Waziri wa Fedha Khamis Mussa Omar alisema Alhamisi kuwa Tanzania inaangalia uwezekano wa kuuza hati fungani zake adimu za Eurobond ili kusaidia kukidhi mahitaji yake ya mikopo wa nje wa takriban dola bilioni 1.

Omar aliwaambia waandishi wa habari katika mkutano mjini London kwamba hati fungani za Eurobond inasalia kuwa ndiyo "chaguo pekee mezani la kuokoa jahazi" kulingana na hali ya soko.

Taifa hilo la Afrika Mashariki linapanga kutumia vyanzo vingi vya ufadhili, ikiwa ni pamoja na mikopo ya masharti nafuu na dhamana ya kwanza kabisa ya nje ya nchi yenye thamani ya shilingi ya Tanzania.

Dhamana ya shilingi ya hati fumgani imepangwa kuzinduliwa Ijumaa tarehe 24 Julai 2026 katika Soko la Hisa la London LSEX kwa kusimamiwa na Shirika la Fedha la Kimataifa, kitengo cha mikopo cha sekta binafsi cha Kundi la Benki ya Dunia.

DAR ES SALAAM (Reuters) - Tanzania aims to issue its first Eurobond in fiscal 2017/18 to fund new infrastructure, the Finance and Planning Ministry said on Thursday, after repeated delays in the launch as it sought a credit rating.

It did not say how much the bond would be worth, but said the government wanted to raise $900 million in the financial year starting July 1 to fund infrastructure projects.

President John Magufuli, a former public works minister, has promised to renew creaking infrastructure with transport links and other projects, and has also led an anti-corruption drive since his election a year ago.

“The funds will be raised through issuance of a Eurobond and other modalities including tapping the syndicated loan and export credit agencies,” the ministry said in a budget document.

The Finance Ministry had said last year it had concluded talks with Fitch Ratings for a sovereign credit rating and also hoped to finalise similar discussions with Moody’s Investors Service, paving the way for a possible debut Eurobond issue.

“It will help them meet their borrowing target to finance their infrastructure plans,” said Bhaswar Mukhopadhya, the resident representative of the International Monetary Fund, referring to the Eurobond plans.

A IMF mission in October recommended the government prioritise financing and procurement for infrastructure spending to sustain growth, he said. The IMF predicts that Tanzania’s economy will grow at 6.9 percent this year.

The ministry’s budget document also said: “The government will continue to maintain good relationship with traditional and new emerging creditors to sustain concessional borrowing as the most preferable source of external funding.”

DAR ES SALAAM (Reuters) - The International Monetary Fund (IMF) has warned African countries against rushing to issue Eurobonds, saying they may face exchange rate risks and problems repaying debts.

African governments facing falling levels of foreign aid are on a borrowing spree to pay for new roads, power stations and other infrastructure, prompting concern from many analysts that this could raise debt levels and undermine growth.

"It comes with some risks," the director of the IMF's African Department, Antoinette Sayeh, told Reuters in an interview on Monday.

"Whereas what it costs the countries to issue these bonds can often look lower than what they would pay on domestic borrowing ... the real cost in the final analysis will also depend on the evolution of exchange rates in the course of the life of the bond issuance."


In 2007, Ghana became the first African beneficiary of debt relief to tap international capital markets, issuing a $750 million (464.28 million pounds) 10-year Eurobond. Since then, previously debt-burdened countries such as Senegal, Nigeria, Zambia and Rwanda have all joined in.


"In the last two years we've seen new issuers - Kenya issuing the largest amount of sovereign bond this year and Cote d'Ivoire (Ivory Coast), as well also having issued this year and then Rwanda last year," said Sayeh.

"In 2014 alone we've seen some $7 billion (4.33 billion pounds) already in sovereign bond issues, which is a record high for the region," she added.

Tanzania is in the process of securing credit rating and plans to issue a debut Eurobond worth up to $1 billion in fiscal year 2014/15. Ethiopia aims to make its first foray into the international bond markets by January, while Rwanda is planning another sovereign bond.

Sayeh said foreign investors were interested in sub-Saharan Africa's "good economic prospects" and "sound macro-economic policies".

“The increased possibility of issuing bonds for sub-Saharan African countries comes from the fact of lower returns on the global markets,” she said.

But local investors remained the biggest source of financing for African infrastructure projects, and there was "more room for private investments in infrastructure," she added.

The IMF said on Oct. 7 , 2014 it expects sub-Saharan Africa's economy to grow by 5 percent this year and accelerate to 5.8 percent in 2015 on infrastructure investments.
