Tanzania's Albino Society has accused the government of turning a blind eye to the killing of albinos, after four deaths in the past three months.

An albino spokesman said there was a belief that the condition was the result of a curse put on the family.

Some witch-doctors also say they can use albino body parts in a potion to make people rich.

A teacher in the northern town of Arusha has been arrested for killing his own child, who was albino.

As well as the four killings, the body of an albino has also been exhumed. It was found with its limbs cut off.

The BBC's Vicky Ntetma in Dar es Salaam says there is now fear in the albino community there.

Christopher Dadenekeye from the TAS said the witch-doctors must also be arrested.

Some people in Tanzania think albinos are a kind of ghost-like creature.

"We need to clear out all these beliefs," Mr Dadenekeye said.

There are some 270,000 albinos among Tanzania's population of some 35 million.

Old women with red eyes have been killed in parts of Tanzania in the past, after being accused of witchcraft but our correspondent says this is the first time that albinos have been targeted in ritual killings.

TAS also wants more help for albinos and says the condition should be treated as a disability.

Akizungumza katika maadhimisho ya Siku ya Amani Kimataifa ya Albino jana jijini Dar es Salaam, Rais wa Chama cha Albino Tanzania (Tas), Joseph Tona, alisema kauli hiyo imetokana na ongezeko la idadi ya mauaji dhidi yao.

Kadhalika, takwimu za kutoka mwaka 2006 zinaonyesha kuwa Albino 74 wameshauawa kikatili, huku 56 wakinusurika kifo, na kati yao 11 wameongezewa ulemavu mwingine wa kudumu.

"Tunaadhimisha siku ya amani Tanzania, lakini hatuna amani kabisa, wenzenu tunakatwa viungo na kuuawa kama kuku bila huruma, kingine cha ajabu makaburi 18 ya albino wenzetu yamefukuliwa na miili yao imetolewa, picha hii inaashiria nini?" alihoji Tona.

Alisema hofu hiyo imesababisha maziko yao kutokuwa na heshima kama wengine kutokana na baadhi ya familia kuwazika wapendwa wao kwa siri na wengine ndani ya nyumba, au kuweka zege nzito katika makaburi kuzuia ufukuaji wa miili yao.

Alisema licha ya serikali kuweka vikosi kazi katika kudhibiti mauaji hayo, bado haisaidii kitu kutokana na baadhi ya polisi na maofisa kuwa miongoni mwa vinara wa kupokea rushwa.

Kwa mujibu wa Tona, matukio zaidi ya 120 ni kesi za mauji ya albino, kati yake 11 ndiyo yaliyofikishwa Mahakama, ambapo kati ya hizo kesi tano tu zimeweza kutolewa hukumu hadi sasa.

Akitoa ushuhuda mmoja kati ya waathirika ambaye mikono yake miwili imekatwa, Mariam Stanford, mkazi wa Ngara, mkoani Kagera, aliwataka wauaji wa albino wanyongwe hadharani ili iwe fundisho kwa wengine wenye tabia kama hizo.

"Japokuwa Tanzania inasifika ndani na nje kama kisiwa cha amani, tafsiri hiyo ni kinyume kwani ni miongoni mwa nchi zinazoongoza kwa mauaji ya kikatili, hivyo mwito wangu kwa viongozi wa dini tumieni midomo yenu kupinga hali hii kwa sababu na sisi tumeumbwa na Mungu na tunastahili kuisha kama wengine," alisema Miriam.

Mkurugenzi wa Shirika la Under The Same Sun, Vicky Ntetema, aliishauri serikali kupitia vikosi kazi vilivyochukua jukumu la kuchunguza mauaji na ukatwaji wa viungo kwa albino, kutangaza matokeo kwa umma ili wahusika wachukuliwe hatua za kisheria.

Pia, iuelezee umma matokeo ya kura za siri zilizopigwa katika mikoa tangu mwaka 2009 hadi sasa zibainishwe wazi kwani nyingi zimeonyesha waganga wa jadi kutumiwa na na viongozi wa kubwa katika kuwania nyadhfa mbalimbali serikalini.

Kutokana na hofu hiyo, ameitaka serikali kurejea mkakati wa mwaka 2009 uliotolewa na Waziri Mkuu Mizengo Pinda, ili kupiga marufuku leseni za waganga wa kienyeji na wale wa jadi.

