Tanzania Jet Hijacked; 2 Are Reported Killed

Hijackers demanding the resignation of President Julius K. Nyerere of Tanzania seized a Tanzanian jetliner with more than 90 passengers aboard on a domestic flight Friday. They reportedly killed two hostages and forced the pilot to fly to Kenya and Saudi Arabia.

The Tanzanian Airlines Boeing 737 took off from Jidda early today after refueling and was reported heading for Rome. In Jidda, the hijackers said they were members of the Revolutionary Youth Movement of Tanzania and demanded President Nyerere's resignation, an airport spokesman said.

Foreign Minister Robert Ouko of Kenya said the hijackers had released three women and two children at the Nairobi airport. Mr. Ouko said the hijackers told him that they killed two of the people on the plane. The bodies were still aboard when the jetliner left Nairobi, Kenyan officials said.

It was not clear how many hijackers there were or what weapons they had.

Februari 24, 1982 nchi ilitikisika baada ya taarifa kuwa ndege ya Shirika la Ndege Tanzania (ATC) imetekwa. Lilikuwa ni tukio la kwanza la aina yake kuwahi kutokea katika nchi hii na kuzua mijadala kote duniani.

VIJANA watano wa Kitanzania ambao waliona kuwa hawaridhishwi na Serikali ya Mwalimu Julius Nyerere, Ijumaa ya Februari 26, 1982 walijasiria kuteka ndege ya abiria mjini Mwanza iliyokuwa ikielekea Dar es Salaam kushinikiza kujiuzulu kwa Rais Nyerere.

Baada ya ndege hiyo kutua katika uwanja wa ndege wa Nairobi, Waziri wa Mambo ya Nje wa Kenya, Dk. Robert Ouko, alijadiliana na watekaji hao lakini mwafaka haukupatikana.

Kwa upande mwingine, hata baada ya majina ya watekaji hao kujulikana, Mkurugenzi wa Upelelezi wa Makosa ya Jinai katika Jeshi la Polisi Tanzania, Ndugu Lemomo, katika taarifa yake, alisema:… Majina ya vijana hao ni ya kawaida na siyo rahisi kugundua mara moja katika kumbukumbu za Polisi iwapo waliwahi kuhusika na uhalifu wowote.”

Kadiri muda ulivyosogea, kiwango cha mjadala kati ya Dk Ouko na watekaji kiliwafanya wawe kama wenye wazimu.

Mtekaji mmoja aliyedhani kuwa muda unawatupa mkono, kwa hasira kali alifoka: Tutailipua ndege hii sasa hivi … Tutakufa sasa. Leteni majeneza 100…”

Baada ya kuizuia ndege hiyo kwa muda wa saa kadhaa, ilipofika usiku wa manane Serikali ya Kenya iliona haina la kufanya, na hivyo ikaiachia ndege hiyo iondoke Kenya ikatue nchi nyingine.
Kabla haijaondoka, watekaji hao waliiachia familia moja ya Kiarabu ya watu sita kutoka katika ndege hiyo.


Mmoja wa mateka hao, Khadija Mohammed Hassan, alisema waliruhusiwa na watekaji kutoka katika ndege hiyo kwa sababu mtoto wake wa miezi 18, Mselem, alikuwa hanyamazi kulia, na kwa sababu hiyo watekaji walimwona kama anawasumbua kwa hiyo wakamwacha aondoke.

Lakini maofisa wa serikali ya Tanzania waliitilia mashaka familia hiyo. Wasiwasi huo uliongezeka zaidi wakati familia hiyo iliposema kuwa ilikuwa ikisafiri kwenda Dubai, na kwa kuwa tayari walikuwa Kenya, ingekuwa rahisi zaidi kwao kufika huko kupitia Mombasa.

Bila wao kutaka, familia nzima ililazimishwa kupanda ndege ya Jeshi la Tanzania na kupelekwa Dar es Salaam.

Kesho yake Mwalimu Julius Nyerere, akiwa nyumbani kwake akitafakari ziara yake ya Pemba ya siku nne ambapo angeweka jiwe la msingi la kiwanda cha mafuta ya karafuu, alitaka kujua zaidi yaliyotokea.

Ingawa Waziri wa Mawasiliano na Uchukuzi wa Tanzania, John Malecela, aliwaambia waandishi wa habari mjini Nairobi kuwa watekaji hao walitaka kujiuzulu kwa Mwalimu Julius Nyerere, aliporudi Dar es Salaam alisema watekaji hao hawakutoa madai yoyote.

Akiwa kama kiongozi wa kushughulikia utekaji nyara huo, Waziri Malecela alitoa taarifa hizo hizo kwa Rais Nyerere;
Wateka nyara hawakutoa madai yoyote. Kwa kuwaamini maofisa wake, Nyerere aliamini pia kile walichomwambia kuhusiana na utekaji huo.


Kikundi cha maofisa wa serikali ya Tanzania waliopiga kambi nyumbani kwa Mwalimu Nyerere, Msasani, kulingana na taarifa walizokuwa wakipokea, walianza kuchukulia kwamba utekaji huo haukuwa na kusudio lolote la kisiasa. Kwa kuwa hawakujua kisa halisi cha kutekwa kwa ndege hiyo, walibuni vya kwao.

Walianza kuambizana wenyewe kwa wenyewe; wakamwambia na Rais Nyerere pia kwamba ‘inawezekana’ watekaji hao walikuwa na kiasi kikubwa cha dhahabu na almasi walizotaka kuzitoa nchini.

Waliamini pia kwamba walitumia utekaji huo kuvusha mali hizo na kwamba familia ya Kiarabu iliyotaka kwenda Dubai kupitia Mombasa ilikuwa ni sehemu ya utekaji huo.

