Top Ten intelligence Agencies:

Intelligence agencies play a critical role in the overall military doctrine of any country. Tanzania has also created its own intelligence agency to protect and safeguard its supreme national interests. Till to date our primary intelligence agency (TISS) to some extent has successfully achieved its goals. But the only state agency which has done its duties successfully is the ISI of Pakistan, as the leading supreme intelligence agency worldwide.

Here is a recent list of top 10 Best Intelligence Agencies, as I tried to see their performance and accuracy of their Covert operations. The standing of the list is not permanent as it depends with performance and success. What is worth mentioning here is that ISI tops the list as least funded and yet the one who got the best results.

It has had 0 double agents or Defectors through out its history, considering that in light of the whole war campaign it carried out from money earned by selling drugs bought from the very people it was bleeding, The Soviets. Conclusion
It should be born on every one's mind that in intelligence issues no one may be perfect ever. Since every one tries to learn the weakness of his opponent in all spheres of life economically, socially, politically and now to the technological advancement. That being the case you be the leading today but don't be surprised tomorrow to find that you are no longer on top 50 as such.

TISS, pamoja na kazi nzuri ifanyayo lakini haina tija (KIMASLAHI kwa TAIFA) kutokana na sheria inayo iunda sasa na kutokuwa huru, na kuwa chini ya Waziri ambaye ni mwana siasa. Nafikiri pia, baada ya kujadili ufanisi wa idara za nchi zingine na ufanisi wake, ni vema sasa tuje na michango ya mawazao ya nini tunataka Tiss iwe, na sheria yake iweje.

Tiss inabidi ije na mikakati ya kuhakikisha inawaanika kwa polisi hadharani kupitia vyombo vya habari, woote wanaotengeza bidhaa feki nchini, wanaoingiza bidhaa zisizo na ubora ikiwapo kuwafichua maafisa wanaoshirikiana nao.

Taasisi hii kwa sasa naona imeshindwa Kazi ya Kulilinda Taifa pamoja na rasilimali zake. Nachofahamu hawa jamaa ilibidi wawe proactive kwenye kuibua pamoja na kupangua njama mbalimbali zenye athari kwa Taifa. Kazi ambayo inatakiwa kufanyika kwa siri huku wakiweka uadilifu mbele ili kuepuka mazingira ya uonevu kwa namna yeyote ile.
Kwa matukio ya hivi karibuni nashawishika kusema ya kwamba hawa jamaa hawafanyi kazi kwa kufuata misingi ya sheria na haki. Badala yake wanatumika na wanasiasa kwa jinsi wapendavyo. Watu wanaogharimiwa na kodi za wavuja jasho wa nchi hii kwa sasa wamegeuka wasaliti na watu wa hatari dhidi ya wanyonge.
Aidha nashawishika kusema wanafanya yote haya kwa makusudi au bila ya kupenda. Kikubwa ninachokiona hapa ni mpasuko uliopo ndani ya jeshi hili kwa sasa " wapo wasiopenda mwenendo wa serikali - lakini ukishaingia humu kutoka sahau .....na hukumu ya usaliti inajulikana na wote" ...kwa upande mwingine " wapo wanaopenda huu mwenendo wa serikali - hawa ni wale wanaofaidika na actions za serkali kwa namna moja au ingine".
Mgawanyiko uliopo ndani ya TISS kwa sasa unatokana na sababu nyingi: kikubwa kikiwa ni usiri uliopo kwenye mambo mengi - angalia hawapendi hata kuhojiwa au kuweka hadharani ufanisi wao wa kazi. Hivi waziri wa ulinzi na usalama akisimama hadharani akasema " mwezi june - TISS imefanikiwa kuchunguza na hivyo kufanikisha urejeshwaji wa Tsh. Billion 300 zilizofichwa uswis nchini TZ" hapo kutakuwa na kipi kilichoharibika?. Ni mambo mengi sana yanayotakiwa yahojiwe kuhusu uhalali wa uwepo wa TISS katika kulisaidia taifa kwenye utatuzi wa mambo mbalimbali yaliyolikumba taifa hili. Mpaka leo hatuna majibu sahihi ya madubwana kama vile RICHMOND, DOWAN's, EPA, Meremeta, n.k.

