matukio ya nyuma ambayo yamesababisha kutokea kwa

IPTL ni shirika la kimataifa ambalo lilianzishwa kwa
madhumuni ya uwekezaji katika sekta za kiuchumi kati na
baina ya nchi zinazoendelea. Dhana hii ilianzishwa na
Mwalimu Julius Nyerere ambapo alitambua kwamba nchi
zinazoendelea zinaweza kushirikiana katika maeneo
mbalimbali kwa sababu zina uwezo fulani ambao unapaswa
kudhihirika. Uwezo huo uko katika nyanja za kiufundi na
kimtaji.
Malaysia ni nchi mojawapo ambayo imepiga hatua
kimaendeleo kutokana na sera za makusudi za kuhakikisha
kwamba rasilimali za nchi zinatumika kwa manufaa ya nchi.
Hivyo katika kuitikia matakwa ya ushirikiano wa kiuchumi
kati na baina ya nchi zinazoendelea, serikali ya Malaysia
ilijaribu kuwasaidia wananchi wake kuwekeza ndani na nje ya
nchi. Hivyo madhumuni ya nchi zinazoendelea yalikuwa na
malengo sahihi na yanayotekelezeka.

“Hopefully, after having read through the material that I have herewith attached, you will be kind enough to do me some favor – through your good offices in the Folketinget, as well as via your close colleagues in RV and other venues in the Nordic countries and elsewhere – in terms of reaching out to sympathetic ears; and thereby mobilizing some decisive opinion and advocacy that may in various ways not only better advance human rights and civil liberty advocacy in my country but also actually further encourage our as yet relatively few really courageously patriotic Members of Parliament.” Continue to read the letter.

Dear Liv Holm Andersen,

It has been quite some time now since we last communicated. Nonetheless, I hope that this mail will find you in the best of health and spirits despite your otherwise very hectically busy schedule.

In this communication, I would like to draw your attention upon the alarming situation regarding blatant corruption and violation of both human and civil rights being continually carried out with virtual impunity by very senior officials including those in the very national government of the United Republic of Tanzania.

Allow me to trust that you do still can recall that when we met at the Kilimanjaro Hotel I mentioned to you about my then intention to introduce you to Hon. David Z. Kafulila – one of our very young, yet most impressive, parliamentarians who in the true interest of our people and country are ceaselessly challenging the status quo. Unfortunately, however, he was then unavailable because he then was busy at another meeting in Bagamoyo.

Hon. David Z. Kafulila (belonging to the opposition party NCCR Mageuzi) has previously been most distinguished and instrumental with regard to, among other things, exposure of the rampant corruption that even some of his parliamentary colleagues engage in. Though initially hugely dispised then, and labeled all sorts of bad names, a virtually imediately forthcoming arrest and subsequent prosecution of a Member of Parliament belonging to the ruling political party Chama cha Mapinduzi (CCM), for having solicited bribes from local government functionaries in his Constituency, did nevertheless firmly absolve him.

In the more recent months, Hon. David Z. Kafulila has again figured at the centre stage of the country’s political as well as legal scene. This time, an even more serious series of threats (some of which regard his very life) however are being targeted at him with virtual impunity. All that began with his contribution in Parliament, in connection with the budgetary estimates of revenues and expenditures of the Prime Minister’s Office. Kafulila demanded for comprehensive explanation from the Government on the mannor in which the money as well as other equity (amounting to the value of about US$ 250 million) in the Tegeta Escrow Account (at the Bank of Tanzania) had been emptied.

In any case all the money in question as well as the other acets therein the Escrow Account – wich had been deposited in waiting for an impending resolution of contractual conflict that had arisen between the Tanzania Electrical Supply Company (Tanesco) and Independent Power Tanzania Ltd (IPTL)[1] – had, according to Kafulila, already been disbursed unlawfully to a notoriously litigious third party, the so-called Pan Africa Power Solutions Tanzania Limited (PAP).

Hon. David Zacharia Kafulila is probably one of the best examples among our very few Members of Parliament, who have tirelessly continued raising and probing crucial matters; and, in so doing, have increasingly exposed the treacherous harm imparted upon our people by those who otherwise are supposed to be their “guardian angels” in the national fight against poverty, ignorance, and disease, etc. Undoubtedly – when mothers must deliver along impassable dilapidated rural roads, small children have to prematurely die out of curable diseases due to a mere lack of clean and safe water as well as appropriate health-care cenntres and medicines, our school children must sit on stones (makeshift stools or chairs), all merely because some corrupt government functionary or politician has misappropriated the funds intended for education, etc. – it would be most unpatriotic not to be firmly fighting against the corruption in our country.

In the heat of the above mentioned Parliamentary debate, Frederick Werema (the Attorney General) called David Kafulila atumbili (the Swahili word for a monkey); and Kafulila, in a rejoinder, called him mwizi (a thief). All along, nonetheless, Kafulila kept demanding that a Parliamentary Commission be established to scrupulously probe into the matter – as very senior Government officials (Prof. Muhongo, Minister for Minerals and Energy; Maswi, Pricipal Secretary for Ministry of Minerals and Energy; SaadaMkuya, Minister of Finance; Prof. Beno Ndulu, Governor of Bank of Tanzania; Frederick Werema, Attorny General; and Engineer Felchesmi Mramba, Tanesco’s CEO) are apparently implicated.