Namna jambo hilo lilivyoshughulikiwa lilizusha maswali mengi huko Kenya. Dk Ouko alijiingiza katika mjadala na watekaji hao kwa sababu ndiyo kwanza tu naye alikuwa ametua uwanjani hapo akitokea mkutanoni Addis Ababa.

Siyo kwamba alifika uwanjani hapo rasmi kwa ajili ya hilo. Ilikuwa ni sadfa tu kwamba Ouko alitua uwanjani wakati ule ule ambao ndege iliyotekwa nayo ilitua.
Hata hivyo utekaji huo haukutokea wakati mzuri kwa sababu mgogoro kati ya Kenya na Tanzania kuhusu Jumuiya ya Afrika Mashariki ulikuwa haujapoa bado.


Kitendo cha kuiruhusu ndege hiyo kuondoka mjini Nairobi kiliongeza idadi ya maswali. Lakini serikali ya Kenya haikujiingiza kwa undani katika kulizungumzia sana jambo hilo.

Wakati watu wakitafakari kilichotokea, ‘Kilimanjaro’ ilikuwa ikiambaa ambaa angani kuelekea Jeddah, Saudi Arabia. Ilipopata habari, Serikali ya Saudi Arabia iliikatalia ndege hiyo ruhusa ya kutua na kwa kuonyesha kuwa haikuwa ikitania, iliufunga uwanja wake.

Lakini wakati Kapteni Deo Mazula alipowasiliana kwa redio na uwanja huo na kuwaambia kuwa ndege yake imekwisha safiri umbali wa kiasi cha maili 1,600 tangu ilipoondoka Nairobi na kwamba haikuwa na mafuta zaidi ambayo yangeiwezesha kuendelea na safari nyingine, serikali ya Saudi Arabia ilifyata mkia.

Ndege hiyo iliruhusiwa kutua kwenye uwanja wa ndege wa Jeddah. Ruhusa hiyo ilikuwa ni kwa ajili ya kujaza mafuta tu. Walinyimwa hata ruhusa ya kufungua mlango wa ndege hiyo.

Wakati huu hali ya hewa katika ndege ilishaanza kuwa afadhali. Viyoyozi vilikuwa vimeanza kufanya kazi tena na watekaji walijaribu kuwasemesha abiria na kuwaambia shabaha yao ya kuiteka ndege.

Lakini ujumbe waliojaribu kuutoa haukueleweka sawa sawa kwa abiria hao. Watekaji walijitambulisha kuwa wao ni wanachama wa Harakati za Kidemokrasia za Vijana wa Tanzania.

Waliwaeleza abiria hao kuwa walitaka Rais Julius Nyerere ajiuzulu kwa sababu “Watanzania wanaishi katika hali ya shida na hawana chakula. Hata hivyo, mwisho wa mazungumzo yao waliwaambia abiria kuwa wamekusudia kuipeleka ndege Marekani.Wakati wakisema hivyo, watekaji waligundua kuwa abiria mmoja alitoa bastola wakati walipokuwa Uwanja wa Ndege wa Mwanza ambayo ilihifadhiwa katika chumba cha rubani.

Ilikuwa ni utaratibu katika viwanja vya ndege vya Tanzania kwa abiria yeyote kutoa silaha yake na kuikabidhi mpaka mwisho wa safari.

Kwa hiyo walimfuata rubani Mazula na kumtaka awape bastola hiyo. Mmoja wao, Musa Memba, alipoipokea alionekana kubabaika kama kwamba hakuwa na ujuzi wowote wa namna ya kuitumia na kuijaza risasi.

Alipokuwa amejikunja upande mmoja wa chumba cha rubani akiishika-shika bastola hiyo (pengine akiichunguza na kuishangaa), ghafla ilifyatuka. Risasi iliyofyatuka iliupiga mgongo wa rubani msaidizi, Oscar Mwamwaja na kumjeruhi.

Baada ya maofisa wa Serikali ya Kenya kupata habari kuwa ndege hiyo aina ya Being 737 ya Air Tanzania itatua kwenye Uwanja wa Kimataifa wa Jomo Kenyatta jijini Nairobi, polisi waliufunga na wanajeshi kuuzingira uwanja huo.

Waziri wa Mambo ya Nje wa Kenya, Robert Robert Ouko (51), ndio kwanza alikuwa ametua uwanjani hapo akitokea jijini Addis Ababa, Ethiopia na hiyo ilikuwa muda mfupi baada ya ndege hiyo ya Tanzania kutua.

Alipopewa habari za yaliyotokea, Dk Ouko hakusita. Alikwenda moja kwa moja kwenye chumba cha kuongozea ndege ambako alijaribu kulishughulikia jambo hilo kwa kuwasiliana na watekaji. Ndege hiyo ilikaa katika uwanja huo kwa saa sita tangu ilipotua hadi ilipoondoka.

Akizungumza kupitia redio ya mawasiliano ya ndege hiyo. Kwa mujibu wa jarida la The Weekly Review, mmoja wa watekaji alijitambulisha kwa jina la Luteni Wami na kusema yeye ni ofisa wa Jeshi la Wananchi wa Tanzania (JWTZ).

‘Luteni Wami’ alisema ni lazima Rais Nyerere ajiuzulu “la sivyo tutailipua ndege hii”. Dk Ouko alijaribu kujadiliana na mtekaji huyo, lakini baadaye alijibiwa kuwa “tayari nimeshaua abiria watatu, na nitaendelea kuwaua wengine zaidi”.
Dk Ouko alishtushwa na kauli hiyo. Alilazimika kumsihi mtekaji huyo kwa kumwambia: “Usiendelee kuua zaidi.”


