Most people take verse 27 to be referring to them seeing the glory of Jesus' kingdom coming - which begins to happen during his ministry. This is why Jesus so often refers to the kingdom of God being among the people, etc.

But this isn't referring to his kingdom being fulfilled at the end of time, but rather to that initiating of his kingdom, which happens in the next preceding verses - the transfiguration.

The connection between this statement and the transfiguration seems obviously intentional because Matthew placed the transfiguration immediately after this statement from Jesus.