Waziri wa Afya na Ustawi wa Jamii, Dk. Seif Rashid, alizitaka taasisi zilizopewa jukumu la kusimamia vitendo hivyo vya kikatili dhidi ya walemavu hususani albino kutekeleza majukumu waliyopewa kisheria kwa uadilifu mkubwa jamii ya Watanzania ione haki inatendeka ili kudumisha amani ya nchi.

Waziri Mkuu mstaafu, Frederick Sumaye (pichani), amesema serikali imeshindwa kutekeleza wajibu wake wa kudhibiti na kupambana na vitendo vya mauaji vinavyofanywa dhidi ya watu wenye ulemavu wa ngozi (albino) na hivyo kusababisha kukithiri.

Akizungumza jijini Mwanza juzi wakati wa uzinduzi wa albamu ya watoto ya Kanisa la EAGT Lumala mpya, Sumaye alisema vitendo vya baadhi ya watu kuwanyakua watoto wenye ulemavu wa ngozi na kuwaua, vinasikitisha, kwani vinakiuka haki za binadamu.

Alisema serikali kutochukua hatua mwafaka dhidi ya vitendo hivyo, kunalisababishia taifa aibu, hasa pale inapoonekana baadhi ya wahusika kutumia viungo vya albino kutafuta madaraka au utajiri.

Hivyo, aliishauri serikali na vyombo vya usalama kuchukua hatua zaidi ili kukabiliana na vitendo hivyo.

"Haiwezi kuingia akilini eti viungo vya binadamu, hasa albino vinasaidia kupata umaarufu wa uongozi ama madaraka. Kama ni hivyo, kwanini usitumie kiungo chako ili ufaidike na utajiri huo," alisema Sumaye.

Alisema fedha zinazotolewa na baadhi ya watu katika kipindi hiki cha kuelekea uchaguzi mkuu zinatokana na ubadhirifu wa mali za umma na kuwatahadharisha viongozi wanaosimamia michakato ya uchaguzi kutenda haki kwa wagombea na wapigakura ili kuepukana na machafuko kama yanavyotokea kwa baadhi ya nchi barani Afrika

Serikali yakiri ni jambo la aibu, Wabunge waitaka ichukue hatua za dhati kuzuia mauaji kwa wenye ulemavu.

Dodoma. Waziri Mkuu, Mizengo Pinda amesema kuwa suala la mauaji ya watu wenye ulemavu wa ngozi hapa ni aibu kubwa kwa nchi hivyo jamii nzima iangalie jinsi gani watu hao wanalindwa.

Pinda alisema hayo juzi Dodoma alipokuwa akifungua semina iliyoandaliwa na UNDP kwa wabunge kuhusu watu wenye ulemavu wa ngozi nchini.

Alisema mfumo wa watu wenye ulemavu wa ngozi katika elimu ni tofauti na watu wanavyofikiri kwa kuwa kama wakifundishwa kama wengine hawawezi kufika popote.

"Wana tatizo la kuona ukiancha tatizo la ngozi, hivyo ni muhimu wakaangaliwa vizuri," alisema Pinda.

Kwa upande wake Spika wa Bunge, Anne Makinda alisema ni muhimu wabunge wakaelewa tatizo la watu hao ili waweze kuwaangalia katika majimbo yao na hata kuwafikiria katika bajeti wanazozipitisha.

"Ni muhimu utaratibu wetu wa bajeti tukawafikiria hawa kwa kuwa mimi binafsi kuna mambo wamenieleza ambayo mnapaswa kuyajua," alisema Makinda.

Alisema ni muhimu wakafikiria kutunga sheria za kuwalinda watu wenye ulemavu huo ili waweze kulindwa na sheria hiyo.

Akijadili suala hilo, Mbunge wa Kisarawe (CCM), Selemani Jafo alisema ni muhimu Bunge likapitisha sheria ya kuondoa kodi kwenye vifaa na dawa za kuwakinga walemavu wote.

"Pia Hospitali ya Ocean Road isaidiwe ili iweze kuwasaidia hawa walemavu," alisema Jafo.
Mbunge wa Busega (CCM), Dk Titus Kamani alishauri halmashauri zote nchini kuweka mazingira maalumu kwa ajili ya kuwahudumia watoto wenye ulemavu huo na kuwapa dawa.

Mbunge wa Nkasi Kaskazini (CCM), Ally Keissy alisema kuwa Serikali ndiyo inachangia watu wenye ulemavu wa ngozi kuuawa kwa kuwa inawalinda waganga wa jadi.

Mbunge wa Mpanda Mjini(Chadema), Said Arfi aliitaka Serikali iwawekee utaratibu maalumu wa kuwafikisha hospitalini na kuwapatia matibabu watu hao.