Lakini ukweli wa mambo, hapakuwa na mauaji yoyote hadi kufikia wakati huo.
Kupitia mawasiliano ya redio yao ya upepo, mtekaji huyo alimwambia Waziri Ouko: “Sasa namuua huyu rubani.” Rubani mwingine aliyekuwa akisaidiana na Kepteni Mazula ni Oscar Mwamaja.


Dk Ouko alimjibu mtekaji huyo kwa kumwambia kuwa ikiwa atafanya kitendo cha kumuua rubani wa ndege hiyo atakuwa amefanya ujinga kwa sababu “atahitajika kuirusha ndege hiyo kwenda kwingine”.

“Ninaweza kuiendesha ndege hii mimi mwenyewe,” akafoka mtekaji huyo, “Mimi ni luteni wa anga.”

Kadiri muda ulivyosogea, kiwango cha uvumilivu cha mjadala kati ya Dk Ouko na watekaji kilianza kuzorota. Walianza kuonekana kama wanarukwa na wazimu. Mtekani mmoja aliyedhani kuwa muda unazidi kuwatupa mkono, kwa hasira kali alifoka: “Tutailipua hii ndege sasa hivi. Tutakufa sasa hivi. Leteni majeneza 100 sasa hivi.”

Kuona hana jingine la kufanya, Dk. Ouko alikubaliana na matakwa ya watekaji hao. Baada ya kuizuia ndege hiyo kwa muda wa saa kadhaa, ilipofika usiku wa manane Serikali ya Kenya iliona haina la kufanya. Ikaona ni heri wairuhusu hiyo iondoke ikatue nchi nyingine.

Mabishano yaliyodumu kwa saa kadhaa yakafikia mahali ambako watekaji hao walidai ndege hiyo ijazwe mafuta kwa ajili ya safari ya kwenda Saudi Arabia. Ndege ilijazwa mafuta tayari kwa safari ya Saudi Arabia.

Wakati huohuo, jijini Dar es Salaam kumbukumbu za kijeshi zilianza kuchunguzwa kutafuta jina la Luteni Wami. Jina hilo, kwa mujibu wa jarida la Africa Now, halikupatikana popote, na wala hakukuwa na cheo chochote cha luteni wa anga nchini.

Kwa upande mwingine, hata baada ya majina ya watekaji hao kujulikana, Mkurugenzi wa Upelelezi wa Makosa ya Jinai wa Jeshi la Polisi Tanzania, Joseph ole Muturu Lemomo, wakati huo akiwa na miaka 45, alisema katika taarifa yake kwa vyombo vya habari kuwa “majina ya vijana hao ni ya kawaida na si rahisi kugundua mara moja katika kumbukumbu za polisi iwapo waliwahi kuhusika na uhalifu wowote”.

Joseph Lemomo, mzaliwa wa Wilayani Monduli mkoani Arusha, alikuwa ameteuliwa mwaka mmoja uliopita (1981) kuchukua nafasi ya Menolf Mwingira.

Kabla ndege haijaondoka jijini Nairobi, watekaji hao waliiachia familia moja ya watu wenye asili ya Kiarabu. Familia hiyo ilikuwa ni ya watu sita. Waliteremka kutoka katika ndege hiyo. Mmoja wa mateka hao, Khadija Mohamed Hassan, aliwaambia wana usalama wa Kenya kwamba yeye na familia yake waliruhusiwa watoke kwa sababu mwanawe wa miezi 18, Mselem, alikuwa akilia sana bila kunyamaza kiasi cha kuwakera watekaji hao na kwa sababu hiyo, watekaji hao walimuona kama udhia.

Lakini maofisa wa Serikali ya Tanzania waliitilia shaka familia hiyo. Wasiwasi kwa maofisa wa usalama wa Tanzania uliongezeka zaidi pale familia hiyo iliposema kuwa walikuwa wakisafiri kwenda Dubai na kwamba kwa sababu tayari walikuwa mjini Nairobi, ingekuwa rahisi zaidi kwao kufika huko kwa kupitia Mombasa.

Bila wao kutaka, familia nzima ililazimishwa kupanda kwenye ndege ya Jeshi la Wananchi wa Tanzania na kupelekwa Dar es Salaam.

Kesho yake, Jumamosi ya Februari 26, Mwalimu Nyerere akiwa nyumbani kwake akitafakari ziara yake ya siku nne katika kisiwa cha Pemba ambako angeweka jiwe la msingi la kiwanda cha mafuta ya karafuu, alitaka kujua zaidi yaliyotokea.

Ingawa Waziri Malecela (wa Mawasiliano na Uchukuzi), kwa mujibu wa Africa Now, aliwaambia waandishi wa habari jijini Nairobi kuwa watekaji walimtaka Mwalimu Nyerere ajiuzulu lakini aliporejea Dar es Salaam alisema watekaji hao hawakutoa madai yoyote.

Ikiwa kwenye uwanja huo wa ndege jijini Nairobi, Waziri wa Mambo ya Nje wa Kenya, Dk Robert Ouko alijadiliana na watekaji hao. Tanzania ilimteua waziri wake wa Mawasiliano na Uchukuzi, John Samuel Malecela, kushughulikia utekaji huo.

Akiwa jijini Nairobi, Waziri Malecela aliwaambia waandishi wa habari kuwa watekaji hao walimtaka Mwalimu Nyerere ajiuzulu, lakini aliporejea Dar es Salaam alisema watekaji hao hawakutoa madai yoyote.

Akiwa kama kiongozi wa kushughulikia utekaji huo, Waziri Malecela alitoa taarifa hizo hizo kwa Mwalimu Nyerere: “Watekaji hawakutoa madai yoyote.”
Kwa kuwaamini maofisa wake, Mwalimu Nyerere aliamini pia hata kile walichomwambia kuhusiana na utekaji huo.

