One of the measure in financing the deficit of the budget is to minimize the unnecessary consumptions. As a country which is facing budget deficit,is needed to minimize the un necessary consumption such as purchases of luxury cars,reduction of unnesessary journeys especially those of outside of the country. This measure is for the short term. But for the long term,as a country is needed to ensure that we increase productivity,increase tax collection. And there are other measures.

As i come to your other question concerning with transition of Tz from Command economy to markety economy. First of all u should understand that there is no a country in this world which is 100% market economy.
Some of the problems which is facing our country are such as;
1. Price control; Govt can not control the price in order to favour its citizens.
