Walimu msipokuwa makini mwaka huu, mtakwisha!

Walimu ni miongoni mwa raia wenye uelewa wa kutiliwa mashaka. Jamii inatarajia mambo makubwa kutoka kwa walimu lakini hawa viumbe wameshindwa kabisa kuishi maisha yanayoendana na taaluma yao pamoja na heshima wanayostahili katika jamii. Na mwaka huu kama hawatabadilika, watateseka sana.

Baada ya kusema haya naomba sasa nirejee kwenye mada. Nimelazimika kuandika mada hii kufuatia vitendo vya ajabu ajabu ambavyo vimekuwa vikiripotiwa kuhusu walimu. Baadhi ya vitendo hivi ni pamoja na kuwabaka na kuwajaza mimba wanafunzi wa kike, wizi wa mitihani, kuua wanafunzi, kutapeli na kutapeliwa na kusalimisha kadi zao za benki kwa wakopeshaji uchwara (kausha damu). Nimeambatanisha ushahidi hapo chini kwenye uzi.

Nianze kwa kurejea kesi ya mwalimu Respecius Patrick aliyemuua mwanafunzi wake wa darasa la tano, Sperius Eradius, aliyekuwa akisoma Shule ya Msingi Kibeta, Manispaa ya Bukoba kabla ya kukatishwa uhai wake kwa kipigo kikali sana na mwalimu huyu katili asiyekuwa na chembe ya utu (soma nakala ya hukumu iliyoambatanishwa – imeeleza matukio yote yaliyofanyika siku ya mauaji na aina ya ukatili aliofanyiwa mtoto huyu asiyekuwa na hatia kabla ya kifo chake). Nikiangazia tukio hili kwa ufupi, naomba sasa nieleze tukio hili kinagaubaga.

Kwanza, mwalimu anayedai kuibiwa wallet hakufanya homework ya kutosha kujiridhisha kama kweli mwanafunzi husika ndiye aliyeiba hiyo wallet. Kumbuka kati ya wanafunzi wote shule nzima, ni wanafunzi watatu tu waliosema walimuona Sperius akichukua wallet (kitu ambacho baadaye kiligundulika kuwa ni uwongo mtupu).

Kabla ya kuwaamini wanafunzi, mwalimu aliyedai kuibiwa alipaswa kwanza ajiridhishe. Kwa mfano, angewauliza wale wanafunzi watatu kama wallet waliyoiona ilikuwa ya rangi gani. Wangejichanganya kidogo tu, angejua wanasema uongo. Kwa hiyo, asingechukua hatua ya kumuadhibu mwanafunzi husika na kisha kumpeleka kwa muuaji aliyeendelea kumpiga tangu saa 2:00 hadi saa 5:00 na kumuua!

Pili, sheria ya kutoa adhabu ya viboko kwa wanafunzi ipo wazi. Sijui kwanini walimu wanakuwa wagumu kuielewa. Sheria yenyewe (kama nilivyoifupisha) ni rahisi na inatamka hivi:

1. (a) Corporal punishment may be administered for serious breaches of school discipline or for grave offences committed whether inside or outside the school which are deemed by the school authority to have brought or are capable of bringing the school into disrepute.

(b) Corporal punishment shall be reasonable having regard to the gravity of offence, age, sex and health of the pupils and shall not exceed four strokes on any occasion.

2. (a) The head of the school in his discretion may administer corporal punishment or may delegate his authority in writing to a carefully selected member of his teaching staff provided that the authorized member of staff may act only with the approval of the head of the school on each occasion with corporal punishment is administered.

(b) A female pupil may only receive corporal punishment from a female teacher except where there is no female teacher at the school in which case the head of school may himself administer corporal punishment or authorize in writing a male teacher to administer corporal punishment.

3. (a) On every occasion when corporal punishment is administered it shall be recorded in writing in a book kept for this purpose and such record shall state in each instance the name of the pupil, the offence or breach of discipline, the number of strokes and the name of the teacher who administered the punishment.