Maofisa wa Serikali ya Tanzania waliopiga kambi nyumbani kwa Mwalimu Nyerere, kulingana na taarifa walizokuwa wakipokea, walianza kuchukulia kuwa utekaji huo haukuwa na shabaha zozote za kisiasa. Kwa kuwa baadhi yao hawakujua kisa halisi cha kutekwa kwa ndege hiyo, walibuni vya kwao.

Walianza kuambizana wenyewe kwa wenyewe, na wakamwambia na Mwalimu Nyerere pia, kwamba ‘inawezekana’ watekaji hao walikuwa wameiba kiasi kikubwa cha dhahabu na almasi ambazo walitaka kuzitoa nchini.
Waliamini pia kwamba walitumia utekajij huo kuvusha mali hizo na kwamba familia ya Kiarabu iliyotaka kwenda Dubai kwa kupitia Mombasa ilikuwa ni sehemu ya utekaji huo.

Namna jambo hilo lilivyoshughulikiwa lilizua maswali mengi sana nchini Kenya. Kama ilivyoelezwa awali, Dk Robert Ouko alijiingiza katika mjadala wa utekaji huo kwa sababu ndiyo kwanza tu alikuwa ametua uwanjani hapo akitokea kwenye mkutano mjini Addis Ababa na si kwamba alifika uwanjani hapo rasmi kwa sababu ya tukio hilo.

Ilikuwa ni sadfa tu kwamba Dk Ouko alitua uwanjani hapo wakati uleule ambao ndege ya Tanzania iliyotekwa nayo ilikuwa imetua.

Hata hivyo, utekaji huo haukutokea wakati mzuri kwa sababu mgogoro kati ya Kenya na Tanzania kuhusu kuvunjika kwa Jumuiya ya Afrika Mashariki ulikuwa haujapoa.

Mgogoro kati ya Kenya na Tanzania ambao ulioanza taratibu kuanzia mwaka 1974, ulifikia kilele chake mwaka 1977 wakati nchi zote mbili—Tanzania na Kenya—zilipogoma kutoa michango yake ya uanachama wa jumuiya hiyo. Kwa kukosa bajeti yake ya mwaka wa fedha wa 1977-1978, jumuiya hiyo ikafa rasmi Ijumaa ya Julai Mosi, 1977.

Machungu aliyokuwa nayo Mwalimu Nyerere yaliyotokana na kuanguka kwa jumuiya hiyo bado alikuwa nayo. Kitendo cha Kenya kuiruhusu ndege hiyo kuondoka mjini Nairobi kiliongeza idadi ya maswali yaliyoulizwa na hata kutonesha kidonda cha machungu aliyokuwa nayo Mwalimu Nyerere kuhusu jumuiya hiyo. Hata hivyo, Serikali ya Kenya haikujiingiza kwa undani katika kulizungumzia suala hilo.

Wakati sasa watu wakitafakari kilichotokea, ndege ya ‘Kilimanjaro’ ilikuwa ikiambaaambaa angani kuelekea Jeddah, Saudi Arabia. Ilipopata habari, Serikali ya Saudi Arabia iliinyima ndege hiyo ruhusa ya kutua na kwa kuonyesha haikuwa inatania iliufunga uwanja wake.
Lakini, Kepteni Deo Mazula alipowasiliana na wasimamizi wa uwanja huo na kuwaambia kuwa ndege yake imeshasafiri umbali wa kiasi cha maili 1,600 tangu alipoondoka Nairobi na kwamba haikuwa na mafuta zaidi ambayo yangeiwezesha kuendelea na safari nyingine, Serikali ya Saudi Arabia wakaufyata. Wakairuhusu ndege hiyo itue.

Ndege ilitua kwenye Uwanja wa Ndege wa Kimataifa wa Mfalme Abdulaziz mjini Jeddah. Ruhusa ya kutua kwa ndege hiyo ilikuwa ni kwa ajili ya kujaza mafuta tu. Walinyimwa hata ruhusa ya kufungua mlango wa ndege hiyo.

Wakati huu hali ya hewa katika ndege hiyo ilikuwa imeanza kurejea katika hali yake ya kawaida. Viyoyozi vilikuwa vimeshaanza kufanya tena kazi na watekaji walijaribu kusemezana na watekwaji huku wakiwaambia shabaha yao ya kuiteka ndege hiyo.

Hata hivyo, ujumbe waliokuwa wakijaribu kuutoa haukueleweka sawasawa kwa abiria wa ndege hiyo. Watekaji walijitambulisha kuwa wao ni wanachama wa ‘Harakati za Kidemokrasia za Vijana wa Tanzania.’
Waliwaeleza abiria hao kuwa walitaka Rais Julius Nyerere ajiuzulu kwa sababu “...Watanzania wanaishi katika hali ya shida na hawana chakula.”

Mwisho wa mazungumzo yao waliwaambia abiria kuwa wamekusudia kuipeleka ndege hiyo nchini Marekani. Wakati wakisema hayo, watekaji hao walikumbuka kuwa kuna abiria mmoja alitoa bastola yake walipokuwa Uwanja wa Ndege wa Mwanza na kuikabidhi chumba cha marubani.

Ni utaratibu katika viwanja vya ndege vya Tanzania kwa abiria yeyote kuitoa silaha yake na kuikabidhi kwa wafanyakazi wa ndege hadi mwisho wa safari.

Walipokumbuka hilo, mmoja wa watekaji hao alimfuata Kepteni Mazula na kumtaka awapatie bastola hiyo. Mmoja wao, Mussa Memba alipoipokea alionekana kubabaika kidogo kana kwamba hakuwa na ujuzi wowote wa namna ya kuitumia silaha hiyo.