Albinism is a non-contagious, genetically inherited disorder, affecting about 1 in 20,000 men and women around the world, regardless of ethnicity and geographical location. Sufferers are afflicted by a congenital absence of melanin, a pigmentation defect in the hair, skin and eyes that causes vulnerability to sun exposure and bright light. Many have very poor vision as a consequence and in tropical countries especially they can be vulnerable to skin cancers if unprotected from the sun.

What albinism is absolutely not, is an indication that the afflicted person is any way invested with magical powers.

Though it might seem absurdly obvious, the point is worth stating so starkly because in parts of sub-Saharan Africa especially, albinos have traditionally faced discrimination and prejudice - innocent victims of a still widespread belief that the condition is in some way associated with the supernatural. To some, a white-skinned African person is seen as a kind of phantom or ghost, who rather than die will dissolve or disappear with the wind and rain. As a result, in some communities, albinos have been feared, shunned and socially marginalised.

Over the last five years in Tanzania, however, the situation has become much, much worse, with albinos increasingly subjected to murder and mutilation because of a completely spurious myth that albino body parts are effective in witchcraft rituals. Despite international outrage and repeated attempts by the Tanzanian government to stamp out this truly appalling practice, since it first came to light many albinos have been hunted down and attacked purely for their limbs and organs. Indeed the incidents seem to be increasing. Since 2008, at least 62 albinos have been killed in Tanzania, 16 have been violently assaulted and had their limbs amputated and the bodies of 12 albinos have been exhumed from graves and dismembered.

Against this background, it is perhaps not surprising that estimates of the numbers of albinos in Tanzania vary significantly. Officially there are around 5,000 registered, but the country's Albino Association says the real number is in excess of 150,000. They say that many albinos are still kept hidden by their families because of the stigma some associate with the condition or because of fear that they might be attacked.

In this remarkable episode of Africa Investigates, Tanzanian journalist Richard Mgamba, albino community representative Isaack Timothy and Ghanaian investigative journalist Anas Aremeyaw Anas set out to discover what lies behind these sickening attacks and to uncover and confront some of those behind the grotesque trade in body parts for witchcraft rituals.

In the process they meet two albino children, victims of vicious assaults that occurred in the weeks the film was being made. One of them is a 12-year-old boy who had part of his hand cut off, allegedly with the connivance of his father who is now in police custody and awaiting trial. The other is a 16-year-old girl whose left arm was hacked off by a stranger with a machete.

But Anas, who goes undercover in the guise of a businessman seeking to get rich, also comes face to face with a witchdoctor who tries to sell him a potion containing ground up albino body parts. Not surprisingly, when the offer is made, Anas makes his abhorrence very plain.

Right from the start of this film, viewers may find some of the images disturbing.

Tanzania's albinos are being 'hunted down like animals' as greed for money and influence drives families to turn on their own loved ones in a trade allegedly fuelled by some of the country's most powerful people.

It is believed albino body parts will bring a person wealth, or luck - and for that, people are willing to pay as much as $3,000 or $4,000 for a limb, or as much as $75,000 - about £50,000 - for the 'full set', a whole body.

People with albinism are regularly attacked by people who chop their limbs off - an act which either leaves them severely mutilated, or dead.

Albinism, a hereditary genetic condition which causes a total absence of pigmentation in the skin, hair and eyes, affects one Tanzanian in 1,400, often as a result of inbreeding in remote and rural communities, experts say.

In the West, it affects just one person in 20,000.

Since people began collecting records of the attacks, there have been 74 killings and 59 survivors of attacks. Even the dead are not safe: 16 graves have been robbed.

And these are only the recorded cases.

The most recent case saw four-year-old Pendo Emmanuelle Nundi abducted from her home in December.

Her father and uncle were both arrested in connection with her disappearance, but - despite rewards offered of £1,130 and promises of swift action from the police - she has not been found.

Charities working in the area do not hold out much hope she will be returned safely, but - listening to survivors' stories - it is likely her end is, or will be brutal.

Mwigulu Matonange was just 10 when he was attacked by two men as he walked home from school with a friend.

They chopped off his left arm, before disappearing back into the jungle with their 'prize'.

'I was held down like a goat about to be slaughtered,' he told IPP Media after the February 2014 attack.

In Mwigulu's case, the two men were strangers: he had never seen them before.

But it is understood suspicion turned on Pendo's father after he took half-an-hour to report her abduction, despite there being neighbours who could have helped as soon as she was taken.

