EAC outlines priorities for 2014

As the new year starts, the EAC is preparing to roll out integration projects that are likely to test the region's unity and commitment.

At least five projects are set for implementation this month, among them a common defence, security and foreign policy that will see Kenya, Uganda, Rwanda, Burundi and Tanzania jointly strengthen their military capabilities for conflict prevention and crisis management.

Mr Simiyu Werunga, the director of the African Centre for Security and Strategic Studies, said having a common EAC defence policy will ensure that partner states rarely fight among themselves.

Work as a team
Under the arrangement, the armed forces of partner states are expected to work as a team in maritime patrols to ensure that the region's international waters are free of piracy.
Kenya, Uganda and Rwanda are expected to sign the defence, security and foreign policy pact this month, and establish common foreign policy by October.

Kenya, Rwanda and Uganda already launched the Single Customs Territory (SCT) last week.

Mr Meshack Kipturgo, the managing director at freight logistics firm Siginon, said implementation of the SCT could reduce cargo clearing costs by half, since the transit bond fees along the corridor will be scrapped.

EAC member states had set a January 2014 deadline to implement the single tourist visa and to facilitate the use of IDs as travel documents for its citizens. By January 1, Rwandans were already reportedly using their national ID's to cross into Uganda.

This year, member states are expected to fast-track the implementation of the political federation, the Customs Union, and the Common Market Protocol.

They are also expected to conclude the ratification of the East African Monetary Union Protocol by July 2014. It is expected to be implemented in 10 years by member states. The member states also plan to implement infrastructure projects focusing on energy, oil pipelines, railways, road and air services.

REGIONAL SECURITY CHIEFS MEET IN KIGALI

Defence and police chiefs from Uganda, Kenya and Rwanda met in Kigali on Tuesday to discuss a common defence and security pact that will help combat terrorism and cross-border crime in the three countries.

The pact will also put in place mechanisms to safeguard the regional infrastructure that the three countries plan to put in place, such as railway line and oil pipeline. The three-day meeting will lay ground for a meeting of Defence ministers who will scrutinise and endorse the document before the end of this month, as agreed by the respective Heads of State in October last year.

While opening the meeting, Rwanda's Defence minister James Kabarebe said the region's development must be accompanied with actions toward the creation of peace and security against cross-border crime and terrorism.

Rwanda's Military spokesperson Joseph Nzabamwita said the security pact will pave way for joint defence operations against terror threats in any of the three countries.

Mkuu Ngongo watanzania tunatakiwa tuwe fighters sio quitters. CoW kwa upande fulani ni blessing kwa Tanzania, inatakiwa tuwe na msukumo wa kuzicounter hizo CoWs tukiwa ndani ya jumuiya, in fact membership yetu kwa SADC na EAC ni jambo la maana, we just have to play with it to our advantage.

Ukianza kuangalia kwa undani kumeanza kuwa na hakli ya wasiwasi Kigali baada ya Kagame kutoa lugha chafu na kauli ya vitisho kwa Tanzania, anajua kuwa amejadiliwa na siku zake zinahesabika. Uganda na Rwanda kujadili suala la terrorism ni kichekesho tu, that is not a serious threat to them as it is to Kenya or Tanzania for that matter.

Ukiangalia kwenye nchi zote za Afrika mashariki, kidogo democracy Uganda na rwanda ziko tofauti na za Kenya na TZ, bado nchi ni Museveni na Kagame, kwa hiyo waangalia threat dhidi yao na sio nchi zao.

Tanzania ina matatizo makubwa ya kusolve ndani ya nchi badala ya kuangalia ya nje ya nchi. Tukijenga mambo yetu vizuri ndani ya nchi, basi utakuta hiyo CoW inakuja yenyewa kutuomba. Tujinyooshe zaidi kupambana na rushwa, madawa ya kulevya, na kuimarisha tena uzalendo pamoja kujenda tena discipline ya kazi zaidi kwa vile mambo hayo ndiyo yanayotuangusha sana kama taifa. Nakubaliana kabisa na yule aliyetoa mada huko nyuma kuwa Tanzania tujiimarishe zaidi kwenye SADC ambako tunakubalika zaidi kuliko CoW ambako tunabaguliwa zaidi.

