We can safely say that our country has suffered economic and social decline because of selfishness and lack of wisdom in our political leaders, who run away from the true image on the ground and who are too subservient to foreign aid, who despite being avariciously greedy still feel they work for the people.

They kill humanism which had the moral sense of sharing, feeling for each other and helping one another and replaced it with corruption which in turn killed them and the entire country. The main reason is that those who aspire for political positions think that financial capacity to buy votes is tantamount to political wisdom.

Surprisingly though, even the highly educated in society and those who calls themselves "First Class Economists" and those expected to voice out easily succumb to the general mode in the country. One can only appreciate his or her education if he or she can educate, practice and pass it on for other humans to benefit. That why we may say education maybe the key to success but may not be the key to wisdom for national development.

The paradox of most African countries is that, the more resources there are in a country the poorer its people. Take Tanzania as an example. On the other hand Botwana, a country which is virtually desert with fewer natural resources is more peaceful and prosperous. If desert countries like Israel, Jordan, and others with no land but sand can afford to feed themselves and even export the excess why should we with all the land and natural resources fail to feed ourselves?

The question that arises immediately is; why us? The answers to this question are vast but we can blend and consolidate them into two categories:


  1. Natural greediness of the leaders in power which they pass on their subjects. If the policies that people in leadership adopt are posed on with selfish motives, they will bear selfish consequences.
  2. Historical, our minds were fine-tuned to a certain frequency of operation by our colonizers which make it difficult for the people to realize and understand why they are suffering.

But most of our political leaders can't change that status quo largely as a result of the impeding desire does remain in power long as possible.

You can notice that as much as we are proud of "Utulivu na Amani", we are poor and sorry. This is because we have refused to realize who we are and accept failure in order to change. Our present political leaders want to be praised for what they call "Tumethubutu, Tumeweza na Tunasonga Mbele", people on the other hand can't see that achievements. It shows the disparity in the level of thinking between those in the system and people. Most of them think that people are there to challenge them. They forgot that by virtual of being in the highest office you are challenge to yourself.

The solutions to our problems are:


  1. More local investment into business for example loan repayment should be channeled towards local investment (Brazil has done this) ,
  2. Relaxing certain restrictions viewed as unnecessary and retrogressive which propagates corruption.
  3. Providing necessary information to society to enable people to make informed decisions.
  4. Politics of manipulation are supposed to be abandoned.
  5. Land the major positive possession of our nation cannot be privatized as it required by capitalism key characteristics. In considering this fact, capitalism assumes people to behave rationally.
  6. All the call-boys at the bus station must be re-allocated to agriculture production. We cannot have energetic younger men wasting human resource by shouting at the station when they can be productive.
  7. The blind people and other disable would be resettled at their centers and learn or improve on their skills such as basket making, knitting, etc, that loaming the streets aimlessly.
  8. Every school or college/university whether private or government owned should have a production unit.
  9. All street kids and adults should be given a chance to be enrolled on special council farms which every district and town would have.
  10. Workers (teachers, soldiers, clerks, nurses, policeman, etc) and employers (Businessmen/women, local and foreign investors, NGOs, etc) will be all eligible to register for the 18 years and above scheme.
  11. Government officials and ministers should no longer receive free talk-time and other gifts. They would also sacrifice other allowances.
  12. Fuels for government vehicles should be issued strictly for official duties and not for visiting relatives and girl friends.
  13. MPs would only, I repeat only get their gratuity at the end of the five year term and upon fulfilling his or her campaign promises. Otherwise the gratuity would be invested into some project in the respective constituency. This would seriously discourage and deter false politicians whose only aspiration is to get gratuity without working.
  14. The honeymoon for the Ministers and the President should be over. The President himself should be on the ground distributing land and inputs and monitor the progress first and himself. Project like "Kilimo Kwanza" failed because the initiator does not want to be involved in the implementation process. Ministers would no longer idle in offices doing nothing apart from making phone calls.
  15. The vice president and permanent secretaries and other senior government officers should attend to the clerical duties of the government. The vice president should attend to visitors and receive credentials on behalf of the president.
  16. All workshops and seminars should be suspended. Only the president would have the powers to approve a workshops or seminar that might seem necessary, otherwise they would be history. Time and resources are wasted on useless meetings such as workshops and seminars whose resolutions just end up on shelves to gather dust.
  17. Every NGOs and other private organizations have to apply to the president to hold a workshop or seminar.
  18. Thieves and Criminals the honeymoon should be over. Since the scheme would work with the councilors, headmen and chiefs, the system would know where everyone stays and what he she does. The police would be professional and armed to teeth to make sure society is free of such elements.
  19. Defaulters of the scheme would find life very difficult. Those who would fail to pay back or work for themselves would be reallocated to government or council farms and other projects where they would work for single meal per day for atleast one year.
  20. The Government must enforce a deliberate law to compel property owners to rent out their properties on reasonable rates.
  21. Transport and security systems also must go on throughout the day and night. If bars and night clubs can operate at night even markets and shop can.