Who is my enemy? Josephat Torner, a campaigner for albino rights who works with charity Standing Voice, says family members have been involved in planning attacks against people with albinism.

It is not just parents. A 38-year-old woman with albinism was attacked with machetes by her husband and four other men while she was sleeping in February 2013, according to a UN report.

Her eight-year-old daughter watched her father leave the bedroom carrying her mother's arm.

Those living with albinism in Tanzania fear the lure of making a couple of hundred dollars - three times the minimum wage earned in the country - is placing them in danger, even from their own families.

'Now we can see the parents who are involved in planning the attacks. What kind of war are we fighting if parents and family do this? Who can we trust?' Josephat Torner, who campaigns for albino rights, asked.

'You do not know who is your enemy.'

Josephat, who himself is albino, added: 'People with the albinism are being hunted and killed for our body parts. It is because people want to become rich.

'We are still living in danger. It is because people, they have different ideas. Some people, they are thinking they should get our body parts and sell to different places.

'The question is, why? Why now? And who is behind the killings?'

Exactly who remains unknown.


"What kind of war are we fighting if parents and family do this? Who can we trust? You do not know who is your enemy" Josephat Torner, albino campaigner.

But Josephat - who has received death threats for his work, and was attacked in 2012 - said: 'The big fishes are behind the issue. It has been really a big discussion. If I say big fish, or big people, it is those who have enough resources, enough money.

'People sell the body parts for high prices. So it is not really small fish behind it.

'It could be politicians. It could be those people.'

Josephat's theory is backed up by Peter Ash, a Canadian who set up the charity Under the Same Sun in 2009.

'In a country like Tanzania, which is the 25th poorest in the world, the only people with that kind of cash are politicians or wealthy businessman,' he said.

But whoever they are, those buying the witch doctors' wares are clearly powerful.

Only 10 people have ever been brought to trial for their part in albino attacks or murders - but not one of them was a 'buyer'.

'The only people who have been convicted are the witch doctors and the hired killers,' said Peter.

'But they would never name the customer - even when the witch doctor is given the death sentence. Never has a customer been named.'

There are, campaigners know, times when more albino attacks take place. And they know, with the general election coming up in October, now is one of the most dangerous times to be an albino.

The UN warned political campaigners were turning to witch doctors to help them win election back in August.

Josephat added: 'This year we are going to have an election. Since last year, we have been seeing attacks and killings.'

Already, there has been a noticeable increase.

Over the course of just 11 days last year, there were three attacks and two attempted attacks on people with albinism in Tanzania.

One man, thought to be in his early 20s, was found lying dead, his body mutilated, in the grass by some schoolchildren in a suburb of Dar Es Salaam.

The next day, a mother-of-seven was attacked in the Tabora region of Tanzania, losing her arm.

A few days before, 15-year-old Pendo Sengerema was attacked as she ate dinner at home with her family.

They hacked off her right arm just below the elbow, before running off into the dark.

According to Under the Same Sun, a witch doctor had received an order from a wealthy client indicating that if Pendo's arm could be provided, it would garner a price of $600.

The attack left Pendo terrified, begging to be sent away from her village.

'I am asking the police to move me to a safer place and protect me because bad men might come back to kill me,' she pleaded.

These 'safer places' are the centres set up around the country, where large number of people with albinism are living behind high walls for their own protection.

The camps were established after the first high profile waves of attacks, a knee-jerk response to a terrifying situation.

'It was supposed to be a short term solution,' Peter said. 'But there was no long term plan.'

Years later, they still exist - and now are not just for children: adults are kept behind the camps' high walls as well.

'Children who are there, they are living there maybe for seven years without going back to their families,' said Josephat.

'At the end of the day, families or communities do not want to allow them to go back. These children are growing up without any parental care.'

'If you ask the community why now are they forcing their children to the camps, they are saying it is where they belong. But we are not for the camps: we are for the community.'

But the government now appears to be taking action: after widespread criticism of its reaction to Pendo's abduction, it moved to outlaw the witch doctors behind the killings.

They have not banned traditional healers who use herbs, however.

'These so-called witches bear responsibility for the attacks against albinos,' interior ministry spokesman Isaac Nantanga said.

But as to whether it will make a difference for those living in fear for their lives remains to be seen.

Harry Freeland, who spent seven years following Josephat and other Tanzanian albinos for his documentary In the Shadow of the Sun, was cautious.

'Really, we can't jump to conclusions,' he said. 'It means nothing until we can see tangible results.