Kafulila’s proposal for the appointment of a Parliamentary Commission was supported by several Members of Parliament belonging to the Oppostion and one Member of Parliament belonging to the ruling party CCM. At the end, however, the proposition was turned down; and, instead, the Prime Minister directed that the matter be investigated upon by the Comptroller and Auditor General (CAG) and the Prevention and Combating of Corruption Bureau (PCCB). Considering the previous track record of the two institutions directed to investigate the Tegeta Escrow scandal, however, not many people (who don’t belong to the ruling party CCM) seem to have faith in delivery of accurate findings. After all, for many in the public sector, theft of public funds seems to have become an “honourable” and “respectable” deed.

In winding up, I should inform you that Kafulila wishes to have audience with the Danish Ambassador or whoever else the Ambassador would suggest. Who would you recommend Kafulila to take the initial contact with, at the Danish Embassy, in that connection?

In the heat of the above mentioned Parliamentary debate, Frederick Werema (the Attorney General) called David Kafulila atumbili (the Swahili word for a monkey); and Kafulila, in a rejoinder, called him mwizi (a thief). All along, nonetheless, Kafulila kept demanding that a Parliamentary Commission be established to scrupulously probe into the matter – as very senior Government officials (Prof. Muhongo, Minister for Minerals and Energy; Maswi, Pricipal Secretary for Ministry of Minerals and Energy; SaadaMkuya, Minister of Finance; Prof. Beno Ndulu, Governor of Bank of Tanzania; Frederick Werema, Attorny General; and Engineer Felchesmi Mramba, Tanesco’s CEO) are apparently implicated.

Kafulila’s proposal for the appointment of a Parliamentary Commission was supported by several Members of Parliament belonging to the Oppostion and one Member of Parliament belonging to the ruling party CCM. At the end, however, the proposition was turned down; and, instead, the Prime Minister directed that the matter be investigated upon by the Comptroller and Auditor General (CAG) and the Prevention and Combating of Corruption Bureau (PCCB). Considering the previous track record of the two institutions directed to investigate the Tegeta Escrow scandal, however, not many people (who don’t belong to the ruling party CCM) seem to have faith in delivery of accurate findings. After all, for many in the public sector, theft of public funds seems to have become an “honourable” and “respectable” deed.

In winding up, I should inform you that Kafulila wishes to have audience with the Danish Ambassador or whoever else the Ambassador would suggest. Who would you recommend Kafulila to take the initial contact with, at the Danish Embassy, in that connection?

Dear Liv Holm Andersen,

It has been quite some time now since we last communicated. Nonetheless, I hope that this mail will find you in the best of health and spirits despite your otherwise very hectically busy schedule.

In this communication, I would like to draw your attention upon the alarming situation regarding blatant corruption and violation of both human and civil rights being continually carried out with virtual impunity by very senior officials including those in the very national government of the United Republic of Tanzania.

Allow me to trust that you do still can recall that when we met at the Kilimanjaro Hotel I mentioned to you about my then intention to introduce you to Hon. David Z. Kafulila – one of our very young, yet most impressive, parliamentarians who in the true interest of our people and country are ceaselessly challenging the status quo. Unfortunately, however, he was then unavailable because he then was busy at another meeting in Bagamoyo.

Hon. David Z. Kafulila (belonging to the opposition party NCCR Mageuzi) has previously been most distinguished and instrumental with regard to, among other things, exposure of the rampant corruption that even some of his parliamentary colleagues engage in. Though initially hugely dispised then, and labeled all sorts of bad names, a virtually imediately forthcoming arrest and subsequent prosecution of a Member of Parliament belonging to the ruling political party Chama cha Mapinduzi (CCM), for having solicited bribes from local government functionaries in his Constituency, did nevertheless firmly absolve him.

In the more recent months, Hon. David Z. Kafulila has again figured at the centre stage of the country’s political as well as legal scene. This time, an even more serious series of threats (some of which regard his very life) however are being targeted at him with virtual impunity. All that began with his contribution in Parliament, in connection with the budgetary estimates of revenues and expenditures of the Prime Minister’s Office. Kafulila demanded for comprehensive explanation from the Government on the mannor in which the money as well as other equity (amounting to the value of about US$ 250 million) in the Tegeta Escrow Account (at the Bank of Tanzania) had been emptied.

In any case all the money in question as well as the other acets therein the Escrow Account – wich had been deposited in waiting for an impending resolution of contractual conflict that had arisen between the Tanzania Electrical Supply Company (Tanesco) and Independent Power Tanzania Ltd (IPTL)[1] – had, according to Kafulila, already been disbursed unlawfully to a notoriously litigious third party, the so-called Pan Africa Power Solutions Tanzania Limited (PAP).
