkansas reported a different kind of vote-flipping problem involving ES&S touch-screen machines. Two touch-screen machines allocated votes for one race to another race entirely -- a race that wasn't even on the ballot.

ES&S's tabulation software was blamed for another vote-flipping problem in Lawrence County, Ohio last year. In that case, tallies printed from ES&S machines allocated 374 votes to Bill Robinson and 170 votes to Allan Blankenship in a race for Hamilton Township trustee. But the tabulation program at county headquarters flipped the numbers and gave 170 to Robinson and 374 to Blankenship.

UPDATE: More voters in Putnam County have come forward to say they had the same problem with touch-screen machines during early voting. And a third county, Ohio County, has also experienced the problem with its touch-screen machines during early voting. The Ohio County story notes that the touch-screen machines are outfitted with voter-verified paper audit trails that print out a voter's choices as he makes them and re-prints the choices if a voter changes his mind. I don't know if that's true for every county in West Virginia. Election officials haven't responded to my call yet, but I found a page on West Virginia's state election site that seems to indicate that all touch-screen machines used in the state for early voting do produce a paper trail.

On election day, all counties in West Virginia use ES&S voting machines -- either touch-screen machines with paper trails or optical-scan machines -- except two counties that use regular paper ballots instead of voting machines. Counties across the state are now being instructed to re-calibrate their touch-screen machines.
