CoW yazidi kusambaratika

Konda wa bodaboda Asante kwa kuniita huku japo naona kama ni mipasho tu na hamna chochote humu mnachojadili kinachohitaji matumizi ya akili. Kuna mambo kadhaa nafaa kuyaweka bayana hapa.
- Mgogoro baina ya Kenya na Uganda kuhusu hilo eneo la Migingo haujaanza jana, ni jambo ambalo huwa linaendelea kutatuliwa, uhusiano wetu na Uganda upo thabiti haswa kibiashara.

- Hilo la bomba, Waganda wana haki ya kuchagua eneo ambalo halitawapa wasiwasi kwenye gharama na usalama. Hivyo tunahitaji kuwahakikishia hayo au waende kwingine. Hii ni biashara na kama nisemavyo kila siku humu, hamna cha undugu kwenye biashara ila maslahi. Ujio wa Waganda huko Tanzania ni kwa sababu ya mahesabu yao na ikitokea sisi Wakenya tumeshindwa kuwadhihirishia matakwa yao, basi wapo radhi kuchagua wanakotaka.
Kuna kikao kitafanyika ndani ya siku kumi baina ya Waganda na Wakenya kujaribu kuona kama tunaweza afikiana kwenye hili, sasa hivi tayari tuna bomba kuanzia Eldoret hadi Mombasa, hivyo tunaweza waambia Waganda kwamba tutengeneze bomba la kuunga hili ambalo lipo tayari, kimsingi tutajaribu kuwahakikishia na kurekebisha kilicho wafanya watelekeze mkataba wa hapo awali baina yetu. Lakini ikishindikana basi tunaachia bila majungu, nothing personal, hii ni biashara tu.

- Muungano wa CoW upo kwa ajili ya maslahi, hamna cha undugu wala nini, dunia ya sasa haitaki maisha ya kusuasua na uwoga uwoga, maamuzi lazima ufanye kwa haraka maana hamna muda tena. Miaka ya hapo awali ilikua rahisi kuwa wavivu na kulalia maskio, lakini huo muda haupo tena.

Na ndio unaona hata rais wenu Magufuli hilo ameshalijua na hazubai tena, uchaguzi uliofanyika huko kwenu uliwadhihirishia viongozi wa CCM kwamba wananchi wamechoka na maisha ya umaskini wakati wana raslimali za kila aina. Kila siku wimbo ni ule ule, Tanzania ina ardhi nyingi zaidi ya mataifa yote EAC, ina madini, ina vivutio bora, ina bandari kubwa, maziwa na bahari n.k lakini bado inatajwa kwenye orodha ya nchi maskini wa kutupwa, huku ikihangaika kushindana na nchi ndogo ndogo kama Kenya.

CCM waliponea kwenye tundu la sindano maana walitumia nguvu nyingi sana kurejea kwenye madaraka. Hata kule Zanzibar bado wanayumba tu, wamelazimika kuwajaza wanajeshi kila kona.

Cha msingi, ifahamike muungano wa CoW upo kwa ajili ya kuharakisha yale tunayoyaweza na kuachia yale magumu hadi baadaye. Na sio lazima kila tutakachoanzisha kifaulu kwa mpigo mmoja tu, patakua na changamoto kadhaa mwanzoni, lakini taratibu tutazirekebisha tu. Hivi sasa DRC na Ethiopia tayari wameanza mikakati ya kujiunga na huu muungano, maana kila yeyote amekaribishwa na kujiunga na chochote humo atakacho ona kinamfaa, sio lazima uratibishe kila kitu, tunakuachia ujiunge na kitakachokufaidi, humu hatuna mambo ya undugu, hata Magufuli mwenyewe alishasema yupo tayari kuihusisha nchi yake kwenye hii miradi ya CoW.

Sasa hivi tupo mbioni kumfikishia Kagame reli ya SGR itakayowezesha mizigo kufika Kigali ndani ya masaa 24. ujenzi tayari unafanywa kwa spidi ya kufa mtu. Hiyo reli hatimaye itaunga hadi kule Burundi na DRC, na pia itakua ya msaada sana kwa wajasiria wa Tanzania Kaskazini. Hatuna muda wa kupoteza.

Nakubaliana na wewe muungano wa CoW upo kwaajili ya maslahi lakini maslahi hao mengi ni kwaajili ya kuiumiza Tanzania jambo ambalo limeshindwa na linaendelea kushindwa.

