Wajumbe wapya wa Kamati Kuu CCM hawa hapa...

Congratulations Mama Tibaijuka for joining Tanzania's Politbureau but will you deliver?

Professor Anna Tibaijuka has been elected to the powerful and prestigeous Central Commitee (CC) of Tanzania's ruling Party, CCM, the highest policy making organ. Some have described this as a meteoric punch through the ruling party otherwise rigid structures. Some have said that the rise of Prof. Tibaijuka who returned from the UN two years ago is thanks due to the liberal policies of President Jakaya Kikwete. He introduced sweeping changes in the Party that favor outsiders like Tibaijuka. First, in 2010 he introduced primary elections where all CCM members can choose their preferred candidate. This enabled Tibaijuka to win a constituency seat in her native district of Muleba South unopposed after sweeping the CCM primaries. She floored veteran politician Wilson Masilingi and the famous Commissioner of Police Alfred Tibaigana. Some people are yet to come to terms with a fact that a woman could have beaten these two formidable gentlemen in popular elections? In November, 2010 President Kikwete appointed her to the cabinet giving her familiar docket as Minister for Lands, Housing and Human Settlements Development, a mirror image of the United Nations Human Settlements Programme UN-HABITAT that she had run for ten years. She is considered among the most effective Ministers in Tanzania and has restored sanity at the notorious Lands Ministry. All is not well at Ardhi but at least the impunity with which land officers used to behave is subdued. When President Kikwete decided to decentralize the positions of the National Executive Committee to districts, Tibaijuka grabbed the opportunity and vied for the NEC position in Muleba district. She won with a landslide of 1124 votes her strong opponent Dr. Ndyetabula another retired UN official trailing with only 447 despite that she had not campaigned much. The same history has repeated itself at the just concluded NEC elections in Dodoma on Monday 11th February, 2012. Once proposed by President Kikwete who is also Party Chairman to be one of the 21 candidates from Tanzania mainland, she proved unstopable. She scored a whooping 199 votes of the 320 cast. Although third in place those ahead were CCM veterans defending their seats on the CC, namely Stephen Wasira who scored 220 votes and Pindi Chana who scored 201 votes. Congratulations Hon. Tibaijuka but the question that needs to be discussed is "will you make the expected difference as you did at the UN or fall into the business as usual style of CCM now that you hava arrived? ...............Hamad