(b)Every entry in the book shall be made and signed by the head of the school.

4. A refusal to accept corporal punishment either by a pupil or by a parent on the pupil's behalf may lead to the exclusion of the pupil in accordance to the Expulsion and Exclusion of Pupils from Schools Regulations, 2002.

5. A disciplinary action shall be instituted under the Teachers Service Commission Act;. 1989 as against a head of school or school authority if the administration of corporal punishment is violated.

Sasa sheria rahisi kama hizi walimu mnashindwa nini kuzitii bila shuruti? Au mmechoka maisha mnatamani mtende makosa kizembe mfungwe jela maisha au mnyongwe?

Nimetafakari sana hili jambo nikabaini walimu ni watu wenye upeo mdogo sana wa kufikiri. Ndio maana mara nyingi wanahusika kwenye visa vya kutapeliwa na kujiingiza kwenye mikopo ya kausha damu ambako hutakiwa kusalimisha kadi zao za benki kama watumwa.

Walimu ni miongoni mwa raia vilaza sana tunaoishi nao hapa nchini. Jamii inatarajia mambo makubwa kutoka kwa walimu lakini hawa viumbe wameshindwa kabisa kuishi maisha yanayoendana na taaluma yao pamoja na heshima wanayostahili katika jamii. Na mwaka huu kama hawatabadilika, watateseka sana.

Baada ya kusema haya naomba sasa nirejee kwenye mada. Nimelazimika kuandika mada hii kufuatia vitendo vya ajabu ajabu ambavyo vimekuwa vikiripotiwa kuhusu walimu. Baadhi ya vitendo hivi ni pamoja na kuwabaka na kuwajaza mimba wanafunzi wa kike, wizi wa mitihani, kuua wanafunzi, kutapeli na kutapeliwa na kusalimisha kadi zao za benki kwa wakopeshaji uchwara (kausha damu). Nimeambatanisha ushahidi hapo chini kwenye uzi.

Nianze kwa kurejea kesi ya mwalimu Respecius Patrick aliyemuua mwanafunzi wake wa darasa la tano, Sperius Eradius, aliyekuwa akisoma Shule ya Msingi Kibeta, Manispaa ya Bukoba kabla ya kukatishwa uhai wake kwa kipigo kikali sana na mwalimu huyu katili asiyekuwa na chembe ya utu (soma nakala ya hukumu iliyoambatanishwa – imeeleza matukio yote yaliyofanyika siku ya mauaji na aina ya ukatili aliofanyiwa mtoto huyu asiyekuwa na hatia kabla ya kifo chake). Nikiangazia tukio hili kwa ufupi, naomba sasa nieleze tukio hili kinagaubaga.

Kwanza, mwalimu anayedai kuibiwa wallet hakufanya homework ya kutosha kujiridhisha kama kweli mwanafunzi husika ndiye aliyeiba hiyo wallet. Kumbuka kati ya wanafunzi wote shule nzima, ni wanafunzi watatu tu waliosema walimuona Sperius akichukua wallet (kitu ambacho baadaye kiligundulika kuwa ni uwongo mtupu).

Kabla ya kuwaamini wanafunzi, mwalimu aliyedai kuibiwa alipaswa kwanza ajiridhishe. Kwa mfano, angewauliza wale wanafunzi watatu kama wallet waliyoiona ilikuwa ya rangi gani. Wangejichanganya kidogo tu, angejua wanasema uongo. Kwa hiyo, asingechukua hatua ya kumuadhibu mwanafunzi husika na kisha kumpeleka kwa muuaji aliyeendelea kumpiga tangu saa 2:00 hadi saa 5:00 na kumuua!

Ndio maana sihangaikagi na mtoto wa mtu siku hizi. Atafunzwa na ulimwengu, mie sio ulimwengu.