'There is hope for strong action. But we have heard statements like this before.'

Peter is less confident, pointing back to 2009, when President Jakaya Kikwete declared he was outlawing witch doctors.

But the sweeping statement sparked a backlash in a country where many people still rely on traditional medicines, and the new law was quietly ditched.

But this time, the government is also putting an emphasis on education.

Josephat hopes Tanzania's albinos will one day be able to 'live like other people'

That's something Josephat has been doing for years: risking his life to go into remote villages to explain to people they are not ghosts, but human beings whose bodies will not bring luck.

He hopes to reach more people now, with the help of Harry's documentary.

And he hopes, eventually, that he will no longer have to leave his family behind in Dar es Salaam while he travels across the country.

In the meantime, he will continue to campaigning and trying to raise awareness.

'Why are we being threatened in our own country, because of our colour?' he asked.

'We are living like refugees in our own country because of our skin colour.

'We are being judged for our colour. We are being punished.

'What we are demanding is a right to life. This should be fundamental, but we are being denied it.'

'I want to live like other people, the way they live.'

mabalozi 12 wa umoja wa ulaya (eu), nchini wamemtumia waziri mkuu, mizengo pinda barua ya wazi wakimtaka kuchukua hatua stahiki kwa watu waliofanya mauaji ya albino wilayani bariadi, mkoani simiyu.

"tumesikitishwa na mauaji ya kikatili ya albino munghu lugata yaliyotokea mei 12, 2014 wilayani bariadi," ilieleza sehemu ya barua hiyo iliyosainiwa na mabalozi 12 wa nchi wanachama wa eu tanzania, wakiongozwa na balozi wa umoja huo nchini, filiberto sebregondi.

Mabalozi wengine waliosaini barua hiyo ni dianna melrose wa uingereza, koenraad adam wa ubeligiji, johnny flento wa denmark, sinikka antila wa finland, marcel escure wa ufaransa, fionnuala gilsenan wa ireland, luigi scotto wa italia, jaap frederiks wa uholanzi, luis manuel cuesta civis wa uhispania, lennarth hjelmaker wa sweden na kaimu balozi wa ujerumani, hans koeppel.

Katika tukio hilo linalohusishwa na ushirikina, watu wasiofahamika walimuua lugata na mwili wake ulikutwa nje ya nyumba yake ukiwa umejeruhiwa vibaya.

Barua hiyo ilisema kuwa pinda amekuwa mstari wa mbele kupambana na vitendo hivyo, bila shaka atahamasisha mamlaka za chini yake kuchukua hatua za kisheria.

"tunakuomba kwa mara nyingine kuhamasisha mamlaka zako kutokomeza vitendo hivi vya kikatili kwa kuhakikisha havijirudii tena na kufanya uchunguzi makini na kuwafungulia mashtaka wale wote waliohusika," ilisema.

Kwa mujibu wa barua hiyo, lugata ni albino wa 73 kuuawa nchini tangu mwaka 2000 na wa kwanza kwa mwaka 2014.

Katika barua hiyo ambayo pia ilithibitishwa na mkuu wa idara ya siasa, habari na mawasiliano ya eu, tom vens, mabalozi hao 12 wanafahamu fika kuwa waganga wawili wa jadi wanahusika katika mauaji hayo.

Wakati huohuo; ubalozi wa uingereza nchini umezungumzia suala la uchunguzi wa uchotaji wa zaidi ya sh200 bilioni katika akaunti ya escrow ndani ya benki kuu ya tanzania (bot), ukisisitiza kuwa suala hilo lishughulikiwe ipasavyo na wahusika kuchukuliwa hatua za kisheria.

Pia ubalozi huo umekanusha madai ya balozi wake nchini kuhusika katika mkakati wa kujaribu kukwamisha bajeti ya wizara ya nishati na madini.

Taarifa ya ubalozi huo iliyotolewa jana, ilieleza kwamba unafuatilia kwa karibu kuhusu taarifa za ubadhirifu uliofanywa kupitia kampuni ya iptl, ikihusisha akaunti ya escrow na bot, lakini hauna sababu ya kuingilia kukwamisha bajeti ya wizara ya madini kama ilivyotajwa na baadhi ya vyombo vya habari.

Hivi kwa nini mkubwa au polisi yanapowapata wahusika mara moja wanapatikana? Hii inaonyesha panapokuwa na nia mapolisi wetu wanakuwa effective. Sasa kweli wanashindwa kweli kuwapata hawa wauaji? Au na wao wanaimani zilezile zinazopelekea wale walio tofauti kidogo (bibi vizee wenye macho mekundu au upungufu wa akili, watoto wenye ulemavu n.k) kuonekana kuwa ni halali kuwafanyia lolote?

