I had the pleasure of meeting President Trump’s Senior Advisor for Africa, Massad Boulos, with whom I shared a platform during this year's Oslo Forum, in Norway. We discussed the strong and longstanding partnership between Kenya and the United States and explored r deepen cooperation in advancing peace, security, economic growth, and regional stability.We also exchanged views on regional peace and security, including the situation in Sudan, the conflict in eastern DRC, and efforts to consolidate peace and stability in South Sudan. We reaffirmed the importance of sustained diplomatic engagement, regional cooperation, and coordinated international support in advancing durable solutions to these challenges and promoting lasting peace and stability in the region

Announcement of Massad Boulos as Senior Advisor for Africa ​

The Department of State is pleased to announce the appointment of Massad Boulos as Senior Advisor for Africa. Senior Advisor Boulos also serves as Senior Advisor to the President on Arab and Middle Eastern Affairs.
Senior Advisor Boulos and Deputy Assistant Secretary of State for African Affairs Corina Sanders will travel to the Democratic Republic of the Congo, Rwanda, Kenya, and Uganda starting April 3. During the trip, Senior Advisor Boulos and the team will meet with Heads of State and business leaders to advance efforts for durable peace in eastern Democratic Republic of the Congo and to promote U.S. private sector investment in the region.

Today, around 150 mediators, parties to conflicts, and experts are gathering at this year’s Oslo Forum to discuss pathways out of today’s conflicts. Minister of Foreign Affairs Espen Barth Eide is hosting the peace mediation gathering, which Norway organizes together with the Centre for Humanitarian Dialogue.

Armed conflicts are spreading across the globe. Their impact extends far beyond the conflict zones themselves, through humanitarian crises, refugee flows, economic uncertainty, and increasing pressure on the international system.

“Few wars end with the complete victory of one side. The vast majority of wars end at the negotiating table. This is a reminder that diplomacy remains essential. What makes Norway relevant is our long-term credibility and our close contact with key states,” said Minister of Foreign Affairs Espen Barth Eide.

There were at least 65 active armed conflicts worldwide in 2025, the highest number recorded in any year since 1945. Even more concerning is the growing number of conflicts taking place between states, conflicts many believed belonged to the history books. Russia's war against ukraine is one example. Last year alone, there were eight interstate conflicts, also the highest number since the second world war.

The rising level of conflict underscores the need for peace diplomacy. This work is not only about preventing and ending wars, but also about safeguarding the international rules designed to limit human suffering when conflicts do occur.

“A lack of respect for international humanitarian law is unfortunately a defining feature of many of today’s wars and conflicts. This makes the situation even more dangerous for civilians and complicates the work of humanitarian organizations assisting those affected. When attacks on civilians, hospitals, and critical infrastructure become part of warfare, international law comes under pressure,” said Eide.

The programme at this year’s Oslo Forum covers wars and conflicts around the world, international humanitarian law in wartime, and maritime security. Dedicated sessions will focus on, among other regions, the Middle East, West Africa, Latin America, and the Horn of Africa.

Participants at this year’s Oslo Forum include Kenyan President William Ruto, foreign ministers from the Sahel, a number of high-level representatives from the Middle East, Asia, Europe, and Latin America, the United Kingdom’s National Security Adviser, and China’s special envoy for the Middle East. Representatives from the United Nations, regional organizations, and civil society will also attend. All participants bring extensive experience in peacebuilding and conflict resolution

"Vita vichache huisha kwa ushindi kamili wa upande mmoja. Vita vingi huishia kwenye meza ya mazungumzo. Hii ni ukumbusho kwamba diplomasia inabaki kuwa muhimu. Kinachofanya Norway kuwa muhimu ni uaminifu wetu wa muda mrefu na mawasiliano yetu ya karibu na mataifa muhimu," alisema Waziri wa Mambo ya Nje Espen Barth Eide.

Kulikuwa na angalau migogoro 65 ya silaha duniani kote mwaka wa 2025, idadi kubwa zaidi iliyorekodiwa katika mwaka wowote tangu 1945. Jambo la kusikitisha zaidi ni idadi inayoongezeka ya migogoro inayotokea kati ya majimbo, migogoro ambayo wengi waliamini ilikuwa ya vitabu vya historia. Vita vya Urusi dhidi ya Ukraine ni mfano mmoja. Mwaka jana pekee, kulikuwa na migogoro minane ya kati ya majimbo, ambayo pia ni idadi kubwa zaidi tangu vita vya pili vya dunia.

Kiwango kinachoongezeka cha migogoro kinasisitiza hitaji la diplomasia ya amani. Kazi hii si tu kuhusu kuzuia na kukomesha vita, bali pia kuhusu kulinda sheria za kimataifa zilizoundwa kupunguza mateso ya wanadamu wakati migogoro inapotokea.

"Kwa bahati mbaya, ukosefu wa heshima kwa sheria za kimataifa za kibinadamu ni sifa kuu ya vita na migogoro mingi ya leo. Hii inafanya hali kuwa hatari zaidi kwa raia na inazidisha kazi ya mashirika ya kibinadamu yanayowasaidia walioathiriwa. Wakati mashambulizi dhidi ya raia, hospitali, na miundombinu muhimu yanapokuwa sehemu ya vita, sheria za kimataifa zinakuwa chini ya shinikizo," alisema Eide.

Programu katika Jukwaa la Oslo la mwaka huu 2026 inashughulikia vita na migogoro kote ulimwenguni, sheria ya kimataifa ya kibinadamu wakati wa vita, na usalama wa baharini. Vikao maalum vitaangazia, miongoni mwa maeneo mengine, Mashariki ya Kati, Afrika Magharibi, Amerika Kusini, na Pembe ya Afrika.

Washiriki katika Jukwaa la Oslo 2026 mwaka huu ni pamoja na Rais wa Kenya William Ruto, mawaziri wa mambo ya nje kutoka Sahel, wawakilishi kadhaa wa ngazi ya juu kutoka Mashariki ya Kati, Asia, Ulaya, na Amerika Kusini, Mshauri wa Usalama wa Kitaifa wa Uingereza, na mjumbe maalum wa China kwa Mashariki ya Kati.