Ngongo Mara nyingi huwa nakuona kama una elimu, hivyo huwa nategemea utaitumia kujadili kwa manufaa ya wanaJF wanaopitia hizi mada na kusoma kimya. Huu uzi unaweza kuwa muhimu katika kuelimisha jamii, lakini tatizo unaugeuza kuwa mipasho.

Mgogoro wa kisiwa cha Migingo unaendelea kujadiliwa kidiplomasia, wataalam wameteuliwa toka pande zote mbili ili kupitia pitia ramani na kufikia hatima ya kuelewana. Hao wasajili wa kura waliachiwa hiyo siku na wakaendelea na shughuli zao, sielewi kwanini bado unaendelea kupotosha wanaJF kana kwamba bado wamekamatwa. Sasa hivi wanaendelea na kushuguli za usajili.

Tatizo lilikua pale walipoingia na kuanza usajili bila kutaarifu Waganda, ilhali kisiwa chenyewe kipo kwenye mgogoro. Ni kama jinsi Malawi walidai kuwaachia mvue samaki kwenye lile ziwa ambao husema lao, halafu ghafla muanze shughuli zingine tofauti na uvuaji wa samaki bila kuwataarifu. Lazima patakua na mgogoro.

Vikao kwa ajili ya bomba vimefanyika vingi, na kuna kile cha mwaka jana baina ya marais wetu na wakasaini mkataba wa MOU. Baadaye, Total PLC ambao wanalenga kupata miradi mingine Tanzania wakaibuka na mahesabu yanayo onyesha unafuu wa kupitisha bomba Tanzania. Kweli ukiangalia hayo mahesabu yana mantiki, hivyo Uganda kama mteja akawa na uwezo wa kuhoji na kuibua maswali kadhaa dhidi ya Kenya.

Kenya faces the onerous task of constructing a crude oil pipeline to the Coast alone after Uganda and Tanzania agreed to build a similar facility at Tanga port.

South Sudan is also contemplating an alternative route via Ethiopia to Djibouti instead of South Lokichar in northern Kenya through Isiolo to Lamu on the Indian Ocean.

The rival projects have raised fears of over-investment in oil transport infrastructure given the finite nature of the resource, despite hopes that ongoing explorations will yield more.

Kenya has discovered 600 million barrels of crude oil in South Lokichar and 6.5 billion barrels of oil have been found in western Uganda. A joint pipeline was to be built from Hoima in western Uganda through Lokichar to Kenya’s Coast to enable the two countries to start exporting their discoveries.

This would also have fed on the vast resource from Jonglei state in South Sudan — industry analysts place it at double the combined offtake from Kenya and Uganda — increasing its viability.

“The Lokichar-Lamu pipeline would still be viable with South Sudan on board or if more exploitable reservoirs were discovered in Northern Kenya,” said Patrick Obath, the managing consultant of Eduardo Associates, a sector analyst.

Tanzania’s President John Magufuli and his Ugandan counterpart Yoweri Museveni’s announcement of the agreement to build the southern route pipeline from Hoima in the Albertine basin through northern Tanzania to Tanga port, caught the Kenyan government by surprise. The decision was made public during the East African Community Heads of States Summit held in Arusha last week.

“We did not receive any communiqué. Kenya and Uganda have signed a memorandum of understanding (MoU) to construct the Northern Corridor route pipeline after the central crude oil pipeline from Hoima through Kampala to Mombasa port was dropped,” said senior government officials from Kenya’s Energy Ministry, on condition of anonymity.

Tullow Oil Plc, which has interests in discoveries made in northwestern Kenya and Uganda with China National Offshore Oil Corporation (CNOOC), which has a stake in the Albertine basin were not kept abreast of the pipeline to Tanga.

Mr Obath said host governments in East Africa ought to continue making regulatory and legislative reforms to maintain the interest of investors and entice new players to the nascent oil sector.

“Investment is driven by reforms including regulators giving timely approvals for the industry to take bankable projects to the final investment decision stage,” said Mr Obath.
Nairobi based Hydrocarbons Management Consultants said Tullow, Africa Oil Corporation and Maersk Oil as partners in South Lokichar with Kenya’s government need a new strategy to fasttrack building of a crude oil pipeline.

“The partners and the government now have to look at pipeline logistics for Kenya to start exporting commercially viable crude oil from 2020,” said the firm.

It is tied to South Sudan deciding to build a 1,469 kilometres pipeline to Ethiopia and Douraleh port in Djibouti after ILF Consulting Engineers of Germany was contracted in 2013 to carry out a feasibility study.