Unfortunately you are suggesting the solutions whichIm sure you know will fail even before you suggest. Kigwangalla, I know you arestudying for doctorate, but it doesn’t need to be a phd holder to understandthe underlying causes for our problems. Don’t look too naive to expecteverything to be guided by the constitution. There are places with noconstitution and people are far with development using other instruments.

Laws and regulations are made by people and can bemisused, so does the constitution.
Systems are formed by people and can also be misused. Ican assure you, we don’t have a bad constitution, but we have wrong people nipower.

As you want to be identified as an economist, you knowthe vicious cycle of poverty and how to break it. If you establish a ProblemCausative Analysis to every problem you have mentioned in your post above,there is one component (item) sit on top of problem chain and cross-cuts allproblems you have mentioned and that is CCM/ruling party.If i had time to draw,i would do it to every proplem and show this. Economic wise, if this scenariohappens, logic tells us to deal with that cross-cutting item and see howmany problems will subside. If we did our problem analysis correctly, only theproblems with multi-factorial causes will remain.

From that theory the conclusion is, before we go anyfurther, we are required to uproot the ruling party first. Thank you.

Dr I get frustrated with u guys, there are is no doubt that all the problems facing this country culminates from bad leadership, corruption and lack of patriotism., I get frustrated with such young educated Tanzanians, lucky to have been trusted by peoples votes, when they turn and become silent to vividly address the causes of problems facing this country, simply because they become party cadres. Say no to ccm's bad leadership, say no to corruption, say no to policies which steal our natural resources, say no even though you come from the ruling party, from there, people will seriously discuss issues with you, otherwise to hell with your doctorate which means nothing to the people to Tanzania rather than your personal well being

They said if you don't visit other people's homes, you would think your Mother is the best cook. The main source of being fustrated in life is to have expectation that everything can't CHANGE. What i can see here is Responce to Change against Reaction to change.

It is obvious that you are not ready for change and your reacting to change.Humans suffer because they don't want to be real which is called idealism. They find artificial solutions than pragmatic ones, we sown poverty and we reap poverty under CCM umbrella.To open the new door we much first uproot the rulling party. The desire for power at all cost breeds negative consequences, it makes politicians to tell lies just for their survival in office, to be hypotrical etc.

I have realized why even people with questionable mental states can dominate us. But time has come to accept our failure and start moving. This is called Realism. We need Realists and i sure we have such leaders somewhere in the country.

Starting a discussion does not mean you should be there to provide answers...forum discussants should learn to discuss issues critically as many have done in this thread. I, however, was expecting counter-arguments from amongst the contributors so as to have some issues taken care of by many minds and not just expect that I am the only one to provide answers.

Setting records straight, let me clarify that I am writing here on my own self, based on my self - reflections, and not in any way as a Member of any political party or in my capacity as a Member of Parliament, and that I have no any hidden agenda far from being a concerned statesman. I wish others should take off their veils and comment in this thread as concerned Tanzanians. And let me suggest that all those wishing to fire abuses on me or the government that find another way to do so because they are wasting our time and space as well as theirs.

