In an address to the U.N. Security Council, Guterres said it was important to recognize that “the attacks by Hamas did not happen in a vacuum,” and that the Palestinian people have been subjected to “56 years of suffocating occupation.” He also condemned unequivocally the “horrifying and unprecedented” acts of terror by Hamas, and “the grievances of the Palestinian people” cannot justify them.
The comments caused an uproar in Israel, with the country’s foreign minister and permanent U.N. representative calling for Guterres to resign.