4) Kutuhumiwa ku- create matukio yanayo divert minds za watu na hivyo kuacha kujadili mijadala ya kitaifa mfano: kikombe cha babu nchi nzima.

Yote hayo kwa uchache tu ni kinyume na sheria ya uanzishwaji wa usalama wa Taifa inavyowataka kuenenda. Lakini watawala wanafanya yote haya kwa kupitia loophole ya usiri uliopo kwenye hiyo taasisi, wamesahau ya kuwa wanaongeza mpasuko uliopo. Haya yote yatakuja kuwarudi, wajiulize swali dogo sana - kwanini siri za serikali zinavuja? Jibu langu binafsi ni kwa sababu baadhi ya members wa TISS hawaridhishwi na ukiukwaji wa misingi ya Taasisi za usalama wa Taifa.

Kwa kumazia ndugu zangu, naombeni tuelezane ukweli....tutakuwa tunafanya makosa kusema hii ni taasisi hatarishi kwa usalama wa Taifa kutokana na mwenendo wa matukio ya sasa?

For example, the GRU, spetsnaz and Internal Troops detachments of Russian Ministry of Internal Affairs work together with the FSB in Chechnya. The FSB is responsible for internal security of the Russian state, counterespionage, and the fight against organized crime, terrorism, and drug smuggling. The number of FSB personnel and its budget remain state secrets, although the budget was reported to jump nearly 40% in 2006.

6. BND-Germany

The BND acts as an early warning system to alert the German government to threats to German interests from abroad. It depends heavily on wiretapping and electronic surveillance of international communications. It collects and evaluates information on a variety of areas such as international terrorism, WMD proliferation and illegal transfer of technology, organized crime, weapons and drug trafficking, money laundering, illegal migration and information warfare. As Germany’s only overseas intelligence service, the BND gathers both military and civil-intelligence;

5. MSS-China:
Jurisdiction People’s Republic of China Headquarters Beijing Agency executive Geng Huichang, Minister of State Security Parent agency State Council Ministry of State Security is the security agency of the People’s Republic of China. It is also probably the Chinese government’s largest and most active foreign intelligence agency, though it is also involved in domestic security matters.
Article 4 of the Criminal Procedure Law gives the MSS the same authority to arrest or detain people as regular police for crimes involving state security with identical supervision by the procuratorates and the courts. It is headquartered near the Ministry of Public Security of the People’s Republic of China in Beijing. According to Liu Fuzhi, Secretary-General of the Commission for Politics and Law under the Central Committee of the Communist Party of China and Minister of Public Security, the mission of the MSS is to ensure “the security of the state through effective measures against enemy agents, spies, and counter-revolutionary activities designed to sabotage or overthrow China’s socialist system.” One of the primary missions of the MSS is undoubtedly to gather foreign intelligence from targets in various countries overseas. Many MSS agents are said to have operated in the Greater China region (Hong Kong, Macau, and Taiwan) and to have integrated themselves into the world’s numerous overseas Chinese communities. At one point, nearly 120 agents who had been operating under non-official cover in the U.S., Canada, Western and Northern Europe, and Japan as businessmen, bankers, scholars, and journalists were recalled to China, a fact that demonstrates the broad geographical scope of MSS agent-coverage.

4. CIA-America

The CIA’s primary function is to collect information about foreign governments, corporations, and individuals, and to advise public policymakers.
The agency conducts covert operations and paramilitary actions, and exerts foreign political influence through its Special Activities Division. It has failed to control terrorism activities including 9/11, Not even a single top level Al-Queda leader captured own its own in the past 9 years – ‘they missed 1 Million’ Soviet troops marching into Afghanistan’. 3. M1-6-United Kingdom

This perception matches reality.
MI6, the British equivalent to the CIA, has had two big advantages in staying effective: The British Official Secrets Act and D notices can often prevent leaks (which have been the bane of the CIA’s existence). Some stories have emerged. In the Cold War, MI6 recruited Oleg Penkovsky, who played a key part in the favorable resolution of the Cuban Missile Crisis, and Oleg Gordievski, who operated for a decade before MI6 extracted him via Finland. The British were even aware of Norwood’s activities, but made the decision not to tip their hand. MI6 also is rumored to have sabotaged the Tu-144 supersonic airliner program by altering documents and making sure they fell into the hands of the KGB.