Hfofu yangu nikuwa Watanzania bado wanachukulia ndugu zetu Albino kama "zeruzeru" na hivyo kuwaona kama nusu binadamu au watu wa ajabu ambao wanaleta "balaa" au mkosi. Na kama ingetokea kuwa wanauawa ni wagonjwa wa Ukimwi kwa sababu za kishirikina nadhani labda kungekuwa na zaidi ya kelele.

Karibu maalbino 70 wameshauawa hadi sasa! Sijui hadi wangapi ndipo tutambua kuwa hili halivumiliki na Polisi kuongeza kibarua. Hata hivyo msishangae mapolisi wataenda kujazana Butiama kutoa ulinzi wakati maili chache kutoka huko maalbino wanauawa na jamaa walivyowahuni wanaweza kuwaua huko huko Butiama!

zeruzeru ni neno ambalo ni derogatory kwa sababu ndani yake linabeba kumbukumbu ya kinyanyasaji. Ndio maana wao wenyewe wanapendwa kuitwa jina rasmi la maalbino. Sababu ambayo inahisiwa ni kuwa wanauawa kwa sababu wale wanaowaua wanaamini kuwa kwa kufanya hivyo wanajiondolea mikosi na kujiletea mafanikio ya kibiashara.

So, hawauawi kwa sababu ni tofauti bali kwa sababu za kishirikina kuwa kumuua albino (ambaye anaonekana ni mkosi) kunaweza kumletea mtu baraka na mafanikio.

Hata hivyo, kwa upande wangu naamini kuna watu/mtu ambaye ni serial killer na anachagua maalbino!!

ila ndio hivyo tena, treatment ya hawa watu ktk jamii yetu si nzuri. nakumbuka nikiwa form three, uncle yangu na wenzake ktk chama chao cha albinos walifanya mkutano mkoa ambao nilikuwa nasoma...so baada ya mkutano yeye na wenzake kama wanne wakaja kunitembelea, basi ilikuwa balaa na sita sahau kilichonitokea baada ya wao kuondoka(wote walimu na wanafunzi..hovyo sana)!!. nilidhani mambo yamebadilika na kuwa mazuri, kumbe ndio kwanza yamezidi kuharibika!

I wonder kile chama chao kimefanya nini juu ya tatizo hili!!? I can't imagine, ati family member anauwa kwasababu tu yeye ni albino.....sad!

kwanini MKJJ, kwa kutumia KLH news ufanye mahojiano na jamaa wa chama cha ma-albino Tanzania iliku-expose hili suala zaidi?? kuna jamaa mmoja alikuwa lecturer pale IDM-Mzumbe na kama sikosei alikuwa ni mwenyekiti wao..anaweza kuwa candidate mzuri kuongea nae au naweza kukupa kama unataka contacts za uncle yangu ambae pia ni official wa hicho chama.......otherwise hili si suala dogo!!.

Swali kubwa ambalo nadhani sisi kama jamii hatuna kukabiliana nalo ni jinsi gani tunaweza kuielimisha jamii zaidi (nilitarajia kungekuwa na matangazo) kuhusu hali hii na haki ya kila Mtanzania kuthaminiwa utu wake.

Na bado hatujaonesha mshikamano na ndugu zetu hawa kiasi kwamba tumeliacha jambo hili kuwa ni jambo la familia husika na imefikia mahali kuwa watu wanawaficha watoto au ndugu zao ambao ni maalbino.

Posted Dec. 18, 2007 (BBC)– Albinos in the east African nation of Tanzania say that their government is failing to act as they are being killed amid rampant superstitions.


The Albino Society reports at least four albino deaths in the past three months, sparked by rumors that the condition is a result of a curse put on the family, the BBC News reports.

Adding to the horror of such beliefs is the claim of some witch-doctors that they can use albino body parts to make people rich. In the northern town of Arusha, the BBC reports, a teacher has been arrested for killing his own albino child.

In addition to the four killings, the news agency says, the exhumed body of one albino was found with the limbs cut off.

Some Tanzanians see albinos as ghost-like creatures.

As fear in the albino community escalates, the Society’s Christopher Dadenekeye is demanding that the witch-doctors be arrested. "We need to clear out all these beliefs," Mr Dadenekeye told the BBC. Old women with red eyes have been killed in parts of Tanzania in the past, after being accused of witchcraft, but this reportedly is the first time that albinos have been targeted in ritual killings, BBC says.

