Tanzania minister for Works, Transport and Communication, Eng Isack Kamwele and his counterpart, ambassador Claver Gatete, minister for Infrastructure in Rwanda discussed on how to facilitate fuel transportation through railway as well as the ports of Dar es Salaam, Mwanza and Bukoba.

Eng Kamwele said: “Rwandan marine cargo are transported by trucks through the central corridor. Since we now have the best railway line, we want it to be used to transport the cargo from Dar es Salaam port”.

Between 65 and 70 per cent of Rwanda’s marine cargo go through the central corridor via the Dar es Salaam port.

Minister Kamwele asserted that they have resolved to form a special team with delegates from both countries to see how the available infrastructures can be improved to ease transportation of Rwanda’s marine cargo.

He explained that the aim is to facilitate transportation of petroleum consignments and other cargo destined to Rwanda through railway and water ways. He said the cargo from Dar es Salaam port will be transported via railway to Mwanza where it will be carried by ships to Bukoba through the Lake Victoria.

“We have agreed to jointly finance improvement of the Bukoba port which includes construction of a dry dock. All the cargo from Dar es Salaam port to Rwanda will be taken at the Bukoba dry dock”, said the minister.

The minister highlighted that the short distance (300 kms) from Bukoba port in Tanzania to Rusumo border in Rwanda makes it is easier to transport the consignments.

Rwanda Infrastructure Minister, ambassador Claver Gatete, said the improvements are part of efforts by both countries to further cement the existing business partnership.

Ambassador Gatete added; “We want to work together in improving the infrastructures. Last year, we agreed on how to jointly finance construction of a railway line from Dar es Salaam – Isaka – Kigali”.

He said they now want their marine cargo to pass through Mwanza and Bukoba ports. He said the Dar es Salaam – Mwanza – Bukoba – Rusumo - Kigali route is shorter and beneficial compared to Dar es Salaam – Mombasa – Kigali – Rwanda.

“We want to start using the Dar es Salaam – Mwanza – Bukoba – Rusumo - Kigali route by mid this year”, minister Gatete noted.
Energy Minister, Dr Medard Kalemani said the government is determined to facilitate availability of petroleum products across the country. He said that decision to start using the Mtwara and Tanga ports through bulk procurement was meant to ensure the products are available at competitive prices.

Dr Kalemani pointed out that plans are to start using Mwanza and Bukoba ports to import fuel to ease availability of the products in the regions and neighbouring countries.

The formed team is expected to submit its proposals to the ministers in February this year.

According to Alex Mugire, Deputy Commissioner of Customs at Rwanda Revenue Authority (RRA) Rwandan traders opted for the Dar es Salaam port following the harmonisation of road tolls with Tanzania, whereas charges are applied per container ($ 152) and not per kilometre.

He said the distance from Dar es Salaam port to Kigali is 1,600 kilometres compared to 2,000 kilometers from Mombasa.

Last year, during Rwanda President Paul Kagame’s visit to Tanzania, the heads of state agreed to construct a 400-kilometre standard gauge railway (SGR) line from Isaka to Kigali in effort to connect Rwanda to the Dar es Salaam port.

President John Magufuli quoted data showing that annual trade between the two countries fell by almost half, from 106.54bn/- in 2011 to 64bn/ in 2014.

Magufuli said the various government interventions managed to increase Rwanda’s cargo traffic at the Dar es Salaam port to more than 950 tonnes, an amount which had never been handled previously.

In March this year, Tanzania opened the Tanzania Ports Authority (TPA) office in Rwanda’s capital—Kigali, in a bid to improve business flow between both countries.

The TPA office in Rwanda is meant to improve businesses, cut down costs of doing business and reduce hurdles within the logistic and supply chain.

Akizindua meli hiyo, Mkuu wa Mkoa wa Kaskazini Pemba Omar Khamis Othman amewataka wafanyakazi wa meli hiyo kuhakikisha wanachukua abira kwa mujibu wa kiwango na uwezo wa meli.