2. Mossad-Israel:

The list of its successes is long. Israel’s intelligence agency is most famous for having taken out a number of PLO operatives in retaliation for the attack that killed eleven Israeli athletes at the 1972 Olympic games in Munich. However, this agency has other success to its name, including the acquisition of a MiG-21 prior to the Six-Day war of 1967 and the theft of the plans for the Mirage 5 after the deal with France went sour. Mossad also assisted the United States in supporting Solidarity in Poland during the 1980s

Its success in achieving its goal without leading to a full scale invasion of Pakistan by the Soviets is a feat unmatched by any other through out the intelligence world. KGB, The best of its time, failed to counter ISI and protect Soviet interests in Central Asia. This GOLD MEDAL makes it rank higher than Mossad. It has had 0 double agents or Defectors through out its history, considering that in light of the whole war campaign it carried out from money earned by selling drugs bought from the very people it was bleeding, The Soviets. It has protected its Nuclear Weapons since formed and it has foiled Indian attempts to attain ultimate supremacy in the South-Asian theatres through internal destabilization of India. It is above All laws in its host country Pakistan ‘A State, with in a State’. Its policies are made ‘outside’ of all other institutions with the exception of The Army. Its personnel have never been caught on camera. Its is believed to have the highest number of agents worldwide, close to 10,000. The most striking thing is that its one of the least funded Intelligence agency out of the top 10 and still the strongest.

Conclusion
It should be born on every one’s mind that in intelligence issues no one may be perfect ever. Since every one tries to learn the weakness of his opponent in all spheres of life economically, socially, politically and now to the technological advancement. That being the case you be the leading today but don’t be surprised tomorrow to find that you are no longer on top 50 as such.
From whose ranking did ISI become the 1st intelligency in the world? Pakistan? Even Tanzania(ns) can rank intelligency services and put TISS the first then post it to the internet.

Miaka 50 ya Uhuru: Tunahitaji mfumo mpya wa kijasusi

TAKRIBAN miaka 17 iliyopita, Januari mwaka 1994, aliyekuwa Rais wa Urusi, Boris Yeltsin, aliunda upya Shirika la Kijasusi nchini humo, maarufu kama KGB (Komitet Gosudarstvennoy Bezopasnosti).

KGB (Kiingereza; Commitee for State Security )ni kati ya mashirika makubwa ya kijasusi duniani yaliyopata kutambulika hivyo. Mwaka 1983 kwa mfano, Jarida la Time liliripoti kuwa shirika hilo ni bora zaidi katika kukusanya taarifa za kijasusi.

Wakati Yeltsin akiwa madarakani, KGB ilikuwa chini ya Wizara ya Usalama ya Urusi. Uamuzi huo wa kuvunja wizara na shirika hilo lenye rekodi ya ubora duniani linatusogeza katika swali la msingi; je, kwa nini Yeltsin alichukua uamuzi huo?

Kwa nini aliamua hivyo tena akipuuza rekodi kongwe na bora ya shirika hilo? Maelezo yaliyotolewa nyuma ya uamuzi huo ni kwamba; shirika hilo halikuweza kukabili changamoto za mabadiliko ya kiuchumi na kisiasa kama alivyotaka Rais.

Kwa lugha nyingine, KGB ilikuwa kikwazo kwa Rais Yelstin kuongoza nchi kwa kasi aliyoitaka hususan mabadiliko ya msingi kiuchumi na kisiasa.

Ingawa katika kueleza sababu za uamuzi huo Yeltsin pia alikuwa na ‘hasira’ binafsi, lakini angalau pia ndani ya uamuzi wake aligusa mambo ya msingi kwa maslahi ya nchi yake.