South Sudan in 2012 signed an MoU with Kenya for feasibility studies on a facility through northwestern Turkana County to Lamu as an alternative to the pipeline to Port Sudan on the Red Sea due to a tariffs dispute.

Hydrocarbons lead consultant Robert Shisoka said Uganda favours the pipeline to Tanga port as one on the northern route could be a soft target for attacks from Al Shabaab-affiliated extremists.

Preliminary data shows production from Kenya, Uganda and South Sudan when combined will lead to a total of 430,000 barrels of crude oil being pumped per day through the joint northern facility.

“Safety of workers and equipment on the northern route led to Uganda favouring of Hoima-Tanga pipeline,” said Mr Shisoka.

He said reliable supply of electricity will be a key feature of any route selected because the pipeline has to be heated to ensure the oil flows. The oil in Uganda and Kenya is waxy in nature and solidifies easily.

Kenya’s first discovery of oil in South Lokichar basin in exploration blocks 10 BB and 13T was made in 2012. The Lapsset Corridor Development Authority (LCDA) estimates the cost of building an 868-kilometre pipeline from Lokichar to Lamu at $3 billion.

Data from the Energy Ministry and LCDA shows that Hoima was to have crude oil storage tanks of 127,200 cubic metres (m³) and a 24-inch, 583 kilometres pipeline to Lokichar with a peak elevation of 1,430 metres above sea level.

Lokichar was to have crude oil storage tanks of 63,600 m³ and 30 inch, 868 kilometres to Lamu, where the raw fossil fuel is to be stored in 190,785 m³ terminal with a heating station before the commodity is loaded to sea tankers.

Landlocked Uganda’s first oil was discovered in 2006 but the plan for Tullow, CNOOC and Total to start commercial crude production by 2018 is unlikely to materialise due to delays in building an export pipeline to the Indian Ocean.

The construction of the $4 billion (8 trillion/-) Tanga-Uganda oil pipeline is scheduled to begin in August this year and be completed within three years, the state-run Tanzania Petroleum Development Corporation (TPDC) has announced.


Speaking to reporters in Dar es Salaam yesterday, TPDC executive director James Mataragio said the project will be carried out by three international oil firms –Tullow Oil plc (Britain), Total E&P (France), and Cnooc (China).

“We are working round the clock to enable the project to commence and proceed according to schedule,” Mataragio said.

“It is anticipated that thousands of tons of bare pipes, materials and equipment for pipe insulation, pump, bulk heating and trace heating stations will be imported through Tanga port,” he added.

The 1,403-kilometer pipeline will wind its way from Tanga to Uganda through Singida and Kagera regions, and upon completion will be able to transport up to 200,000 barrels of oil per day, according to the project blueprint.

It will link oil fields in Uganda's Lake Albert, Hoima region to the Tanga port which will serve as an export hub.

So far the investors are working on the best deal to transport to Tanga an estimated 6.5 billion barrels of oil believed to be accessible in Lake Albert. Already 1.4 -1.7 billion barrels have been confirmed as recoverable and available for transportation.

The TPDC boss noted that the pipeline project is also expected to increase Foreign Direct Investment (FDI) to Tanzania by more than 50 per cent per annum.

Its presence will pave the way for the installation of an estimated 200 kilometers of permanent new roads and corresponding bridges, and the upgrading of a further 150km of existing roads, while also presenting local companies like Tanzania Railways Limited with “very good business opportunities”, he added.

The pipeline should furthermore speed up regional integration in the energy sub-sector taking into consideration that Uganda is also in need of natural gas from Tanzania to power its iron core processing plants, Mataragio pointed out.

On the issue of compensation payments to the owners and occupiers of land through which the pipeline is set to pass, the TPDC boss said all such payments would be made before the project begins.

The pipeline deal was effectively sealed by presidents John Magufuli of Tanzania and his Ugandan counterpart Yoweri Museveni on the sidelines of the East Africa Community (EAC) Heads of State summit in Arusha last week.

Museveni applauded Magufuli for his alacrity and zeal in implementing projects, a factor seen by some observers as a major reason why Uganda picked Tanzania as its pipeline project partner ahead of initial frontrunners Kenya.

The proposed Kenyan route for the pipeline had also raised concerns over the fact that it would run through a region where Al-Shabaab Islamist militants from Somalia are known to be regularly active.

Kenya had even expressed plans to build a new port to serve the region alongside the pipeline.

The construction of the $4 billion (8 trillion/-) Tanga-Uganda oil pipeline is scheduled to begin in August this year and be completed within three years, the state-run Tanzania Petroleum Development Corporation (TPDC) has announced.


