1. INTRODUCTION

Compassion International Tanzania (CIT) is a Chris an non-governmental organization dedicated to child development and advocacy and takes a holistic approach to address development issues affecting community’s most vulnerable and poorest children. CIT is Based in Arusha and is working with 522 Church Partners in 21 regions and more than 80 districts of Tanzania mainland. CIT aspired to empower the churches to effec vely play its vital role in developing and implementing sustainable holistic child and youth development programs and successfully ataining expected child and youth outcomes.

2. BACKGROUND

Mtoto House Building is a structure with approximately 590 square meters per floor and has five (5) flows including the ground one. The building is in Arusha city, Olorieni Area, Plot No: 18.

CIT has been residing in the building (Mtoto House) since 2010, the structure was built in 2009 and since then compassion have been using the building.

Recently, the building has developed several cracks on the interior and exterior of the building which seems to expand as days goes by. These cracks have implied the safety risk to Compassion staff and whoever visits the building. Other observed defaults of the building include bending of some part of the structure including windows, surface near the structure’s founda on and the wall (exterior bricks fence).

Based on the above defaults, CIT has come up with a risk mi ga on plan that must be informed by a professional consultant (an engineer) whom we wish to engage and conduct a thorough assessment of the condition of the building as soon as possible.

3. DESCRIPTION AND THE GENERAL OBJECTIVE OF THE ASSIGNMENT

The assignment focuses on conducting a thorough assessment of the condition of the building – Mtoto House located in Arusha city, Olorieni Area, plot No: 18.

4. SPECIFIC OBJECTIVES OF THE ASSSIGNMENT

  1. Conduct a thorough professional building condi on and risk assessment. ii. Produce a detailed report on the condi on of the building premises thus: –

  3. Wall (brick-made fence)
  4. Drainage system (inlets and outlets)

iii. Provide written findings, recommendations on what must be done, men on the risks identified, how to resolve the risks and meline recommended against each one of those risks.

5. SCOPE OF WORK

The scope of the assignment will be to conducting a thorough professional assessment of the condition of the building – Mtoto House located in Arusha city, Olorieni Area, plot No: 18. In relation to above mentioned objectives of the assessment; the consultant will conduct a detailed professional building condi on assessment, provide a detailed report a er assessment, produce wri en recommenda ons of what must be done including the meline for taking ac on against each recommendation.

The size of the building structure is 590 Square Meter per floor, the building has five (5) floors including the ground floor. The assessment will include the interior and exterior structures of the building as defined in the objectives. It is expected that the assessment is concluded, and report is submitted before the 25th of September 2023

Compassion International will provide all relevant support and cooperation including leading and or directing the consultant to any part of the building as requested by the consultant for effective and efficient completion of the assignment.

6. DELIVERABLES

The deliverables of this assignment will be a detailed assessment report with findings, recommendations of what must be done, including the recommended meline for each ac on to be taken. The report should also breakdown the remedial ac ons by way of priority, with the highest priority areas that comprise highest risk given highest priority. The report should also capture all risk categories to include structural, hazardous, fire, drainage, and general safety risks among others that arise as a result of the current condition of the building.

7. LOCATION AND DURATION OF THE ASSIGNMENT

This assignment requires physical presence of the consultant at the site in arusha, Olorien Area, plot No:18 (Mtoto House). It also expected for the consultant to complete the assignment prior to 25thSeptember 2023.

8. REPORTING

The consultant will be required to submit a comprehensive report of the assessment inclusive of list of risks associated with the status of the building, professional recommendations, and recommended me frame for responding to any of identified risks.

It is expected of the consultant to submit the report within three days a er an assessment is completed.
  1. PAYMENT MODALITY
The payment will be made in a single installment a er the submission of the report.

10. SKILLS & EXPERIENCE OF THE CONSULTANT

CIT would like to procure services of consultants (based in Tanzania) with the following skill set and experience: –
  • At least bachelor’s degree in civil engineering or relevant field.
  • At least 10 years of professional experience in consultancy civil engineering ac vi es including building condi on and risk assessment.
  • High level wri en and oral communica ons skills in English.
  • Evidence of having undertaken at least five (5) similar assignments.

PROPOSAL FOR THE ASSIGNMENT

All consultants interested in bidding for this assignment are required to submit one proposal with 2 components as follows: –

A. TECHNICAL PROPOSAL

This should clearly indicate the proposed approach and methodology for executing the assignment. It should also include a simple work plan or Gan chart, Evidence of having conducted similar work in previous (LPO/Contract) and detailed consultants CV with at least three referees. Professional certification and registration by relevant body recognized.

It should also be indicated in the proposal-where applicable, if a component of the assignment is subcontracted.

B. FINANCIAL PROPOSAL

This should outline the total cost of the assignment, as well as the breakdown of the cost, including any costs of sub-contracting components of the assignment if applicable.