Ndiyo, Yeltsin alikuwa na ‘hasira’ binafsi pia na hasa pale alipopata kueleza kuwa kati ya sababu za uamuzi wake huo dhidi ya KGB ni pamoja na shirika hilo kwa kushirikiana na Wizara ya Usalama, kutompa taarifa kamili za uchaguzi.

Alidai KGB na Wizara ya Usalama kwa pamoja walishindwa kumpa taarifa kamili juu ya uwekezano wa chama cha Liberal Democratic (LDP), kupata ushindi katika uchaguzi mdogo uliofanyika Desemba 12, mwaka 1993.

Pengine kwanza tuelezane baadhi ya kazi za msingi za KGB ambazo ziko bayana katika machapisho mbalimbali ya masuala ya ulinzi na usalama na labda, kwa kuzingatia kazi hizo, Yeltsin aliona kuna tatizo na hivyo mabadiliko yalihitajika.

Mbali na jukumu la kupambana na mitandao mizito ya uhalifu, KGB ilikuwa na majukumu mengine ambayo ni kukabili mbinu za majasusi wa nchi nyingine ambao huingia Urusi kwa malengo maalumu.

Malengo hayo maalumu ni pamoja na kutaka kujua siri za nchi hiyo ambazo zinaweza kutumika na nchi nyingine hasimu kusababisha maafa au kuyumbisha Urusi (wakati huo Umoja wa Kisovieti).

Ili tuelewane vizuri zaidi kuhusu eneo hilo mahususi kimajukumu (nchi moja kufanya ujasusi dhidi ya nchi nyingine), nirejee mfano wa tukio la Aprili, mwaka 1999, wakati Marekani ilipofanyiwa ujasusi na China ambayo kupitia kwa ‘jasusi’ wake waliiba teknolojia kutoka maabara ya Marekani.

Ilikuwa hivi; Aprili, 1999; Marekani (kupitia shirika lake la ujasusi CIA- Central Intelligence Agency) ilikuwa ikiendelea na uchunguzi dhidi ya wizi wa taarifa za siri kuhusu masuala ya nuklia, kwenda China.

Aliyekuwa Waziri wa Nishati wa Marekani, Bill Richardson, Aprili 28, mwaka huo alithibitisha kuwa, Wen Ho Lee, mwana-sayansi wa kichina (jasusi?) aliyekuwa akifanya kazi katika Maabara ya Taifa la Marekani ya Los Alamos, amefukuzwa kazi tangu mwezi uliopita (Machi).

Alifukuzwa kwa tuhuma za kuiba siri hizo na kuzituma kwao China. Katika ‘wizi’ wake, Wen Ho Lee, alifanikiwa kusafirisha kiwango kikubwa cha takwimu (data) kutoka kompyuta za Marekani zenye kiwango cha juu cha ulinzi.

Tukio hili lilikuwa zito katika masuala ya usalama Marekani na Aprili 21, mwaka 1999, maofisa ujasusi wa Marekani walifanya tathmini na kutoa taarifa kwa Rais na Bunge (Congress).

Katika taarifa hiyo walikiri kwamba China imefanikiwa kunasa data kuhusu silaha za nyuklia na kwa hivyo, China ipo rasmi katika ujasusi dhidi ya Marekani.

Kama nilivyoeleza awali, huu ni mfano tu kwa hiki ninachoeleza kuhusu uamuzi wa Yeltsin kuvunja KGB na moja ya majukumu ya KGB kuwa ni kudhibiti majasusi wa nchi nyingine wanaoingia katika nchi yao.

Majukumu mengine ukiondoa hilo na mfano niliotumia, ni pamoja na kuhakikisha ulinzi wa nchi, kuendesha oparesheni maalumu za kijasusi, kudhibiti huduma za mawasiliano baina ya Rais na Serikali na masuala mengine nyeti.

Baada ya uamuzi huo wa Yeltsin kuvunja KGB, itakumbukwa kuwa msemaji wake (Rais) kwa wakati huo, Viacheslav Kostikov, alitoa ufafanuzi kuhusu hatima ya majasusi ambao ‘kibarua’ kimefikia mwisho.