I will contribute my few cents on some eye-catching points as follows:

1. Corruption is a failure of the ruling party - my contribution is no, big no! Because the whole society is depleted of ethics and the few engaging in corruption are the product of the whole...you cant blame a part for the wrongs committed by the whole...for instance most of the cases of signing shady contracts - selling our resources or issuing tenders is done by people who are neutral or don't even have CCM membership cards, these are technocrats from whom most of you belong. Today a job at TRA is a big deal, not because of an attractive remuneration package but because there are opportunities for tips or any extra income. Today being employed in a position that involve traveling abroad or attending seminars is attractive because there is an opportunity for making some extra cash in terms of allowances/per diem. GREED and SELFISHNESS is at the center, disregarding whether you are CCM or not! Thus this is a social problem that requires lasting socially-wide approaches to eliminate. Systems and institutions that would correct and ward this off have to be designed and enforced - perhaps should be included in our upcoming new constitution. Whether a person, leader or a corporate body is corrupt is an outcome of a system that is raring that, reforming the system should close all lacunae.

2. I agree with sentiments that we are poor in setting priorities and working hard in finding means to take action on meeting the implementation of projects focusing on our priority sets.

3. Good governance - we have a working constitution, and we have political systems that supports good governance. We need to work harder on reforming our politics to get read of political competition and embark on a new system that calls for political consultation, negotiations and consensus building among political parties.

4. One contributor said that of the challenges I stated, 75% are social and only 25% are political and economical. If this was statistically proven to be the case then one should have agreed with me that changing political parties is never a solution because the source of our failures are embedded amongst all of us, as individual Tanzanians and as a society, and are not based on our ideological allegiance...so you put a left, center or right-sided party the outcome would be the same - failures! And when you do that and wait for money and riches to poor in at your doorsteps and it doesn't happen you would realize that the source of your poverty and or backwardness was not the uprooted ruling party, and it will then be too late! We have an opportunity as a country today that we have other countries which started with similar situations as ours and made it, we can learn from these ones without making mistakes, and doing that we could shorten the road that we have to pass through to achieve our development goals.

5. The rural - urban divide ; we should reform the systems for delivery of our social services so as to respond to the existing challenges of socioeconomic disparities between regions, between rural and urban areas, between genders, and between people from different social status.

6. I totally subscribe to the argument of one contributor ( Kingo ) who asserts that our legal and political systems should be reformed to allow for increased responsibility and accountability in our budgets, policies and commitments. I just would add that our systems should be reformed to reward hard work to those who deserve, and on the other hand punish wrong-doers, to set examples to others and deter them, thus instil discipline and adherence to acceptable codes of ethical conduct.

Lastly, it could be CCM has woken up from the timeless slumber that had befallen our nation since independence, it could be that CCM is clear to the causes of our failures/backwardness and it is opening up to such a major historical reform, and that is why it is spearheading the process to write our new constitution, thus creating a formidable opportunity for us re-design our political, economical and social systems from the 'mother' document - the constitution. Lets think ahead, beyond our party lines, and perhaps we could see light at the end of the tunnel, finally!

Now commenting on this discussion means 'Doing Something About It!' Let's be positive and find ways to enlighten ourselves and forge ahead as a nation and not as stalwarts of our political parts. To register any notable success we have to have a strategy, as I have always believed, and having the right and working strategy entails to be 'different', so lets think differently, lets act differently! No country in Africa that has moved along the common tides has registered notable success, so now lets think moving against the tides...it will be tough but at least we would know that we have a tougher route to traverse so we shall prepare.

  23. Plots should be given to any prospecting firm or individual as long as they have the capacity to develop them.
  24. The retrogressive tendency of keeping land idle in the name of ancestral inheritance should be stopped.

An economy at a blink of demise like ours can only grow if all people are involved, regardless of age, gender, race, color or creed. With everyone involved we can also clean up corruption.

Unfortunately you are suggesting the solutions whichIm sure you know will fail even before you suggest. Kigwangalla, I know you arestudying for doctorate, but it doesn't need to be a phd holder to understandthe underlying causes for our problems. Don't look too naive to expecteverything to be guided by the constitution. There are places with noconstitution and people are far with development using other instruments.