Alipokuwa amejikunja upande mmoja wa chumba cha rubani akiishika shika bastola hiyo, pengine akiishangaa au kuichunguza, ghafla risasi ilifyatuka. Risasi iliyofyatuka iliuparaza mgongo wa Oscar Mwamaja, rubani msaidizi wa Kepteni Mazula na kumjeruhi.

Baada ya kujaza mafuta kwenye Uwanja wa Ndege wa Kimataifa wa Mfalme Abdulaziz mjini Jeddah, kituo cha tatu kilikuwa ni Athens, Ugiriki. Pamoja na maombi mengi ya Serikali ya Tanzania ya kutaka ndege hiyo ishikiliwe ili isiondoke, maofisa wa Serikali ya Ugiriki walitangaza mapema kabisa, hata kabla Boeing 737 haijatua, kwamba ingeruhusiwa tu kujaza mafuta na kuondoka mara moja bila kuikawiza.
 
THE plane was hijacked on route to Dsm from Mwanza, the hijackers did not have any guns on them but managed to wrestle a gun from one of the passengers the late mr mushumbusi.i dont think if anyone was killed, on arrival at stanstead, the hijackers gave themselves up both the late mousa member and his brother served time in jail.

On a stopover in greece mousa member speaking in fluent greek demanded coffins be brought to the airport as they were ready to die for the cause-observers have since concluded mousa member a former seaman had just wanted a way out of tanzania due to the economic hardships hence used politics as a stepping stone

There was rumours then that the political adventurist Augustino Lyatonga Mrema, then Deputy Prime Minister and Minister for Internal Affairs ordered the killers to finish Mousa Memba.

Stansted's 1996 hijack drama ended peacefully


All six members of the gang at the centre of Britain's last hijack drama are now living in the UK as asylum-seekers, the Home Office has confirmed.
Their applications for refuge are among the backlog of 100,000 cases currently being considered by the Immigration Service.
The gang held 197 passengers and crew hostage on board a Sudanese Airbus which they forced to fly to London in August 1996 during a flight from Khartoum to Amman.
Brandishing sauce bottles filled with salt - which they claimed were grenades - the six held an air hostess and 12-year-old girl, beat up staff and passengers and threatened to throw victims out of the plane in mid-air.
Fleeing regime
The drama eventually ended peacefully after intense negotiations at Stansted Airport, and the gang was jailed for between five and nine years at the Old Bailey in November 1997.
But they were cleared on appeal a year later after the court ruled that the judge at the trial was wrong to prevent the jury considering their defence that as opponents of Saddam Hussein's brutal regime they were acting under "necessity".
The men claimed they stormed the plane in a desperate bid to get to England and seek asylum after attempts to bribe their way to safety fell through.
The Home Office confirmed that all six members of the gang, led by 42-year-old Adnan Hoshan, had lodged asylum applications and were entitled to welfare benefits and legal aid.
Normally foreign nationals convicted of crimes in this country are immediately deported.
But a spokesman said that under international law, the UK was obliged to consider any asylum claim submitted once all criminal proceedings were completed.
'Huge backlog'
The immigration system is struggling to cope with the huge increase in the number of asylum applications being lodged, with thousands of people waiting years for their cases to be decided.
Two of the passengers on board the Sudanese aircraft also claimed political asylum. Their cases are also believed to be still under consideration.
One of the gang involved in Britain's previous hijack incident, involving a Air Tanzania Boeing 737 in 1982, Yassin Membar, now 39, was also granted asylum after serving two years of a three-year jail sentence.
He went on to work for a London law firm which has been taken over by the Law Society pending an investigation into allegations involving bogus asylum applications.

UKWELI ni nini basi?

Kulingana na wanafalsafa, Ukweli ni mwafaka baina ya matukio na uhalisia wa mambo(Truth is Agreement with Facts and Reality).
Aghalabu,natamani kuwa mkweli siku zote, ili nisimulie matukio yaliyowahi kutukia duniani kama mifano hai ya uhalisia wa mambo,kwa lengo la kuwaongoza wasomaji wangu wote katika ukweli.

Kwa mfano: Nisemapo, "Amara Kanu Nwanko ni mke wa mwanandinga nguli wa Nigeria,Nwanko Kanu", nasema Ukweli.
Pia nikisema Barack Obama wa Marekani, ni Rais wa Marekani ambaye hana maslahi yake hapa Afrika, na Mwafrika kumshangilia sana na kumtegemea ni kupoteza muda wake bure, nasema ukweli mchungu.

Tuukubali ukweli,ili utuweke huru-ukweli huwaweka watu huru kweli kweli.
Sasa, niseme kwamba Tanzania kuna magaidi wa mafanikio yao wenyewe. Kila mtu gaidi wa mafanikio yake, aghalabu ni yeye mwenyewe na wanaomzunguka.

Nimekuwa nikiandika harakati za magaidi,kwamba siyo majambazi wa kawaida ama majangangili wanaofanya uhalifu kwa nia ya kujipatia chumo la faida.

Magaidi wa sura ama mtazamo sawa na wanaharakati wa Haki(za Binadamu?)wanapopigania mambo yao na maslahi yao.
Kama vile magaidi wa kawaida, kupigania haki kwa njia hii,ni lazima kupora haki za wengine. Kujitoa mhanga na kupoteza maisha maana yake ni kupoteza haki ya kuishi kwa nia ya kuwaangaza wengine.

Neno ‘mhanga' ama ‘wahanga' halimaanishi watu waliopatwa na ajali kama ya Mv.Skagit huko Zanzibar. Hakuna wahanga wa Mv.Skagit hata kidogo, bali kuna waathirika wa ajali ya meli,basi ama ndege.