There are some 270,000 albinos among Tanzania's population of some 35 million.

PERSECUTION of albinos on witchcraft beliefs is continuing unabated in various parts of the country despite a pledge by the government to address the situation.

More than 20 albinos have been killed in recent months reportedly by people who believe they can become rich through albino body organs. The spate of such indiscreet killings has created great fear among the albino community countrywide.

The Chairman of Tanzania Albinos Society (TAS), Mr Ernest Kimaya, blames the government for not taking necessary measures to curb the situation.

As we join other righteous people in condemning the killings of these innocent civilians, we totally agree with the TAS chairman that the government is not doing enough to address this problem.

In one of the most horrifying incidents recently, an albino child was found dead in Mbeya with some body organs missing. This suggests that people behind such brutal killings are witch-doctors and their insensible clients who think they can become rich and prosperous through such barbaric acts.

The government must act now by launching a massive crackdown against witch-doctors and other people who are said to be behind such killings so that they can face the long arm of the law.

We share the concern expressed by the TAS chairman that police authorities have been discouraging efforts to curb the situation by setting free suspects of albino killings on the basis of lack of evidence.

If it?s true that no individual accused of albino killings has been prosecuted, as asserted by the TAS chairman, then something is seriously amiss. In this case we think the government should order a review of all cases related to brutal killings to ensure that justice is done.

The government must also work together with the albinos’ society to clear out beliefs that albinos were a kind of ghost-like creatures whose limbs could be used to make people rich. We must all understand that these are human beings who must not be treated like outcasts from birth and therefore shunned by society.

To begin with, authorities concerned should work on a set of proposals sent to the Ministry of Health and Social Welfare on how to deal with the situation.

WAZIRI Mkuu, Mizengo Pinda, amechukua watoto wanne wenye ulemavu wa ngozi (albino) kutoka katika familia tofauti hapa nchini na anaishi nao nyumbani kwake, Raia Mwema limebaini.

Watoto hao sasa wanasoma katika shule mbalimbali jijini Dar es Salaam na Pinda amechukua jukumu la kuwagharamia kila kitu katika maisha yao.

Mwandishi wa Habari wa Waziri Mkuu, Irene Bwire, alilithibitishia gazeti hili kwa njia ya simu jana kwamba Pinda anaishi na watoto wanne nyumbani kwake wenye ulemavu wa ngozi na kati yao wasichana ni watatu na mvulana ni mmoja.

"Ni kweli kwamba Waziri Mkuu ameamua kujitolea kulea watoto hawa ili kuweza kuwalinda na matatizo waliyokumbana nayo huko walikokuwa wakiishi na pia kuwasaidia kupata elimu na matunzo bora zaidi.

"Anaishi nao vizuri kama anavyoishi na watoto na wajukuu zake. Ukienda nyumbani kwake huwezi kuona tofauti zaidi ya hiyo ya kawaida ya kwamba hawa wana huo ulemavu unaoonekana.

"Mke wa Waziri Mkuu, Tunu Pinda, ndiye mlezi wao pale nyumbani na yeye na mumewe wana mapenzi ya dhati kwa watoto hawa wenye ulemavu," alisema Bwire.

Katika miaka ya karibuni, Tanzania imekuwa ikipata sifa mbaya kutokana na vitendo vya mauaji dhidi ya maalbino, na hatua hii ya Waziri Mkuu imepokewa vizuri katika jamii ya maalbino nchini na katika jumuiya ya kimataifa.

Akizungumza na Raia Mwema kuhusu hatua hii ya Waziri Mkuu, Meneja Uendeshaji wa Taasisi ya Under The Same Sun (UTSS), Gamariel Mboya, alisema hatua hiyo inafaa kupongezwa na viongozi wengine wanapaswa kuiga.

Taasisi hiyo inafanya kazi ya utetezi wa masuala ya watu wenye ulemavu wa ngozi duniani kote na Mboya alisema alichofanya Pinda ni msaada mkubwa kwa watoto hao.

"Hakuna silaha kubwa ya kusaidia kupambana na ukatili huu dhidi ya maalbino kama kuwawezesha kupata elimu na maisha bora kama wanayopata watoto wengine.

"Kubwa zaidi, watoto hawa sasa wamepata mtu anayeweza kuwalinda na kuwatunza dhidi ya matukio mabaya ambayo wangekumbana nayo huko walikokuwa.

