Statement by Minister of State Keul prior to her trip to Tanzania and South Sudan

Further strengthening and expanding dialogue and cooperation with our African partners remains an important goal for this Federal Government – not despite, but precisely because of, the Russian war of aggression against Ukraine. Because it has repercussions far beyond Europe. Germany is broadly engaged in both Tanzania and South Sudan as a partner for security, democracy-building and development.
We want to continue to support South Sudan in implementing the 2018 peace agreement. During my talks, I will be voicing our expectation that the process of transition be completed rapidly. German engagement remains necessary particularly in view of the difficult humanitarian conditions and the human rights situation in the country.
We have maintained close cooperation with Tanzania for sixty years already. We want to build on this foundation and together tackle major issues defining the future. However, a true partnership also includes an acknowledgement of our historical responsibility and a reckoning with the crimes committed by Germans during the colonial era. To this end, we will take further concrete steps with the National Museum of Tanzania as part of our museum cooperation.

Background information:​

The Minister of State at the Federal Foreign Office, Katja Keul, is visiting Tanzania and South Sudan from 9 to 14 April. Political talks with high-level government members as well as opposition and civil-society representatives are planned in both countries. In Dar es Salaam, the focus will be on strengthening bilateral relations, as well as on democracy and human rights and regional security issues. Another priority will be to tackle the German colonial history. In Juba, talks will concentrate on the implementation of the peace process and the human rights situation, particularly the protection of women and girls against conflict-related sexual violence. In this context, the Minister of State will be meeting the Head of the United Nations Mission in South Sudan (UNMISS), members of the German contingent, and others

Hilo linaweza kuongeza gharama za uzalishaji. Muhimu Stigler ikamilike haraka. Wanaweza kuwapa incentives ( eneo, ardhi) nyingine na tax breaks (msamaha, punguzo la kodi on capital goods) kwa miaka michache ya kwanza 3 - 5 ili wasimame.

Hivi vitu vinawezekana kungekuwa na utashi, nia ya dhati, mipango, mikakati, ubunifu na uthubutu.

Mfano Kagame pamoja na mapungufu yake mengine nafikiri hili lisingemshinda kwa mfano angekuwa Rais Tanzania.

Waziri wa Nchi katika Wizara ya Mambo ya Nje wa Ujerumani yuko nchini Tanzania kwa ziara ya siku tatu,kujadili masuala kadhaa ya uhusiano kati ya Tanzania na Ujerumani.​

Waziri Katja Keul amesema ziara yake inalenga kuimarisha uhusiano na ushirikiano kati ya nchi yake na Tanzania wakati huu muhimu ambapo dunia inakabiliwa na changamoto kadhaa ikiwemo vita vinavyoendelea katikati mwa Ulaya kufuatia uvamizi wa Urusi dhidi ya Ukraine:

''Nimefurahi kuwa hapa, ingawa tuna nyakati ngumu, kwa kuwa tuna vita Ulaya hata hivyo ni fursa nzuri kwetu kuendelea kuimarisha uhusiano huu kati ya Ulaya na Afrika na uhusiano wetu huu ni wa karibu na wa muhimu kuliko wakati mwingine wowote, kwa sababu wote tupo katika mtumbwi mmoja, hivyo hii ni safari muhimu kwetu'' alisema Keul

Tanzania ni nchi ya pili barani Afrika kutembelewa na Waziri Keul baada ya Mali, tangu serikali mpya ya muungano wa vyama vitatu vya SPD, Kijani na FDP ilipoingia madarakani Desemba mwaka jana. Waziri wa mambo ya nje wa Ujerumani Annalena Baerbock pia anazuru bara la Afrika wiki hii.


Hapo jana Waziri Keul alishuhudia utiaji saini wa mikataba mitatu, wa kwanza ni ukarabati wa jengo la kihistoria, ambapo makumbusho ya kwanza ilipowekwa mwaka 1939 na mkataba wa pili ni utafiti na onyesho la pamoja, utakaongazia turathi za kimila na kihistoria zilizochukuliwa Tanzania na kupelekwa Ujerumani, kabla ya kukutana na kufanya mazungumzo na viongozi wa upinzani na mkataba wa kuendesha programu mbalimbali za kuelimisha jamii kupitia semina na mikutano kwa kushirikiaana na Wajerumani.

