Magufuli is nothing but a serial hypocrite

The greatest majority of politicians of this world fall under that category. It’s no doubt human nature that manifests in various demeanours. And the most melancholy thing about human nature is that a man may guide others into the path of salvation, without walking in it himself, that he may be a pilot, and yet a castaway.

Our own politicians, in particular those in the ruling party are good rostrum orators in their assaults against corruption, but these assaults end just where they were made – the rostrums.

I was impressed the other day by one elderly man speaking at the symposium on the need for new constitution organised at the UDSM. He said: “I trusted Mwalimu Nyerere. When he used to say he hated corruption, you can clearly watch all his body parts speaking the same language. But not now.” Now the leaders say they hate corruption with tongue in cheek.

John Pombe Magufuli, the current Minister for Works has a reputation of portraying himself as a man of industry and diligence, hence dubbed as a “no nonsense minister” a man of the people and a prolific anti-corruption crusader. Unfortunately he’s nothing of the kind, only that he has a penchant for publicity, and perhaps an eye to 2015. Being prolific does not necessarily mean one is an accomplished person.


One has to take a moment and ask himself: Since he became a minister nearly 15 years ago (it’s the second time now to hold the Works portfolio) – how many big cases on corruption have landed in court out his efforts. I’m talking about cases, not convictions.

The other portfolios he held during this period include that of Land and Human Settlements, and Fisheries. Works and Land are among the ministries that are tainted with huge high level corruption.

Granted, there is currently a case involving foreign fishermen caught fishing illegally within our territorial that is still in courts that came into being during his stint at Fisheries. But that is not about corruption that directly involve Tanzanians – the issue he loves to show that he cannot be compromised.

The case itself is not moving and is mostly becoming an embarrassment to the government, apart from being costly. The tons fish (tuna) seized was reported to be valued at more than 2 billion shillings – but had to be donated free to government institution for fear of going bad. And that came after the government incurred hundreds of million of shillings in refrigeration cost.

So what started with a huge media publicity to show that Mr Magufuli was very much concerned with the safeguarding of our natural resources ended with a huge loss to the government. Besides, it’s doubtful whether the whole issue has been taken as deterrent or even warning to other foreign vessels fishing within our territorial waters. The seizure of the foreign vessel in question was done with the aid of South African navy as we do not have the means to do that ourselves.

That is one. Secondly there have always been efforts, or rather talk, by previous administrations to bring to a halt the misuse of official cars as well as the importation of luxury vehicles for its officials. However the intention lacked willpower and spirit behind, and remained just that – talk.

Several years ago as minister for Works, Magufuli, whose portfolio included the administration of government wanted to make history by being seen to act tough on the vehicles misuse by government officials. He launched a crackdown on them, so he said. He announced that some of these officials were even found to have turned the official vehicles under their charge into their private property by fixing on them private number plates and painting their own names.

The crackdown, started with a bang and widely reported by the media ended with a whimper. It couldn’t have ended otherwise. No one was arrested, prosecuted or sacked as a result of the crackdown.

Wait for more. Several years ago I saw Magufuli over TV speaking at a meeting with some TANROADS workers, with full media coverage, in which he accused agency officials of embezzlement of public money. He disclosed that there was evidence TANROADS officials purchased cars at almost twice their normal prices, and asked the agency to investigate further and book the culprits.

It would have been better had he delayed his public castigation of the agency until such time the investigations were over, and then call the media to announce that several TANROADS officials “will tomorrow appeared in court to answer charges of embezzlement, corruption… “

Since nothing came out from his first utterance, then it is easy to see that it was only designed for public consumption, that’s all. And that has always been the modus operandi of many of our leaders – media publicity followed by lack of action.

And as Minister for Lands and Human Settlement during the last years of Mkapa Administration, newspapers reported him being enraged by what he termed “the widespread habit” of tenants passing the rented NHC residences to their descendants and that he was ordering a verification exercise on all NHC buildings.

Many of us know that in the National Housing Corporation (NHC) the bulk of the dirt is the thriving business of tenants leasing the quarters to other people illegally, making big money in the process. And this is done with the full knowledge and connivance of NHC officials. Many Tanzanians know about such deals that have been going on for years, including Magufuli.

The illegal transactions were so widespread, and the public knowledge of them so open, that people came to accept the goings-on as entirely legal. Change of tenancy to an NHC flat or shop, without adhering to the normal procedures is often accorded legal status by the corporation’s officials – at a price of course. There has been no secret about that at all.

I also find it odd that Magufuli was only enraged by “the widespread habit” of tenants passing the rented NHC residences to their descendants, and not by the widespread corruption among the NHC officials behind the shenanigans. In addition, was Magufuli aware that the “verification” exercise on the legality of NHC tenancy contracts was being undertaken by the same NHC officials, a fact that ensured its becoming fruitless? The fact that nothing came out of the exercise followed by huge silence from him shows that he’s not a serious corruption crusader.

Perhaps the biggest hypocrisy from Magufuli was his agreeing to be part of one of the greatest ‘sins’ committed by the CCM government. The decision to sell government quarters to civil servants was the brainchild of the then President Mkapa and came up at the dawn of his second term.

The decision immediately drew a lot of criticism, with many people, including politicians, activists and other people, saying it would be burden to the government to house its incoming civil servants. It was as if the third phase government thought it was going to be the last government in this country.

But what angered many and viewed as the ‘unforgiveable sin’ of the decision was the total secrecy behind the sales – who were the buyers, at what prices and so on. Many said that if at all, the houses should have been sold through public auction, a prescribed procedure of selling government property. Others said the houses were a national resource and the property of all Tanzanians not just the few civil servants.

However, information that seeped to the media explained the reason behind the secrecy – that some heavyweights had bought houses in prime areas at given away prices – in some cases even less than five per cent of their economic values. It was also reported that some houses were sold to un-entitled people, or that nepotism ruled over the sales.

Three years ago one weekly newspaper in Kiswahili reported that John Magufuli was alleged to have personally supervised the selling of some 8,000 government houses instead of the Tanzania Building Agency (TBA).

The paper further alleged that some houses were sold to his brother even though he was not a civil servant. Magufuli was also said to have also pressurised the TBA to sell a unit at the Kinondoni Flats, to his nephew after arranging short-term employment for him at TANROADS.

It was further reported that some government officials who bought the houses have not paid for them in full, despite the give-away prices they were given.

This was later verified in the 2009 Parliamentary Budget session when the Minister for then Infrastructure Development, Shukuru Kawambwa told MPs that the government had repossessed 125 houses it had sold to civil servants between 2001 and 2005.

He said the repossession followed the discovery of a massive breach of regulations and procedure governing the sales. He said 34 of the houses were in areas reserved for hospitals, whilst others were inside sensitive areas including police and prison camps.

Last week Magufuli was at it again. He announced to the press that he had unearthed fraud involving sh 5 billion that was to be paid out to ‘owners’ of 61 ‘non existent’ houses that are to be ‘demolished’ to pave way for expansion of roads in Dar es Salaam.

He said he would refer those involved in such dirty deals to appropriate authorities for further action. That ends it. Why didn’t he wait until investigations are complete for court action? Nothing will come of it as he will not speak about the subject again. You wanna bet?