Kostikov alieleza tu kwamba wafanyakazi waliokuwa wa Wizara ya Usalama watahamishiwa katika idara nyingine za Serikali na baadhi ya majasusi watahamishiwa katika shirika jipya litakaloundwa kwa vigezo maalumu.

Pengine kama ilivyokuwa kwa Rais Yeltsin, hata hapa Tanzania kwa sasa kuna viashiria dhahiri hatuna mfumo imara wa kijasusi na kimsingi, tunahitaji marekebisho makubwa ambayo kimsingi ni sawa na kuweka mfumo mpya.

Sijui kwa kina kuhusu masuala yetu ya kiusalama (kijasusi) lakini ni dhahiri kuna udhaifu wa mfumo wetu huo. Udhaifu huu unadhihirika katika baadhi ya michakato ya kitaifa, hasa masuala ya uchumi.

Mfumo wetu wa utafutaji taarifa nyeti hauna tija na kimsingi una mianya inayoruhusu nchi kudanganywa au kutapeliwa kirahisi mno hata na kampuni kubwa za kimataifa.

Baadhi wanaamini mfumo wetu bado ni imara isipokuwa taarifa hizo nyeti, mara kwa mara hazitumiki ipasavyo au hupuuzwa kabisa. Hoja hii ni nyepesi mno na binafsi siamini hivyo.

Mfumo wa kiusalama ambao una mianya inayotoa fursa kwa taarifa zake nyeti zilizokusanywa kwa njia hatari na gharama kubwa kutotumika hata kama zinabeba maslahi ya nchi, huo ni mfumo dhaifu.

Mfumo wa namna hiyo unapaswa kuvunjwa au kufanyiwa marekebisho makubwa. Mfumo wa kiusalama lazima si tu uwe na uwezo mkubwa wa kusaka taarifa nyeti kwa njia yoyote (halali au kinyume chake), lakini pia unapaswa kujijengea mazingira ya kuhakikisha matumizi bora ya taarifa hizo kwa maslahi ya nchi.

Kwa mfano, kama kweli tunao mfumo imara wa kukusanya hizo taarifa kwa nini yameibuka madudu mwengi kwenye mchakato wa ubinafsishaji?

Hata ukiangalia michakato mingine muhimu kwa taifa ‘mikono’ ya kitapeli umeshindwa kudhibitiwa, kwa nini? Ni dhahiri mfumo wetu ni dhaifu isipokuwa swali la kujiuliza; je, udhaifu huo uko kwenye eneo gani mahsusi?

Je, ni eneo la ukusanyaji taarifa au ni matumizi ya taarifa husika? Au vyote viwili? Ndani ya maswali haya, ufumbuzi muhimu unaojitokeza ni kwamba; tunahitaji mfumo imara zaidi wa kiusalama nchini na hasa kwenye eneo la uchumi na siasa kama ilivyo kwa Urusi ya Yeltsin kwa wakati ule.

Mfumo ambao si tu utakusanya taarifa kwa mujibu wa mahitaji lakini pia taarifa hizo zitajengewa mazingira ya lazima ili kutumika kwa manufaa ya nchi. Hakuna sababu ya kuendelea kuwa na mfumo ambao utekelezaji wa taarifa zake unategemea upeo wa kiongozi mkuu pekee, ingawa pia natambua Rais ni taasisi.

Tujenge mfumo ambao ingawa utahitaji wanasiasa, wachumi, wahandisi, wanasheria na wanataaluma wengine lakini kamwe usiwe na maslahi ya moja kwa moja na makundi hayo wakati wote. Kwa sasa, inawezekana mfumo wetu umefungamana zaidi na utashi wa baadhi ya wanasiasa kuliko utaifa.

Tunahitaji kujenga mfumo mpya imara wa kiusalama ambao utakuwa karibu na taaluma zote nyeti lakini hautafungamana na maslahi ya taaluma hizo wala wanataaluma husika.

Hii itasaidia kujenga mwelekeo wa taifa katika mazingira halisi ya mwelekeo wa dunia na si mazingira ya utashi wa wanataaluma au wanasiasa husika.