Speaking to reporters in Dar es Salaam yesterday, TPDC executive director James Mataragio said the project will be carried out by three international oil firms –Tullow Oil plc (Britain), Total E&P (France), and Cnooc (China).

“We are working round the clock to enable the project to commence and proceed according to schedule,” Mataragio said.

“It is anticipated that thousands of tons of bare pipes, materials and equipment for pipe insulation, pump, bulk heating and trace heating stations will be imported through Tanga port,” he added.

The 1,403-kilometer pipeline will wind its way from Tanga to Uganda through Singida and Kagera regions, and upon completion will be able to transport up to 200,000 barrels of oil per day, according to the project blueprint.

It will link oil fields in Uganda's Lake Albert, Hoima region to the Tanga port which will serve as an export hub.

So far the investors are working on the best deal to transport to Tanga an estimated 6.5 billion barrels of oil believed to be accessible in Lake Albert. Already 1.4 -1.7 billion barrels have been confirmed as recoverable and available for transportation.

The TPDC boss noted that the pipeline project is also expected to increase Foreign Direct Investment (FDI) to Tanzania by more than 50 per cent per annum.

Its presence will pave the way for the installation of an estimated 200 kilometers of permanent new roads and corresponding bridges, and the upgrading of a further 150km of existing roads, while also presenting local companies like Tanzania Railways Limited with “very good business opportunities”, he added.

The pipeline should furthermore speed up regional integration in the energy sub-sector taking into consideration that Uganda is also in need of natural gas from Tanzania to power its iron core processing plants, Mataragio pointed out.

On the issue of compensation payments to the owners and occupiers of land through which the pipeline is set to pass, the TPDC boss said all such payments would be made before the project begins.

The pipeline deal was effectively sealed by presidents John Magufuli of Tanzania and his Ugandan counterpart Yoweri Museveni on the sidelines of the East Africa Community (EAC) Heads of State summit in Arusha last week.

Museveni applauded Magufuli for his alacrity and zeal in implementing projects, a factor seen by some observers as a major reason why Uganda picked Tanzania as its pipeline project partner ahead of initial frontrunners Kenya.

The proposed Kenyan route for the pipeline had also raised concerns over the fact that it would run through a region where Al-Shabaab Islamist militants from Somalia are known to be regularly active.

Kenya had even expressed plans to build a new port to serve the region alongside the pipeline.

Hivyo tutajaribu kumshawishi aunge kwenye hilo ambalo lipo tayari na halipo kule anakoogopa Alshabaab.
Yeye atakua na jukumu la kujenga bomba hadi kwenye mpaka wetu, na sisi tuchukue kuanzia hapo na kuunga kwenye hilo la Eldoret.

Akigoma kabisa, basi tunaachia na kuendelea na mengine bila majungu. Hii ni biashara na hauwezi kumlazimisha mteja anunue bidhaa zako. Kama mjasiria unafaa utumie nguvu zote kumshawishi mteja, lakini akigoma katakata basi unaachia na kujaribu riziki kwingine, japo unakua tayari ikitokea yule mteja akirudi kwako unampokea tu.

Ujio wa Waganda huko Tanzania ni kwa sababu ya mahesabu yao na ikitokea sisi Wakenya tumeshindwa kuwadhihirishia matakwa yao, basi wapo radhi kuchagua wanakotaka.
Kuna kikao kitafanyika ndani ya siku kumi baina ya Waganda na Wakenya kujaribu kuona kama tunaweza afikiana kwenye hili, sasa hivi tayari tuna bomba kuanzia Eldoret hadi Mombasa, hivyo tunaweza waambia Waganda kwamba tutengeneze bomba la kuunga hili ambalo lipo tayari, kimsingi tutajaribu kuwahakikishia na kurekebisha kilicho wafanya watelekeze mkataba wa hapo awali baina yetu. Lakini ikishindikana basi tunaachia bila majungu, nothing personal, hii ni biashara tu.

- Muungano wa CoW upo kwa ajili ya maslahi, hamna cha undugu wala nini, dunia ya sasa haitaki maisha ya kusuasua na uwoga uwoga, maamuzi lazima ufanye kwa haraka maana hamna muda tena. Miaka ya hapo awali ilikua rahisi kuwa wavivu na kulalia maskio, lakini huo muda haupo tena.

