Causes of the Mwembechai crisis can be divided into long term and
immediate causes.18
Long term causes
�� Discrimination against Muslim in matters pertaining to
education and employment.
�� Obstruction as regards joining an international organizations
especially the Organization of Islamic Conference (OIC).
�� The presence of a large number of Muslim ‘loiteres' and
‘criminals' in prisons.
�� The use of excessive forces against Muslim by the police.
�� Refusal of bail in courts of law.
�� Refusal to allow the wearing of Islamic dress in schools and
public offices.
�� General favouritism towards Christians.
�� Denial of the right to form Muslim autonomous organizations
besides BAKWATA.
�� Refusal by government to set up kadhi courts.
�� Non-recognition (and concomitant reward) of the fact that it is
Muslims who overwhelmingly struggled for independence.
�� Distortion of the real number of Muslims in Tanzania which is
claimed to overwhelmingly constituting the majority.
�� Allowing operation of pork butcheries in areas which are heavily
populated by Muslims.

�� Not allowing Muslims in public offices to attend hours of
prayers on Fridays.
�� Prohibition of public comparative preaching.
IMMEDIATE CAUSES
There are immediate causes of the Mwembechai crisis which to
crop out seem from the chronology of events:
(1) The act of ignoring the government ban on public derisory
and ridiculing comparative preaching on the part of some
Muslim groups and the subsequent operation by the police
to arrest the leaders and some members of these groups.
(2) The deep-seated anger of Christians due to their holy book,
the Bible and the basic teachings and beliefs of their religion
being ridiculed and they themselves being ridiculed leading
to an appeal to have public comparative preaching stopped.
(3) The anger of Muslim against Christians who were seen as
being favoured by the state.