La muhimu zaidi tukiwa katika SADC ni kuimarisha usalama wa huko Congo kwa vile utata wa usalama huko Eastern Congo ndio unaowapa jeuri hao CoW. Tanzania kuzungukwa na maadui ni jambo tulilokuwa nalo kwa mda mrefu sana na wala halitubabaishi, kuna wakati tulizungukwa na Malawi, Msumbiji, Uganda na kidogo Kenya lakini tulisurvive tena kwa mafanikio makubwa sana. Kadri tunavyokuwa na maadui ndivyo huwa tunavyozidi kuwa waangalifu kiulinzi.

Mambo ya EAC chini ya hii msikukumo tunayajua sana kwa vile tulishalambwa huko nyuma, na uangalifu tunaotumia sasa inabidi uendelee. Tanzania isjitoe ila ilwaachie wao wafanya ya kwao wanavyotaka.

[h=1]Coalition of the willing emerges again in EAC[/h]
Dar es Salaam. The so-called "Coalition of the Willing" comprising Kenya, Uganda and Rwanda is back, emerging this time around with a defence and security pact.

The coalition caused much hullabaloo last year when it was accused of sidelining the two other East African Community member states namely Tanzania and Burundi, but things later seemed to have been sorted out during last November's EAC Summit in Kampala when the five heads of state reaffirmed their commitment to work together.

The three countries on January 1, this year, started issuing a single tourist visa whereby Kenya would take 40 per cent of revenues, with Uganda and Rwanda splitting the rest between them.

Under the arrangement, tourists wishing to visit Kenya, for example, will be required to pay $100 (Sh160,000) for a 90-day visa that will also enable them to tour Rwanda and Uganda.

The scheme is aimed at making the three countries a single tourist destination.

On January 1, Kenya, Uganda and Rwanda also began using their respective national identity cards as official travel documents that would enable their citizens to travel among the three countries.

Travellers just have to present their identity cards to immigration officers at border posts to verify their validity before being issued with a stamped coupon to cross the border.

Last week, defence ministers and top security officials from Kenya, Uganda and Rwanda met in Kigali where they signed an agreement to jointly fight transnational crime, especially terrorism.

Tanzania and Burundi were absent from the talks, and The Citizen has reliably learnt that Tanzania was not invited despite its readiness to participate in regional security meetings.

The agreement signed in Kigali seeks to address the security challenges that may come with the free movement of people in the region.

Defence ministers James Kabarebe of Rwanda, Crispus Kiyonga of Uganda and Raychelle Omamo of Kenya signed the agreement, whose details were, however, not made public. Also present were Rwandan Internal security minister Musa Fazil Harerimana and his Ugandan and Kenyan counterparts, Mr Aronda Nyakairima and Mr Joseph ole Lenku, respectively.

Tanzania's defence docket is currently vacant following last month's sacking of Mr Shamsi Vuai Nahodha and three other ministers after agencies under their watch were implicated in atrocities committed duringOperesheni Tokomeza launched to curb the slaughter of elephants in national parks and game reserves.


But the Tanzania People's Defence Forces (TPDF) spokesperson, Major Erick Komba, toldThe Citizen that if the meeting was part of the EAC integration process, then the Chief of Defence Forces, General Davis Mwamunyange, would have attended.

"If it was an issue that has something to do with integration, TPDF would surely have been represented,'' he said.

The Kigali meeting was also attended by police chiefs from the three nations, but police spokesperson Advera Senso referred The Citizento the organisers when asked if Inspector General of Police Ernest Mangu was invited.

"Get in touch with organisers of the meeting. They are the ones who can tell you what the agenda was and why we did not attend,'' she said.

Asked if Tanzania and Burundi were invited, EAC Secretary General Richard Sezibera declined to comment, and asked this reporter to contact the two countries' governments.

"Just ask the governments of Tanzania or Burundi if they were invited or not…they will give you an appropriate answer,'' he said.

Reached for comment, East African Cooperation deputy minister Abdallah Juma Saadalla said Tanzania was not invited to the meeting.

"We weren't invited…we have already signed the EAC Defence and Security Protocol, which has yet to be ratified. Whatever our fellow members are doing is outside the integration process,'' he said.