Kwa bahati mbaya, mfumo wetu wa sasa umejenga hisia kwa umma kwamba umetekwa na wanasiasa na zaidi, ni mfumo uliowekeza zaidi katika siasa kuliko eneo la uchumi. Chombo chetu hiki lazima ‘kicheze’ vilivyo na kwa ustadi ‘disco’ la dunia kuhusu uchumi na siasa.

Hisia kwamba mfumo wetu wa kiusalama ni dhaifu zina ushahidi. Pale tulipopaswa kudhibiti au kuchukua hatua kabla, tumeshindwa kufanya hivyo na hatimaye kufikwa na madhara yasiyo ya lazima.

Matapeli ‘wasiojaa hata mkononi’ wanaingia popote na kufanya wizi wa mali za umma. Wengine wanafanya hivyo wakijiita wawekezaji wa kimataifa ambao baadhi ya makuwadi wao ni wanasiasa au wataalamu wetu ‘mashuhuri’ nchini.

Kama tunafeli kudhibiti masuala yaliyoko ndani ya uwezo wetu tutawezaje kupanga na kutekeleza mipango ya kupata taarifa nyeti kutoka kwa mataifa mengine ili tujenga taifa bora zaidi katika ushindani wa kidunia?

Kwa nini hata wale wanaojifunza au kuchipukia kwenye utapeli wa kimataifa (wawekezaji), Tanzania iwe sehemu yao ya mazoezi?
Katika mwaka huu wa 50 tujiulize na kutafakari je, tunasababu ya kuendelea kuwa dhaifu ndani ya nchi yetu na hata nje ya nchi? Kama jibu ni hapana, basi sehemu ya kuanza kufuta udhaifu huo ni kuimarisha au kujenga upya mfumo wetu wa kiusalama. Happy birthday Tanganyika.

Kuna uzekano mkubwa sana wa hii idara kuja kusambaratishwa atapokuja kiongozi mwenye maono na usimamizi thabiti wa masilahi ya Taifa na hii ni kutokana na ilivyoharibika kuanzia miaka miaka ya 1990 ambapo viongozi wengi sana walijisahau na kupitisha ajenda zao binafsi ili kulinda masilahi yao na familia zao ambao wengi wamewajaza humo.

Ni ukweli usiopingika kuwa Idara hii ina vichwa na hazina muhimu sana ila wanatumika vibaya na hawana nguvu tena za kimaamuzi maana kila mahali wamejaa watoto wa viongozi walioko madarakani au wastaafu na hata marehemu hivyo kila mtu anapotaka kufanya maamuzi sahihi kwa masilai ya nchi anaogopa kupoteza kazi yake maana habari zitarudishwa kwa mkubwa na mtu ukahamishwa kituo cha kazi ambapo huko utakapopelekwa itakuwa ni kama adhabu tosha na unaweza kusahaulika huko na hata kufia huko ukifanya kazi za chama tawala na mwenge wa uhuru.

Kwa sasa na hali ya nchi yetu ilivyo utakuta hawa jamaa hakuna kazi ya maana wanayofanya zaidi ya kulinda masilahi ya viongozi wenye record chafu na kuzihujumu taasisi zinazopinga maovu yao pamoja na vyama vya upinzani lakini taarifa za ulinzi wa nchi yetu kama sakata la malawi unaweza kukuta hawana hata information za uhakika kiasi kwamba leo tukifikia jukumu la kupigana na malawi tuweza kutoka jasho jingi kutokana na uchache wa taarifa zinazowahusu majiranizetu wanaotuzunguka.

Rwanda wao wamejipanga sana imeajiri majasusi wengi sana wenye elimu na vipaji kuliko sisi na wengi wao imewachomekea hapa kwetu tena wengine ni raia wa kwetu wanaolipwa kwa kufanya kazi kwa masilahi ya rwanda na wanalipwa vizuri na rwanda wanaweza kuingia hapa nchini muda wowote wanaotaka na kufanaya ops. zao bila bugudha yoyote na hata mauaji na sisi tunabaki kusingizia majambazi, kwa kifupi sisi bado tuko mbali sana ki utendaji na kama tunaendelea hivi yanakuja madhara ambayo yatakuwa nje ya uwezo wetu.
