NSSF kuanza kujenga daraja la Kigamboni Dar 2011

SHIRIKA la Taifa la Hifadhi ya Jamii (NSSF) limetangaza kuwa ujenzi wa daraja la Kigamboni, jijini Dar es Salaam litalokagharimu Euro 45 milioni utaanza 2011.

Daraja hilo ambalo litakuwa na upana wa mita 640 na njia sita, ambazo kila upande utakuwa na njia tatu, linatarajiwa kuondoa kero ya usafiri kati ya Kigamboni na katikati ya jiji.

Akiwasilisha taarifa ya utekelezaji wa mradi huo kwa wabunge wa Kamati ya Bunge ya Maendeleo ya Jamii, Mkurugenzi wa Mipango, Uwekezaji na Miradi wa NSSF Yacoub Kidula alisema, mchakato wa utekelezaji mradi huo utaanza rasmi Mei, mwaka huu.

Waheshimiwa wabunge tutaanza kumpata mshauri wa mradi Mei mwaka huu, kuandaa nyaraka za kuleta mapendekezo Oktoba na kuzitaka kampuni zilete mapendekezo mwezi Disemba mwaka huu, alisema Kidula na kuongeza:

Febuari mwaka 2010 tutafanya uteuzi wa mbia binafsi, Julai mwaka huohuo tutapitia upya mradi kwa pamoja, baada ya hapo tutapata idhini ya Serikali kuendelea na mbia huyo mwezi Oktoba 2010.

Alifafanua kuwa, Aprili mwaka 2011 watapitia michoro na nyaraka za zabuni ya mradi huo, ili kupata nafasi ya kumteua Mkandarasi wa kufanya kazi hiyo Septemba mwaka huohuo.

Kuanzia Disemba mwaka 2011 kazi ya ujenzi wa daraja itaanza rasmi na tutahakikisha kuwa hadi kufikia Disemba 2013 ujenzi huo uwe umekamilika na kuanza rasmi kutumika kwa daraja hilo alisema Kidula.

Kwa mujibu wa Kidula, ujenzi wa daraja hilo utafanyika katika eneo la mkondo wa maji ya bahari uliopo Kurasini baada ya Bandari ya kuu ya Dar es Salaam,

Alisema, daraja hilo litakuwa na barabara tatu kila upande, ambapo upande wa Kigamboni itakuwa na umbali wa kilomita moja na nusu, huku upande wa katikati ya jiji ukiwa na kilomita moja pekee.

Kidula alieleza kuwa, daraja hilo litakuwa ni kivuko cha uhakika na salama kwa watu wote na kwamba litafungua milango ya vitega uchumi vyenye manufaa ya kijamii na kiuchumi; ikiwa ni pamoja na majengo ya wazalishaji, hoteli, nyumba za kuishi na hata vituo vya kibiashara.

Alisema, NSSF ilitangaza kumpata mbia binafsi na kwamba makampuni sita yalipitishwa kati ya yale yaliyoomba Februari mwaka huu.

Makampuni hayo yataalikwa kuleta mapendekezo baada ya nyaraka muhimu kukamilika na tunatarajia kuwa, mchango wa kifedha wa mbia binafsi utafikia asilimia 70 ya gharama zote alisema.

Alisema, utaratibu mpya wa utekelezaji wa mradi huo ulichangia kuchelewa kuanza kwa mradi na kwamba, chini ya utaratibu wa awali, daraja lingeanza kujengwa mnamo mwaka 2010.
 
Guys usanii Tanzania utaisha lini?????????????. NSSF walishapewa go ahead na serikari siku nyingi kujenga hilo daraja na walisha mpata mbia wakupartner nae na ujenzi ulikuwa uwe ushaanza. Serikari hiyo hiyo ikaleta politic zake mpango huo ukafa na mbia wao akajitoa. Serikari ikaja na ndoto za kujenga daraja kwa njia ya Private Finance Initiative (PFI). Hii ni model inayotumika kujenga toll roads huku ugaibuni. Pivate sector zinaalikwa kufainance mradi kwa approach wanayoiita BOOT (Build, Own, Operate, Transfer) through concession agreement. Hapa serikari yaweza kuset physical toll or shadow toll. Physical toll ni kwamba magari yatatakiwa kulipia kutumia hilo daraja, na shadow toll ni kwamba kodi ambayo magari yalitakiwa yalipie ili kutumia daraja inachajiwa kwenye mafuta (petrol & diesel).

Kimsingi hii ni model nzuri for it costs nothing the government but the private sector. However, effectiveness of the same depends on the willingness to pay for road users as well as affordability something I'm sure has never been done in Tanzania. Kwajinsi hii inawezekana wakaapply shadow toll (forced charges for it applies to whoever uses diesel & petrol irrespectively whether you use the bridge or not). Pamoja na uzuri wa PFI the contracts are so complicated and surely Tanzania has no expertise. Nevertheless, the approach to seek financial adviser will serve the purpose.

But my concern here is the approach needs public participation which is not done as it has financial obligation to users so is better the society are briefed the consequence of the same. This should go hand in hand with concise explanation on why the first approach was declined for it was more feasible to Tanzanian context at the moment. So I leave this to you guys to explore more the project.

Of course, with the current approach one can never be certain on the actual commencement of the project (2010) so this is utterly political for they have a long way to go especially on paper work prior to commencement of works.
 
Personally, i have waiting for the bridge to be built for ages. Knowing now it might be build provides me with joy. However, being aware of it future cost to citizen, i am a bit alert. At the same time, i am quite aware currently people are paying to use kivuko, which is 100 per person and cars up to 1000 depending on what type of the car. So i think, they payment should not scare us in building up a bridge with private parter, however, the government should be monitor the power it gives to private sector.

kwa nini hiyo hela isitumike kupanua bandari na kutengeneza storage za maana, hii itafanya nchi jirani zipendelee zaidi
biashara itakayofanyika kwa ajili ya bandari nzuri inalipa kulikoni nyumba za watu na hoteli kigamboni
kuna sehemu kibao ambazo hazipitiki TZ na ni muhimu kiuchumi kuliko daraja la kigamboni...
ukiondoa hoteli na nyumba za kuishi faida ya daraja la kigamboni ni nini?????

Kigamboni patakuwa manzeshe nyingine. Mpaka sasa responsible ministry ilitakiwa iwe isha plan na kujenga sewage systems, proper water systems and electricity. Pia sustainable roads to cope with future traffic congestion zilitakiwa kuwa kwenye plan kama kweli Kigamboni is to be new Town. What is currently being planned and implemented is a replicate of Manzese type.
 
..good news lakini hawaaminiki hawa,is like 10 yrs sasa story ni hizo hizo tuu,na sijui kwanini seerikali haioni umuhimu wa daraja kama hilo ambalo linge save billions of money kwa zile foleni na lingeongeza kwa kiasio kikubwa sana quality of life kwa jiji la Dar na matokeo yake serikali ingevuna kodi nyingi zaidi,yaani haiingi akilini serikali kushindwa kujenga daraja muhimu kama hili ambalo naona ni kama diamond kwa Economy ya Dar...ngoja tusubiri tuone lakini imani ni nmdogo sana na hata wakijenga inaonyesha itakuwa kituko tuu kuanzia design mpaka pesa watakazoiba...aaaaaaarrrrggggg!
 
Nadhani imesomeka vibaya. naamini wamemaanisha watajenga hili daraja mwaka 20011 na siyo 2011
imekaaje hii?
