Responsibilities
Under strict confidentiality, the incumbent : As Special assistant to the President,

1.Under strict confidentiality, assists and advises the President in all matters related to the functioning of the Tribunal, including diplomatic and administrative issues. Conducts research and issues opinions and background papers for the President on matters pertaining to political and administrative questions and external relations.

2.Ensures the adequate follow-up of the relations and the correspondence between the Office of the President and Government Officials, International Organizations, the Office of the Secretary-General and the Office of the Legal Counsel, the Security Council and the General Assembly.

3.Coordinates the activities between the President and the Prosecutor or Deputy-Prosecutor on matters such as the calendar of the presentation of indictments or the follow-up of judicial cases, the Registrar on matters such as the judicial calendar, the assignment of defence counsels, the Defence counsels on matters pertaining to the proceedings, the Victims and Witnesses Support Section on sensitive matters pertaining to the witnesses, the External Affairs and Strategic Planning Section on matters pertaining to press and public relations. Ensures that the instructions given by the President to the various sections of the Registry are correctly and promptly executed.

4.Receives and advises on the follow-up to be given to any incoming documents in the Office of the President. Responsible for the drafting and following-up of the correspondence (both internal and external) of the President. Provides the President with reports, memoranda and summary notes. Contributes to the preparation of the annual report of the Tribunal. Responsible for drafting the President's oral report to the General Assembly, under his direct supervision. Writes and edits speeches, articles and statements for the President.

5.Organizes the official missions of the President and, when required, assists him during his missions to advise him on various issues. Attends and participates to his official meetings with various officials and provides him advice in an expeditious manner on the various issues arising. When required, represents the President during official visits or during seminars or other meetings.

6.Recommends and advices the President on interpretation of International Criminal law and on the evaluation of evidence. 7.Recommends and advices the President on various legal, administrative and political matters related to the functioning of the Tribunal.

8.Provides also advice on matters requiring a specialized knowledge of the activities of the Tribunal to other Judges and Senior Staff of the Tribunal and persons outside the Tribunal, including Government Officials and Senior Staff of the Secretariat and of the ICTY.

9.To expeditiously and efficiently support the President in all aspects of both his legal mission and his presidential duties. To ensure the proper functioning of both the Office of the President and the judicial work of the Trial Chamber presided over by the President. To guarantee the timely issuing of decisions, orders and judgments.

10.Attends judicial proceedings and hearings in the Trial Chamber presided over by the President of the Tribunal and provides reasoned opinions in an expeditious manner to the President and to the two other Judges on the various issues arising. Continuously updates and offers legal opinions to the Judges on all pertinent developments affecting the proceedings. Reviews and evaluates all evidence presented during trials to assist the Judges thereon.

11.Attends the deliberations of the Trial Chamber, provides reasoned opinions to the three Judges on the various legal issues raised when required, takes notes of the deliberations, records the determinations of the Judges. Under the direct supervision of the Judges, prepares decisions, warrants of arrest, orders and judgments in both their English and French versions. Prepares draft decisions in a timely manner, often expeditious, based on discussions with Judges or directly, and finalizes the decisions as required by the Judges.

12.Conducts research to advise the Judges on all relevant issues for the decisions and judgments. Provides the President and the Judges with legal advice and opinions on pertinent aspects of procedural and substantive law, and on all developments of ICTR and ICTY. Ensures consistency of the decisions with the jurisprudence.

13.Manages the activities of the Trial Chamber in support capacity, in cooperation with Officers of the Registry in setting the judicial calendar, liaising with the Victims and Witnesses Support Section, contacting the parties to the hearing (Prosecutors and Defence Lawyers), managing the court documents and preparing the case files for the Judges.

14.Translates both incoming judicial documents and decisions for the Chambers, ensuring conformity both linguistically and legally in French and English. Simultaneous interpretation into both official languages of the Tribunal for the Judges, notably during deliberations between the Judges and confidential meetings with Government officials.

15.Prepares and attends plenary sessions of the Tribunal when required to provide advice and assistance to the Judges. Suggests and produces amendments to the Rules of procedure and evidence and other regulations governing the activities of the Tribunal.

16.Performs other related duties as required.

QUALIFICATIONS

Education
Advanced University degree in International Law, Criminal Law or International Relations.

Work Experience
A minimum of six (6) years of progressively responsible professional legal experience, at either the national or international level, three of which should be in a field related to international law. Knowledge of the functions of the ICTR, and in particular, the activities of the Chambers, desirable.

Languages

English and French are the working Languages of the International Criminal Tribunal for Rwanda (ICTR). For the post advertised, Fluency in written and spoken English or French. Working knowledge of the other is desirable.

Other Skills

Reporters, the incumbent shall take verbatim records of court proceedings and produce, in realtime, transcripts of court proceedings.

1. Take verbatim records of court proceedings in shorthand using a computerized stenotype machine link to a computer. Write
accurately such that machine shorthand symbols instantly appear on computer screens as text. The legal deliberations are
often very detailed and complicated, and can be quite difficult to follow.