Na ndio unaona hata rais wenu Magufuli hilo ameshalijua na hazubai tena, uchaguzi uliofanyika huko kwenu uliwadhihirishia viongozi wa CCM kwamba wananchi wamechoka na maisha ya umaskini wakati wana raslimali za kila aina. Kila siku wimbo ni ule ule, Tanzania ina ardhi nyingi zaidi ya mataifa yote EAC, ina madini, ina vivutio bora, ina bandari kubwa, maziwa na bahari n.k lakini bado inatajwa kwenye orodha ya nchi maskini wa kutupwa, huku ikihangaika kushindana na nchi ndogo ndogo kama Kenya.

CCM waliponea kwenye tundu la sindano maana walitumia nguvu nyingi sana kurejea kwenye madaraka. Hata kule Zanzibar bado wanayumba tu, wamelazimika kuwajaza wanajeshi kila kona.

Cha msingi, ifahamike muungano wa CoW upo kwa ajili ya kuharakisha yale tunayoyaweza na kuachia yale magumu hadi baadaye. Na sio lazima kila tutakachoanzisha kifaulu kwa mpigo mmoja tu, patakua na changamoto kadhaa mwanzoni, lakini taratibu tutazirekebisha tu. Hivi sasa DRC na Ethiopia tayari wameanza mikakati ya kujiunga na huu muungano, maana kila yeyote amekaribishwa na kujiunga na chochote humo atakacho ona kinamfaa, sio lazima uratibishe kila kitu, tunakuachia ujiunge na kitakachokufaidi, humu hatuna mambo ya undugu, hata Magufuli mwenyewe alishasema yupo tayari kuihusisha nchi yake kwenye hii miradi ya CoW.

Sasa hivi tupo mbioni kumfikishia Kagame reli ya SGR itakayowezesha mizigo kufika Kigali ndani ya masaa 24. ujenzi tayari unafanywa kwa spidi ya kufa mtu. Hiyo reli hatimaye itaunga hadi kule Burundi na DRC, na pia itakua ya msaada sana kwa wajasiria wa Tanzania Kaskazini. Hatuna muda wa kupoteza.

Mkuu asigwa ni kweli tukiungana na Burundi zipo athari zake lakini pia zipo faida zake.Yafaa wataalam wa uchumi,jamii na siasa wakafanya uchambuzi wa kina kupima hizo faida na hasara lakini kubwa zaidi ni utayari wa warundi na wataganyika wenyewe kuungana na si kulazimisha kama ilivyo Zanzibar.Mwaka 2011 tulitoa uraia kwa wakimbizi 8000 wa Rwanda na Burundi,Mwaka juzi tulitoa uraia 1,500 wakimbizi wa kisomali wapo kule Handeni Tanga mwaka jana tulitoa uraia kwa warundi 162 na bado zipo dalili ya kuendelea na zoezi la kugawa uraia kila mwaka hasa nchi zenye matatizo ya usalama kama Burundi na Congo DRC.
Hili la kutoa uraia ni jambo nisilolihafiki kabisa.

Haimanishi nchi zikizozana kwenye jambo moja basi mengine yote yanafungwa. Ni bora ukatumia muuda wako kujielimisha kuhusu masuala ya kimataifa kabla hujaja kujadili kwenye hizi mada za kimataifa.
 
Ule muungano haramu baina ya nchi za Uganda,Kenya & Rwanda umezidi kusambaratika baada ya majeshi ya Uganda kuwakamata maafisa wa Kenya waliokuwa wakiandikisha zoezi la wapiga kura nchi Kenya.Majeshi ya Uganda yaliwatia mbaroni maafisa wa Kenya kwa kile wanachodai Kisiwa cha Migingo ni sehemu ya ardhi ya Uganda.

Ikumbukwe muungano wa CoW ulipata kipigo kingine wiki chahche zilizopita baada ya Uganda kuamua kupitisha bomba la kusafirisha mafuta Tanzania badala ya Kenya.Kama hiyo haitoshi Tanzania ilisimamia kikamilifu kuhakikisha raia wa Burundi anachukua wadhifa wa katibu mkuu wa jumuiya kuanzia mwezi April 2016.Rwanda ikitumiwa na Kenya zilifanya kampeni iliyokuwa na lengo la kuongeza muda wa Katibu Mkuu wa sasa raia wa Rwanda au achaguliwe katibu mkuu kutoka Kenya kwa kisingizio eti hali ya machafuko Burundi isingefaa kutoa katibu mkuu wa EAC.Nidhahiri CoW iliyokuwa na nguvu kipindi cha utawala wa Kikwete sasa unaelekea kufa na kuzikwa rasmi.
