Claim
A viral social media post by @goodhe4rted claims Rwandan President Paul Kagame is coaching Uganda's Gen. Muhoozi Kainerugaba to "show no mercy," continue abducting and eliminating opponents of him or President Museveni, and eventually place Uganda under Rwandan control once Muhoozi becomes president.

What we know
•Gen. Muhoozi Kainerugaba met Rwandan President Paul Kagame in Kigali on July 25–26, 2026. Public statements from both sides indicate the meeting focused on strengthening bilateral relations, regional peace, security and stability. The visit also included public activities such as a basketball game, consistent with ongoing efforts to improve Uganda-Rwanda ties.(Read)

•The video/photo circulating online uses a real photograph of President Kagame and Gen. Muhoozi. However, the image was digitally altered by removing Andrew Mwenda, Who acts as Gen.Muhoozi's advisor, and added a separate image of Muhammad Muwanga Kivumbi in pain and shedding tears, in the background before it was turned into a static video. Comparing the original photograph with the edited version shows that Kivumbi does not appear in the authentic image.

•The video itself contains no audio, transcript or other verifiable evidence showing President Kagame instructing Gen. Muhoozi to abduct or eliminate political opponents. Instead, it combines a manipulated image with real events to suggest a link that is not supported by evidence.

•Kivumbi, the National Unity Platform (NUP) Deputy President for Buganda, was granted bail on July 9, 2026, after spending 169 days on remand over terrorism-related charges arising from the January 2026 post-election violence in Butambala. Prosecutors allege that he and his co-accused attacked Kibibi Police Station, the Butambala Electoral Commission tally centre, damaged property and vehicles, and that the violence resulted in seven deaths. •On July 10, 2026, less than 24 hours after his release, Kivumbi was intercepted by security operatives in Mpigi while travelling from Butambala to Kampala and has since remained unaccounted for. Police have denied holding him, while his family, parliament , lawyers, opposition leaders and civil society organisations have continued to demand that authorities produce him in court.

Verdict: MISLEADING
While the video/photo references a real diplomatic meeting and genuine concerns surrounding a real diplomatic meeting and genuine concerns surrounding Muhammad Muwanga Kivumbi's disappearance, there is no evidence that President Kagame directed Gen. Muhoozi to abduct political opponents or that the meeting involved a plan for Rwanda to take control of Uganda. The claim relies on speculation and emotional imagery rather than verifiable facts, in addition the image was digitally altered to include Kivumbi in the background portray the allegations as true.