Waziri Keul amesifu juhudi za serikali ya Tanzania za kutunza mazingira na bioanuwai na kusema nchi yake inataka kujifunza kutokana na uzoefu wa Tanzania.

''Kama nilivyosikia kuhgusu Tanzania, inafanya vizuri katika utunzaji wa bioanuai, kwa kulinda asilimia 30 ya ardhi na hiyo ni hatua nzuri na muhimu na sisi tunajitahidi sana kutoa ushirikiano kwa kadri tuwezavyo katika hilo, kuhakikisha kwamba mabadiliko ya tabia nchi, hayawaathiri wale ambao hawajayasababisha. Tunatakiwa kuwajibika'',alisema Katja Keul.


Katika mikataba hiyo ya mashirikiano Serikali ya Ujerumani itatoa jumla ya Euro 201,130 kwa ajili ya kusaidia katika ukarabati wa jengo la King George V lililopo Makumbusho na Nyumba ya Utamaduni jijini Dar es Salaam na kuandaa onesho la historia ya Tanzania kwa pamoja ambalo litawekwa mjini Berlin Ujerumani na baadaye Tanzania.

Waziri Keul amekutana pia na wanafamilia ya Mangimeli kuzungumzia mchakato wa kurejesha mabaki yake yaliyochukuliwa na utawala wa kikoloni wa Ujerumani.

The exhibition is a collaboration between the National Museum of Tanzania (NMT), the Prussian Cultural Heritage Foundation (SPK) and the Humboldt Forum im Berliner Schloss Foundation (SHF).

In cooperation with the National Museum of Tanzania (NMT), the Prussian Cultural Heritage Foundation (SPK) and the Humboldt Forum in the Berlin Palace Foundation (SHF), the Humboldt Forum 2024 is presenting a special exhibition on the history of Tanzania. To this end, the NMT and the SHF signed an agreement yesterday in Dar es Salaam, which builds on the longstanding collaboration between the NMT and the SPK and now enables the three institutions to work together. The signing took place in the presence of Katja Keul, Minister of State at the Federal Foreign Office, as part of her inaugural visit to Tanzania.
At the center of the exhibition are objects from the East Africa collections of the Ethnological Museum and the National Museum of Tanzania, which highlight the rich and eventful history of Tanzania. Different perspectives, stories and information about the exhibits form a diverse, critical spectrum of history. The joint exhibition is curated by a team of curators from the NMT, the EM and the SHF.
The contract could be concluded thanks to the support of the German Embassy in Dar es Salaam. The embassy is also involved in other projects initiated by German institutions in Tanzania.
Claudia Roth, Minister of State for Culture and Media: “For me, dealing with the consequences of colonialism is a question of the future. This clearly includes the decolonization of knowledge and practice in cultural institutions. The cooperation between the Humboldt Forum, specifically the Prussian Cultural Heritage Foundation and the Humboldt Forum Foundation in the Berlin Palace, and the National Museum of Tanzania makes an important contribution to this, which I very much welcome. I look forward to this exhibition.”
Hermann Parzinger, President of the SPK: "Since 2016, the Ethnological Museum has been working intensively with various partner institutions from Tanzania as part of the cooperation projects Tanzania-Germany: Shared object histories? , Humboldt Lab Tanzania and Collaborative Provenance Research on Collections from Tanzaniaat the National Museum and House of Culture in Dar es Salaam and the Ethnological Museum in Berlin. The starting point of the projects was the processing of the history of the Berlin collection of Tanzanian objects in cooperation with Tanzanian artists, scientists and actors from the communities of origin. We are therefore very pleased that this international cooperation is now being continued and will culminate in a large, jointly curated exhibition in the Humboldt Forum. The exhibition will then be shown in Tanzania.”
