THE Second Open Forum on Agricultural Biotechnology (OFAB) Tanzania Chapter has called upon the government to speed up the release of at least one per cent of GDP funds to boost research activities in the country.

The Zonal Director at the Arusha-based Seliani Agricultural Research Institute and Banana Research Coordinator, Dr Ally Mbwana told the Forum on agriculture biotechnology that the achievements brought about by the tissue culture bananas provided enough proof that the research results were not shelved as people often claimed.

He said it was unfortunate that not so many people were informed about the results of the use of tissue culture technology for increased banana productivity which had since transformed the banana market in the country.

He cited several ‘success' stories from various regions in the country, even those in semi-arid conditions such as Singida and Dodoma, which he said were now able to boost their production of bananas through the technology, where banana production in the country has increased from nine to 60 tonnes per hectare.

He further said that currently at the Kenya border five lorries of banana were exported daily as opposed to the previous record of one lorry a week before the introduction of tissue culture technology.

Speaking at the same event, the Director General of the Tanzania Commission for Science and Technology (COSTECH), Dr Hassan Mshinda, said that the government was committed to helping R&D in the country – although it is still working out the modalities of releasing the one per cent of GDP funds.

He also noted that such funding would greatly transform research institutions into commercial entities, and facilitate wider ustilisation of their findings -- such as the ones on banana which have led to more varieties and introduce selected superior banana species with enhanced pest and disease resistance.

The Open Forum which was launched in May 2009 by Hon. Stephen Wasira (MP), Minister of Agriculture, Food Security and Cooperatives, aims at creating and raising awareness among all stakeholders on the potential benefits of biotechnology in the agricultural sector, while at the same time recognizing potential risks of biotechnology.

Tanzania like many countries in Africa is faced by a number of limitations to increased agricultural productivity, which include but not limited to the high cost of farm inputs, declining per capita land sizes, frequent droughts, lack of water resources, poor crop varieties and livestock breeds, diseases and numerous pests, poor livestock forage, low technological base, rural infrastructure and financial constraints- all contributing to food insecurity and poverty.

Like other aspirants, Dr Bilal says he will respect the outcomes of CCM's decision on who is to be the Isles' next president.

"I will neither hang myself nor cry since the outcomes will be democratic," he says.

Dr Mohamed Gharib Bilal is a nuclear physics specialist and a renowned academician.

Born in 1945, between 1995 and 2000 he was appointed Chief Minister of Zanzibar when Dr Salmin Amour was serving his second term as Isles president.

Prior to that, he was Permanent Secretary, Ministry of Science, Technology and Higher Education for a period of five years. Then President Benjamin Mkapa was heading the ministry.

A Physics doctor at the University of Dar es Salaam since 1983, he has written a number of publications and attended many international conferences, including Second College on Microprocessors; Technology and Applications and Physics in 1986; Conference on Perspectives in Computational Physics in 1987 and Adriatico Research Conference on High Temperature Superconductors in 1988.

He has done a number of miscellaneous researches in nuclear physics.

Dr Bilal, is definitely a man of great history in Tanzania. He is perhaps one of the few scientists in the country, who have decided to 'hang' all the nuclear physics equations in the lab and take politics as a career.

COSTECH iliharibiwa na yule profesa fake aliyeamua kujiita profesa kwa miaka yote hiyo. Lakini hata sasa hivi nasikia Hassan Mshinda ni Dr fake! CV yake haionyeshi kabisa kwamba alistahili kuwa Dr lakini somehow mfumo umempa uwanja sawa na jinsi yule mwenzake alivyopewa uwaziri wa afya. Wote wanatokea ifakara center na njia au wote ni matokeo ya upendeleo bila sababu.

Kuna kitu kinazungumzwa juu ya hawa watu jinsi walivyo na uhusiano na watawala. Wanapeana vyeo kwa njia zao.

Wacheni uongo na kudharau wenzenu. Professor fake ndiyo nani unazungumzia Prof Y. Kohi? Yule ni neurosurgeon wa kuaminika na wa kimataifa kama mtu hamumjui basi musizushe tu.

Dr. Mshinda naye amebebwa na nani, hivi kupewa udirector pale Ifakara kwani huyo Mswiss ni mjomba wake? Unadhani hao Waswiss watawapa tu watu uongozi hata kama hawawezi? Cv yake munaijua au munasema tu?

Of course watu wenye qualifications za kuongoza taasisi wako wengi kama utachukuwa nchi nzima, lakini ni lazima ateuliwe mmoja ili aongoze. Sasa wale waliobakia na hasa kama wamepata tetesi kwamba majina yao yamepelekwa Ikulu for vetting ndiyo roho zinawauma na kusema kwamba wenzao hawafai.

Kohi alipata u-profesa wapi? Chuo gani unachofahamu kilimpa u-profesa? Akiwa neurosurgeon ndo awe profesa au tu unahusudu kazi yake ya surgeon! Kuna surgeon dunia hii ambao ni mashuhuri lakini siyo ma-profesa.

Kitendo chake cha kujiita profesa bila mamlaka yoyote ni ishara ya udhaifu wa barin yake.

Sasa hata Mshinda unamtetea! Wapi uliona researcher akapewa PhD bila first degree au equivalent, hata Masters. Unazijua qualification za Mshinda au hujui?

Tunayo historia ya mtu huyu na kwa faida ya ufahamu wako itafute. Anzia kwenye sababu ya Ifakara kuchuliwa na wa-Swiss toka NIMRI, nenda kwa huyo mshinda toka u-technician asiye na digrii hadi kurudi na PhD kwa kipindi usichopata hata diploma.

Ya ziada; tafuta faida ya ifakara kwa nchi hii na kama una uwezo jiulize Marcel Tanner ni mtu wa aina gani. Ukishafahamu yote hayo hutamtetea tena Mshinda. Mimi siwezi kumuita Dr, labda akubali ni kama ile ya Kikwete.

Yaap! Nasikia hata huyo Mshinda ndo zake. Kuna mbinu sasa inachezwa kuhakikisha huyo Salim anakuwa Mkurugenzi wa NIMRI. Yabidi NIMRI mujiandae maana ifakara bila kwenda msikitini hupati wadhifa na hiyo ilianzishwa na Mshinda. Subiri hapo COSTECH utayaona.
