JOB PURPOSE
The ACD-Programmes is a key member of the senior management team in Concern in Tanzania. S/he has responsibility to manage on a day-to-day basis the food security related programmes in the country and assist in the implementation and monitoring of the Country Strategic Plan for Concern in Tanzania and enhance the programming and managerial skills of key Concern staff in Tanzania. S/he deputises for the Country Director as required.
DUTIES & RESPONSIBILITIES
(including Training Role)
Programme Management
- Line manage and support the Programme Managers in line with agreed performance management procedures and practices
- Strengthen participatory programme management processes / methods, particularly the planning phase
- Support the ongoing development of participatory monitoring systems, particularly accountability downwards
- Maintain quality narrative reporting
- Co-ordinate programme evaluations, including engaging consultants in line with standard procedures
- Ensure mainstreaming of equality, HIV/AIDS and Disaster Risk Reduction into programme work
- Research, analyse and disseminate to staff relevant/new approaches, concepts and frameworks applied to poverty alleviation, as well as information on national government initiatives.
- Prepare budgets carefully to ensure that the timing and cost of planed work is accurately reflected, while taking relevant donor requirements (if any) into consideration.
- Ensure that expenditure is authorised prior to payment being made and in accordance with budget, country policies, rules and regulations.
Staff Development and Organisational Learning
- Ensure high quality line management support to all staff reporting to this position
- Develop staff skills in team management, participatory project cycle management, analytical planning etc.
- Support, advise (and source advice for) programme staff in capacity building of local organizations
- Ensure sharing of lessons and experiences between programmes
- Ensure the building of organisational capacity in advocacy
- Improve Concerns information sharing and information storage systems
- Mentor and support the individual identified to take over this post in the second year.
Networking and Representation
- Assist Concern to engage at the national level in the food security/agriculture sector, as well as ensure Concern is kept in touch with other agencies, training/academic institutions and networks that can enrich and enhance the quality of our work
- Represent Concern to government and donors as necessary and appropriate
- Undertake other responsibilities as may be reasonably requested by the Country Director.
PERSON SPECIFICATION
Essential:
- Primary degree in relevant area/discipline, e.g. agriculture/food security.
- Masters degree in relevant field.
- Knowledge of rights based approaches, objective oriented planning, equality (gender) issues, participatory methodologies and advocacy skills
- At least five years overseas experience working in agriculture/food security related programmes
- At least three years in senior programme management, including staff development/team building and financial management.
- Experience working in complex social environments
- Experience of managing substantial and complex budgets
- Experience of working in partnership and building the capacity of local government institutions and civil society organisations.
- Computer literacy
- Strong leadership skills with sensitivity in dealing with government authorities on critical issues
- Very strong staff management skills and ability to motivate others and promote accountable among staff
- Skills in delegation, time management and prioritising
- Ability and willingness to work as part of a multi-cultural team
- A sensitive and constructive approach to advising and mentoring programme staff and partners
- Excellent oral and written communication skills in English.

Desirable:
- Training in staff management as well as organisational development or similar