Magufuli in plans for gold smelter in Tanzania

Tanzania will allow export of gold and copper concentrates as it enters the final stages of negotiation with investors to construct a smelter in the country.

Stanislaus Nyongo, Deputy Minister for Minerals, said the government had already received a number of offers from “big investors” ready to build the smelter.

“We are working on a number of issues that investors requested before construction can begin,” said Mr Nyongo.
He added that the government has received more than 20 offers from different mining firms.

The investors who have shown interests want assurance of availability of gold and copper concentrates for smelting.

Acacia Mining Plc’s Bulyanhulu and Buzwagi mines produce around 50,000 tonnes of gold/copper concentrate per year.

Smelter
Acacia has said it is “prepared to partner with the government to examine the possibility of viable smelting capability in Tanzania that provides employment and develops industry further.”

“Technological developments may provide the key to this capability,” Acacia added.
The smelter was proposed by the Presidential Mining Review Team led by Judge Mark Bomani in 2009, but the Tanzania Mineral Audit Agency (Tmaa) vetoed it on cost grounds.

But President John Magufuli, seeking more benefits for the country from its natural resources, last week ordered Mining Minister Dotto Biteko and his team to urgently work on the plan.

“We have put everything in place, from legal grounds to conducive environment for our miners,” the president told Mr Biteko.

“If we have such an arrangement, it will be even easier to a monitor and obtain exact data on what was produced, how much and what was sold, for the government to get its rightful share in revenue.”

If the findings of two presidential committees are accurate, the extent of the undervaluation found in Acacia’s gold/copper concentrates is massive, amounting to almost $4 billion annually.

Ban
In March, 2017, President Magufuli issued a ban on exports of unrefined metals, preventing Acacia from selling partially processed gold and copper concentrates.

Acacia ceased production of gold and copper concentrates during the fourth quarter of 2017.

“All gold produced in 2018 was in doré form and was not, therefore, impacted by the current export ban on concentrate,” the company said.

The mining firm has about 186,000 ounces of gold, 12.1 million pounds of copper and 159,000 ounces of silver in Tanzania which “are in a condition to be sold in the event that the concentrate export ban is lifted in the future.”

According to June 2018 prices, the stockpile would have fetched $244 million after royalties.

Data from the Acacia website shows that the Bulyanhulu mine can process 1 million tonnes of underground ore per year and about 25,850 tonnes of gold and copper concentrate.

The Buzwagi mine can process 4.4 million tonnes of open pit ore per year with about 25,750 tonnes of gold and copper concentrate.

Before the export ban, the export value of gold was $1,494.1 million while overall non-traditional exports fetched $3,950.4 million in the year ending March 2017, according to Bank of Tanzania data.

Mfugale ametoa kauli hiyo leo wakati wa hafla ya utiaji wa saini ya mkataba wa mradi wa ujenzi wa daraja hilo kati ya Tanroad na Sumitomo.

"Kama ilivyo kawaida Tanroad itahakikisha mkandarasi huyo na mhandisi mshauri msimamizi wanafanya kazi yao kwa uweledi wa hali ya juu. Tunataka kazi ikamilike ndani ya muda, kwa viwango na gharama zilizokubalika," amesema Mfugale.

Amesema wamekubaliana na Sumitomo kujenga daraja hilo kwa Sh22.42 bilioni kwa muda wa miaka miwili wakati usimamizi wa mradi huo utafanywa na kampuni ya Ingerosec Corporation ya Japan kwa Sh2.86 bilioni na kufanya gharama kufikia Sh25.28 bilioni.

Mwakilishi mkuu mkazi wa Shirika la Maendeleo la Japan (Jica), Toshio Nagase amewataka Watanzania kuiamini kampuni hiyo kwa kuwa ina wahandisi makini na watafanya kazi kama ile ya daraja la Mfugale.

Kwa upande wake, waziri wa ujenzi, uchukuzi na mawasiliano, Isack Kamwelwe amesema hatua hiyo inaonyesha ushirikiano bora kati ya Tanzania na mataifa ya nje na kwamba daraja hilo litapunguza foleni jijini Dar es Salaam.