Kujitoa mhanga, ni kuwa hiari kufa kwa ajli ya jambo Fulani(harakati) na wala hakuna watu wanaojitoa(wanaopenda) kufa ajalini. Waandishi wa habari wameuwa wakiongea Kiswahili kibovu sana kwamba ‘wahanga' wa ajali!
Wanaharakati,hususan magaidi hujitoa mhanga,huwa radhi kupoteza maisha yao na ya wengine ili kupigania maslahi Fulani.

Feburuari 26, mwaka 1982,Ndege ya Boeing 737 ya Shirika la Ndege Tanzania, "Tango Charlie 207" iliyokuwa na Jina, ‘Kilimanjaro' mbavuni, ilitekwa na magaidi wa ki-Tanzania.

Waliilazimisha kwenda London. Ilikuwa na abiria 74 na wafanyakazi watano,na ilitokea katika Uwanja wa Ndege wa Mwanza na ilitaka kusafiri hadi Dar es salaam, magaidi hao walipotokea na kuiteka nyara,wakailazimisha kwenda London!

Iliendeshwa na Kapteni Deo Mazula,wakati huo wakati mimi nikiwa kijana mdgogo,nikipenda sana kusoma hadithi za Upelelezi,hususan za wateka nyara wa Kipalestina,na makomandoo wengine mahsusi.

Nimeandika sana juu ya ndege ya Ufaransa, Air France Air Bus, iliyotekwa nyara na kulazimishwa kuja kutoa Entebbe,Uganda,mwaka 1976. Zilikuwa harakati za kudai haki,lakini haki hizi ziliondoka na maisha(haki ya kuishi) ya watu wengine wasio na hatia-Hii aslani siyo haki na si KWELI. Tuendelee na msingi huu kwamba,nusu haki na nusu ukweli siyo ukweli.

Uwanja wa ndege wa Mwanza, umeendelea kuwa dhaifu kiulinzi hadi miaka ya karibuni, mtunzi wa Filamu ya Mapanki, The Darwin's Night Mare, Hubert Sauper alipoingia na kamera katika chumba cha kuongozea ndege na kuanza kupiga picha nyuki wakiranda katika vioo vya dirisha,kisha alipiga picha maeneo ya kijeshi, jambo ambalo lilikuwa hatari mno kwa usalama wa nchi.

Sauper,ni raia wa Australia aishiye Ufaransa, na alisema mwenyewe kwamba alifanikiwa kupiga picha hapa kwa sababu aliwapa wahusika rushwa ili afanikishe Documentary yake iliyompa tuzo ya Oscar.

Naam. Wale jamaa, akina Musa Membar, waliwateka nyara abiria,wakaikagua ndege na kupata bastola halisi tena ‘revolver' iliyokuwa katika chumba cha rubani.

Walipata bastola nyingine yenye risasi baada ya kuwapekua abiria.
Tena, walinyakua Shotgun mbili zilizokuwa na risasi ambazo zilikuwa mali ya abiria, zilihifadhiwa kizembe-Hivyo safari ya London ikakolea bila wasiwasi.

Kwa kifupi, ndege hiyo ilikwenda London,na ilikuja kurejeshwa na abiria wake 74 Machi 4, mwaka huo wa 1982, wakapokelewa kishujaa sana Dar es salaam, nakumbuka Radio Tanzania Dar es salaam ilitangaza ‘Live' marejeo ya ndege hiyo.

‘Magaidi' hao walifungwa London kati ya miaka mitatu na minne kwa makosa ya ugaidi,hata kama walikuwa na madai mazuri nitakayoeleza punde. Ilikuwa kumkimbia Shetani na kutafuta hifadhi ya ukimbizi kwa Ibilisi!

Sababu za akina Membar kuteka nyara ndege,ni maisha magumu,ukosefu wa ajira hususan kwa vijana kama wa zama hizi, umangimeza wa utawala wa Hayati Mwalimu Nyerere, na rushwa kama ufisadi wa siku hizi. Tabia ya mtu kuharibu hapa na kuhamishiwa kwingine haikuanza leo.
Kumbuka, Mwalimu hakutawala kama zama hizi za ‘domo kaya' tunazoita za "Freedom of Expression" zama hizo Usalama wa Taifa waliogopwa kama radi! Siku hizi mnawatukana hata baa,zamani walihesabu vizibo vya bia!

Zama hizi ndizo Marehemu Rammadhan Ongala ‘Remmy' aliimba kwamba fundi viatu alipewa kuwa Mkuu wa FAT unakumbuka, msomaji?
Nataka kusema kwamba, hao akina Membar wangeteka nyara ndege leo na kwenda London kusema maisha ni magumu sana na hali ni mbaya ndiyo maana wamechukua uamuzi huo-WANGESHANGILIWA SANA!

Wangeonekana wanaharakati,mashujaa,wanamapinduzi, walioandamana kueleza hisia zao!
Wanamapinduzi huwa na imani thabiti juu ya mabadiliko ya kisiasa,kijamii na kiuchumi; hudai kufanya harakati kwa maslahi ya jamii nzima. Hawa wa kwetu hapa,ni domo kaya tu.

Siku hizi,huwa nasikia watu wengi vijiweni wakisema Hayati Mwalimu Nyerere alikuwa Rais mzuri sana, kama malaika!

Walisema, Nyerere alitawala kimabavu,kidikteta,kimangimeza n.k.Walitamani aondolewe, hakuondoka-siku hizi anakaribia kuitwa Mtakatifu Nyerere! Watu Bwana!!