2. Transcribe with accuracy the verbatim shorthand records using a computer-assisted transcription system. Compare original
version of transcribed notes with audio recordings to ensure completeness and accuracy of records. The transcript must
reflect exactly what transpired during the court proceeding as legal issues and people's fate are at stake.

3. Proofread transcripts for accuracy. Edit for continuity, logical arrangement, completeness and relevance of material,
readability, clarity of expression, internal consistency, as well as spelling, punctuation and grammar. Consult witnesses,
lawyers, courtroom assistants and the librarian to verify spelling of unusual names and to verify Legal Records and
Precedents quoted in the court Proceedings. Finalize and print transcripts, certifying them as official record.

4. Collate and transmit the transcripts to the Judicial Records and Archives. These transcripts form part of the official records

Languages

Catholic Relief Services seeks candidates for a Chief of Party (CoP/Tz) for the USG-funded AIDSRelief Project, based in Tanzania. CRS is the consortium lead for AIDSRelief, a $335 million program to provide increased access to antiretroviral therapy (ART) to persons with HIV/AIDS. The project is funded by the Health Resources Services Administration (HRSA), as part of the President's Emergency Plan for AIDS Relief (PEPFAR). As the lead agency, CRS has the responsibility of managing and coordinating the activities of five consortium members in nine countries, as well as tracking and reporting on these activities to the donor.

Now in its fourth year of operation, the AIDSRelief program is implemented through nine CRS country offices, one of which is in Dar es Salaam, Tanzania. The program operates through a decentralized system where country offices are charged with the lead role in program implementation, in-country reporting and decision-making for country activities. CRS as an agency manages the strategic direction, US-based representation, and required reporting to the US-based donor offices for all nine countries. Backstopping and support comes from a team of technicians and management experts based in the CRS East Africa Regional Office in Nairobi, Kenya and CRS headquarters in Baltimore, USA. Tanzania's program is going through a major expansion.

The CoP/Tz directs all aspects of the Tanzania AIDSRelief program and ensures the goals and objectives of the project in Tanzania are fulfilled, within the context of the guiding principles and values of the AIDSRelief program. The CoP/Tz must be able to provide vision, strategic leadership, management guidance, and overall oversight for successful execution of the annual Country Operating Plan negotiated with USG/Tz. The CoP/Tz ensures that AIDSRelief consortium members maintain a unified identity and implements decisions taken by the Country Management Team. The CoP/Tz is responsible for representation and reporting, sound management of resources and the orientation of the project. The CoP/Tz will provide leadership and strategic direction for the entire team and will need to maintain excellent working relationships with the AIDSRelief Africa team, CRS/HQ AIDSRelief team, AIDSRelief consortium members, the USG in Tanzania, Ministry of Health, and other international organizations as well as with local partners. Responsibilities:

1. Program Management

a. Ensures that the AIDSRelief program meets established standards of quality.
b. Leads in-country governance structure for the AIDSRelief Consortium including a Consortium Management Team (CMT); ensures that meeting minutes are regularly distributed to AIDSRelief staff and partners.
c. Manages the overall budget in collaboration with the AIDSRelief Project Manager; closely tracks and monitors the effective use of program funds in the overall implementation of the project

j. Compiles AIDSRelief regular reports, mid-term and final reports including lessons learned and best practices, and reviews financial reports.

2. Representation and Coordination

a. Ensures that Roles and Responsibilities among Consortium members are clearly defined and adhered to;
b. Leads meetings with other AIDSRelief Consortium Members.
c. Promotes harmony and smooth working relationship within the consortium and ensures that AIDSRelief Consortium Members operating in Tanzania maintain a unified identity.
d. Ensures that the USG PEPFAR team in Tanzania, the Government of Tanzania and other major stakeholders are regularly updated on AIDSRelief's activities.
e. In coordination with the CRS/Tz Country Representative, ensures the ongoing involvement and support of the local Catholic Church in AIDSRelief strategies and project activities.
f. Prepares reports for USG/Tz, and CRS/HQ.
g. Represents CRS and AIDSRelief to the local government, USG, PEPFAR implementing partners, UN and other stakeholders as relevant to the ART program.
h. Fosters relationships between AIDSRelief and other national stakeholders.

3. Staff development and supervision

a. Supervises the AIDSRelief Program Manager (s) and liaises closely with the AIDSRelief Senior Finance and Compliance Officer.
b. Clarifies, communicates and monitors AIDSRelief staff performance standards and expectations.

d. Coordinates with CRS/TZ HoP to ensure integration/wrap around of HIV & AIDS and Livelihood program interventions.
e. Identifies potential funding sources for AIDSRelief-supported ART treatment facilities to be accessed following the closure of the project.
f. Identifies alternative funding sources for key program strategies not covered in the current grant (e.g. nutrition assistance, income-generating activities).
g. Leads in-country process of PEFPAR2 preparedness and proposal development.

5. Strategic Issues