Laws and regulations are made by people and can bemisused, so does the constitution.
Systems are formed by people and can also be misused. Ican assure you, we don't have a bad constitution, but we have wrong people nipower.

As you want to be identified as an economist, you knowthe vicious cycle of poverty and how to break it. If you establish a ProblemCausative Analysis to every problem you have mentioned in your post above,there is one component (item) sit on top of problem chain and cross-cuts allproblems you have mentioned and that is CCM/ruling party.If i had time to draw,i would do it to every proplem and show this. Economic wise, if this scenariohappens, logic tells us to deal with that cross-cutting item and see howmany problems will subside. If we did our problem analysis correctly, only theproblems with multi-factorial causes will remain.

If indeed our friend the learned doctor(sic!) wishes the whole system to be overhauled he is suggesting in some latent ways that ccm should be gotten rid with immediate effect because doing anything less than that introduces impurity to the fresh air taken in by the system. On the other hand however am inclined to look at the docs post as an attempt to find out of discussions if possibly there could be brought up some kind of a scapegoat so that ccm can be let to continue life in lieu of the same; but am infinitely confident that no other solution can be availed apart from letting go of the magambas.

They said if you don't visit other people's homes, you would think your Mother is the best cook. The main source of being fustrated in life is to have expectation that everything can't CHANGE. What i can see here is Responce to Change against Reaction to change.

It is obvious that you are not ready for change and your reacting to change.Humans suffer because they don't want to be real which is called idealism. They find artificial solutions than pragmatic ones, we sown poverty and we reap poverty under CCM umbrella.To open the new door we much first uproot the rulling party. The desire for power at all cost breeds negative consequences, it makes politicians to tell lies just for their survival in office, to be hypotrical etc.

If we really want to be successful in this type of argument lets be more pragmatic and forget about party politics because it tends to cover our minds with a black veil, the veil of ignorance I call it. Lets focus on issues and how to manage our institutions, how to govern our politics...we have problems, serious ones, and here we are...aren't we enlightened enough to think big for our country? Do you really think, by all your heart, soul and mind that a change of ruling parties would ward us off our backwardness? I don't.

Because I do not intend to make arguments that would indicate a political assault on the opposition parties and I being seen with a bias on my party, I refrain from mentioning the ills that have become characteristic of political leaders in the opposition. Notwithstanding that, it suffices to say that they have their weaknesses, very serious ones and being outspoken in political rallies does not make them saints - so for serious reformists like me, I do not subscribe to small time thinking that our problems and our failures would be solved by changing the ruling party - because all of us come from the same forest where we have a whole range of characters and wearing green, blue, or red does not change our attitudes - we are human and we remain so disregarding where we are. That being the case we need human control mechanisms which gives minimum discretionary powers to leaders and people in general, the mechanism must be inherent in the set systems or the institutions. Changing attitudes and behaviours of our leaders involve making serious reforms in institutions that govern our politics and changing systems that manage our business - e.g putting in place systems that rewards hard work, inventiveness, creativity, achievement and punishes lazzyness, irresponsibility, unaccountability, and stupidity is key.

To eliminate this habit i propose that: All MPs would only, I repeat only get their gratuity at the end of the five year term and upon fulfilling his or her campaign promises. Otherwise the gratuity would be invested into some project in the respective constituency. This would seriously discourage and deter false politicians whose only aspiration is to get gratuity without working.

It is stupid to think an MP will be elected based on his promises unless you don't understand what an MP is all about and what is the role of the government.

You are just elevating hopes into facts CCM will never authorize any kind of reforms you try to dream about and you know it. If we really want changes that will take us forward this party should be replaced by anything possible and at any cost.

Having yourself seated on a bus coach you are as free from any other passenger as a molecule but within limits as far as the bus you are riding in is concerned. You can never be free of the accidents it causes taking into account that you might lose a limb yourself or that your disturbances might disrupt the attention of the driver and an accident ensue in the process
