Coastal Development Company Limited (hereafter known as CDL or the Master
Developer) is considering the opportunity to develop an integrated waterfront real estate
project in Dar es Salaam, Tanzania. CDL has explored alternative site options and has
identified the reclamation as the best option for the development of some 217 hectares
of prime city real estate, including waterfrontage known as the Salama Waterfront.
This new development anticipated to contain several activities and different land uses
like residential accommodation, commercial office space, hotel accommodation, sports
and recreational facilities, retail and entertainment, and related infrastructure.
CDL has also identified the requirement to support the economic and social
development of Tanzania and has placed emphasis on the inclusion of facilities and
infrastructure that form part of Urban Development Plans for Dar es Salaam and the
National Tourism Strategy for Tanzania.
The objective of the study for the Msc. Infrastructure Planning is in two folds. First is to
explore the urban planning and, secondly the analysis of the incorporated transport
infrastructure in this new town. In the thesis, special consideration has been given to
economic, social and environmental parameters. Cross-cutting issues like Investment,
community participation and decision making, land tenure and ownership have been
brought on board.
Methods used in conducting the study is an in-depth exploration of the urban planning of
the new city in accordance with the scope; i.e. the case study. Furthermore, literature
research on Waterfront developments and interview with various Government Ministries,
the developer and the local community has been carried out.
After the critical analysis of the new town according to the set vision, the results were
compared with the Tanzanian town planning rules, parking regulation and other several
laws and acts governing the whole development of this new town.
