The Rwandan president today threatened to arrest French nationals if France proceeds with the indictment of one of his aides.
President Paul Kagame's chief of protocol was arrested on Sunday in Germany on a warrant from France, where she is wanted in connection with the attack on the plane of a former Rwandan president that touched off Rwanda's 1994 genocide.
Kagame told reporters in Geneva: "[If] you indict our people, we indict your people."

Rwanda has already ordered the German ambassador to leave the country and recalled its envoy in Berlin after the arrest of Rose Kabuye at Frankfurt airport.
Kabuye, Rwanda's director of state protocol, was arrested by German police acting on a 2006 international warrant issued for her and eight other Rwandans for alleged complicity in the 1994 aircraft attack.
The Rwandan government said it was not severing diplomatic ties with Germany and that full relations would be restored once the controversy over Kabuye's arrest is resolved.

Kagame visited Kabuye yesterday in Germany to reassure her of his support ahead of her possible trial in France. France wants to question Kabuye over the plane crash that killed then-president Juvenal Habyarimana.

His plane was hit by a missile and his death was the prelude to a rampage in which Hutu extremists slaughtered 800,000 Tutsis and some moderate Hutus. Kagame was the leader of the Rwandan Patriotic Front that defeated the government's Hutu militias to end the genocide.
Kabuye was in Frankfurt to prepare for a visit by Kagame who is currently on a tour of Europe. The president said the arrest was unacceptable and would have implications for his country's relationship with France and Germany.

Germany took a leading role in helping Rwanda rebuild after the genocide. Ties between France and Rwanda have been strained since the warrants were issued and hundreds of people, including Kabuye's husband, protested outside the German embassy in Kigali yesterday.
A spokesman for the foreign ministry in Berlin said German officials had been obliged to arrest Kabuye. Her lawyer said she was willing to go before a French judge.

"Rwanda or Rose should be able to fight for their right, and we challenge the case as whether in Germany or in France or anywhere else," Kagame told reporters after visiting Kabuye in prison.
Rwanda broke off diplomatic ties with Paris in November 2006 because of the warrants. Kigali, for its part, has accused French officials of involvement in the genocide, a charge France denies. Although Rwanda was a Belgian colony until independence in 1962, France kept close links with the government there from 1975 to 1994, giving financial and military support.

The Rwandan government said Kabuye was travelling on official government business when she was arrested. Rwanda's information ministry said Berlin had warned Kabuye against travelling to Germany because of the arrest warrant but that she had travelled there and to other European countries earlier in the year without incident.
The timing may also have been influenced by the upheaval in neighbouring Congo . Rwanda is under pressure over its ties to the Tutsi rebel leader, Laurent Nkunda, who has been accused of war crimes as he seized swaths of eastern Congo in recent weeks. France has been particularly vocal in its criticism and in proposing European military

Rwanda's President Paul Kagame has said Kigali's relationship with France might not be at its best but has improved under the current administration.


While addressing a genocide commemoration, press briefing with selected members of the foreign media, on the eve of the genocide commemoration day, Mr Kagame said: "The relationship is improving. It is much better than it used to be before the current administration came to power."

"There is a very huge difference between the administration under (Jacques) Chirac and the administration under Nicholas Sarkozy, but there is big room &#8230; we are working to have improvements."

However, when asked how government is going to handle the Mucyo Commission Report that documented and implicated a cross section of the French leadership in the events that led to the genocide he said: "It is never to late to take action."


"We want to maximise the outcome. We are still in the phase of choosing the appropriate action so that we maximise on the impact of the outcome. It is not that we have ruled out anything. Sometimes it takes time to make and bring out clarity on a number of issues," he added.

France's role in the 1994 genocide against the Tutsi has been one of the contentious issues that have been deliberated in the events that were lined up to mark the 15th anniversary of the genocide.

The month of April 1994 saw the massacre of the biggest number of Tutsi in just 100 days.


The number of those that perished has been official document as 1.2 million including moderate Hutu who never supported the mass murder.

The Mucyo Commission which was named after its president Jean de Dieu Mucyo, a genocide survivor, was mandated to investigate the French involvement in the massacres.


The report publicly accused the French of deliberately and systematically planning and training the &#8216;Interahamwe', Hutu extremist militias to annihilate Tutsis out of Rwanda.


The report named 33 present and former French politicians and military officers as conspirators, among them the late President Francois Mitterrand and his son and other well-known figures like former Foreign Minister Alain Juppe and former Prime Minister Dominique De Villepin.

France countered back by accusing Mr Kagame's commanders including himself of carrying out the shooting down of the aircraft that was carrying two presidents of Rwanda and Burundi.

The rupture came after French legal investigators indicted nine members of Rwanda's government including one of the most prominent ones, Rose Kabuye and implicated Mr Kagame for alleged complicity in the political assassinations.


Ms Kabuye is currently tending to judicial proceeding in France after, she was arrested last year in Germany, years after a French judge, Louis Bruguiere, issued indictment against the nine Rwandan officials.

Government in Kigali has since then cut off all diplomatic relations with Paris. Kigali has rejected the charges saying France is seeking to cover the country's involvement in aiding, arming, and assisting the Interahamwe.


The country's emphasis to use English more as an official language than French has been interpreted by many as a deliberate attempt by the Rwandan leadership to undermine its French ties something Mr Kagame dispelled last week.


"We have not dropped French as such. Due to of various reasons, we have joined the East African Community which has predominately English speaking states," Mr Kagame said. "We are joining the Commonwealth. We are not saying we are dropping off the Francophone bloc.

Another argument presented by Andrew Wallis, a journalist in Kigali, was that Paris wants to cleanse its own guilt by casting the Rwanda Patriotic Front (RPF) rebels who halted the massacre as the culprits behind the genocide.


Mr Kagame was then the overall commander of the RPF.

In 1998, Jacques Chirac the then French president, implicitly defended France's 1994 military intervention in Rwanda as purely humanitarian instead of an interference into the country's internal affairs.


Current French President Mr Sarkozy has inherited the bitter recriminations of the former French president with the leadership in Rwanda. He also inherited France's role in the 1994 genocide which can't be separated from the commemoration events.


Asked what he currently expects from France and its current leadership Mr Kagame said: "We expect a better understanding of events of history, all of which has been affecting our relationship."

"Can we have the truth and the facts and have things put the way they should be and we have a convergence on these between France and Rwanda?

We need to handle this as reasonable people and move forward without any prejudice," he added.

Kagame decided to become American pupet, and that is nothing new in the contintent which is full of betrayal and hypocrite. We can call him any name that we wish ( God's Angle, The Helper, African Hero, Mr.President and etc) but, that doesn't change the history that he once killed hudreds of people for his own political reason. The question is if he real love the country and demokrasia then why he keep funding guerilla fighters in Congo? 40 people from his cabinet are indicted by spanish judge this was just a year ago.

Why he does not want the international investigation against people who involved kwenye kuangusha ndege?
