Meghji tackles trends of ’dollarising’ the economy

THE government yesterday declared illegal the growing trend of pricing goods and services for Tanzanians in US dollars, saying stern measures would be taken against those who continue with such practices.

Finance Minister Ms Zakia Meghji told the parliamentary budget session here that all commercial transactions in the country should henceforth be pegged on the local shilling.

She stated that ’dollarisation’ of the local economy had contributed heavily to the steady weakening of the shilling.

The minister directed the business community to display prices of goods and services in Tanzanian shillings, and where the aim is to attract foreign customers, then prices in both local and foreign currencies can be indicated.

’’No Tanzanian should be forced to pay for goods or services in foreign currency the legal tender in Tanzania is the Tanzanian shilling,’’ she emphasized.

Ms Meghji, however, added in elaboration that Tanzanians in possession of foreign currency would still be allowed to use it.

She warned against businesses that peg prices in US dollars and convert them into local currency using their own exchange rates.

’’In Tanzania, only the bureaus de change and commercial banks are allowed to trade in currency exchange,’’ she said.

The finance minister pushed for increased production of goods and services for export, to earn more foreign currency and subsequently strengthen the shilling.

’’Our shilling could gain strength through increased exports and trimmed imports,’’ she pointed out.

She implored Tanzanians to show more preference for local products, and go for imports only when necessary, as a deliberate strategy to strengthen the national economy and national currency.

The tendency of charging local goods and services in US dollars has been gaining momentum lately, with financial experts warning that this is likely to soon render the shilling more or less irrelevant.

Sectors most notorious for charging in dollars are air travel, the hospitality industry, housing and even education where some schools have been discovered to be charging their school fees in dollars.

Some businesses go to the extent of inventing their own exchange rates for customers looking to pay for the goods and services in local currency.

Hao wageni wamiliki uchumi si watamnunulia raisi wetu suti? sasa raisi anaeongwa suti ni raisi kweli huyo? si ni kikaragosi tu.

Muda umewadia wa kuchukua uchumi wa nchi yetu kutoka mikononi mwa wahindi, waarabu, wasomali, wazungu, wa iran, wapakistan, nk. Wahindi siku zote mioyo yao iko kwingine hapa wapo kimasirahi tu hata kama watazaliwa na kuzeekea hapa

A serious govt can not use 2 currencies including one over which it has no control. This puts the nation in a very precarious situation.
Leaders should learn to learn from other leaders the world over, the results of emansing greedily wealth.

Serikali yapiga ‘stop' matumizi ya dola IMTU

Aziza Masoud Mwananchi SERIKALI imeuagiza Uongozi wa Chuo Kikuu cha Sayansi na Tiba (IMTU) kuacha kutoza ada kwa fedha za kigeni na badala yake itoze kwa shilingi ya Tanzania. Hatua hiyo ya Serikali imekuja kipindi ambacho kumekuwa na malalamiko kutoka kona mbalimbali za nchi kuhusu matumizi holela ya dola badala ya shilingi katika biashara na manunuzi. Jana, Katibu Mkuu wa Wizara ya Elimu na Mafunzo ya Ufundi, Profesa Hamisi Dihenga alitangaza hatua ya Serikali kuzuia matumizi hayo katika chuo cha IMTU akisema ada za chuo hicho zimekuwa juu ikilinganishwa na ada za vyuo vingine nchini. Kwa muda mrefu wanafunzi wa IMTU wamekuwa wakilalamika na kuingia kwenye mgomo wakipinga kutozwa ada kwa kutumia viwango vya dola badala ya shilingi Profesa Dihenga alisema kushuka kwa thamani ya shilingi mwaka hadi mwaka kumesababisha ada kupanda mara kwa mara.Kwa mujibu wa Profesa Dihenga ada ya mwaka 1996 ilikuwa Dola 4,500 za Marekani sawa na Sh2.7 milioni wakati kwa kiasi hicho mwaka 2011, ada ni Sh7.2 milioni. "Hivyo wizara imeamua malipo yote yafanywe kwa shilingi ya Tanzania na TCU ifuatilie kwa uangalifu utekelezwaji wa mwongozo wake," alisema Profesa Dihenga. Alisema mwongozo wa TCU unahimiza vyuo vyote kutoza ada kwa kutumia shilingi ya Tanzania kwa wanafunzi Watanzania.Aidha chuo hicho kimetakiwa kufuata kanuni za udahili wanafunzi na hasa uwiano kwa wanafunzi wa ndani na wa nje ya nchi (25:75) kama ilivyo katika hati idhini za chuo hicho. Mgogoro huo uliodumu kwa takribani miezi mitatu ulikuwa unahusisha uongozi wa chuo hicho na wanafunzi na kusababisha kufungwa kwa chuo hicho Agosti 23, mwaka huu na ulisababishwa na utaratibu uliokuwa ukitumiwa na chuo hicho wa kulipa ada kwa Dola za Marekani. Katika hatua nyingine, wizara imeitaka TCU kufanya ukaguzi wa kitaaluma na kiutawala kwenye chuo hicho ili kubaini ukweli wa malalamiko ya wanafunzi wa kutoridhishwa na mfumo wa uendeshaji na utoaji wa taaluma chuoni hapo ili kuweza kuchukua hatua kwa mujibu wa sheria na kanuni zilizopo.

Govt reiterates ban on forex use in domestic transactions

The government has reiterated its resolve to ban the use of foreign currencies, especially the American dollar, in buying and selling goods and services in the country.
"We are studying the trend and we'll talk to the business community involved in such businesses and encourage them to start using our Tanzanian shilling instead of the US the dollar in their transactions," said Finance Deputy Minister Janet Mbene.

She made the remarks in Arusha yesterday after opening a two-day seminar on financial markets and financial institutions.
The minister stated that businesspeople involved in the use of forex in domestic transactions were violating the law.

She said the country's law did not allow people and traders to transact in foreign currencies because that contributed to the devaluation of the Tanzanian shilling against major international currencies.

"It is not allowed for people and businesspeople to use foreign currencies in buying and selling goods and services in the local market," she said.
Mbene decried the ongoing trend, saying it had a negative impact on the country's socio-economic development.

"As a government, we still don't know the amount of dollars in the market right now and this is the reason that drives us, in collaboration with the Bank of Tanzania, to carry out a study on that," she said, adding: "This will help us know the magnitude of the problem and come up with recommendations to solve it."

The deputy minister, however, said the state of Tanzania's economy wasn't in such a bad state as to make people start using dollars in selling and buying.

She said the ban on the use of foreign currencies would help boost the country's economy.
Earlier, opening the meeting, which involved over 200 financial experts, the deputy minister said: "This meeting is timely and will help improve the country's financial.