"Tunafahamu kwamba zaidi ya watoto hao anaoishi nao nyumbani kwake, kuna watoto wengine wenye ulemavu wa ngozi ambao anawasomesha," alisema Mboya.

Hata hivyo, Mboya alisema yapo maeneo mengine mbalimbali ambayo viongozi wengine na serikali wanaweza kusaidia tofauti na anavyofanya Pinda.

Kwa mfano, alisema serikali haitengi bajeti ya kutosha katika Wizara ya Afya kusaidia kuboresha afya za watoto wenye ulemavu wa ngozi, huku akieleza kwamba hakuna kiongozi wa serikali aliyewahi kusaidia kiwanda cha kuzalisha mafuta ya maalbino kilichopo Moshi mkoani Kilimanjaro.

Miaka mitatu iliyopita, Pinda alitawala katika vyombo vya habari baada ya kulia bungeni wakati akielezea kusikitishwa kwake na mauaji yaliyokuwa yakifanywa dhidi ya watu wenye ulemavu wa ngozi hapa nchini.

Tunawaogopa na kowatenga halafu tunaamini kuwa wana uhusiano na nguvu za kiza. Wanapouawa ndani yetu tunawaelewa wanaotenda hivyo maana tunaona imani zao zina mantik fulani. Kwa vile tumewatenga, vifo vyao havitugusi kwa hiyo hakuna outcry yeyote kuhusu ishu nzima. Wauaji wako miongoni mwetu na bila shaka wanajulikana. Kwa nini hawakamatwi?

Hilo ndilo swali bila ya shaka sehemu ya swali lako inabeba jibu pia. Kuwa labda tunawaogopa wale wenye imani za kishirikina kuwa tukiwafuatilia hawa basi na sisi "yanaweza kutukuta". Kwa sababu hadi hivi sasa inashangaza kuwa hakuna mtu hata mmoja aliyetiwa pingu kwa mauaji haya. Hivi hadi mtoto wa nani ambaye ni albino auawe ndipo watakapojua kuwa mauaji haya hayaondoki kwa kuyakemea kama mtu akemeavyo mapepo?

Viongozi wa upelelezi lazima wawajibike kwani wameshindwa kazi ya kuwakamata wauaji hawa,haya mambo hayakuanza jana na juzi ni miaka mingi tu biashara hii imeanza.

Hii ni vita ya kufungua akili za WaTz ambao bado akili zao zipo katika enzi za mawe ,ndio hawa hawa wanaohubiriwa kuwa wakoloni watarudi katika siasa za Zanzibar uwongo mkubwa kuliko yote inayotumiwa na CCM ni kuhubiri kuwa wakoloni warabu watarudi ikiwa upinzani utaachiwa hata viongozi wa CCM wakubwa husikika wakihuri maneno haya,sasa utawambia nini wahusika wa ushirikina kuwa hakuna ukweli katika machimbo na viungo vya maalbino ,zaidi waganga wa kienyeji ndio wakukamatwa na kunyongwa kwani hawa wanawatapeli wachimbaji kwa kuwaongopea ,wakijua wanapochimba pana madini sasa huwadanganya wachimbaji kuwa ukileta viungo vya maalbino na ukaniwachia ka milioni moja basi ukichimba baada ya siku saba utapata madini.
Viongozi wa upelelezi lazima wawajibike kwani wameshindwa kazi ya kuwakamata wauaji hawa,haya mambo hayakuanza jana na juzi ni miaka mingi tu biashara hii imeanza.
hapa umeuliza swali la msingi kweli, hivi wazungu wanatambikiaga wapi hadi wapate mafanikio? Na hata weusi wengine waliofanikiwa waliua maalbino wangapi? Hii inanikumbusha mojawapo ya myths za kule kwetu Makete ambapo kuna tetesi kuwa kwa Mkinga kuweza kufanikiwa kibiashara hana budi kumtoa mtoto wake mwenyewe kafara au kumfanya awe zezeta. Na matokeo yake mtoto akipatwa na ugonjwa au vipi utakuwa hafikishwi hospitali kwa sababu inaonekana kama kafara imelipwa.

Hii imani ni pervasive katika jamii yetu ndiyo maana ni vigumu kuing'oa maana hao ambao tungetegemea watuongoze katika vita hii imani hii imewatawala.

Hatujiulizi kwa nini huyo mganga anayekwambia umtoe kafara mtoto wa mwenzio mbona hali yake nyang'anyang'a. Kwa nini yeye asitoe hiyo kafara atoke kwenye hali yake duni?