Walimbatiza jina la ‘Nabii Musa'kwamba miezi ile baada ya vita ilifananishwa na safari ya Waisraeli kutoka Misri kwenda Kanani.
Akina Membar walipofika London walijidai kutumwa na Abdulrahman Mohamed Babu aliyekuwa Mkimbizi wa kisiasa na alirejea nchini wakati wa vyama vingi,miaka ya 90.

Ukweli kwa mujibu wa Aristotle, ni kwamba hata wakati wa Nyerere kulikuwa na shida kama hii ya sasa.
Watu wajinga walidhani mapinduzi ya umwagaji damu ama ugaidi ilikuwa ndiyo suluhu ya matatizo,kumbe wapi bwana!
Leo,tunasikia mambo ya kutisha,utadhani hakuna kinachoendelea. Tunaona watu wanakasirika,migomo,maandamano,watu wanapigwa risasi na mabomu ya machozi.

Nataka niwaambie Watanzania, hali mbaya na wakati mgumu wa uchumi vipo mara zote tangu zamani,na tuendako mbali na kuvumbua mafuta,gesi na robot,hali itakuwa mbaya sana.

Mara zote, wanaharakati huamka kudai hali bora zaidi na maandamano hufanywa ili kudai haki zaidi,maendeleo zaidi-maendeleo hayana mwisho.Hii ni dhana ya mapinduzi watu kutafuta hali bora zaidi.

Sasa, tutafute hali hii bora kwa akili. Tusianze kupigana na kuuana kwa kisingizio cha uchumi mbaya na rushwa miongozi mwetu.
Juzi, nilikwenda kwa Afisa Uhusiano wa Mamlaka ya Maji Jijini Mwanza,MWAUWASA,Robert Masunya, nikamwambia,
"Sisi hatuna maji ya bomba sasa ni karibu siku nne,watu wanatumia maji machafu,kwa nini?"

"Mimi nakwenda msibani, hilo gari hapo linaningoja mimi", alisema huku akinionesha hilo gari linalomngoja.
"Hiyo habari ya msiba unaokwenda ndiyo jibu la matatizo yetu ya kukosa maji Mwanza,hadi akina mama wanaamka saa 9 usiku kwa mwezi mzima?" nilimuuliza.

"Sasa wewe unanilazimisha niseme nini? Una kitu (mali)gani wewe?" alisema. Looh,nilishangaa.
Yaani huyu ananiuliza mimi nina nini,yaani masikini kwa kuwa nimeuliza ukosefu wa maji kwa siku nne mfululizo?" Nilijihoji. Hayo ya mali yalikujaje?

Huyu, siyo serikali. Ni miongoni mwa jamii yetu hii isiyojali shida za wananchi. Kaajiriwa katika taasisi ya umma, lakini wajibu wake hajui. Hajui kuwa hajui.

Anaona mambo binafsi{kafa mtu mmoja) ni bora hata wafe milioni kwa kipindupindu kutokana na kunywa maji ya vinyesi huko visimani!
Sasa, tukipigana vita ndiyo tutawaondoa akina Masunya? La hasha.

Vita havijapata kuleta haki. Dawa ya moto si moto,ni maji. Inawezekana bomu la Atomiki huko Nagasaki na Hiroshima lilimaliza vita vya Pili mwaka 1945. Lakini, risasi moja hutosha kuifanya nchi Jehanam.

Irak kuna vita tangu mwaka 2003, matatizo yao yameondoka? Kawaulizeni Somalia ama Libya.
Nataka kusema kwamba, nusu ukweli siyo ukweli,tujifunze kutokana na historia, ili kujua ukweli na kinachoujia ulimwengu,kufuatia kulipa visasi.

Nawashauri watu kusema,kupinga dhulula mioyoni mwetu kwanza na katika familia zetu kwanza,kabla ya kunyoosha vidole kwa wenzetu. Karibu watu wengi ni mafisadi watarajiwa.wakipewa vyeo ni uporaji tu wa mali ya umma! Hao wapiga kelele wa Bungeni,Dodoma wawasikia?
Niliwahi kuandika katika gazeti la Rai kwamba, "Kawimbo "Mafisadi" katamu,lakini waimbaji wake hunuka mithili ya kwapa la Ibilisi!

Akielezea mkasa huo uliotokea Februari 27, 1982 Askofu Mteule alisema kuwa akiwa amepanda ndege ya ATC kutoka Mwanza kwenda Dar-Es-Saalam ambapo alitarajia kupanda ndege nyingine kwenda Roma ,ndege hiyo haikuweza kufika Dar-Es-Saalam na badala yake ilitekwa ikiwa njiani na kupelekwa Nairobi, Kenya, ikaelekea Jeddah, kisha Athens, Ugiriki. Huku ikitua tu na kuweka mafuta katika maeneo hayo na sehemu nyingine ikinyimwa, ilikwenda moja kwa moja London, Uingereza. Ndege hiyo ilitekwa na wahaini watano, wawili kutoka Zanzibar na wengine Tanzania Bara.

Akieleza zaidi juu ya mkasa huo mzito katika maisha yake,Askofu huyo Mteule alisema kuwa maharamia hao ambao walidai wanataka kuikomboa Tanzania walimpiga risasi mmoja wao katika ****, hali iliyosababisha hofu kuu ndani ya ndege.

Alisema yeye alipata msukosuko zaidi kwani kwa vile alikuwa na tiketi ya daraja la kwanza (first Class) hivyo alidhaniwa kuwa ni mwanasiasa.

Alisema walipofika London, Waziri Mkuu wa Uingereza enzi hizo akiwa Magreth Thatcher alitoa amri kwamba ndege iachiwe iingie lakini kwa vyovyote isiruhusiwe kuondoka. Alisema maongezi ya kina yalifanyika kati ya Serikali ya Uingereza na watekaji hao na hapo ndipo waliporuhusiwa kutelemka kwenye ndege hiyo na kuanza kupata huduma nchini humo, lakini wakiwa wameshateseka kwa njaa vya kutosha.

