Wadau naombeni mniwie radhi, sijui ndio maana nauliza.
Hivi, kwenye vyombo vya usafiri si lazima kuwe na vyombo vya tahadhari?, hili najua kila mtu anajua. Kwenye magari kuna mikanda, kwenye ndege kuna mikanda,life jackets na hata zingine zina parachutes.
Mimi sijawahi kupanda meli, hivyo ningeomba kuuliza wale waliopanda. Hivi wakati mmekaa kwenye viti vinakuwa na mikanda navyo? na itakuwaje kama serikali ikaamua kupitisha sheria ya vyombo vya majini kwamba kila abiria avae life jacket kabla chombo hakijang'oa nanga na abiria ambaye atakiuka masharti basi atashtakiwa?
Mimi nadhani siku nitapanda chombo cha majini, sitajali inakuwaje nitakachofanya ni kuvaa life jacket ndio nikae kwenye kiti, sitajali kama nitaonekana mshamba.
Ni hilo tu wadau

Sasa boti ina uwezo wa kubeba watu 500 imebeba zaidi ya watu 1000, hata hizo life jackets zingekuwepo si nusu tu ndio wangevaa?

Nafikiri cha kuangalia kwanza ni wakati gani wa kuvaa kifaa cha kujikinga na ajali au kuokoa maisha.
Kwa gari ni sahihi kufunga ukanda ukiwa safarini, kwa baiskeli na pikipiki ni kuvaa helmet.
Kwenye anga na majini kunavaliwa maboya ya kuokoa maisha. Katika baadhi ya boti za kasi, maboya hayo huwekwa chini ya kiti na abiria na kabla ya boti kuondoka mnafahamishwa namna ya kuvaa na kuoneshwa njia gani muelekee inapotokea ajali, yaani kuelekea kwenye vihori (boti ndogo) zilizomo ndani ya boti au meli. Kwenye boti na ndege abiria havai maboya hayo hadi pale tu inapotokea ajali.
Tatizo lipo katika hizi feri zetu (tunzoziita meli) ambazo mara nyingi huwa ni za abiria na mizigo, wakati meli hasa (za cruise), utaratibu nikama nilioueleza kwa boti za kasi; lakini katika feri zetu mambo ni shaghalabghala kwa sababu kadhaa zifuatazo:
1. Kupakia abiria (na mizigo kupita kiasi), kiasi kwamba inapotokea ajali, hakuna maboya ya kutosha kwa abiria wote.
2. Feri nyingi ni chakavu lakini huruhusiwa kufanyakazi bila ya kujali usalama wa abiria.
3. Pamoja na uchakavu wa chombo, kunakuwa na uchakavu na uchovu wa mabaharia ambao ni mabaharia jina tu, wengi wao hawana elimu ya kuwaruhusu kufanyakazi humo, bali ni marafiki na jamaa wa wamiliki au waliojiriwa kwa kujuana na rushwa.
4. Hakuna ukaguzi wa mara kwa mara wa kitaalamu wa feri hizo, badala yake rushwa ndio cheti pekee cha kuonesha kila kitukiko sawa.

USHAURI: Ikiwa huna ulazima wa kupanda vyombo vya aina hiyo, usipande kwa sababu tu ya kutaka kujaribu.