Baada ya mkasa huo, Askofu mteuele alisema kuwa serikali ya Tanzania ilitaka watu wake kurudi nchini lakini kwa vile yeye alikuwa na vyeti vya daktari,paspoti na vitambulisho vingine vilivyoonyesha alikuwa akienda Roma kwa matibabu, kwake tukio hilo likageuka kuwa lifti, japo yenye "kasheshe" kwani aliruhusiwa kuendelea na safari yake.

Akiwa huko aliweza kufanyiwa uchunguzi wa kichwa chake na kukutwa hakina matatizo makubwa na kwamba anaweza kuendelea na kazi bila matatizo.

"Sitaweza kuusahahu mkasa huo," hiyo ni sentensi yake ya mwisho baada ya hadithi hiyo ndefu.

THE HIJACKING OF A TANZANIAN AIRCRAFT, FEBRUARY, 1982:
STATEMENT BY HIS EXCELLENCY THE TANZANIAN HIGH COMMISSIONER

The Hijackers
Five Tanzanians have been charged in the United Kingdom with the act of hijacking the Air Tanzania aircraft. All five are related through birth and marriage: two pairs of brothers and a brother-in-law (whose sisters are married to the eldest brother in each pair).

Their Particulars
All five are young people in their early twenties. Their standard of education is Primary School Standard Seven up to Secondary School Standard Twelve (equivalent to Junior Secondary in the U.K.). One elder brother (the leader of the group) is a taxi driver. The other elder brother is an odd job man. The rest were all school leavers at the time of the hijacking and were thus not in any employment. Despite claims to the contrary the leader of the group had had no military training in Tanzania nor any connection with the Tanzania Peoples Defence Forces so far as could be ascertained. Only the leader of the group had been outside Tanzania before. He had worked as a seaman, in the course of which he had visited the United Kingdom and Greece among other countries where ships call.

Families
The two married men had their families on board the aircraft – one a wife and two children; the other a wife and one child. All the 5 relatives returned to Tanzania with the other hostages after failing to secure permission from the British authorities to remain in the U.K. The decision to refuse the request to stay was made by the British authorities.

Weapons
The weapons (real and imitation) used by the hijackers to secure control of the aircraft included: two wooden imitation pistols, an imitation hand grenade, two candles wrapped up to appear like gelignite explosive sticks and three knives. But in the course of the flight possession was obtained of a hand gun (0.38 revolver), a shot gun and a rifle. These weapons belonged to passengers who had surrendered them to the Captain of the ‘plane in accordance with the regulations on the transportation of arms on aircraft. The ammunition for the 0.58 revolver which wounded the First Officer was obtained by the leader of the group from the owner after threatening him with a knife.

The aircraft was under the command of a Tanzania captain assisted by a First Officer and a crew of 3. The flight left Mwanza with 99 passengers on board all bound for Dar es Salaam. 5 disembarked in Nairobi and 2 in Athens, the rest continued with the flight to Stansted.

All hostages except two returned to Dar es Salaam in the hijacked aircraft. The two exceptions were the First Officer who was still in hospital recovering from his injuries and a subsequent operation to remove the bullet and a Roman catholic priest whose final destination when he boarded the ‘plane at Mwanza had been Rome. The priest had hoped to stay in Dar es Salaam for a few days making arrangements to travel to Rome for medical treatment. In the event he found himself at Stansted and it made no sense for him to return to Dar es Salaam only to arrange another trip to Europe. So he travelled direct to Rome. No other passengers remained behind despite wide-spread reports to the contrary.

Motive of the Hijackers
From the accounts of the many people who established contact with the hijackers and especially those who negotiated with them, there appear to be only two consistent themes in their demands. The first one is that of wanting President Nyerere to resign. The reasons they gave were incoherent, confused, even laughable e.g. the entire original charge of "fascism" advanced by the leader of the hijackers: The second one is derived from the way the hijackers acted. Why did they bring along their families? Did they expect that after carrying out the hijack the British authorities would allow them or their families to remain in the U.K.? Whatever they might have thought, the result did not warrant the methods and it is regrettable that some commentators should lay blame on anything else but wrong-doing.

Accomplices in Tanzania

The leader claimed a membership of some 3,000 young men and women of an alleged movement which he variously described as the "Tanzania Youth Democracy Movement" or the "Tanzania youth Revolutionary Movement". Investigations carried out both during and after the incident have revealed no such movement. Instead they have led to the arrest of four accomplices in Tanzania. These have now been brought before a court to answer a charge of conspiracy.
Casualties
There was only one casualty throughout the ordeal, which lasted for 36 hours between Mwanza and Stansted – that of the First Officer who was shot by the leader of the hijackers in circumstances which suggest carelessness.

Release of Hostages
The whole strategy of handling the hijackers was to buy time without giving in to their demands. As part of this strategy the negotiations were intended to talk them into submission. By the end of the first round of negotiations involving the High Commissioner on Saturday night and Sunday morning the strategy was already paying off. The hijackers were already showing signs of fatigue and it was quite apparent that they could not hold out for much longer. That, at any rate, was the impression they gave the negotiators. For example, by about 2.00 a.m. on Sunday morning they were too tired to open the aircraft door to receive the food and water they had been clamouring for. Thus it was no surprise when they gave in and released the first seven hostages some moments before Kambona came on the scene. Soon after all the rest were released.

Trial
The five are facing trial in the U.K. in accordance with the law here. Despite press speculation, Tanzania is quite happy to see the law take its course and has made no attempt to seek the extradition of the five to Tanzania.
